Opis:
The development of any region is a complex phenomenon that depends on various factors, including a financial infrastructure that supports enterprises and other business entities. Issues related to the impact of financial institutions on economic development are often addressed in the academic literature. Some researchers claim that the development of financial institutions and instruments leads to the development of the entire country, indicating a close correlation between them. Others confirm this interdependence; however, they argue that it is non-linear and it depends on other factors, such as the country’s level of economic development, as well as how advanced its financial infrastructure is. Few studies have addressed the impact of regional financial institutions on regional development, and although macroscale studies have been implemented on the micro-level, they don’t necessarily reflect any interdependencies. Regional financial infrastructure plays an important role in regional development, and the Regional Development Funds (RDFs) that have recently appeared in some voivodeships confirm this interdependency. These institutions are likely to become integrators and stimulators of regional financial markets, and RDFs can become entities that manage capital that can be appreciated in many banks and exert a tangible effect on regional financial policies. At the same time, they will level any market flaws in terms of access to capital by micro-, small, and medium enterprises, as well as running growth-promoting policies tailored to the specific regional needs.

Opis:
Why do countries engage in Regional Financial Cooperation (RFC) initiatives and why they may give up on them? Under which conditions are those mechanisms born and how may changes aefct their performance? Although comparative studies have been a prolific strategy to investigate RFC the focus on the experiences of a specific region may reveal new insights. eThrefore the aim of this paper is to map the existing RFC mechanisms in Latin America, seeking to identify the demand, supply and conjectural conditions behind the processes of their creation and evolution. ehT theoretical framework provides concepts from International Relations' theories concerning regional institution building. Empirically fourteen Latin American RFC initiatives are surveyed. As a result important variables explaining RFC mechanisms in Latin America are presented in the paper: demand for greater participation (sense of belonging), material and political capacity from a paymaster and macroeconomic coordination.

Opis:
Purpose – The aim of this article is to investigate how the use of financial instruments influences the development of Regional Development Funds (RFR) in Poland and to assess the maturity and coherence of the regional development financing system in this country. Design/methodology/approach – The methodology is based on the multilevel governance literature and on data collected during 26 in-depth interviews in regional, national and international institutions. Findings – The authors demonstrate that the use of financial instruments stimulates new kinds of cooperation between several institutions and contributes to the establishment of RFR. The authors also show that the Polish regional financing system is still developing and formulate recommendations about necessary improvements. Originality/value – The main contribution of this article, in addition to taking up a new, relevant topic for the regional development policy in countries benefiting from European Union (EU) cohesion policy, is the application of the multilevel governance (MLG) concept to explain the development of the Polish regional development financing system. Moreover, the significant added value of this study comes from the use of data collected during 26 in-depth interviews (IDI) in regional, national and international institutions on the use of repayable instruments in regional development policy.

Opis:
During the global financial crisis, regional banks – dependent on local savings and only able to lend these savings to customers within their respective regions – helped avoid a credit crunch in some countries; while in others, they did not fulfil this function. This paper elaborates governance structures that influenced the success of regional banking systems in Spain, with regard to regulation principles, the overall economic and political structures, and self-organisation of regional banks. With respect to the high importance of the decentralised banking sector in Germany, the paper compares the state of decentralised banking between Spain and Germany, concluding that the regional principle in Germany, a decentralized state structure with mechanisms of regional balance, and the self-governance of regional banks are important factors.
