Opis:: The aim of this article is to confirm the hypothesis that „the developed logistic and transport infrastructure of the region has contributed to the improvement of the economic performance of the region”. The article presents research showing the relationship between the developed elements of logistic and transport infrastructures of regions (density of roads, density of railway networks, size of warehouse space, number of intermodal trans-shipment terminals, tonnage transported in tonnes) and economic performance of regions (regional GDP, private capital productivity). The study is based on the regions of Poland with special attention to Silesia region. The results indicate that the liberalization and computerization of the TFL sector is desirable by industry leaders of the region. The research proposals can help TFL authorities, decision-makers, and leaders to make investment decisions regarding logistics and transport infrastructure.

Opis:: The authors examine the effect of membership of small states in regional economic organizations and integrations on the growth of GDP. The aim is to use cost-benefi t analysis to answer the question of whether small states, and also small economies, achieve greater economic growth through regional economic organizations and integrations than those small states that are not small economies. Small states, as the subjects of research work, have beenchosen precisely because of their size, here defi ned by quantitative criteria, but taking into account that relational criteria are very important for their positioning in international relations, such as greater exposure to external infl uences and their dependence on membership in regional economic organizations and integrations. The GDP of small states, in an attempt to answer the hypothesis, was followed for a period of twenty years. Characteristics thatdepend on regional affi liation of small states, as well as the similarities and differences between small states which are members of the same regional economic organizations/integrations, were also the subject of this paper.

Opis:: The region with resources located in it and production factors may stimulate innovativeness and competitiveness in companies and at the same time may enhance competitiveness of local economy by creating surroundings which is more attractive for investors. Each region features different material and financial resources, labour resources, etc., which create conditions that affect development processes in companies. Therefore, taking into consideration regional and local factors that affect creation and development of entrepreneurship seems to be justified. This situation may be called increasing competitiveness between regions about Union funds, investors, etc. Establishing business activity zones (PL abbr. SAG) is one of the examples of such activities. The objective of this paper is presentation of business activity zones as factors of regional economic development, deciding to a high degree about increasing competitiveness of the region and creating new work places. It also indicates benefits related to functioning of the zones, both for the region and for the companies operating in them. The thesis of the paper has been formulated as: expansion of a business activity zone contributes to increasing region competitiveness and increasing the number of companies located in the zone, which ultimately means creating new work places. More on general nature, special attention has been paid to the business activity zone in Tarnów.
Region i znajdujące się w nim zasoby oraz czynniki wytwórcze mogą stymulować innowacyjność i konkurencyjność przedsiębiorstw, a jednocześnie podnosić konkurencyjność lokalnej gospodarki, tworząc otoczenie bardziej atrakcyjne dla inwestorów. Każdy region charakteryzuje się odmiennymi zasobami rzeczowymi, finansowymi, zasobami pracy itd., które kreują warunki wpływające na procesy rozwojowe przedsiębiorstw. Dlatego też uwzględnienie czynników regionalnych i lokalnych wpływających na tworzenie i rozwój przedsiębiorczości wydaje się uzasadnione. Można mówić o nasilającej się konkurencyjności między regionami o środki unijne, inwestorów itd. Jednym z przykładów takiej aktywności jest tworzenie stref aktywności gospodarczej (SAG). Celem artykułu jest przedstawienie SAG jako czynników regionalnych rozwoju gospodarczego, w dużej mierze decydujących o podniesieniu konkurencyjności regionu oraz o powstawaniu nowych miejsc pracy, a ponadto wskazanie korzyści związanych z funkcjonowaniem stref zarówno dla regionu, jak i dla działających w nim przedsiębiorstw. Teza artykułu zakłada, że rozbudowa strefy aktywności gospodarczej oddziałuje na podniesienie konkurencyjności regionu oraz na zwiększenie liczby przedsiębiorstw zlokalizowanych na terenie strefy, w konsekwencji zaś na utworzenie nowych miejsc pracy. Poszerzając kwestie ogólnej natury, szczególną uwagę zwrócono na strefę aktywności gospodarczej w Tarnowie.

Opis:: Research background: In recent years, special attention has been given to the research direction regarding the study of economic, social, and demographic aspects of regional development. This direction is especially important for transition countries, including Ukraine. Despite that, there is a lack of research studies in which interdependencies of economic and demographic indicators of Ukraine?s regions are investigated. Purpose of the article: The paper assesses the relationships between the selected indicators of Ukrainian regions (export of goods per capita, foreign direct investment per capita, and the average resident population) and gross regional product per capita. Methods: Research results were compared in the periods before and during the military conflict in the eastern part of the country, based on regional data for 2010 and 2015. We used a multiple linear econometric model and tested multicollinearity. Findings & Value added: The analysis confirms that there is a positive correlation between export of goods and gross regional product and between foreign direct investment and gross regional product. That is why it is necessary to pay attention to the effective use of existing trade opportunities, especially within the framework of the Ukraine ? EU Association Agreement, and to elaborate directions for further expansion of export activities. It is important to provide simpler and more understandable conditions in order to attract foreign investments in Ukrainian regions. Our study also shows that there is no influence of the average resident population on gross regional product. In many aspects, the interaction between demographic and economic components takes place through the labour market. This situation indicates that insufficient attention is given to regional employment issues, and the quantitative and structural imbalance is observed on the labour market at the regional level. In our opinion, to improve the situation, targeted activities should be elaborated on in the frame of regional development programmes.

Opis:: This paper is devoted to the analysis of the concept of growth poles theory elaborated by an outstanding French professor François Perroux. In the first part the author presents philosophical and methodological analysis of Perroux’s concepts. The second part is devoted to the analysis of the implementation of the growth poles theory in Spain in the years 1964−1975. The originality of Perroux’s concept lies in the introduction of economic space in a consideration and the omission of the role played by physical space. On the other hand, Perroux’s concept is the generalization of the method applied much earlier by other economists. Perroux’s growth poles theory is the part of theory of harmonized growth, but harmonized growth is not the concept of harmonious growth understood as the natural harmony existing in the economic life. Perroux indicates the need for permanent harmonizing of economic forces for social welfare. Perroux is convinced the economic growth is unsustainable, not only spatially but also by sector. That opinion was not something new. He simply belongs to a group of researchers of economics convinced of unsustainable growth. However, there is one difference. Perroux, not like the others, limits only to establish the fact. He tries to explain why that is. Therefore, he created the theory which explained the phenomenon of unsustainable economic growth. He believes the economic growth appears at the points with different frequencies and at different time. Perroux also points to the industrial complexes and entire industries that can be a source of economic growth which he calls “growth poles”. Growth poles policy was very popular in the 60s and 70s. Many countries like France, Spain, Greece or Italian had poles in their economic plans. This tendency was halted as a result of the oil crisis in 1973. Then the active policy of the state in economic planning began to give the way to economic liberalism. In case of Spain, the growth poles policy consisted in the stimulation of industry formation in regions which give hope for accelerated industrial development. During three consecutive periods of planning in Spain a number of poles situated in different regions were created. At that time in Spain there was a problem of migration towards rich regions like Catalonia, Madrid or Basque Country. Therefore, the aim of the implementation of the poles was not only to develop the industry, but also to stop the migration process. One way to evaluate the functioning of the poles in the Spanish economy is examining the amount of established companies, the level of production and the rate of economic growth obtained in regions with poles, the balance of trade between a region with the pole and surrounding regions. The method used by the author consists in comparing two periods: the first period without the pole and the second period with the pole. The analysis also compares the results obtained with the national average.

Opis:: Studies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004-2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

Opis:: Finansjalizacja oznacza rosnącą rolę motywów finansowych, rynków, podmiotów oraz instytucji w transakcjach zachodzących w gospodarce krajowej i międzynarodowej. W artykule zostały zawarte rozważania na temat tego, czy finansjalizacja może mieć charakter regionalny. Jego celem było uzyskanie odpowiedzi na to pytanie i określenie przydatności tej wiedzy. Na podstawie przeprowadzonego przeglądu literatury stwierdzono, że istnieją badania skutków finansjalizacji odnoszące się do regionów, przy czym pojęcie „regionu” jest tu różnie rozumiane. Może być ono traktowane jako część świata, gospodarka danego kraju lub mniejszy obszar, mieszczący się w ramach jednego kraju. W stosunku do każdego z tych znaczeń regionu badania empiryczne dotyczące finansjalizacji wymagają zastosowania innego sposobu jej pomiaru. Niemniej jednak zawsze wskazują one na istniejące różnice pomiędzy, różnie określonymi, regionami. Proces finansjalizacji może przebiegać zupełnie odmiennie w różnych regionach, a jego skutki mogą być zarówno pozytywne, jak i negatywne. Przeprowadzone rozważania doprowadziły do wniosku, że ważna jest znajomość dotycząca stopnia nasycenia finansjalizacją w regionie. Tam, gdzie finansjalizacja jest jeszcze w niewielkim stopniu rozwinięta jej dalszy rozrost będzie skutkował korzystnymi konsekwencjami, natomiast w regionach o wysokim stopniu finansjalizacji można oczekiwać jej negatywnych skutków. Znajomość poziomu finansjalizacji w ujęciu regionalnym pozwala na określenie, w których regionach należy finansjalizację wspierać, a w których hamować.
Financialisation refers to the increasing role of financial motives, markets, entities and institutions in transactions occurring in the national and international economy. The article includes consideration on whether financialisation can have a regional character. Its aim was to obtain an answer to this question and determine the usefulness of this knowledge. Based on the literature review, it was found that there are studies on the effects of financialisation relating to regions, with the concept of 'region' being understood differently in each context. It can be regarded as part of the world, the economy of a specific country, or a smaller area within a single country. In relation to each of these meanings of region, empirical studies on financialisation require a different method of measurement. Nevertheless, they always indicate existing differences between variously defined regions. The process of financialisation can vary significantly across different regions, and its effects can be both positive and negative. These considerations led to the conclusion that it is important to understand the degree of financialisation saturation in the region. Where financialisation is still only slightly developed, its further growth will result in beneficial consequences, whereas in regions with a high degree of financialisation, negative effects can be expected. Knowledge of the level of financialisation from a regional perspective allows us to determine in which regions financialisation should be supported or inhibited.

Regional development has been defined as the process of development of economic potential, increase in the competitiveness of economic entities and the standard of living of the countries' inhabitants, in their regional decomposition, which takes place as a result of transforming factors and resources into goods and services, ensuring economic security. The influence of the European Green Deal on factors of economic growth and development, factors of competitive advantage of countries, system of both public and private value (natural resources, national assets), transformations in the structure of economies (emerging and declining industries), as well as costs necessary to make the doctrine a reality were indicated.

Opis:: Celem artykułu było przedstawienie wyników badań własnych nad relacją znaną w ekonomii pod nazwą „prawo Okuna”. Wykorzystano panel danych dla 16 województw Polski w latach 1995–2019. Jako narzędzie badawcze zastosowano panelowy model autoregresji wektorowej (PVAR), co pozwoliło chociażby na uchwycenie dynamicznego charakteru modelowanej relacji. Do estymacji parametrów modelu wykorzystano uogólnioną metodę momentów (GMM). Następnie oszacowane zostały ortogonalne funkcje reakcji na impuls (IRF) przy wykorzystaniu dekompozycji Choleskiego. Dokonano także dekompozycji błędu prognozy w 10-letnim horyzoncie. Prawo Okuna zakłada negatywną zależność pomiędzy zmianami stopy bezrobocia a stopą realnego wzrostu gospodarczego. Pierwotnie zostało ono empirycznie zaobserwowane przez A. Okuna w 1962 roku. Oryginalny współczynnik wymiany wynosił ok. 0,3. Oznacza to, że każdy dodatkowy procent PNB powiązany jest ze spadkiem stopy bezrobocia o ok. 0,3 p.p. Zaprezentowane w artykule oszacowania funkcji reakcji na impuls wskazały na istotność statystyczną wpływu szoków pochodzących od poszczególnych zmiennych. Pozytywny impuls pochodzący od strony stopy wzrostu realnego PKB powodował obniżenie się zmiany stopy bezrobocia (i na odwrót) w porównaniu do ścieżki bazowej. Zaobserwowano również stosunkowo powolne wygaszanie się szoków w modelu. Dekompozycja błędu prognozy wykazała, że ok. 31% zmienności przyrostu stopy bezrobocia może zostać wyjaśnione za pomocą stopy wzrostu realnego PKB. Z kolei zmiany stopy bezrobocia zdołały wyjaśnić jedynie ok. 6% przyszłych stóp realnego wzrostu gospodarczego.
The aim of the article is to present the results of the author’s own research on the relation known in economics as ‘Okun’s law’. A data panel for 16 Polish voivodeships in the years 1995–2019 was used. A panel vector autoregression (PVAR) model was used as a research tool, which captured, for example, the dynamic nature of the modelled relationship. The generalised method of moments (GMM) was used to estimate the parameters of the model. Then, the orthogonal impulse response functions (IRF) were estimated using the Cholesky decomposition. The decomposition of forecast error in the 10-year horizon was also presented. Okun’s law assumes a negative relationship between changes in the unemployment rate and the rate of real economic growth. It was originally observed empirically by A. Okun in 1962. The original exchange coefficient was approx. 0.3. This means that each additional percentage of GNP is associated with a decrease in the unemployment rate by approx. 0.3 p.p. The estimates of the impulse response functions presented in the article show the statistical significance of the impact of shocks coming from individual variables. A positive impulse coming from the real GDP growth rate resulted in a decrease in the change of the unemployment rate (and vice versa) compared to the base path. A relatively slow decay of shocks in the model can also be observed. Decomposition of the forecast error shows that approx. 31% of the variability of the changes of the unemployment rate can be explained by the real GDP growth rate. In turn, changes in the unemployment rate are able to explain only about 6% of future rates of real economic growth.

Opis:: The paper seeks to explain the influence of the so-called gravity effect on the regional diversity of economic growth in Poland. The gravity effect, which is a reference to Newton’s gravity law, is based on the assumption that regions have some economic influence on one another. The strength of these relationships is proportional to the size of the regional economies and inversely proportional to the distance between them. The applied model of economic growth refers to the neoclassical models of Solow; Mankiw, Romer and Weil; and Nonneman and Vanhoud. The presented model takes into account the gravity effect. The model has one non-trivial stationary point that is asymptotically stable, the authors say, which means that this point is a long-run economic equilibrium point. The paper examines the regional diversity of various macroeconomic indicators in the period from 1999 to 2011. Additionally, parameters of the labor productivity function are estimated at the regional level. The research yielded numerical simulations of two possible scenarios of the economic diversity of Polish regions. In the first scenario, it is assumed that investment rates are different in different regions (mean rates for each region from past periods). In the second scenario, the investment rates are the same for all regions. Both scenarios seem to indicate that the regional diversification of economic growth in Polish regions may decrease significantly, but the process of divergence was stronger under the regime imposed in the first scenario, the authors say. The strongest gravity effects were observed in an area bounded by the cities of Warsaw, Poznań and Wrocław as well as the southern Silesia region, with the possible inclusion of the city of Cracow. Peripheral regions in terms of the gravity effect, according to the authors, are provinces in eastern Poland as well as Świętokrzyskie in the center of the country, Pomorskie and Zachodniopomorskie in the north, and Lubuskie in the west.
Celem artykułu jest wyjaśnienie wpływu tzw. efektu grawitacyjnego na przestrzenne zróżnicowanie rozwoju ekonomicznego polskich województw. Ów efekt grawitacyjny (nawiązując do prawa grawitacji Newtona) opiera się na założeniu, że regiony oddziałują na siebie gospodarczo, przy czym siła oddziaływania jest proporcjonalna do ich wielkości i odwrotnie proporcjonalna do kwadratu odległości między nimi. Najczęściej modele grawitacyjne były wykorzystywane do opisu zjawisk w handlu światowym, zaś ich zastosowanie do analizy wzrostu i zróżnicowania regionalnego było bardzo rzadkie. Zastosowany w opracowaniu model nawiązuje do neoklasycznego modelu wzrostu gospodarczego Solowa, modeli Mankiwa, Romera i Weila oraz Nonnemana i Vanhoudta. W opracowaniu zaprezentowano model wzrostu gospodarczego uwzględniający efekt grawitacji. Wykazano, że model ten posiada nietrywialny punkt stacjonarny oraz że jest on asymptotycznie stabilny, co oznacza, że jest punktem asymptotycznej długookresowej równowagi rozważanego modelu wzrostu gospodarczego. W dalszej części opracowania dokonano opisowej analizy zróżnicowania technicznego uzbrojenia pracy, wydajności pracy, jednostkowych i łącznych efektów grawitacyjnych w polskich województwach w latach 1999–2011. Ponadto dokonano oszacowania parametrów funkcji wydajności pracy na poziomie wojewódzkim. Efektem finalnym pracy było przeprowadzenie numerycznych symulacji możliwych scenariuszy zróżnicowania rozwoju ekonomicznego polskich regionów. W pierwszym scenariuszu założono, że stopy inwestycji w poszczególnych województwach były różne (średnie arytmetyczne z poprzednich okresów), w drugim zaś wariancie przyjęto, że w długim okresie stopy te będą sobie równe. Zarówno 1., jak i 2. wariant wskazują na to, że przestrzenne zróżnicowanie rozwoju ekonomicznego polskich województw może się istotnie pogłębiać, przy czym procesy dywergencyjne byłyby znacznie silniejsze przy utrzymaniu się dotychczasowej struktury stóp inwestycji. Co więcej, jeśli nie uwzględni się działania zewnętrznych efektów grawitacyjnych (związanych z oddziaływaniem na polskie województwa gospodarki niemieckiej) oraz portowego charakteru Trójmiasta, to okaże się, że województwami o niskim poziomie rozwoju ekonomicznego mogłyby zostać również pomorskie, zachodniopomorskie oraz lubuskie. Najsilniejsze efekty grawitacyjne w analizowanym przedziale czasu notowane były mniej więcej w czworokącie łączącym Warszawę z Poznaniem, Wrocławiem oraz aglomeracją śląsko-dąbrowską lub (być może) Krakowem. Województwami peryferyjnymi ze względu na siłę działania efektów grawitacyjnych okazały się zarówno województwa Polski wschodniej (poza województwem świętokrzyskim, które leży względnie blisko kilku dużych aglomeracji miejskich), jak i województwa pomorskie, zachodniopomorskie oraz lubuskie.

Ostatecznie wyselekcjonowane zmienne wykorzystano do estymacji modelu regresji. Objaśnił on 98% zmienności produkcji łącznej per capita w województwach.
The paper aims to discuss regional diversification in Poland on the basis of selected characteristics and statistical indicators and attempts to explain the diversity in GDP per capita between regions. In order to do this some data on investments and R & D activity and on social capital, among others, is analysed. The description of regional diversification is supplemented by grouping of territorial units with the Ward's minimum variance method. Ultimately selected variables were used to estimate a regression model. It explained 98% of the variation of the GDP per capita in the regions.

Opis:: Celem opracowania było zbadanie zależności między zróżnicowaniem terytorialnym dochodów a wzrostem gospodarczym w polskich województwach w latach 2002-2011. W celu pomiaru nierówności w dochodach w poszczególnych województwach zastosowano ważony współczynnik zmienności przeciętnych wynagrodzeń w powiatach poszczególnych województw. Wyniki badania jednoznacznie wskazują, że istnieje silna zależność między poziomem rozwoju gospodarczego, mierzonym PKB per capita, a terytorialnym zróżnicowaniem dochodów. Regiony charakteryzujące się silniejszą polaryzacją dochodów cechuje jednocześnie wyższy poziom PKB per capita. Mniej istotne zależności łączą dynamikę PKB per capita i zróżnicowanie wynagrodzeń. Istnieją pewne przesłanki pozwalające sądzić, że polaryzacja dochodów w regionach sprzyja ich bardziej dynamicznemu wzrostowi gospodarczemu, zależności te jednak podlegają silnym i różnokierunkowym zmianom w czasie.
The purpose of the paper was to investigate the relationship between territorial income disparities and economic growth in Polish regions (województwo) in years 2002-2011. For the purpose of measuring income disparities, the weighted coefficient of variation of average remuneration in counties (powiat) located in particular regions was used. The results clearly indicate that there is strong correlation between level of economic development measured by per person GDP and territorial income disparities. Regions characterized by higher income polarization are at the same time those with higher per capita GDP. Less significant relationship characterizes the dynamics of per capita GDP and income disparities. The reasons were found that allow to conclude that higher income dispersion in the regions favours more dynamic economic growth, though the relationship is highly instable in time.

Opis:: Research background: The processes of economic convergence observed in many developing countries are characterized by reduction of economic differences on the cross-country level, which are accompanied by growing internal economic inequalities. This may stem from the fact that in the catching-up countries a more dynamic growth pattern is observed in the economically strongest regions, which is initially reflected in spatial polarization and increasing regional inequalities. However, just as the countries reach higher levels of development, the diffusion of growth-inducing impulses to less-developed areas should lead to the spatial equalizing of the development levels and reducing regional inequalities. Purpose of the article: The aim of the paper is to determine the relationship be-tween the level of economic growth and observed economic inequalities in Central and Eastern European (CEE) countries. The theoretical framework adopted to describe and explain those relations is the so-called Williamson's hypothesis in which the relationship between the scale of regional inequalities and economic growth is illustrated by a curve shaped like an inverted U. Methods: The research procedure was intended to verify William-son?s hypothesis by estimating parabolic econometric models. Indicators of economic growth along with measure of regional inequalities (Williamson's coefficient of variation) were used in the regression modeling. The research period spanned the years 1995-2014. Findings & Value added: In the light of the study of CEE countries, it was possible to observe both convergence symptoms as well as divergence tendencies. It can be thus stated that the analyzed CEE countries followed a similar path to the one observed earlier by Williamson in other developing countries. However, the analyses conducted by the authors at the national and regional levels of CEE countries were equivocal and did not fully support the theoretical assumptions of Williamson?s hypothesis.

Opis:: This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

Na podstawie dokonanej analizy różnicowanie regionalne w Polsce jest rzeczywiście dobrze wyjaśnione za pomocą podejścia keynesowskiego, a szczególnie modelu wzrostu gospodarczego opracowanego przez polskiego ekonomistę Michała Kaleckiego w 1968 roku przy jego uzupełnieniu z innymi uwagami teoretycznymi opracowanych przez autorów tego samego nurtu, które opiera się na zaakcentowaniu roli popytu zagregowanego w długookresowym przekształcaniu się głównych zmiennych makroekonomicznych na terenie kraju. Duży wpływ na polepszenie jakości życia w Polsce mogą więc mieć czynniki, które na podstawie teorii keynesowskiej wpływają równocześnie na zwiększenie wzrostu gospodarczego i wydajności pracy, akumulację kapitału oraz wdrożenie i stosowanie innowacji, zwiększenie zatrudnienia i płac. W miejsce propozycji obniżania i zróżnicowania płac minimalnych, jakie można znaleźć w opracowaniach opartych na podejściach teoretycznych bazujących na dorobku autorów głównego nurtu, przedstawiona analiza danych i ich interpretacja wspierałyby więc realizację inwestycji publicznych, interwencje wsparcia dochodu w regionach słabiej rozwiniętych. Przedstawione wnioski wskazywałyby dodatkowo na większą skuteczność interwencji ostatniego rodzaju.
The current article presents both theoretical arguments and a data analysis supporting the interpretation of Polish regional disparities on the basis of Keynesian theory and allowing to strongly connect differences in income per capita with labour market. The analysis underlines, moreover, that public interventions supporting income per capita and improving work market conditions in under-developed regions can be not only an effective instrument for the reduction of poverty and unemployment in those areas, but could foster private entrepreneurs’ profits and development as well. On the basis of the carried out analysis, it can be stated that regional disparities in Poland are well explained on the basis of Keynesian approach, and in particular by the growth model elaborated by the Polish economist Michał Kalecki in 1968 due to its integration with other theoretical considerations of authors of the same school of thought, which underlines the very relevant role of aggregate demand in the determination of the long run evolution of the main macroeconomic variables in Poland. A very relevant role in the improvement of living conditions in the country can be thus expected to be exerted by the very factors which according to Keynesian theory influence the increase of GDP growth rate, work productivity, capital accumulation, development and implementation of innovation, employment and wages rises. Instead of proposals of minimal wage reduction or regional differentiation, like those which can be found in works based on theoretical approaches based on mainstream authors’ elaborations, the presented data analysis and their interpretation thus support rather the realization of public investments and income support interventions in the less developed regions. The presented results seem, moreover, to point out that this very second type of interventions will be relatively more effective in the Polish case.

Opis:: Artykuł jest jednym z pierwszych opracowań analizujących na poziomie regionalnym związki pomiędzy stopą inflacji a wzrostem gospodarczym w Polsce po wejściu do UE. Wyniki potwierdziły, że w okresie 2004-2010 występował nieliniowy związek przyczynowy pomiędzy stopą inflacji a tempem wzrostu gospodarczego w polskich województwach. Badania potwierdziły występowanie dwóch statystycznie istotnych progowych poziomów inflacji związanych z równoczesnymi i opóźnionymi efektami czasowymi.
This paper is one of the first contributions which examine the nexus between inflation rate and economic growth of Poland after EU accession based on the regional data. The results prove that in the period 2004-2010 the causal link between inflation rate and economic growth among Polish regions was of a nonlinear nature. The empirical analysis confirmed the existence of two statistically significant inflation threshold levels related to contemporaneous as well as one-year-lagged causal effects.

W artykule zaprezentowano szeregi statystyczne charakteryzujące nierównomierność rozkładu płac w ujęciu wojewódzkim w latach 2000—2010, mierzone wskaźnikiem koncentracji Lorenza. Informacje te wykorzystano do badania zależności pomiędzy zróżnicowaniem płac a wzrostem gospodarczym w wymiarze regionalnym. Wyznaczono optymalny poziom zróżnicowania płac rozumiany jako poziom, który maksymalizuje stopę wzrostu gospodarczego.
The article presents the statistical series characterizing the uneven distribution of wages in Polish Voivodships in 2000-2010, measured in concentration Lorenz index. This information was used to examine the relationship between wage differentials and economic growth at the regional level. The optimal level of wage differentiation understood as the level that maximizes the rate of economic growth was determined.

Opis:: The paper analyzes inter- and intraregional differences in Poland in 2007 and examines the changes that have taken place within individual regions and between them since Poland’s current administrative system was introduced in 1999. The author also analyzes real regional convergence in Poland in the studied period. The author used descriptive statistics and econometric methods, along with the GDP per capita indicator. She analyzed the differences between subregions to offer a more detailed picture of development inequalities in Poland. The analysis of intraregional differences was made with the use of the Theil inequality measure for the country as a whole and by analyzing changes in the center-region relationship in selected provinces. It would be especially interesting to analyze this relationship in the context of the theory of the regional diversification of development processes, Markowska-Przybyła says, but such an analysis could not be made due to the unavailability of statistical data for half of Poland’s regions. Overall, the research carried out by Markowska-Przybyła points to increased interregional differences in Poland in 1999-2007. A β-convergence test-an estimated regression function-confirmed the existence of a regional divergence in 1999-2007, even though its statistical properties left much to be desired. Two σ-convergence tests also showed the existence of this divergence. The author concludes that processes of real regional divergence in terms of GDP per capita occurred in Poland in 1999-2007. In the studied period, in addition to growing disparities between regions, a growing diversification between subregions-Level-3 units of the Nomenclature of Units for Territorial Statistics (NUTS) routinely used by the European Union to reference the subdivisions of countries for statistical purposes-was also observed. The disparities between subregions proved to be greater than interregional differences. Intraregional inequalities revealed by the Theil inequality measure increased in 1999-2007. Development disproportions between the center and the rest of the region vary in the eight provinces analyzed. The greatest disproportions exist in Mazovia and Wielkopolska provinces, the author says, while the smallest ones are in Silesia and Łódź provinces. Lower Silesia, Łódź, Western Pomerania and Mazovia provinces showed decreased disproportions, while Silesia and Wielkopolska saw the reverse trend. In Pomerania province, center-region disproportions decreased, while disproportions between the center and the surrounding subregion increased slightly; in Małopolska province, the reverse trend was observed. The polarization of development was observed in only some provinces. No data is available on center-periphery relations in the remaining provinces, and the same goes for the position of the largest cities in these regions.

Opis:: Our research studies the economic background of recovery and catching‑up after the global financial and economic crisis, comparing the case study areas of Cluj‑Napoca in Romania and Pécs in Hungary. We use explorative statistical data analysis to describe the post‑crisis regional economic environment in the context of the differential outcomes of the high‑pressure economy in these two countries. Then, we analyse the evolution of the per capita gross domestic product in a decomposed form which provides insights into the main challenges of regional development in the two regional centres. The results show that long‑run economic challenges must be handled with an efficiency‑oriented regional policy that relies upon capital and knowledge‑intensive growth.
Opracowanie przedstawia wynik badania ekonomicznych podstaw dla ożywienia gospodarczego i procesu nadrabiania zaległości po globalnym kryzysie finansowym i gospodarczym, w oparciu o porównanie studium przypadku regionów Cluj‑Napoca w Rumunii i Pécs na Węgrzech. Wykorzystano eksploracyjną analizę danych statystycznych do opisu otoczenia gospodarczego regionów po kryzysie w kontekście zróżnicowanych wyników gospodarki będącej w stanie trwałego rozgrzania w tych dwóch krajach. Następnie przeanalizowano ewolucję produktu krajowego brutto per capita w postaci zdekomponowanej, co pozwoliło na wgląd w główne wyzwania rozwoju regionalnego w obu ośrodkach regionalnych. Wyniki analizy wskazują, że do długoterminowych wyzwań gospodarczych należy podchodzić przy pomocy polityki regionalnej zorientowanej na efektywność, która opiera się na kapitało‑ i wiedzochłonnym wzroście.

Opis:: W artykule poruszony został problem wyznaczania optymalnego poziomu nierówności płacowych w ujęciu regionalnym. Zaprezentowano koncepcję parabolicznego wpływu nierówności dochodowych na wzrost gospodarczy. W dalszej kolejności autor przedstawił kształtowanie się dysproporcji płacowych mierzonych współczynnikiem koncentracji Lorenza w polskich województwach w latach 2000–2010. Podjęta została również próba oszacowania wpływu tych dysproporcji na wzrost gospodarczy przy wykorzystaniu modelu ekonometrycznego. Analizy potwierdzają opisywaną relację jedynie w części. Optymalny poziom nierówności płacowych został wiarygodnie oszacowany dla pięciu polskich województw.
The paper looks at the problem of optimal level of wage disparities in regional terms. First, the concept of parabolic effect of income inequalities on economic growth is presented. Author shows wage inequalities measured by Lorenz concentration ratio in Polish regions (NUTS 2) in 2000–2010. Then he tries to evaluate the influence of that disparities on economic growth using econometric model. The analysis provides only partial confirmation of above relation. Optimal level of wage inequalities, in regional term, was reliably assessed only for 5 Polish regions (NUTS 2).

Opis:: The development of regions within one country is an uneven process. States seek to reduce internal inequalities between particular regions through the implementation of appropriate economic policies, as is the case of Poland. The aim of the study is to evaluate the level of socio-economic development of regions in Poland (voivodships) in the years 2013– 2019. For this purpose, a taxonomic analysis based on Hellwig’s development measure was conducted and the Euclidean distance was applied to assess the difference between the obtained pattern and particular voivodships. On the basis of data provided by the Local Data Bank of Statistics Poland and through linear ordering, two rankings of voivodships were created: one reflecting their socio-economic development excluding environmental protection aspects and the other focusing solely on the issue of environmental protection. Low values of the coefficient of variation relating to a part of the analysed variables indicated that the development level of voivodships in the analysed period is in many respects very similar. The variables crucial for determining the differences between voivodships show that Mazowieckie Voivodship occupies high positions in both rankings (and is the leader in the ranking of socio-economic development excluding environmental protection aspects), while Warmińsko-Mazurskie Voivodship is characterised by a low level of development illustrated by both rankings.
Rozwój regionów w obrębie państwa jest procesem nierównomiernym. Poprzez odpowiednią politykę gospodarczą państwo dąży do zmniejszenia wewnętrznych nierówności. Dotyczy to również Polski. Celem badania omawianego w artykule jest określenie poziomu rozwoju społeczno-gospodarczego województw w latach 2013–2019. W badaniu zastosowano analizę taksonomiczną z wykorzystaniem miary rozwoju Hellwiga. Do oceny różnicy pomiędzy wzorcem i województwem wykorzystano odległość euklidesową. Na podstawie danych z Banku Danych Lokalnych GUS opracowano, za pomocą porządkowania liniowego, ranking województw pod względem sytuacji społeczno-gospodarczej z wyłączeniem aspektów środowiskowych i osobno ranking dotyczący ochrony środowiska. Wyniki badania pokazują, że poziom rozwoju województw w badanym okresie jest w wielu aspektach bardzo zbliżony (niskie wartości współczynnika zmienności). Na podstawie zmiennych najbardziej różnicujących województwa wykazano, że woj. mazowieckie zajmuje bardzo wysokie pozycje w obu rankingach (pod względem rozwoju społeczno-gospodarczego z wyłączeniem aspektów środowiskowych jest liderem), natomiast woj. warmińsko-mazurskie charakteryzuje się niskim poziomem rozwoju zilustrowanym przez obydwa rankingi.

Opis:: Z uwagi na to, że specjalne strefy ekonomiczne (SSE) działają w Polsce od 20 lat, to zasadne jest ustalenie, czy mogą one tworzyć układy przestrzenne, które przekształcają się w bieguny wzrostu regionalnego. Dlatego celem artykułu jest wyjaśnienie w świetle teorii rozwoju lokalnego, regionalnego, prawidłowości dotyczących powstawania biegunów wzrostu w oparciu o specjalne strefy ekonomiczne wraz ze wskazaniem skutków ich funkcjonowania z punktu widzenia zagospodarowania przestrzeni ekonomicznej. Jako metodę badawczą zastosowano studia literatury przedmiotu. W wyniku przeprowadzonej analizy ustalono, że strefa ekonomiczna może być przyczynkiem do powstania układów przestrzennych wskutek napływu inwestorów zainteresowanych maksymalizacją korzyści zewnętrznych z lokalizacji w sąsiedztwie innych przedsiębiorstw. W krótkim terminie w miejscu powstania strefy wzrost gospodarczy jest zdynamizowany wskutek działania mechanizmów mnożnikowych. W dłuższym okresie, w konsekwencji powiązań tworzonych z podmiotami spoza strefy, efekty te są rozprzestrzeniane i prowadzą do rozwoju w skali regionalnej.
Due to the fact that the SEZs have been operating in Poland for 20 years, it is reasonable to determine, in line with the local and regional development theories, whether they can create new spatial structure, which in the long-term converts into the growth pole. Therefore, the purpose of this article is to determine the mechanisms of growth poles creation, to indicate the scope of the SEZs impact on the economic space. Literature studies are the basic research method for the analysis presented in the paper. Conclusion from the analysis are as follow. Economic zones are able to create new spatial structure as a result of the inflow of investors interested in maximizing the external benefits of location in the close vicinity of other companies. In the short term, the economic growth is boosted at local level due to the multiplier effects. In the long run, the effects are spread among the region due to the links created with entities outside the zone.

Opis:: The aim of this article is to identify an optimal method for estimating gross domestic product at the regional level in Poland, specifically at level of counties. While various studies offer empirical analyses of the country’s economic growth and other economic processes, no official data is available on GDP at the level of counties in Poland. The article presents the results of research based on three alternative approaches that rely on GDP disaggregation from the level of sub-regions (NUTS-3) to the level of counties (NUTS-4). These methods have been validated by comparing the results obtained for the higher level of aggregation. It turned out that the best method of disaggregating GDP was to use the shares of municipality tax revenues from income tax and agricultural tax. The estimated values of GDP in the counties in 2003–2013 were used to calculate the rate of economic growth in the entire period as well as in the period before and after the global economic crisis. We also examined the spatial autocorrelation of GDP per capita in 2013. The time series of GDP at the county level in both constant and current prices generated as a result of the presented research can be used in other empirical analyses.
Analizy empiryczne, przede wszystkim wzrostu gospodarczego, ale i innych procesów ekonomicznych, prowadzone są często przy wykorzystaniu produktu krajowego brutto (PKB). Jednak w badaniach na poziomie regionalnym, gdzie dla Polski jednostkami mogą być powiaty, które w najlepszy sposób odzwierciedlają obszary funkcjonalne, musimy się zmierzyć z brakiem oficjalnych danych o PKB. Głównym celem artykułu było zaproponowanie optymalnej metody oszacowania PKB w powiatach. Zaprezentowano wyniki uzyskane za pomocą trzech alternatywnych podejść, które polegały na rozszacowaniu PKB z poziomu podregionów na poziom powiatów, przy wykorzystaniu różnych zbiorów zmiennych skojarzonych. Przeprowadzono walidację tych metod, porównując rezultaty uzyskane dla wyższego poziomu agregacji. Okazało się, że najlepszą metodą dezagregacji PKB było zastosowanie udziałów przychodów podatkowych gmin z podatku PIT i z podatku rolnego. Oszacowane wartości PKB w powiatach w latach 2003–2013 posłużyły do oceny tempa wzrostu gospodarczego zarówno w całym okresie, jak i w latach przed ogólnoświatowym kryzysem gospodarczym oraz po rozpoczęciu kryzysu. Ponadto zbadano również przestrzenną koncentrację i przestrzenną autokorelację PKB per capita w roku 2013. Uzyskane wyniki poddano wstępnej interpretacji w kontekście modeli nowej geografii ekonomicznej (NEG). Szeregi czasowe PKB w powiatach zarówno w cenach stałych, jak i cenach bieżących wygenerowane w rezultacie zaprezentowanego badania, mogą być wykorzystane w innych analizach.
