    Subject and purpose of work: The article presents an analysis of the use of municipal bonds in financing the development activities of local governments in Poland. Materials and methods: The study uses data from the Ministry of Finance, the European Central Bank, the Central Statistical Office and the CATALYST platform. Results: The results of the research show that the level of using bonds by local governments in Poland is lower than the EU average. Poland's accession to the EU and the inflow of structural funds significantly increased local governments’ interest in the implementation of bonds to fund investments, especially in 2008-2010. Conclusions: A significant part of funds from the issues of municipal bonds was allocated to regional development projects, mainly infrastructure. In 2008-2012 the value of newly issued municipal bonds increased, however, after that the number and value of new issues significantly decreased.

    The study was conducted to assess and substantiate the key systemic problems of the national engineering of different countries in the context of economic globalization. To achieve this goal, the study used the author’s method to assess the dependence of mechanical engineering in Ukraine, Poland and Germany on imports of intermediate goods. According to the results, it was determined that in the periods of increasing economic globalization of mechanical engineering in Ukraine, Poland and Germany has undergone systemic destructive changes and is in a threatening state, from the standpoint of economic security. In particular, in Ukrainian and Polish mechanical engineering, the dependence on imports of high-tech intermediate goods is excessively high. In contrast, German engineering, unlike Ukraine’s and Poland’s, is less dependent on imports of high-tech products, but requires much more resource-intensive intermediate goods. It is analytically substantiated that the identified problems with the import dependence of mechanical engineering in Ukraine, Poland and Germany are the result of irrational, one-sided perception of economic globalization by the main economic entities of these countries.

    Inwestycje zagraniczne stanowią szczególną formę międzynarodowego obrotu kapitału. W jego efekcie następuje nie tylko transfer środków pieniężnych, innowacji, kapitału intelektualnego, ale również transfer konkretnych dóbr inwestycyjnych. Są to inwestycje o charakterze majątkowym, które powinny służyć nawiązywaniu stałych kontaktów międzynarodowych między państwami wymiany. Budują trwałe związki gospodarcze oparte na lokowaniu własności, co skłania podmioty międzynarodowe do zabiegania o bezpieczeństwo biznesowe. Jednocześnie wywierają silny, lecz zarówno pozytywny, jak i negatywny wpływ na rozwój systemu społeczno-gospodarczego. W artykule przedstawiono istotę inwestycji zagranicznych, dokonano analizy ich czynników lokalizacyjnych oraz skutków, ze szczególnym uwzględnieniem ich oddziaływania na rozwój systemu społeczno-gospodarczego w Polsce.
    Foreign investment is a special form of international capital turnover. In its eff ect not only the transfer of funds, innovations, intellectual capital, but also the transfer of specific investment goods takes place. It is asset investment which should serve the establishment of permanent international contacts between the countries of exchange. It builds permanent economic relations based on property placement, which inclines international entities to seek business safety. At the same time, it exerts strong but both positive and negative influence on the development of the socio-economic system. The paper presents the essence of foreign investment, analyses its localisation factors and effects with special consideration of the influence on the development of the socio-economic system in Poland.

    Artykuł jest analizą zależności między czterema płaszczyznami polityki: dyskursywną (polis), strukturalną (system polityczny), behawioralną (działania polityczne), funkcjonalno-techniczną (polityki publiczne). Autor zaproponował cztery znaczenia pojęcia „polityka” i konwencję językową, która pozwala uchwycić te rozróżnienia.
    The article offers a conceptual and theoretical analysis of the relationships that hold among the four domains of politics: the discursive one - polis, the structural one - the political system, the behavioral one - political activity, the functional and technical one - public policies. In the case of each of these domains, policy consists in the application of power to large social aggregates (groups, formations, organizations). However, with reference to each one we may discuss different thematic scopes of power: the discursive plane - the power over meaning, the structural plane - the power over the system, the behavioral plane - the power over the decision-making process, the functional and technical plane - the power over the resources. In my article, I propose to introduce a distinction among the four meanings of the concept of politics and a linguistic convention to capture this distinction. I believe that, on the one hand, it is necessary to develop the analytical capacity of social sciences, and on the other hand, to rationally design, organize and implement political activities, especially public policies. In my opinion, the proposed analytical model has two major methodological advantages: it overcomes the false dichotomy between action and structure, consequently, the dichotomy between ideas-based politics and power-based politics, allows for the gradation of political subjectivity without adopting the view of the world of politics as an organizational hierarchy. I conclude my analysis with the proposition that contemporary politics should be a multi-domain and polyarchic system combining discursive and technical aspects.

    Economic integration is one of the most common trends in the contemporary world economy. Świadczy o tym fakt, że trudno wskazać kraj nienależący do co najmniej jednego ugrupowania integracyjnego. W artykule przedstawiono sposób, w jaki ewoluował regionalizm handlowy w kontekście regulacji Światowej Organizacji Handlu (WTO), oraz rolę tej organizacji w rozwoju regionalnych porozumień handlowych.

    In the article publications have been analyzed and summarized on this topic: studied the experience of implementing building information models and geographic information models for administrative and economic management of transport infrastructure facilities on the example of the regional airport activity. After the stage of collecting geospatial data from various sources and sensors, the data is imported into CAD-systems or GIS-systems. Different software products are used to work with both of these models. The processes of data organization in the process of creating building information models and geographic information models differ to some extent. The issues of integration of such models are not yet fully addressed and need to be addressed. In the process of integration of spatial data, solutions to the integration of semantics, topology, formats and standards of geospatial data are needed. An important task is to develop and study the experience of creating software modules that allow you to integrate BIM-models into geographic information systems. Based on the research, it is established that the current area of research is the development of technologies that allow the generation of information from BIM and GIS to create a more interconnected infrastructure. The integration of BIM and GIS information to create a spatial data infrastructure (SDI) is a perspective direction.

    Celem artykułu jest przedstawienie architektury systemu innowacji i umiejscowienia w nim przedsiębiorstw poprzez ukazanie jego specyfiki na czterech poziomach: globalnym, ponadnarodowym, narodowym i regionalnym. Ze względu na ograniczone ramy opracowania zasygnalizowano jedynie koncepcję funkcjonowania systemu w czterowymiarowym kontekście, nie dokonano natomiast analizy poszczególnych elementów składowych i relacji między nimi. Koncepcja systemu innowacji opiera się na założeniu, że źródeł innowacji w gospodarce należy poszukiwać w sieciach zależności między przedsiębiorstwami, sektorem publicznym, uczelniami wyższymi i innymi instytucjami wspierającymi. Każdy z tych podmiotów może mieć istotny wpływ na stymulowanie rozwoju innowacji. Opracowany system innowacji będzie bardziej efektywny, jeśli jego konstrukcja zostanie oparta nie na instytucjach (rozumianych jako organizacje sensu stricto), lecz na relacjach, mechanizmach, sposobach i zasadach wspólnych działań. W wymiarze globalnym systemu innowacji czynnikiem stymulującym innowacyjność jest swoboda gospodarcza, która pobudza konkurencyjność i sprzyja wysokiej produktywności. Ponadnarodowy system innowacji tworzy ramy dla funkcjonowania systemów narodowych i regionalnych, formułując standardy, którymi powinny się kierować władze państwowe i regionalne przy planowaniu i implementacji strategii innowacji gospodarki narodowej i regionalnej. Duża odmienność czynników, takich jak: historyczne doświadczenia, uwarunkowania geograficzne, polityczne, system wartości, system kulturowy czy poziom skumulowanej w społeczeństwie wiedzy i umiejętności danego kraju lub regionu, będzie determinować dla każdego państwa (regionu) indywidualny styl prowadzenia polityki proinnowacyjnej, tym samym każde z nich będzie charakteryzowało się właściwym dla siebie narodowym i regionalnym systemem innowacji. Formułując rekomendacje dla tworzenia i funkcjonowania systemu innowacji (niezależnie od wymiaru terytorialnego), należy kierować się koncepcją Marshalla, uwzględniającą pięć przesłanek innowacji.
    The aim of the paper is to present architecture of innovation system and localization of enterprises in it. The system’s character has been presented in four dimensions: global, supranational, national and regional. Due to prescribed confines of the article, the conception of the system functioning in four-dimensional context has only been mentioned without analysis of individual component parts and relationships between them. The notion of innovation system is based on the assumption that the source of innovation in economy is to be sought in the network of links among enterprises, the public sector, colleges and universities, and supporting institutions. Each of these subjects can have a significant impact on promoting innovation development. The devised innovation system will be more effective provided its structure is based not on institutions (taken as sensu stricto organizations) but on relationships, mechanisms, ways and rules of joint operations. Economic freedom, which encourages competitiveness and promotes high efficiency, is a factor which stimulates innovativeness in the global dimension of the innovation system. The supranational innovation system creates the framework for running national and regional systems of innovation, it determines standards which state and local authorities should go by when planning and implementing an innovation strategy for the national and regional economy. Remarkable differences of factors such as: historic experience, geographical and political determinants, values system, cultural system or knowledge and skills accumulated in a society of a given region or country will determine an individual style of pro-innovative policy for each country (region), thus each of them will be characterized with a unique national or regional system of innovation. While drawing up recommendations for creation and functioning of the innovation system (regardless of the territorial dimension) one should follow the Marshall’s conception, taking into consideration five innovativeness prerequisites.

    Liberalizacja usług przewozu lotniczego i zmiany w zewnętrznej polityce transportowej UEspowodowały, że zmienia się również ekonomiczna regulacja rynku. W konsekwencji przełamywanesą standardy obowiązujące na podstawie bilateralnych porozumień, przewidującerestryktywne podejście w zakresie dostępu do rynku usług przewozów lotniczych. Zakresregulacji objętej międzynarodowymi umowami lotniczymi poszerza się również o zagadnienia,które, jeśli już, to w bardzo ograniczonym zakresie poruszane były w tych umowach. Niniejszy artykuł dokonuje analizy tych zmian i oceny pod kątem regulowania dostępu do usług lotniczych pomiędzy różnymi gospodarkami państw.
    Liberalization of air transport services and changes in the external transportation policy ofthe EU caused that the economic regulation of the market is also changing. As a result, thestandards that are in force based on bilateral agreements and laying down restrictive attitudetowards access to the market of air transport are breached. The scope of regulations covered ininternational aviation agreements is also widened by the addition of issues that were subject tothose agreements to a limited extent if at all. The article analyses those changes and evaluatesthem from the perspective of the regulation of access to aviation services among variousstates’ economies.
