Opis:
The author of this paper has aimed at featuring regionalisation processes on the African continent in the context of transformations taking place at the threshold of the 21st century throughout the world. Globalisation, virtualisation and trans-national processes have sparked-off national and international transformations and induced state-dominated systems. As a result of the concurrent regionalisation processes and the development of cohesive border regions, the existing state frontiers now serve as bridges rather than barriers. The emergence of a new economic geographic set up has positioned the present national states in between the space marked territorially by borders and that of the world market. The author analyses regionalisation processes in Africa in the African and European perspective as well as from the regional and global viewpoint. He dwells on the circumstantial conditions and premises determining these processes. He also attempts to answer whether the development of effective integration structures in Africa depends solely and exclusively on the inhabitants of this continent alone.

Opis:
Southeast Asian economies have already gone a long way of development. Firstly, they have survived a period of economic miracle, which de facto was not a miracle, but based on good macroeconomic policy and strong foundations, such as high interest rate and macroeconomic stability. Secondly, the economies have experienced deep crisis, which has proven that good policies are not sufficient condition for development. Apart of them economy needs good, mature institutions and management. Reforming those institutions as well as political reforms is especially important, if countries open politically as well as their economies. Reforms with parallel process of transforming countries towards democracy, and sometimes still decentralization is a great challenge for them. Thirdly, dynamic development of the Chinese and Indian economies has constrained other countries and those being members of the Association of Southeast Asian Nations (ASEAN) as well, to certain adjustments. ASEAN countries represent different development levels, what significantly determines their future aims and policies as well as their advances in the world and region’s society. The article answers three important questions connected with further development of the ASEAN countries: 1. Are the ASEAN countries able to avoid internal disintegration while growing intolerance for deepening disparities in the societies of individual countries, increase in pollution and corruption? 2. Are the ASEAN countries going to profit on the success of China and India, or, maybe opposite, is it going to be additional competitive struggle in international markets? 3. Will the regional integration help in raising the economic effectiveness, or is it to cause external shocks in individual economies?

Regional market integration is crucial in increasing development for emerging economies. However, research has shown that, in the case of developing countries, the process of market integration faces various obstacles. This study aims to analyse the key determinants of successful market integration for developing countries, as well as to investigate under what conditions some countries may benefit more (or less) than others from market integration, particularly in the SADC region. Based on the existing literature on the main debates and theories on regional market integration of developing countries, this study has used the method of process-tracing to investigate the causal relationship between governance and institutions, market integration and development. The analysis based on this study has found that good and sound policies aimed at increasing domestic capabilities deriving from both public and private governance and institutions is vital in determining relative market integration success. The results indicate that the discrepancies found among SADC Member States hinder the process of regional market integration. On this basis, it is recommended that the linkages between the SADC Member States be strengthened through increased levels of coordination and integration.

Differentiated integration is often considered ‘integration gone wrong’ and not a normal and permanent feature of the ever larger and more heterogeneous European Union. With the growing impact of the widening, deepening and politicization dynamics, the Union has been conceptualized as a ‘system of differentiated integration’. At the same time, concerns over ‘disintegration’ are mounting. In this light it seems crucial to refl ect on the relationship between differentiation and disintegration: does the former lead to the latter? Should we prevent further differentiation, or promote it as means of making the EU more successful? On one hand, European integration theories provide few adequate answers on the mechanisms and conditions for disintegration. On the other hand, analysis of other regional organizations puts the European dilemma into perspective, and it seems that the existence of various forms of differentiation does not prevent successful cooperation.

It is estimated that the informal sector represents around 43% of the official GDP in Africa - so it is almost the same as the formal sector. The problematic of the informality raises directly very important questions - how to judge the informality, as an example of "social capital" in motion, effectively helping millions to survive or predatory activity, based on policy discrepancies, undermining the possibility of sustainable development. As a last sheet-anchor or poison for the African economies? In the article I will try to answer the question of how the informal cross-border trade can be judged from the point of view of its influence on the official regional integration in Africa - that "spaghetti bowl" continent, full of regional institutions and agreements, where informal cross-border trade can be, according to some estimated, sometimes even more important than the formal regional trade. I will begin with a synthetic presentation of the regional integration problematic and informal economy in general and in Africa in particular. I will try then to come through the pros and the cons of informal cross-border trade in terms of regional integration to the reflections, encouraging to redefinition of the basic concepts of the article - informality and regional integration. Showing that they are not necessarily what the common sense approach would suggest.

The surge of diversified forms of regionalism and regional integration within the past few decades has stimulated the reappraisal of the conceptual tools traditionally designed to bench-mark and monitor region-building processes across the world. More recently, the Brexit negotiations have become a reminder that the EU remains an unfolding experience. This article argues that the study of African regionalisms constitutes a timely invitation to revisit the experience of the EU and its contribution to the world of regionalisms. After a brief survey of the classic definition of the region, we will discuss the ongoing relevance of European integration and the implications of the analytical distinction between regionalism, regionalisation and regional integration, before drawing from the study of Africa five threads which set the basis for a comparative study of regions and regionalisms beyond the classic emphasis on the EU or the world of regions.

Opis:
Integration trends can be observed in all groups of countries, although these may arise due to various reasons. In developing countries, it is primarily the desire to speed up the process of economic development. Integration processes accompanying the elimination of trade barriers was to facilitate the realization of this goal through intensive development of trade. Unfortunately, despite attempts to cross-regional co-operation in developing countries, the creation of free trade areas or common market ended in many cases fail. Determined by both structural factors and political. Hence, regional integration in developing countries has not brought the expected results. Not all countries have benefited equally as other's major mutual trade. At the same time, the most vulnerable are countries in Africa where the barrier to integration is primarily a low level of development. This article aims to analyze the integration processes which previously took place in these countries and the impact of this integration. This article attempts to answer the question of whether regional integration among developing countries has led to the development of their trade?

The article is focused on reviewing the performance of left-wing governments that dominated Latin America at the beginning of the 21st century. The purpose is to identify and analyse significant shortcomings and challenges faced by pink tide governments in relation to social progress, economic development and regional integration. Drawing from previous studies and reports on social progress, development, political economy, and regionalism, I argue that the left fell short of its promise to tackle inequality sustainably and comprehensively. Moreover, the pink tide failed to ensure stable economic growth due to over-reliance on natural-resource exports and was not successful in strengthening regional cooperation. Nowadays, six major Latin American economies are run by the left, which some perceive as a resurgence of the pink tide. Based on the analysis of the experiences and factors that contributed to the political decline of the original pink tide, the article provides key lessons for the new generation of Latin American left-wing governments. By using an explanatory and comparative research method, I examine the social, economic and political context of the region with the purpose of juxtaposing the two waves, highlighting present challenges faced by regional actors, and offering recommendations for the contemporary Latin American decision-makers.

The research focus evolved reflecting the major milestones in geopolitical transformations. In Baltic Europe we can identify three evolutionary phases: identification of cooperation paths and conditions in the competitive environment of two political and military blocks, a recast of options in the period of political transformation and European integration, studies of EU enlargement consequences.

The Author has taken into consideration major political parties – both ruling and in the opposition – and their programs in all V4 countries and comes to following conclusions: 1. There is no coherence of V4, as Czech Republic and Slovakia are not ready to follow the footsteps of Hungary and Poland in creation of so called illiberal democracies. 2. All V4 countries are domestically highly polarized, with the exception of Hungary dominated by its charismatic leader Viktor Orbán. 3. Internal instability cannot bring a cohesive and unifi ed voice of V4 in the EU in more coordinated way. 4. If V4 countries will constantly undermine the core system of values, or Copenhagen criteria, of the EU, as Hungary and Poland is doing, combined with more and more problems with corruption, as all of them have, then un-famous East – West division line can reemerge in the EU and on the European continent leading to weakening of it on the global scene.

Opis:
The two possible broad EU legislative approaches to achieving more harmonization between Member States are a series of sector-specific directives, or what is called a “horizontal framework Directive” which sets out broad framework principles which apply to all the areas within its scope. The European Commission expresses full conviction that EU legislation must rely to much greater extend on a horizontal approach applying across all sectors as the one giving fresh impetus to regional integration. However, almost all Commission’s decisions to propose a horizontal directive meet with a mixed (or even negative) reception in the Parliament and in Member States as in their opinion a sector-specific legislation better complies with procedures and practices in each country and keeps alive diversity in the Union. Diverging views in the EU about the above approaches and problems with finding a consensus are well reflected in the sector of services of general economic interest being essential for ensuring social and territorial cohesion and for the competitiveness of the European economy. The organization of these services varies according to cultural traditions, the history and geographical conditions of each Member State and the characteristics of the activity concerned. In the common opinion of authorities of Member States the existing sector-specific EU rules take due account of the diversity that characterizes different services of general interest and the situations in which they are provided. They support such an approach as a right way to respect the roles of national, regional and local authorities in ensuring the well-being of their citizens and in guaranteeing democratic choices. The added value of a horizontal framework as compared to the sector-specific approach followed so far has not been demonstrated, they say. That means there is no reason to bestow the European Commission with additional powers. The powers currently conferred on the Community with regard to services of general interest are appropriate and sufficient in order to ensure that well-functioning services can be maintained and developed throughout the Union. According to the European Commission consolidation of the Community acquis should be based on common elements of existing sector-specific legislation. Without prejudice to these rules, a horizontal approach will be considered with regard to a number of specific issues, such as consumers’ interests, the monitoring and evaluation of services of general interest, the application of state aid rules to financial compensation or the use of structural funds for the support of services of general interest. That would help to ensure overall consistency of approach across different services of general interest sectors. As a framework instrument as a basis setting out common objectives and principles would be general in nature and would also have its limitations it should be complemented by sector-specific legislation laying down more

The aim of this paper is to present how countries can be compared on the basis of the development of selected macroeconomic indicators. The economic similarity of the four founding Mercosur countries (i.e., Argentina, Brazil, Paraguay, and Uruguay), based on the development of five selected macroeconomic indicators in the period 1991–2016, is investigated. The following indicators were analyzed: current account balance, GDP per capita, trade-to-GDP ratio, unemployment rate, and the GDP deflator, using data from the World Bank database. Using hierarchical cluster analysis of changes in time series (differences and growth rates), it was found that the obtained clusters of countries are different. For this reason, cluster analysis was carried out for two different groups of indicators on the basis of the averages of the Euclidean distances obtained for the individual indicators.
Celem tego artykułu jest ukazanie w jaki sposób można dokonać porównań państw na podstawie wybranych wskaźników makroekonomicznych. Zbadano podobieństwo gospodarek czterech krajów założycielskich Mercosur (tj. Argentyny, Brazylii, Paragwaju i Urugwaju) w analizując zmiany pięciu wybranych wskaźników makroekonomicznych w latach 1991–2016. Przeanalizowano następujące wskaźniki: saldo obrotów bieżących, PKB per capita, wskaźnik handlu do PKB, stopę bezrobocia i deflator PKB, wykorzystując dane z bazy danych Banku Światowego.

RESEARCH OBJECTIVE: This article aims at analysing the results of the EU referendum in the UK and the implications and challenges of Brexit for the European Union. THE RESEARCH PROBLEM AND METHODS: The basic problem of this publication is the analysis of special status of the UK in the EU, its significance as EU Member State and the immediate effects and future implications of Brexit. The research tools used in the article include literature studies, descriptive and comparative analysis. THE PROCESS OF ARGUMENTATION: The line of reasoning consists of four essential elements. At first, the UK’s membership in the EU is presented, and in particular its special status in the EU as well as the role of the UK’s economy in the EU. The next part focuses on the EU referendum in the UK – its results and effects for the British politics. The last two parts concentrate on the analysis of alternatives to membership in the EU and implications and challenges for the EU resulting from Brexit. RESEARCH RESULTS: Brexit is considered one of the most dangerous events in the global economy (some believe Brexit is more threatening than global financial crisis 2008+). Brexit has created a number of political, economic and social challenges for the EU, which have been intensified by other internal and external threats for the EU. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The situation in the UK and in the EU after Brexit is quite dynamic. It is hard to anticipate all the effects and implications of Brexit. The way the EU negotiates with the UK future British‑EU relations will determine its international position. The withdrawal negotiations of the UK will include operational and strategic, legal and financial issues. Brexit will considerably reduce demographic and economic potential of the EU. It will complicate financial aspects of EU integration. Brexit will necessitate reforms of the EU policies. Brexit will also limit political power of the EU.

Opis:
We wrześniu 2014 r. Unia Europejska i Kanada ogłosiły zakończenie rozmów nad Kompleksowym porozumieniem gospodarczym i handlowym (CETA).
The negotiations of the Comprehensive Economic and Trade Agree-ment (CETA) between the European Union and Canada ended in Sep-tember 2014. One of the key EU goals in the negotiations was to achieve a substantially improved access to public procurement markets aiming to achieve full coverage of central and sub-central government procurement in all sectors, to ensure inter alia no less favourable treatment than that accorded to locally-established suppliers. The paper assesses the signifi-cance of the Canadian commitments for EU companies by showing the value of the Canadian Government procurement market as well as by a comparison of the conditions of this offer with the terms granted by Canada to companies from third countries under international agree-ments. In addition, new business opportunities for the EU, including Pol-ish, suppliers resulting from the improved access to the Canadian pro-curement market were analysed.

Opis:
The paper aims at analysing the determinants of regional economic integration in Sub-Saharan Africa in relation to the European model of integration, perceived as a benchmark for the region. The paper employs analytic-descriptive analysis, using national and international literature sources and statistical data of the United Nations Conference on Trade and Development – UNCTAD. Research results show that regional integration processes in Africa are determined by natural conditions, economic and political determinants, as well as by adopted model of integration. As integration effects in Africa prove to be highly unsatisfactory, a critical review of adopted integration model seems to be necessary. International institutions should also verify their approach to African integration in order to provide this continent with an optimal balance between local regionalism and economic globalization.

Opis:
The Association of South-East Asian Nations (ASEAN) represents the world's second most influential regional integration project after the European Union (EU). Its fiftieth anniversary in August 2017 prompted extensive commentary on the achievements of this important regional grouping as well as on the challenges and opportunities that it confronts as it begins its second half-century. This article draws on those commentaries to present a stock-take of ASEAN at fifty from a liberal perspective. While acknowledging ASEAN's achievements over the last fifty years, it highlights the daunting challenges that threaten the grouping's efficacy and cohesion, with attendant implications for wider regional architecture in the Asia-Pacific region. From rising nationalism to the constraints of the 'ASEAN Way' and the slow progress of the ASEAN Economic Community, the 'centrality' of the organisation for its member states is in question. External pressures posed by turbulent geopolitical tides make ASEAN's hard-won 'centrality' in wider Asia-Pacific affairs an even more contested concept. There are nonetheless opportunities for ASEAN to avert a mid-life crisis and revitalise regional integration. ASEAN's best chance of doing so is to apply liberal approaches to regional order in ways that will strengthen rules-based institutions, collective security, political dialogue, economic openness and tolerance of differences.(original abstract)

Opis:
Aim/purpose - The purpose of this paper is to analyze regional trade integration of 10 Central and Eastern Europe countries (CEE-10) during the 2004-2018 period, identify regional- and country-level integration patterns and attribute them to potential causes indicated by the literature. Design/methodology/approach - The paper employed literature-based trade integration indicators to data on CEE-10 trade in goods and conducted a review of empirical studies investigating trade integration determinants in CEE. Findings - The results evidence an advancing regional trade integration with decreasing pace in recent years. The study has found all CEE countries to be more integrated with the region. Moreover, several integration patterns have been distinguished. Research implications/limitations - The study found a significant literature gap concerning CEE regional trade integration and its determinants. Its limitations refer to: lack of product-groups-level trade data and narrow scope of trade flows (in goods only). Originality/value/contribution - The paper's value-added stems from a multi-perspective analysis of the CEE regional trade integration and a discussion of region- and country-level integration patterns.
