Regional rail transport in Poland in its current form began in 2004, when the organizing and subsidizing regional passenger services became the task of regional government. The most important company which has been used to realize these tasks was ”Przewozy Regionalne”. The company has faced numerous problems and permanent underfunding. In 2008 the owner of ”Przewozy Regionalne” changed to regional governments. The article examines the process of changes in the company and its current situation. The author justifies the changes are not sufficient to improve the situation and further actions are required.

For centuries, Kurds have been carrying out activities aimed at obtaining their own state. Due to the cooperation of Turkey, Iraq, Iran and Syria, it was impossible in the twentieth century. As a result of Operation Desert Storm, a Kurdish enclave was created in the north of Iraq, which over the years developed and allowed for real dreams of recognized independence, at least for some of the Kurds living in the Middle East. A&er the overthrow of Saddam Hussein and the withdrawal of US troops from Iraq in 2011, there was a political vacuum in which we observe the weakening of the Iraqi state, the outbreak of the Arab Spring and the emergence of the Islamic State, which also had direct consequences for the Kurds. The weakness of the central government in Baghdad, the need to fight the Kurdish army against IS fighters raised the importance of arguments for the proclamation of an independent Kurdish state in the Middle East, or maybe even two, including the possible division of Syria.

The main goal of that paper is to look into economic security of Iraqi Kurdistan in context of its relations with Turkey. In order to achieve the aim, author firstly adequate explained to research below definitions of what is economic security. Next, it presents underlying conditions of economy of Iraqi Kurdistan. For further considerations very important roles are crises − humanitarian and economic, that is important ingredient, that can generate dangers for surroundings of Iraqi Kurdistan. Another factor was history of Iraqi Kurds and Turkey, with political and economic context. Before conclusion there is described challenges for Iraqi Kurdistan resulting from economic relationship with Turkey. Author conclude that the key aspects shaping the economic security of Iraqi Kurdistan are relations with Turkey which can be considered both − as a chance and a threat to Iraqi Kurdistan economic security.

W artykule dokonano przeglądu definicji kwestii jakości życia w ujęciu subiektywnym i obiektywnym oraz dokonano przeglądu inicjatyw badawczych podejmowanych w zakresie jakości życia. Strategia rozwoju została wskazana jako podstawowe narzędzie do wyznaczania kierunków działań samorządowych. W dalszej części artykułu przedstawiono podstawowe informacje o próbie badawczej i wskaźnikach charakteryzujących jakość życia w gminie Goraj. Podkreślono słabości i mocne strony oraz zdiagnozowano przyczyny zastanej sytuacji. Ponadto przeanalizowano strategiczne założenia gminy związane z poprawą jakości życia mieszkańców oraz oceniono rolę samorządu gminnego w kształtowaniu jakości życia mieszkańców. Przeprowadzone badania wykazały, że gmina Goraj nie radzi sobie dobrze w badaniach jakości życia, co częściowo wynika ze specyfiki obszaru wiejskiego. Poziom wydatków budżetu gminy na pomoc społeczną wskazuje na trudną sytuację ekonomiczną mieszkańców. Problemem są między innymi ubóstwo i jego dziedziczenie, słabo rozwinięta działalność pozarolnicza i niekorzystne tendencje demograficzne oraz wynikające z tego trudności w innych sferach.
The article reviews the definition of quality of life in a subjective and objective approach and reviews research initiatives in the field of quality of life. The development strategy has been indicated as the basic tool for determining the directions of self-government activities. The next part of the article presents basic information about the research sample and indicators characterizing the quality of life in the Goraj commune. Weaknesses and strengths were highlighted and the causes of the situation were diagnosed. In addition, the strategic assumptions of the municipality related to the improvement of quality were analyzed and the role of communal local self-government in shaping the quality of life of residents was assessed. The research showed that the Goraj commune does not perform well in the study of quality of life, which is partly due to the specificity of the rural area. The level of municipal budget expenditures on social assistance points to the difficult economic situation of the inhabitants. The problems are, among others, poverty and its inheritance, underdeveloped non-agricultural activities and unfavorable demographic trends and the resulting difficulties in other areas.

Celem artykułu jest przegląd polityki rozwoju województwa mazowieckiego na przestrzeni ostatnich dwudziestu lat. W artykule omówiono reformę podziału administracyjnego Polski wprowadzoną na przełomie 1998 i 1999 roku oraz zmiany legislacyjne determinujące zakres kompetencji samorządu województwa w zakresie prowadzenia polityki rozwoju. Następnie przedstawiono zintegrowaną politykę rozwoju realizowaną w województwie mazowieckim w ujęciu horyzontalnym (integracja dokumentów strategicznych i planistycznych) oraz historycznym (konsekwencja w ustalaniu i realizacji celów rozwoju). Praktyka wdrażania polityki rozwoju została zestawiona z problemami wynikającymi z subwencji regionalnej (tzw. „janosikowego”). Wskazano przy tym na postępy w zakresie naprawy wadliwego mechanizmu redystrybucji środków między województwami. Kwestia dystrybucji środków z poziomu unijnego została wspomniana przy omawianiu zmian w podziale statystycznym województwa (na jednostki NUTS- 2), jako że jest to czynnik mający bezpośredni wpływ na wysokość i rodzaj wsparcia w ramach polityki spójności. Poza działalnością na poziomie Unii Europejskiej, omówiono współpracę województwa mazowieckiego z innymi regionami i instytucjami na poziomie międzynarodowym. W ostatniej części artykułu przedstawiono efekty realizacji polityki rozwoju województwa mazowieckiego w latach 1998–2018. Działania realizowane w poszczególnych okresach zilustrowano przykładami najważniejszych inwestycji i projektów oraz zestawiono z aktualnymi dokumentami wdrożeniowymi. Artykuł został przygotowany na podstawie analizy danych i informacji zebranych w Mazowieckim Biurze Planowania Regionalnego w Warszawie. Zestawienie w jednym miejscu informacji na temat dwudziestu lat funkcjonowania Samorządu Województwa Mazowieckiego pozwoliło na przedstawienie, z nowej perspektywy, efektów i wartości dodanej prowadzenia konsekwentnej polityki rozwoju w regionie
The article aims to present an overview of the development policy in Mazovia during the last two decades. First, the changes in the administrative division of Poland in 1998/1999 are discussed along with the legislation which determined the powers of the regional government in terms of implementing development policy. Next, the integrated development policy implemented in Mazovia is presented from a horizontal perspective (integration of strategic and spatial planning documents) and a historical one (consistency in setting and pursuing development goals). The practice of development policy implementation is set against the problems resulting from regional subvention (the so-called “Robin Hood tax”). The article points to progress in this respect, identifying some changes serving to fix the faulty mechanism of redistribution of funds among Polish regions. The distribution of European funds is mentioned when changes in the statistical divison of Mazovia are discussed, as the new NUTS-2 regions have a direct impact on the amount and type of Cohesion Policy support available to Mazovia. Apart from activity on the level of the European Union, the article presents Mazovia’s cooperation with other foreign regions and international institutions. The last part of the article discusses the effects of the implementation of Mazovia’s development policy in 1998–2018. The actions undertaken in individual programming periods are illustrated through examples of the most important investments and projects and set against contemporary implementation documents. The article was based on the analysis of data and information collected in the Mazovian Office of Regional Planning. The presentation in one text of information covering two decades of the Mazovian Regional Government’s activity has allowed for a new perspective on the effects and added value of the implementation of a consistent development policy in the region.

The article presents an overview of the Mazovian regional government’s development policy during the two decades since the changes in the administrative division of Poland. The legislative context is presented, with particular focus on the acts which determined the role of regional governments in the implementation of development policy. Next, the horizontal and historical consistency of Mazovia’s development policy is presented and set against the problems resulting from faulty redistribution mechanisms (the so-called “Robin-Hood tax”). Some changes serving to fix the mechanism are identified. The distribution of European funds is mentioned in the context of modifications to the statistical division of Mazovia (effective as of 2018), as the new NUTS-2 regions have a direct impact on the structural funds available to Mazovia. The article also presents Mazovia’s cooperation with foreign regions and international institutions outside the EU. Finally, the effects of the implementation of Mazovia’s development policy in 1998–2018 are discussed. The article is based on an earlier, Polish-language version, published in issue 25 of Mazovia: Regional Studies. The data and information analyzed in the article were collected in the Mazovian Office for Regional Planning. The presentation of a 20-year overview of the Mazovian regional government’s activity in one article allows for a new perspective on the effects and added value of the implementation of a consistent development policy in the region.
Celem artykułu jest przegląd polityki rozwoju województwa mazowieckiego na przestrzeni ostatnich dwudziestu lat. W artykule omówiono reformę podziału administracyjnego Polski wprowadzoną na przełomie 1998 i 1999 roku oraz zmiany legislacyjne determinujące zakres kompetencji samorządu województwa w zakresie prowadzenia polityki rozwoju. Następnie przedstawiono zintegrowaną politykę rozwoju realizowaną w województwie mazowieckim w ujęciu horyzontalnym (integracja dokumentów strategicznych i planistycznych) oraz historycznym (konsekwencja w ustalaniu i realizacji celów rozwoju). Pojmowanie marketingu politycznego jako ogółu czynności, technik, metod i środków, które ułatwiają, a czasem umożliwiają podmiotom politycznym osiągnięcie sukcesu wyborczego, sprawia, iż stanowi on nieodzowną część polityki, a rola, jaką odgrywa, pomaga w zdobywaniu i utrzymywaniu władzy. W związku z tym, że każde kolejne wybory świadczą o permanentnym rozwoju marketingu politycznego, stał się on punktem wyjścia do rozważań przedstawionych w niniejszym artykule. Odniesienie się do kwestii regionalnych wynikało natomiast z potrzeby przedstawienia specyfiki tego zjawiska w działaniach samorządowców w regionach, które funkcjonują i prężnie rozwijają się w Polsce już ponad dekadę. Celem artykułu było znalezienie odpowiedzi na pytanie: czy marketing polityczny, prowadzony na szczeblu regionu, różni się od działań promocyjno-reklamowych kandydatów ubiegających się o mandaty w wyborach ogólnokrajowych lub samorządowych na poziomie lokalnym? Przedstawione poniżej rozważania i wyciągnięte z nich wnioski zostały oparte na badaniach własnych, które przeprowadzono wśród radnych sejmików województw kadencji 2006–2010. W badaniach zastosowano metodę ankietową, narzędziem natomiast był kwestionariusz ankiety. Analiza wyników, przeprowadzona między innymi za pomocą programu Statistica 7, umożliwiła określenie stopnia profesjonalizacji współczesnego marketingu politycznego w regionach oraz pokazała przyczyny jego odmienności.
In general, political marketing is a collection of activities, techniques, methods and means that at least facilitate and at most make possible electoral success on the part of political entities. At present political marketing represents an indispensable part of politics, since only with its help do candidates have a chance of gaining and then holding on to power. After every election we can observe yet-greater competition. Political entities apply different and more elaborate methods and techniques which are aimed at increasing chances of electoral success. During the last ten years in Poland (since the new voivodships were established), it has been possible to observe the professionalization of marketing operations, particularly at municipal elections and especially at those on the regional level. In this article distinctions are therefore drawn between regional political marketing operations and those at either nationwide or local levels. The findings are based on investigations conducted by means of questionnaires distributed among the councillors serving on the voivodship regional assemblies (sejmiki) for the 2006–2010 term of office.

The main aim of this article is to define the role, possibilities and responsibility of regional government in implementation of sustainable tourism – in the light of formal and legal competencies. The subject of research is refers to the structure of territorial division of Poland. In the article author discussed the competencies of regional government in Poland about tourism. The author discussed about the participation of regional government in development of sustainable tourism. The attention was paid on difference about responsibility of regional government in tourism development, development of sustainable tourism and implementation of sustainable development. Also indicated on the “dual” role of regional government, what can be interpreted like necessity of action (part of legal and formal competencies) and voluntary action in another way (associated with desire change). The form of realization the main aim has general discussion. The article could be a contribution and a part to the next research on this issues.
Głównym celem artykułu jest określenie roli, możliwości i odpowiedzialności samorządu regionalnego we wdrożeniu turystyki zrównoważonej w świetle formalno-prawnych kompetencji. Przedmiot badań uszczegółowiono, odwołując się do struktury podziału terytorialnego Polski. W artykule zostały omówione kompetencje samorządu regionalnego w Polsce dotyczące turystyki. Rozważaniom poddano również udział samorządu regionalnego w Polsce w rozwoju turystyki zrównoważonej. Zwrócono uwagę na różnice między odpowiedzialnością samorządu regionalnego za rozwój turystyki a rozwój turystyki zrównoważonej, jak również wdrożenie idei zrównoważonego rozwoju. Wskazano również na „dualną” rolę samorządu regionalnego, wynikającą z konieczności działań opartych na formalno-prawnych kompetencjach oraz dobrowolnością działań samorządów, wynikających z chęci zmian. Realizację celu głównego artykułu sprowadzono do ogólnej dyskusji, która może stać elementem dalszych badań nad wskazaną problematyką.

Local and regional governments play a special role in public life. They perform, on their own behalf and responsibility, certain tasks commissioned by the State by way of legal Acts. The objective of the local and regional governments’ existence is to meet the collective requirements of their respective communities. Meeting the needs of residents also requires activities in the field of telecommunications, including support for the development of telecommunications services and networks. However, such development must be monitored. The role of local and regional governments, on the one hand, is to support this development, and, on the other, to protect the users of telecommunications services and networks from threats. Cybersecurity must therefore occupy the right place in the catalogue of local and regional governments’ tasks; it cannot be marginalised, as cyberthreats are real, and can result in substantial damage that is not only virtual.

The article discusses the issue of centralization tendencies in Poland. It constitutes an attempt to present this process in the context of the functioning of public administration in our country. The main research question is whether centralization was constantly present during the 30 years of creating a new model of public administration in Poland, or whether it was strengthened after 2015. The financial independence of local government units is also a crucial aspect of the analysis. The article correspondingly focuses on the resistance of the government administration during the implementation of local government reforms. Importantly, what is factored in as well is the change in the perception of the position and the role of local governments in the political system after the 2015 parliamentary elections by the new government camp. Analysis of the past provided the precedent premises for strong centralization tendencies, in particular, the traditions of the strong state administration of the Second Polish Republic after the May coup in 1926 and during the People's Republic of Poland

Opis:
Artykuł przedstawia wybrane zadania Mazowieckiego Biura Planowania Regionalnego (MBPR), których realizacja miała znaczący wpływ na rozwój subregionu siedleckiego. Biuro od 20 lat realizuje obowiązki samorządu Województwa Mazowieckiego w zakresie polityki rozwoju i zagospodarowania przestrzennego. Opracowywane w Biurze, szeroko uspołeczniane dokumenty strategiczne i opracowania analityczno-studialne, pozwoliły na jak najlepsze uwzględnienie specyfiki poszczególnych obszarów Mazowsza w polityce rozwoju regionu, prowadzonej przez jego władze. Władze, a efektami na obszarach słabo rozwiniętych, w tym w subregionie siedleckim, były m.in. preferencje w dofinansowywaniu projektów ze środków Unii Europejskiej (UE) w ramach kolejnych edycji Regionalnego Programu Operacyjnego Województwa Mazowieckiego (RPOWM). Bardzo ważnym aspektem polityki rozwoju regionu jest także wspieranie współpracy samorządów różnych poziomów w realizacji zadań o znaczeniu ponadlokalnym. W ostatnich latach, w wyniku współdziałania jednostek samorządu województwa, w tym MBPR, z samorządami lokalnymi, powstały zintegrowane plany inwestycyjne w poszczególnych obszarach Mazowsza, m.in. w subregionie siedleckim. Ich realizacja przebiega przy dofinansowaniu z RPOWM 2014–2020 w ramach specjalnego instrumentu wsparcia pod nazwą Regionalne Inwestycje Terytorialne.
The article presents selected tasks, realized by the Mazovian Office for Regional Planning, which have had a significant impact on development of the Siedlce subregion. For 20 years, the Office has been fulfilling the duties of the Regional Government of Mazovia in the area of regional and spatial development policy. The Office prepared broadly publicized strategic documents and analytical studies, which allow for thr specifics of individual parts of Mazovia to be taken into account in the regional development policy, carried out by its authorities. The effects in the region’s less developed areas, including the Siedlce subregion, included preferences in yhe co-financing projects with European Union funds within subsequent editions of the Regional Operational Program of the Mazovia Region (RPOWM). Another key aspect of the region’s development policy is supporting cooperation between local governments of various levels in the implementation of tasks of supralocal importance. In recent years, as a result of the cooperation of the regional government’s units, including the Mazovian Office for Regional Planning, with local governments, integrated investment plans have been prepared in several areas of Mazovia, including the Siedlce subregion. Their implementation is co-financed from the RPOWM 2014–2020 within a dedicated instrument called Regional Territorial Investments.

Artykuł przedstawia powiązania międzynarodowe samorządów regionu lubelskiego. Powiązania samorządu regionalnego opisane są za pomocą analizy struktury urzędu i zasad polityki intraregionalnej dotyczącej współpracy międzynarodowej władz samorządowych. Powiązania samorządów gminnych opisane są na podstawie analizy wyników ankiety przeprowadzonej we wszystkich gminach regionu. Celem badania była odpowiedź na pytanie o przygotowanie samorządów regionów peryferyjnych do integracji europejskiej i do konkurencji w otwartej gospodarce światowej.
This article presents international relations of regional and local governments in lubelskie region. Analysis of the office structure and the rules of intraregional policy describe international relations of regional government. The most important research instruments used in gminas are the survey results conducted in all gminas in lubelskie voivoidship. The article's main goal is to answer the question of the preparation process of periphery local governments in the face of European integration and their compete ability in the open economy.

Artykuł omawia kształtowanie się i realizację ideę samorządu terytorialnego na Pomorzu. W pierwszej części pracy autor starał się przedstawić dążenia środowisk regionalnych, w tym opozycji demokratycznej do przebudowy państwa w duchu samorządności lokalnej i regionalnej w okresie przed transformacją ustrojową na przełomie lat osiemdziesiątych i dziewięćdziesiątych XX wieku. W drugiej części przedstawiono problemy, jakie się ujawniły po wprowadzeniu samorządu gminnego w 1990 roku i próby ich rozwiązania we współpracy międzywojewódzkiej i projektowanej reformie regionalizacyjnej. Trzecia część opisuje województwo pomorskie, które powstało w związku z reformą samorządową 1998 roku i problemy związane z umacnianiem jego podmiotowości w systemie ustrojowym Rzeczypospolitej Polskiej. Artykuł podejmuje też kwestię przyszłego statusu samorządu regionalnego Pomorza.
In this article the author undertakes to answer the question on how the idea of territorial self-government in Poland as well as of Pomeranian Voivodeship evolved and how it has been implemented. In the fi rst part of the text the author presents the aspirations of various social circles in the region, including representatives of democratic opposition, for reconstructing the state so as to establish local and regional self-government. This part covers the period before the administrative reform, that is turn of 1980s and 1990s. The second part serves to identify the problems which arose after the territorial self-government was introduced in 1990. It also presents the attempts at solving them via interregional cooperation and further reforms. The third part presents Pomeranian Voivodeship established as the result of the self-government reform of 1998 as well as problems related to anchoring it in the administrative system of the Republic of Poland. The article concludes with a set of research questions on the future status of the regional self-government in Pomerania.

The basic objective of the self-government of a region is to create economic development that leads to the region’s civilizational development. The basic tasks of this self-government, set out in Article 11 of the Act on Regional Self-Government (Polish: usw) are considered its own tasks and are considered public utility in nature. The self-government of a region is then allowed to use various legal instruments to realise these tasks, including commercial law capital companies, especially limited liability companies and public companies which can take the form of regional development agencies, regional guarantee funds and regional loan funds.
