Opis:
Global climate change is anticipated to have consequences on water resources and the environment both at global and local/regional levels. Efforts towards proper management of future water resources and resolving potential water-related conflicts require the formulation of appropriate techniques to downscale the output of global climate models (GCM) to local conditions for hydrologic prediction. The paper presents an integrated framework for modeling the impact of climate change on river runoff that combines methodology for downscaling climate change scenarios for a basin scale with a hydrological model to estimate the impact of climate change on a river runoff. The modeling framework uses long-term observations of meteorological and hydrological variables together with a climate change scenario to provide a projection of future flows for the specified time horizon. The framework is based on a spatial weather generator and a distributed rainfall-runoff model. Such a configuration enables a reflection of the uncertainty of future conditions by running multiple realizations of future conditions, and also take into account the spatial variability of hydrological properties in the catchment by maintaining the physical details at a given grid size. The performance of the framework was presented for the Kaczawa basin that is one of the main left bank tributaries of the Odra River – the second biggest river in Poland. The results show simulated changes of the future river flow regime caused by climatic changes for two time horizons: 2040 and 2080.

This study aims to identify key phenomena and regularities in the business models of regional airlines in the context of a decreasing number of players in this market despite the development of regional airport infrastructure. Since previous studies have focused on the analysis of supra-regional aviation, this paper focuses on specific elements of regional airline business models and the identification of key elements that are crucial for particular conditions on the aviation market. Thiswork contributes to development ofaviation management and specifically to the construction of business models, but can also be useful for practical implementations in small- or middle-size airlines. Thisresearch is qualitative in nature, based mostly on interviews with managers of regional airline companies. This approach has some limitations in the context of representativeness due to its retrospective nature and the potential bias of the respondents; therefore, it requires further verification. However, this studyallowed us to establish recommendations for practitioners in the area of key business model elements for thesekinds of carriers and further research.

This article provides a cluster analysis of existing technoparks, the sample of which was built according to the completeness of the data presented on the official websites of the Ministry of Industry and Trade of the Russian Federation and the terms of operation. The analysis is carried out in order to determine the best components of the effectiveness of the development of the technopark movement in Russia. According to the analysis of this article, we can talk about a weak relationship between the three sub-indices: the activities of the management company, the activities of residents, the activities of regional authorities. The obtained data can serve as a starting base for further construction of an econometric model of the efficiency factors of technoparks.

The paper aims to examine factors influencing the regional distribution of companies with foreign capital in Poland. The author uses a negative binomial model based on data covering the country’s 16 regions/provinces in 1990-2004. The study expands previous empirical analyses based on data for Poland’s 49 former provinces. The author checks if companies with foreign capital take into account the same factors while making their siting and investment decisions. It turns out that the latest data applying to the 16 regions is less distinct than that obtained in the past with regard to the former 49 provinces. This is due to a high level of data aggregation in the country’s new administrative division, the author explains. The 16 new provinces are larger than the old provinces, as a result of which differences between them are less considerable than in the case of the former provinces. Still, some trends are independent of the degree of data aggregation. These include a positive relationship between the number of companies with foreign capital operating in a given region and the share of the service sector in the overall labor force. Another rule is a negative relationship between the number of companies with foreign capital and real wages and unemployment in the region. The border location of individual regions produces less distinct effects for today’s 16 provinces than in the case of the former 49 provinces. The feedback effect that was found in earlier studies involving the 49 former provinces does not occur in the current regional arrangement based on 16 provinces. Indicators describing the influence of special economic zones on regional economies are statistically significant only when the relevant regression equation takes into account the effects of a region’s border location.

The paper aims at analysing the determinants of regional economic integration in Sub-Saharan Africa in relation to the European model of integration, perceived as a benchmark for the region. The paper employs analytic-descriptive analysis, using national and international literature sources and statistical data of the United Nations Conference on Trade and Development – UNCTAD. Research results show that regional integration processes in Africa are determined by natural conditions, economic and political determinants, as well as by adopted model of integration. As integration effects in Africa prove to be highly unsatisfactory, a critical review of adopted integration model seems to be necessary. International institutions should also verify their approach to African integration in order to provide this continent with an optimal balance between local regionalism and economic globalization.

Celem niniejszego artykułu jest przedstawienie i ocena modeli programowania polityki rozwoju województw w Polsce. Konsekwencja szerokiego dyskursu w prezentowanym obszarze badań pojawiło się wiele koncepcji rozwoju regionalnego w odniesieniu do istniejących podziałów administracyjnych, ich dokumentów strategicznych oraz zasad ich finansowania, tak w kontekście narodowym jak i unijnym. Zweryfikowano i uporządkowano istniejące narzędzia pomiaru rozwoju oraz opracowano pakiet nowej generacji podstawowych dokumentów strategicznych zgodnie z zaprojektowanym modelem. Zbudowanie nowego modelu jest połączone ze strategia rozwoju cywilizacyjnego, planem zagospodarowania przestrzennego województwa oraz planem gospodarki niskoemisyjnej. Jednak głównym dla powodzenia dalszych rozwiązań może być brak środków unijnych, których wykorzystaniu podporządkowana w dużym stopniu była dotychczasowa polityka.
This article aims at presentation and estimation of programming models of the districts development policy in Poland. It was the wide discourse consequence in the research field of many concepts of regional development according to their existing administrative divisions, their strategic documents and financing principles in the context of national and European Union degree. Measurement instruments of existing development were identified and ordered. New generation package of basic strategic documents in accordance with the designed model was developed. Creating the new model associated with the strategy for civilization development, district spatial planning and low emission economy plan. However, the reason for further research may be a lack of means of EU, which, to a large extent, were the basis of the previous policy.

Opis:
Purpose: The purpose of the article is to present the variation in the level of the development of 95 subregions of the NUTS-3 level in Poland, the Czech Republic and Slovakia. The level of the development shall be established in a multi-criterion manner, separating three factors of the regional development: the society, the natural environment as well as the economy. Design/methodology/approach: The article presents the level of the regional development of the NUTS-3 regions based on 31 indicators based on public statistical data of the Eurostat database. The level of the development has been presented based on the synthetic gauge exhibiting the taxonomic distance of each region from the established pattern of development. The research procedure was composed of four stages and comprised: a selection of variables, a reduction of multi-attribute space, specifying the level of the regional development of the researched units as well as a classification of regions against the scale of the level of the regional development based on the ranking created according to a decreasing value of the synthetic gauge. Findings: As a result of the research procedure conducted, spatial differentiation of 95subregions of the NUTS-3 level in Poland, the Czech Republic and Slovakia with respect to the level of the regional development as well as three components constituting the factors of the said growth is presented. The highest value of the synthetic gauge has been registered in regions comprising the capitals of the respective countries. Moreover, large developmental discrepancies within the respective countries have been identified. Originality/value: The results obtained as a result of having conducted the research may constitute a source of inspiration for the EU institutions within the scope of specifying the richest and the poorest EU regions with the purpose of an efficient management of the cohesion policy in the subsequent programming periods.

The econometric analyss identifies factors which characterise the specificity of the poviats in a relevant way and influence on the human resources (working doctors) in the groups of poviats under study. Mention was made of factors, which affect the level of employment of doctors’ in poviats, although the strength of their impact was different. In Poland, the dissimilarity between poviats is a result of processes taking place in particular areas of country and translate into a permanent lack of coherence, clearly seen in healthcare, despite of expectations of uniformity. The quality of the services provided by the public facilities and in-creasing role of social capital become an essential component and a source of competitive advantage of each region. Zastosowana analiza statystyczno-ekonometryczna pozwoliła wskazać czynniki, które charakteryzują specyfikę powiatów w zakresie opieki zdrowotnej i wpływają na kapitał ludzki (pracujący lekarze) w badanych grupach powiatów. Wskazano czynniki wspólne, które wpływają na zatrudnienie lekarzy w powiatach, choć siła ich wpływu okazała się różna. Zróżnicowania regionalne w powiatach w Polsce są efektem procesów, jakie zachodziły na poszczególnych obszarach Polski i przekładają się na ciągły brak spójności, co wyraźnie uwidacznia się w opiece zdrowotnej, pomimo oczekiwań jednorodności. Wykorzystanie dynamicznych modeli panelowych pozwoliło na wyodrębnienie w składniku losowym dwóch składowych, dzięki czemu możliwe było wskazanie czynników, które w istotny sposób wpływają na dostęp do opieki zdrowotnej w grupach powiatów oraz umożliwią określić siłę tego wpływu na wzrastającą rolę zatrudnio-nych lekarzy, jako istotnego składnika i źródła przewagi konkurencyjności regionu.

W ostatnich latach struktura obszarowa gospodarstwa rolnych w Polsce nie uległa znacznym zmianom, nadal przeważają gospodarstwa małe, do 5 ha. Celem niniejszego opracowania jest przedstawienie dynamiki wybranych wskaźników wyposażenia gospodarstw rolnych w ciągniki w województwach Polski z wykorzystaniem mierników dynamiki i modeli tendencji rozwojowej. Z przeprowadzonej analizy wynika, że w polskim rolnictwie istnieje duże zróżnicowanie przestrzenne w wyposażeniu w ciągniki i to zarówno w przeliczeniu na 100 gospodarstw, jak i na 100 ha użytków rolnych. Zmienność ta ma wyraźny związek z terytorialnym rozkładem gospodarstw według ich średniego areału.
In recent years, the area structure of agricultural holdings in Poland has not changed significantly, small farms, up to 5 ha, still dominate. The purpose of this paper is to present dynamics of selected indicators of farm equipment in tractors in Polish voivodships. In this article indexes of dynamics and models of development trend have been used. The analysis shows that in Polish agriculture there is a large spatial variation in the equipment of tractors, both in terms of 100 farms and 100 ha of agricultural land. This variability has a clear relationship with the territorial distribution of holdings according to their average area.

Uszczegółowienie podziału na bloki w modelu regionalnym pola hydrodynamicznego na podanym przykładzie wskazuje, że proces ten wymaga ostrożności. Badania prowadzono na fragmencie modelu regionalnego Głównego Zbiornika Wód Podziemnych nr 425, w którym siatka dyskretyzacyjna została pięciokrotnie zagęszczona. Powyższa operacja została wykonana dla uzyskania dokładniejszego odwzorowania zagospodarowania przestrzennego terenu. Drogą do uzyskania właściwych wyników była ponowna interpolacja większości parametrów hydrogeologicznych modelu regionalnego. Program Processing Modflow 5.0 daje powyższą możliwość. Uszczegółowiony model został poddany weryfikacji z wykorzystaniem własnych pomiarów poziomu zwierciadła wód podziemnych na prawym brzegu rzeki Wisłok. Making a regional hydrodynamic simulating model much more detailed on the given example proves that this operation should be careful. The research was done on the small part of the regional model of the Major Groundwater Basin No. 425 whose discretization grid was made five times denser. This operation was made to obtain a more exact image of, for example, the landuse of the area, for example. The means to obtain appropriate results was the interpolation of the majority of the hydrogeological parameters of the regional hydrodynamic simulating model. The Processing Modflow 5.0 code makes the above possible. The more detailed model was verified on the basis of the author's measuring of the groundwater table on the Right Bank of the Wisłok river valley. Satisfactory compatibility of hydrodynamic fields has been stated

In the current knowledge-based economy paradigm, it is innovativeness that may enable lagging regions to be as competitive as more developed regions. The innovation and efficiency of regional innovation systems (RISs) are crucial for enhancing economic development. Using data envelopment analysis (DEA) with environmental factors, we conducted an assessment of the efficiency of RISs in Polish subregions. On this basis, a list was drawn up of efficient subregions with strong innovation as well as efficient regions with weak innovation. The results confirm that, in most cases, Polish subregions are not using their full potential. While estimating the panel model, RIS features that influenced efficiency were identified, and the positive impact of the innovative milieu, spatial proximity and the share of industry in value added were confirmed. The negative impact of unemployment and factors reflecting the low level of social capital were identified. The obtained results may be the basis for formulating an appropriate innovation policy at the regional level, especially in Central and Eastern European countries. We suggest that the use of the identified patterns, in combination with the individual characteristics of particular regions, may contribute to an improvement in both technological effectiveness and productivity, particularly in weaker regions.
W obecnym paradygmacie gospodarki opartej na wiedzy to właśnie innowacyjność może sprawić, że regiony zapóźnione w rozwoju będą tak samo konkurencyjne jak regiony bardziej rozwinięte. Czynniki innowacyjne i efektywność regionalnych systemów innowacji (RIS) są kluczowe dla wzmocnienia rozwoju gospodarczego. Wykorzystując analizę obwiedni danych (DEA) z czynnikami środowiskowymi, przeprowadzono ocenę efektywności RIS w polskich podregionach. Na tej podstawie stworzono listę efektywnych podregionów o silnej innowacyjności oraz efektywnych regionów o słabej innowacyjności. Uzyskane wyniki potwierdzają, że w większości przypadków polskie podregiony nie wykorzystują w pełni swojego potencjału. Estymując model panelowy, zidentyfikowano cechy RIS wpływające na efektywność, potwierdzono pozytywny wpływ środowiska innowacyjnego, bliskości przestrzennej oraz udziału przemysłu w wartości dodanej. Zidentyfikowano negatywny wpływ bezrobocia oraz czynników świadczących o niskim poziomie kapitału społecznego. Uzyskane wyniki mogą stanowić podstawę do formułowania odpowiedniej polityki wspierającej innowacje na poziomie regionalnym, zwłaszcza w krajach Europy Środkowo-Wschodniej. Wykorzystanie zidentyfikowanych wzorców w połączeniu z indywidualnymi cechami poszczególnych regionów może przyczynić się do poprawy zarówno efektywności technologicznej, jak i produktywności – szczególnie w regionach słabszych.

The article examines the economic determinants of interregional migrations in Poland in 1995-2006. The author describes selected theoretical issues linked with the process and analyzes the influence of economic factors on interregional migration flows. Roszkowska evaluates the influence of selected macroeconomic variables on interregional migration flows using gravity models and data such as GDP per capita, labor productivity, unemployment, and the level of urbanization in individual provinces in Poland in 1995-2006. The analysis enabled the author to identify the most popular destinations for migration. These are chiefly provinces with a relatively well-developed infrastructure, a modern labor force structure by sector, and high economic development indicators. Outlying and poor provinces are the least popular destinations as far as migration is concerned, Roszkowska says. She concludes that the economic development of individual provinces-measured with indicators such as GDP per capita, the situation on regional labor markets, including differences in pay and unemployment rates, and the size of urban centers-has a statistically significant impact on interregional migration flows in Poland.
