    In this paper we approach the problem of forecasting the key variables in labour market: registered unemployed persons in the Silesian Voivodeship, structure of registered unemployed persons by sex, age and by duration of unemployment. We analyse stability of unemployment trends models and apply the change point detection procedure. Results indicate increasing trends of number of unemployment in some analysed groups in the recent years. This is crucially important from the point of view of regional social and economic development. In the paper we also argue that the segmented trend models are very useful for forecasting and modeling the unemployment structure in the Silesian Voivodeship. As a result of the research conducted a growing tendency in the number of unemployed in the selected market segments has been observed. This is a disturbing phenomenon from the point of view of social and economic development of the Silesian Voivodeship. Furthermore significant usefulness of segment trend models for modeling and forecasting unemployment structures in the Silesian Voivodeship has been demonstrated.

    Głównym celem powstania artykułu była prezentacja zagadnienia innowacji zawartej w ba-daniu „Pracodawcy Podkarpacia”. W pierwszej części tekstu przedstawiona została koncepcja innowacji oraz dyskurs o wpływie pewnych czynników na powstawanie innowacji. Zaprezento-wana została także analiza związku pomiędzy innowacjami a rynkiem pracy. Druga część tekstu prezentuje dane pochodzące z badania „Pracodawcy Podkarpacia 2012”, ze szczególnym uwzględnieniem roli innowacji, jako czynnika związanego z kształtowaniem regionalnego rynku pracy. Autor opierając się na wynikach badania zrealizowanych wśród pracodawców Podkarpacia podjął próbę określenia związków pewnych czynników z aktywnością innowacyjną. W części tej autor podejmuje próbę udowodnienia wpływu innowacji na zwiększanie miejsc pracy w regionie.
    The main aim of this article is to present problem of innovatons in research of „Employers of Podkarpackie”. The first part describes the concept of innovation and discusses an influace of some factors on the creation of innowations. There be analyzed relations between innovation and labour market. The second part presents data decandant from research of „Employers of Podkarpackie Voivodeship 2012” with particular emphasis on the role of innvations as an factor affecting the shape of ragional labour market. The autor relaying on the results of research carried out among employers of Podkarpacki Region has attempted to identify some factors which are conected with innovation activites. In this part the author try to prove that innovations are job creation factor in the Region.

    The purpose of this article is to present selected results of a study, which was conducted among foreigners studying at universities in Opole Province. The research was run between 82 people, among whom 91.5% were students from countries outside the EU (most of them were Ukrainians), and 8.5% were students from countries outside the EU. During the study it was found that the vast majority of students from outside the EU pay for studies in Poland, and the persons from the EU don't. The largest part of the expenditure of foreign students absorb the fees associated with accommodation and the purchase of food. In both case - students from EU and non-EU countries the most frequently reported source of financing study and stay in Poland was money obtained from the parents. Interesting is that, in the case of people from non-EU countries were also mentioned taking work (while studying in Poland or during the holidays) and use obtained in this way money to finance their studies. By comparison, none of the people from the EU - countries taking part in the study did not mention the personal earnings to finance their studies.

    Celem artykułu jest przedstawienie istoty rynku pracy oraz analiza czynników ekonomicz-nych, które go determinują. Rynek pracy jest jednym z czynników produkcji analizowanych w ekono-mii. Obok niego funkcjonują: rynek dóbr i usług, rynek kapitału i rynek pieniądza. Każdy z nich rządzi się odmiennymi prawami i na każdy z nich oddziałują inne czynniki. Polska w ciągu ostat-nich 20 lat przeszła istotne przeobrażenia. Efektem są istotne zmiany na polskim rynku pracy, w tym także na rynku pracy regionu zachodniopomorskiego. Transformacja spowodowała, że w Polsce wykształcił się prawdziwy, rządzący się prawami popytu i podaży rynek pracy. Zniknęły sztucznie występujące w okresie gospodarki centralnie sterowanej niedobory siły roboczej, a pojawiła się nadwyżka podaży pracy, która była przyczyną powiększającej się stopy bezrobocia. Ukazanie czynników determinujących rynek pracy poprzez przeobrażenia na przestrzeni 10 i kolejnych lat jest niezbędne w ocenie tego rynku.
    The main goal of this article is to show the substance of the labor market and to analyze the economic factors that determine it. The labour market is one of the type of markets of production factors being analyzed in economics. Next to the labour market, there is a market of goods and services, the capital market and the financial market. Each one of them is governed by different rules and each one is influenced by different factors. Over the last twenty years, Poland has gone through significant changes. These changes include relevant shifts on the Polish labor market, as well as on the labor market of West Pomeranian Voivodeship. The transformation has caused Poland to develop a real labour market governed by the principles of supply and demand. The artificially created labour deficits of the centrally planned economy have disappeared and a labour supply surplus has emerged, causing an increase in the unemployment rate. Outlining the factors determining the labor market through the transformations thoughout the last 10 years is an essen-tial process in the contemporary assesment of this market.

    The main purpose of this study is to describe selected aspects of the modern labour market of the Silesian voivodeship and to show these factors, of which meaning will grow in the future. Particularly, demographic conditionality of labor market in future was an object of the interest. A so-called the jobless growth was another considered problem. In order to de-scribe the relation between the economic growth rate and the employment growth rate in the Silesian voivodeship a segmented regression model was applied. The last part of the paper was devoted to problems of the innovation of the economy. The analysis of the relationship between the gross expenses on the research and development (domestic and provincial) and the value GDP was conducted.

    An unemployment is a key social-economic problem and its causes have a various character. A very important determinant of unemployment phenomenon on regional and local labour market seems to be a progressive process of economy globalisation that causes structural changes of an international trade. This situation has an unprofitable influence on regional and local economy in countries where is observed a fast rise of importation, decrease of labour participation in a trade or transferring a business activity abroad. The European Globalisation Adjustment Fund (EFG) was set up in 2006 as an instrument of a financial supporting to trade and regional labour markets in the EU member countries that were particularly offended by effects of global economy changes. Projects that are financed from this fund aim also a remission of negative influence of worldwide crisis 2008-2009 on labour market functioning. The polish regions such as Podkarpacie or Wielkopolska benefited from the EFGG funds. It is noticed that a procedure of financial supporting gain from EFG is very complicated and its simplification would contribute to rise of effectiveness of this instrument in regional labour markets activation.

    Цель работы – определить теоретические особенности и обосновать составляющие развития регионального рынка труда. Дизайн/Метод/Подход исследования. Применен системный подход при обосновании концептуальной схемы развития регионального рынка труда и метод логического обобщения – при обосновании факторов развития регионального рынка труда в соответствии с ожиданиями его субъектов. Информационная основа исследования –монографические работы и научные публикации его тематике. Результаты исследования. Обоснована целесообразность мероприятий по развитию рынка труда в Украине на ее современном этапе социально-экономического и общественно-политического развития. Определены основные субъекты рынка труда, к которым были отнесены наемные работники, работодатели и органы власти. Обобщены факторы развития рынка труда на основе дифференциации целей субъектов рынка труда. Обоснованы характерные черты развития рынка труда. Создана концептуальная схема развития регионального рынка труда, учитывающая ожидания и требования субъектов, барьеры и проблемы на пути развития, направления удовлетворения ожиданий и преодоления барьеров и индикаторы развития рынка труда. Практическое значение исследования. Результаты исследования могут стать основой для формирования региональной политики кластеризации с целью достижения сбалансированного развития региональных рынков труда и ускоренного удовлетворения ожиданий его субъектов, что обеспечит синергетический эффект. Оригинальность/Ценность/Научная новизна исследования. Предложено определение сущности термина «развитие регионального рынка труда», который, в отличие от существующих трактовок, концентрирует внимание на обосновании направлений удовлетворения ожиданий и требований субъектов рынка труда путем преодоления существующих и прогнозируемых барьеров и проблем для достижения индикаторов развития рынка труда. Ограничения исследования/Перспективы дальнейших исследований. Результаты исследования могут быть положены в основу диагностики региональных рынков труда Украины по основным факторам их развития.  Тип статьи – теоретическая.
    Purpose – to define theoretical features and to substantiate components in the development of the regional labor market. Design/Method/Approach. The systems approach is applied in order to substantiate a conceptual scheme for the development of the regional labor market, as well as the method of logical reasoning ‒ when justifying the drivers of regional labor market development in accordance with the expectations of its subjects. The information basis was formed by monographs and scientific publications in line with the research subject. Findings. The expediency of introducing measures for the development of the labor market in Ukraine at its present stage of socio-economic and socio-political development is substantiated. The main subjects in the labor market are identified, which include employees, employers, and authorities. The factors in the development of the labor market were determined based on the differentiation of objectives by the labor market subjects. Substantiation of the characteristic features in the development of the labor market is given. A conceptual scheme for the development of the regional labor market was built, which takes into account the expectations and requirements of the subjects, barriers and problems on the way towards development, directions to meet the expectations and overcome barriers, as well as the indicators of the labor market development. Practical implications. Results of the study can be the basis for creation of policy to activate the processes of cluster formation in order to achieve the development trends of regional labor market and to accelerate meeting the expectations of its subjects, which would ensure a synergistic effect. Originality/Value. It is proposed to define the essence of the notion "development of regional labor market" so that in contrast to existing understanding, it would focus on justifying the directions to meet the expectations and requirements of the labor market subjects by means of overcoming existing and predicted barriers and challenges to achieve the indicators of development of the labor market. Research limitations/Future research. Research results are to be laid in the basis of diagnosing the regional labor markets in Ukraine based on the main factors of their development.  Paper type – conceptual.
    Мета роботи – визначити теоретичні особливості та обґрунтувати складники розвитку регіонального ринку праці. Дизайн/Метод/Підхід дослідження. Застосовано системний підхід при обґрунтуванні концептуальної схеми розвитку регіонального ринку праці та метод логічного узагальнення – при обґрунтуванні чинників розвитку регіонального ринку праці відповідно до очікувань його суб’єктів. Інформаційна основа дослідження – монографічні роботи та наукові публікації за його тематикою. Результати дослідження. Обґрунтовано доцільність запровадження заходів щодо розвитку ринку праці в Україні на її сучасному етапі соціально-економічного та суспільно-політичного розвитку. Визначено основних суб’єктів ринку праці, до яких було віднесено найманих працівників, роботодавців та органи влади. Узагальнено чинники розвитку ринку праці на основі диференціації цілей суб’єктів ринку праці. Обґрунтовано характерні риси розвитку ринку праці. Створено концептуальну схему розвитку регіонального ринку праці, що враховує очікування та вимоги суб’єктів, бар’єри та проблеми на шляху розвитку, напрями задоволення очікувань і подолання бар’єрів й індикатори розвитку ринку праці. Практичне значення дослідження. Результати дослідження можуть стати основою для формування політики активізації процесів кластероутворення з метою досягнення тенденцій розвитку регіонального ринку праці та прискореного задоволення очікувань його суб’єктів, що забезпечить синергетичний ефект. Оригінальність/Цінність/Наукова новизна дослідження. Запропоновано визначення сутності поняття «розвиток регіонального ринку праці», у якому, на відміну від існуючих трактувань, зосереджено увагу на обґрунтуванні напрямів задоволення очікувань та вимог суб’єктів ринку праці шляхом подолання існуючих й прогнозованих бар’єрів і проблем задля досягнення індикаторів розвитку ринку праці. Обмеження дослідження/Перспективи подальших досліджень. Результати дослідження мають бути покладеними в основу діагностики регіональних ринків праці України за основними чинниками їх розвитку.  Тип статті – теоретична.

    The paper looks at the issue of minimum wage in Poland and other EU member states. First, the definitions, measurement, dynamics and legislation related to the minimum wage are introduced. In the next section the authors discuss whether it is reasonable to regionally diversify the minimum wage in Poland, as the analysis shows that such economic indicators as the average wage, labour productivity and costs of living vary depending on the region. Authors claim that these factors speak in favor of regional diversification of the minimum wage.

    The aim of the article is to assess the impact of the development of technological capacity on the labour market in Poland, in voivodships with significantly different GDP levels: the Dolnośląskie and nearly four times smaller the Lubuskie. Data for the years 2002-2017 were obtained from the CSO Local Data Bank. The research used linear regression analysis and the OLS estimation method. The results have shown that the expenditure on R&D are not a positive factor of employment growth in both voivodships, which may be due to their low values in relation to GDP (on average around 0.5%). The number of students and universities had a positive impact on the labour market in both regions. The catch-up effect and accelerated development recorded in the second part of the examined period in the Lubuskie could have had an impact on better absorption of university graduates and registered patents by businesses and their positive impact on employment levels, in contrast to the Dolnośląskie. Improvement in the economic situation in both voivodships and in the whole country also had a positive impact on the improvement of conditions on the labour market.

    The development of local production systems depends on many interlinked factors – localisation, available infrastructure, the abundance of natural resources, stock of human capital, etc. Undoubtedly, human resources play a crucial role in the creation and development of LPS, especially in cases, where competitive advantage of a LPS is knowledge-intensive based. The paper presents the changes on the labour market in two regions: Lodzkie Region and Novosibirsk Oblast in order to discuss the way, in which human capital and labour market situation may determine the development of local production systems in these regions. Research results show, that it is fundamental both to invest in human capital and to develop educational and research potential in accordance with labour market needs in order to reduce detrimental impact of society ageing in these regions.

    Regional studies cover a spectrum of diversified phenomena and problems including social, economic and environmental ones, which refer to territorial units. Owing to their specific characteristics they are most frequently of both multivariate and complex nature. Conducting regional research is associated with the need to consider such difficulties as large data sets, insufficient precision of phenomena description, disregarding territorial diversification of a given phenomenon, as well as incomplete description of problems. The objective of the paper is to suggest solutions to these problems by means of symbolic approach application which basically consists in presenting phenomena in the form of symbolic data. The first part of the paper discusses specific nature of symbolic data, methods for collecting symbolic data and methods for these data analysis. The second part presents an empirical example referring to the assessment of labour market situation in Polish regions (NTS-2) using symbolic data and cluster analysis.

    W pracy zaprezentowano wyniki dynamicznej klasyfikacji regionów Polski na tle regionów Unii Europejskiej szczebla NUTS 2 ze względu na strukturę zatrudnionych w trzech podstawowych sektorach gospodarki: rolnictwie, przemyśle i usługach. Okres analizy obejmuje lata 2000–2012. W 2008 roku Europejska Klasyfikacja Działalności Gospodarczej została uaktualniona oraz zmieniona i dla tego roku istnieją dwa zestawy danych. Wykorzystano je do oszacowania równań regresji, które w dalszej kolejności posłużyły do przeliczenia danych dla lat 2000–2007 na system uaktualniony. Podstawowa metoda badawcza to dynamiczna analiza skupień, w której przedmiotem grupowania są obiekto-okresy (operacyjne jednostki taksonomiczne – OJT). To podejście umożliwia śledzenie zmian zarówno w czasie, jak i w przestrzeni oraz pozwala na zidentyfikowanie typowych struktur zatrudnienia. Istotna zmiana struktury zatrudnienia w regionie skutkuje przemieszczeniem się tego regionu do innej grupy. Wyniki mogą być analizowane na poziomie regionów, a także na poziomie państw. W ramach analizy skupień liczba grup jest identyfikowana przez ocenę dendrogramu uzyskanego metodą Warda, natomiast ostateczny podział dokonywany jest metodą k-średnich. Oceniana jest też stabilność grup i ich zdolność przyciągania innych regionów.
    The results of dynamic classification of Polish regions within the framework of European NUTS 2 units, characterized by employment structure in three sectors: agriculture, industry and services, are presented in the paper. The analysis covers 2000–2012 period. In 2008 the European Classification of Economic Activities was changed and revised and for that year two sets of data are available. They were the information base for the regression models used later to recalculate 2000–2007 data and make it homogeneous to the current system. Dynamic cluster analysis is the basic method used throughout this research. Spatio-temporal units are treated as subjects for classification (operational taxonomic units – OTU). This approach makes it possible to track changes both in time and geographical space as well as to identify typical labour market structures. Change in labour market structure is considered significant if a region is changing its group membership. The number of clusters is identified by the analysis of Ward’s method dendrogram and final partition is obtained by k-means method. Finally, the stability and attractiveness of clusters is evaluated.

    Celem artykułu jest wskazanie związku pomiędzy istniejącymi nierównościami na rynku pracy a zróżnicowaniem regionalnym polskiej gospodarki. W opracowaniu przybliżono zagadnienia dotyczące różnic w poziomie rozwoju gospodarczego. Wyodrębniono przy tym regiony najsłabiej rozwinięte. Podkreślono także trwały charakter istniejących dysproporcji, a co za tym idzie konieczność identyfikacji czynników odpowiedzialnych za powstałe różnice. Analiza literatury przedmiotu wskazała, że istotną rolę odgrywają nierówności na rynku pracy. Dlatego też, w kolejnej części opracowania zwrócono uwagę na rolę edukacji w rozwoju gospodarczym. Poziom wykształcenia ludności określa bowiem jakość kapitału ludzkiego i tym samym staje się istotnym czynnikiem rozwoju regionalnego. Przeprowadzona analiza statystyczna potwierdziła, że regiony najsłabiej rozwinięte dysponują niskiej jakości kapitałem ludzkim, co utrudnia zmniejszenie istniejących dysproporcji rozwojowych. Z punktu widzenia zróżnicowania regionalnego istotne okazały się również nierówności w dostępie do ofert pracy. Zapotrzebowanie na pracowników determinuje przy tym natężenie podmiotów gospodarki narodowej w rejestrze REGON. Pod tym względem również zaobserwowano istotne różnice w skali regionów. Wynika z nich, że regiony najsłabiej rozwinięte mają ograniczony dostęp do ofert rynku pracy, nie tylko ze względu na niską jakość kapitału ludzkiego, ale także niski poziom przedsiębiorczości. W ten sposób, analiza literatury i danych statystycznych pozwoliła stwierdzić, że zarówno nierówności edukacyjne, jak i nierówności w dostępie do ofert pracy pozostają istotnymi determinantami zróżnicowania regionalnego w polskiej gospodarce.
    The aim of the article is to indicate the relationship between the existing inequalities in the labour market and the regional differentiation of the Polish economy. The study discusses issues related to differences in the level of economic development. At the same time, the least developed regions were distinguished. The permanent nature of the existing disproportions was also emphasized, and thus the need to identify the factors responsible for the resulting differences. The analysis of the literature on the subject indicated that inequalities in the labour market play an important role. Therefore, in the next part of the study, attention was paid to the role of education in economic development. The level of education of the population determines the quality of the human capital and thus becomes an important factor in regional development. The conducted statistical analysis confirmed that the least developed regions have low-quality human capital, which makes it difficult to reduce the existing development disproportions. From the point of view of regional differences, inequalities in access to job offers also turned out to be significant. The demand for employees determines the intensity of national economic entities in the REGON register. Significant regional differences were also observed in this respect. They show that the least developed regions have limited access to job market offers, not only due to the low quality of human capital, but also the low level of entrepreneurship. In this way, the analysis of literature and statistical data allowed the conclusion that both educational inequalities and inequalities in access to job offers remain significant determinants of regional disparities in the Polish economy.

    The article shows the growing potential of social economy in the Podkarpackie, a region which in the recent decades has experienced fundamental economic transformation and mod-ernization of the entire social and cultural sphere. Despite the spectacular acceleration of growth, the Podkarpackie still faces such challenges as low salaries in economic operations, high rate of long-term unemployment, and unemployment among young people as well as economic migrations. Social economy is consistent with the region’s main strategic documents promoting inclu-siveness as a priority for development, and it creates real opportunities for preventing conse-quences of exclusion or for resuming one’s career and active social life. It also creates a unique opportunity for increased involvement of local communities and for awakening the dormant potential located away from major centres of economic, social and cultural life.

    Studies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004-2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

    The development of the Fourth Industrial Revolution has caused numerous problems in traditional labour markets, occurring both at the national level and the level of individual regions of the country. However, breakthrough technologies of the recent decade have initiated new forms of labour organisation, mainly digital jobs and the formation of a digital labour market, which contributes to solving the problems mentioned above. The paper’s goal is to assess the readiness of the economy of Ukraine and its regions for forming a digital labour market to determine promising strategic directions for its development. The findings justify the significant prospects for developing the digital labour market in Ukraine at the national and regional levels. Also, they determine the priority types of digital jobs in selected regions as well as form the methodological basis, information, and analytical base of the organisational and economic mechanism for managing its development.

    Subject and purpose of work: Recently, research into the impact of air transport on the situation on local labor markets has been of great practical importance. These issues have become a source of interest in the study. The purpose of the article is an attempt to use taxonomic methods to analyze the spatial diversity of counties located in the catchment area (100 km) of Warsaw Chopin Airport due to the situation on local labor markets. Materials and methods: Taxonomic methods were used as the research tool. The text also presents the methodology for identifying statistical units located in these areas, indicated by the Geostatistics Portal. Results: The conducted process allowed to assess the impact of air transport on the economic situation on the local labor market due to the indicators selected for the study. The proposed method is a new, effective, useful and modern approach to obtaining and analyzing statistical data for the areas of influence of Polish airports. It should also be emphasized that it constitutes a certain contribution of the author to the development of research on the impact of air transport on the socio-economic development of regions. Conclusions: The analysis allowed us to generally illustrate the spatial inequalities of the units selected for testing due to the adopted measures.

    Author in the study made statistical-econometric analysis of the development of subregions of the Silesian province was conducted in 2005-2010 years. In the Silesian province are 8 subregions: Bielsko-Biała, Bytom, Częstochowa, Gliwice, Katowice, Rybnik, Sosnowiec and Tychy. These subregions differ between themselves - subregions from the north and south part of provinces are much less urbanised than subregions from the central part of the Silesian province. The author wants to show happening changes in these subregions in examined years and to show differences and resemblances between subregions.

    The paper is an attempt to perform a comparative analysis of the situation on labour market of districts of Slaskie voivodeship in 2006 and in 2010 through providing its statistical image. In the first stage of the study a synthetic variable (Hellwig measurement) was constructed. It allowed for linear ordering of the districts from "the best" to "the worst" with respect to the situation on labour market and for the assessment of the change of image of labour market in Slaskie voivodeship in 2010 in comparison with 2006. In this way the thesis that measurement of condition of the labour market with the use of synthetic variable provides more reliable results than the measurement with the use of only the unemployment rate was to be verified.

    The goal of the study is to identify the basic research problems related to the process of modernization of regional systems of settlement. The starting point of the author's studies are the concepts of modernization and a regional settlement system. Differentiation of the process of modernization occurs and develops with the increase of complexity of the settlement systems. These changes occur at different levels of spatialstructural complexity but not necessarily exactly at the same time and following the same direction. The more complex the settlement system is the more important role a multiplier effect plays on the one hand and the phenomenon of inertia does on the other hand.
    Celem opracowania jest identyfikacja podstawowych problemów badawczych procesu modernizacji regionalnych systemów osadniczych. Punktem wyjścia rozważań autora są pojęcia modernizacji i regionalnego systemu osadniczego. Zwrócono uwagę na fakt traktowania modernizacji jako procesu przechodzenia z historycznie wcześniejszych, prostszych form organizacji życia społeczno-gospodarczego obszaru do form bardziej nowocześniejszych. Procesy i struktury ludnościowe wykazują zasadniczo słabszą inercyjność w porównaniu z procesami gospodarczymi („uwięzienie” lokalizacyjne), co może powodować zmniejszenie się kohezji (spójności przemian gospodarczo-społecznych) poprzez ujawnianie odmiennych zachowań.

    This article is intended by the author to be a space for presenting a fragment of own research carried out in the area of the professional careers of graduates of pedagogical studies. The author combines the results of own empirical studies with the data resulting from the implementation of the nationwide programme of monitoring professional careers of graduates and data from the statistics of poviat (regional) labour offices.
