Em um mundo repleto de conflitos e ameaças naturais, indivíduos são obrigados a sair de sua ter-ra natal e procurar proteção em outro país. O Brasil é um país que abriga milhares de refugiados e essa situação acarreta em diversas mudanças econômicas, simbólicas e especialmente cultu-rais. A inserção em uma nova cultura exige um processo constante de (re)construção de identi-dades, de forma que o indivíduo continua preservando sua cultura ao mesmo tempo que se recria com uma nova identidade no país de refúgio. Esse artigo visa discutir como esse processo identi-tário através de um marcador cultural muito comum: a alimentação. Dessa forma, busca-se refle-tir qual o papel das práticas alimentares no processo de construção de uma identidade de refugiado, ao mesmo tempo em que é pensada a influência da cultura alimentar na preservação de identidade étnica.
In a world full of natural conflicts and threats, individuals are forced to leave their homeland and seek protection in another country. Brazil is a country that shelters thousands of refugees and this situation has led to several economic, symbolic and especially cultural changes. Insertion into a new culture requires a constant process of building identities, so the individual continues to pre-serve his culture while re-creating a new identity in the country of refuge. This article aims to discuss how this identity process occurs through a very common cultural marker: food. In this way, it is sought to reflect on the role of food practices in the process of elaborating a refugee's identity and the influence of food culture on the preservation of ethnic identity.

The present migration and refugee crises in Europe required not only operational and legal EU responses but also budgetary ones. Additionally, the EU has resorted to use funds allocated to external action for migration purposes much more extensively than ever. This has turned the authors’ attention to the external dimension of the EU migration and asylum budget. In a spirit of emergency accompanied with the urgent search for flexibility the following budgetary measures on the external side were proposed: two trust funds: the EU Emergency Trust Fund for Africa and Regional Trust Fund in Response to the Syrian Crisis along with the EU Facility for Refugees in Turkey. These actions had serious budgetary consequences since they resulted in establishment of new financial solutions and hence caused budget reorganisation, refocus and reprioritisation. The new external developments have not only introduced cash pooling but also diminished the role of the European Parliament at the expense of the European Commission’s one. Such an approach may have far-reaching consequences for the EU as it conveys new fl exibility, limits the role of the long-term programming and redefi nes the relationship between the EU and third countries.

The Return of History (Welsh 2016) shows that the European refugee crisis has its historical predecessor in mass flight and analyses this episode by looking at the vulnerabilities this crisis revealed in the European Asylum system, with the UNHCR as its main body. Upon evidence of this modern return of mass flight, as well as of the contemporary reincarnations of barbarism, Cold War and inequality, the book reevaluates Fukuyama’s seminal thesis about the end of history, i.e., about the irremediable victory of the liberal democracy. It shows that the principles of international humanitarian law and the value of fairness are currently challenged on various fronts, by both state and non-state actors, and from within and abroad the democratic regimes. The book builds on this tension between the thesis of the end of history and the practice and experience of return of history. It discusses topics such as the resilience of liberal democracy, the potential to cope with and recover from crises, the possibility to predict problems and downturns etc.

The subject of this thesis was international migration in relation to internal state security. The author, after reading the literature of the subject, noticed that international migration is a very important element of the modern order in the world and they determine both domestic and foreign policies of many countries. The serious problem, which is being faced by modern Europe is the uncontrolled influx of immigrants, which is posing a significant threat to the security of host countries. The number of migrants in Poland, especially those from Muslim countries, is negligible, but due to the demographic problems our country has been struggling for almost three decades, it may be that encouraging migrants to come to Poland might be prerequisite, to counteract the negative effects of the aging society. Issues related to the migration on the level of internal security of the country have become the inspiration for writing this thesis. In the course of writing this thesis, the author used the extensive literature of the subject as well as articles in scientific journals.

The article attempts to analyse the challenges facing Polish state migration policy regarding of persons trying to obtain refugee status. We use the metaphor „refugee field,” and focus both on the evolution of the refugee policy and the problems it may face in the near future. We discuss successively: changes in refugee movements the development and differentiation of relevant laws, the transformation of administrative structures dealing with these issues, as well as attitudes to the refugee theme in Polish public opinion. We attempt to demonstrate that the evolution of administrative and legal provisions for the protection of refugees (or „refugee field”) during the last two decades reveals tensions between the internationalization and adoption (transposition) of European solutions and the need to adapt them to Poland’s administrative conditions and geopolitical situation. The challenges faced by institutions dealing with these issues – and particularly state institutions (Office for Foreigners) – are in the short term related to legal and institutional changes (especially the new Aliens Act), and in the long run to the changing global trends in refugee movements, and Poland’s increasing role as an immigration country. The very specific problems arising in „the refugee field” (and in the migration policy) are difficult to predict and they will always show tensions between legal and humanitarian procedures, owing to the specifi c, individual life situations of refugee candidates.

Stanowisko dwóch rządów Polski, rządu premier Ewy Kopacz i rządu premier Beaty Szydło, wobec kryzysu uchodźczego i migracyjnego ulegało w latach 2015-2017 ewolucji. Rząd PO/PSL Ewy Kopacz, po okresie pewnego wahania i wbrew stanowisku pozostałych państw Grupy Wyszehradzkiej, przystąpił do unijnego programu relokacji uchodźców. Przedstawiciele tego rządu zwracali zarazem uwagę na to, że działania zmierzające do rozwiązania problemu związanego z imigrantami nie powinny polegać tylko na przydzielaniu kwot uchodźców poszczególnym krajom, ale na pomocy docelowo w krajach, z których imigranci przemieszczają się do Europy. Rząd PiS premier Beaty Szydło w okresie pierwszych miesięcy swojego funkcjonowania deklarował gotowość respektowania zobowiązań rządu E. Kopacz w sprawie przyjęcia przez Polskę kilku tysięcy uchodźców. Jednakże pod koniec marca 2016 r., po atakach terrorystycznych w Brukseli, rząd PiS faktycznie wycofał się z zobowiązań poprzedników dotyczących relokacji uchodźców z Grecji i Włoch. Decyzja ta motywowana była zarówno względami bezpieczeństwa (obawy, że wśród uchodźców mogą znajdować się terroryści islamscy) jak i względami ochrony dziedzictwa cywilizacyjnego i tożsamości narodowej, w kontekście wzrostu w społeczeństwie polskim postaw antymuzułmańskich. Do połowy maja 2017 r. Polska nie przyjęła żadnego uchodźcy z kwoty przydzielonej przez Radę Unii Europejskiej poszczególnym państwom członkowskim Unii w roku 2015.
The position of the governments of Poland, led by the Prime Minister Ewa Kopacz and later by the Prime Minister Beata Szydlo, towards migration and refugee crisis in the European Union (EU) has evolved signifi cantly between 2015 and 2017. The PO and PSL coalition government led by Ewa Kopacz, after some hesitation and against the standpoint of its partners from the Visegrad Group, set about introducing the EU program for relocation of refugees. At the same time, the representatives of this government indicated that assigning a “quota system” to EU members is not enough to adequately address the migration crisis and that the EU should focus more on helping populations in the source countries of immigration. During the fi rst month of ruling, the government of Beata Szydlo was declaring its readiness to respect the obligations assumed by the previous government of Ewa Kopacz in relation to accepting a few thousand of migrants from Greece and Italy in Poland. However, at the end of March 2016, after the terrorist attacks in Brussels, the PiS government withdraw from those obligations. The decision was motivated by security aspects (fear that potential Islamist terrorists could be among the refugees) as well as matters related to protection of cultural heritage and national identity, all in the context of increasing anti-Muslim postures observed in the Polish society. Till May 2017, Poland has not received any refugee in the framework of the quota system adopted by the EU in 2015.

The article entitled ‘The development of the European Union in the areas of migration, visa and asylum after 2015. Priorities, effects, perspectives’ is a contribution to the public discourse on one of the biggest problems and challenges facing the European Union in the 21st century from a political, economic and social perspective. The (un)controlled influx of refugees to Europe after 2015, which is the result of political destabilization and the unstable socio-economic situation in the region of North Africa and the Middle East, clearly indicates that during the ‘test’, the existing refugee protection system in the European Union did not pass the ‘exam’. In connection with the above, attempts to modify it have been made at the EU level. This article is a presentation of individual solutions (‘Fortress Europe’, ‘Open Door Policy’, ‘Sluice’), as well as an analysis and evaluation of the possibilities of their implementation in the current difficult crisis conditions.

Six years after the so-called ‘refugee crisis’ in 2015, the European Union remains divided on questions of migration and asylum policy. The issue also remains high on the agendas of the USA and Russia, two other key destination countries with immigration from Latin America and the Post-Soviet space. This article presents results from a comparative study of news coverage in 17 countries, focusing on 10 EU member states in Western and Central Eastern Europe (CEE), the USA and Russia. The intensity of coverage was remarkably different, with Hungary’s and Germany’s media standing out while Russian media displayed relatively low levels of coverage. Individual migrants and refugees were most visible in the two outlets from the USA. Media in CEE countries tended towards a more critical approach than media in Western Europe. However, differences between most countries’ pairs of analyzed media outlets indicate a more pluralistic debate than frequently assumed.

The causes of the great migratory movements are most often war conflicts, natural disasters and natural disasters, but the movement of people is also conducive to the development of infrastructure, including civil aviation and globalization - traveling for tourism, economic, seeking a place of better existence. The aim of the study is to characterize and assess the scale of the phenomenon of migration of the population and its eff ects on the health situation of Polish citizens. Currently, we don’t know much about the extent of transmission of diseases imported in Europe. Migration and imported infections are changing the distribution of infectious diseases in our region, the increase in the number of migrants and refugees is increasingly important for the epidemiology of infectious diseases. WHO experts emphasize that infectious diseases are primarily associated with poverty, exposure to infections and incomplete vaccination status. Currently, the increase in cases of measles, and hepatitis especially of type A and B is observed, while the low or almost negligible risk of disease concerns diseases transmitted by the vector, such as schistosomiasis, malaria, and leishmaniosis. It should be noted that in the case of many diseases, it is possible to prevent them by protective vaccinations and improve sanitary and living conditions.
Przyczynami wielkich ruchów migracyjnych najczęściej są konflikty wojenne i katastrofy naturalne. Jednak przemieszczaniu się ludzi sprzyja także rozwój infrastruktury, w tym lotnictwa cywilnego, oraz globalizacja – podróże w celach turystycznych, ekonomicznych lub w poszukiwaniu lepszego miejsca do życia. Celem opracowania jest charakterystyka i ocena skali zjawiska migracji ludności i jej skutków dla sytuacji zdrowotnej mieszkańców Polski. Obecnie niewiele wiadomo na temat zasięgu przenoszenia chorób importowanych w Europie. Migracja i przywożone infekcje zmieniają dystrybucję chorób zakaźnych w naszym regionie, a wzrost liczby migrantów i uchodźców ma coraz większe znaczenie dla epidemiologii chorób zakaźnych. Eksperci Światowej Organizacji Zdrowia podkreślają, że choroby zakaźne są związane przede wszystkim z ubóstwem, narażeniem na infekcje i niepełnym statusem szczepień. Obecnie odnotowuje się wzrost zachorowań na odrę i wirusowe zapalenie wątroby, zwłaszcza typu A i B; natomiast małe lub wręcz znikome ryzyko zachorowania dotyczy chorób przenoszonych przez wektor, jak np. schistosomatoza, malaria, leiszmanioza. Należy zaznaczyć, że w przypadku wielu chorób istnieje możliwość zapobiegania im poprzez szczepienia ochronne oraz poprawę warunków sanitarnych i bytowych.

The recent arrivals of refugees from the Middle East fleeing war and persecution, and forced migrants escaping poverty, mostly from Asia and Africa, have fundamentally challenged European states’ commitment to solidarity with these vulnerable populations seeking protection. Researchers have identified a range of social and individual factors that may facilitate or impede societies’ willingness to receive refugees and migrants. However, less attention has been devoted to how their reception may be linked with diminished provision of public services for citizens and declining welfare states in many countries in Europe. This article considers how the ascendance of the neoliberal ideology and its’ key shifts in public policy contributed to a growing sense of insecurity and precarity in industrialized countries over recent decades and has affected people’s willingness to assist and accept them. It brings together insights from a variety of disciplines to better understand social policy developments and its relation to refugee and forced migration. It concludes that a feminist psychosocial conception of relationality provides a basis for rethinking our approaches to these important issues by politicizing the ethical obligation to protect the lives of unknown others.

In addition to the benefits of the rapid movement of large groups of people over long distances, there are also many threats, including those resulting from the emergence and spread of diseases that have not yet been experienced in the destination country. Therefore, it is in the interest of all social groups to develop mechanisms, including legal acts and organizational and technical solutions that enable the fullest possible protection and proper response to limit the potential for the introduction and spread of various diseases, especially infectious ones. The aim of the study is to discuss the rights and obligations of the state regarding medical care, especially the risk of infectious diseases carried by people who want to settle in Poland for various reasons. Knowledge of the presented regulations makes it possible to increase the health and epidemiological safety of citizens as, if all procedures are maintained, proper medical care is provided to both new citizens arriving in Poland and permanent residents.
Możliwość szybkiego przemieszczania się dużych grup ludzi na znaczne odległości oprócz korzyści, niesie ze sobą także wiele zagrożeń, również tych wynikających z pojawiania i rozprzestrzeniania się chorób, które do tej pory nie były diagnozowane i leczone w kraju docelowym imigrantów. W interesie każdej grupy społecznej powinno być więc wypracowanie mechanizmów, w tym aktów prawnych i rozwiązań organizacyjno-technicznych, umożliwiających pełną ochronę i właściwe reagowanie na możliwość zawleczenia i rozprzestrzeniania się różnych chorób, zwłaszcza zakaźnych. Celem niniejszej pracy jest omówienie praw i obowiązków państwa dotyczących opieki medycznej, ze szczególnym uwzględnieniem występowania ryzyka chorób zakaźnych, wobec osób pragnących osiedlić się w Polsce, a zwłaszcza wobec uchodźców. Znajomość przedstawionych regulacji pozwala zwiększyć poczucie bezpieczeństwa zdrowotnego i epidemiologicznego obywateli, przekonując tym samym, że jeśli wszelkie procedury zostają zachowane, to zapewniona jest właściwa opieka medyczna zarówno dla osób przyjeżdżających do Polski, jak i jej stałych mieszkańców.

Although migration has always been a timeless and volatile phenomenon, modern transnational movements of people have become a dominant topic of interest by constantly acquiring new characteristics that modify their evolutionary process. Europe is a geographical area that has been significantly affected by recent changes as a result of the evolution of migration flows of the last 30 years. The urgent need to initially understand and later implement evidence-based policies in order to sufficiently manage the migration phenomenon can be considered as the basic spark that led to the scientific blast of the 21st century, focusing on the gradual development of migration studies. One of the most notable efforts of the scientific community was the use of the comparison method to examine, understand, and in some cases even forecast the characteristics of specific migration case studies, thereby forming the backbone of comparative migration research in general. Greece, due to its geographical position, has been unintentionally positioned, many times, inside the so called “ring of fire”, as result of multiple factors and disastrous events that evolved mainly in its neighbouring countries, forcing massive, irregular migration flows to its external borders. The outbreak of the Albanian exodus in the early 1990s and the recent refugee flows of 2015 can be described as two major migration crises that have occurred in Greek's contemporary history, making their comparison a fruitful example of the potential capabilities of the above-mentioned method, contributing to a holistic study of the migration phenomenon in Greece.

The refugee crisis and the rising number of asylum seekers is one of the primary concerns of the EU. Political discussions reflect humanitarian, social and economic implications of the constant influx of new asylum seekers coming mainly from Syria. Within the political sphere in the V4 countries it is possible to observe negative attitudes. In this context, it is very important to emphasize that we are living in a democratic society, where media represent the role of democracy guardians. On the other hand, social media offer space for expression to the general public opinions, and their potential is also fully exploited by political leaders. The potential of social media must be perceived also against the backdrop of risks stemming mainly from disinformation and manipulative tendencies. In order to identify and clarify the presence of manipulative techniques in the communication of political and social groups to the attitudes of Generation Y in the sphere of migrant tolerance we present some introductory findings under the scope of project VEGA 1/0192/18.

The European Union’s refugee policy started to develop after the migration crisis in the beginning of the 21st century. In that perspective the refugee issue became the main topic in a public debate in the European Union which divided Member States for supporters and opponents of the common migration and asylum policy for the whole organization. Article presents an issue of the European Union’s migration and asylum policy which was implemented because of the mass incoming of migrants and refugees to the Europe. That situation intensified in 2015 after the beginning the conflict in Syria. The article is theoretic and explanatory. Realization of that purpose required using typical methods for social science - document and literature analysis. The investigations of documents and literature allowed to present the European Union’s common migration and asylum policy as well as the Member States’ domestic policy. In the article there was an analysis of the chosen EU legislation and regulations which decide about the protection of the rights of refugees, the rules of admitting and relocation refuges by the European Union’s Member States as well as collaboration and action to protect the rights of refugees.

This article reflects on the role that Hungary has played with respect to the Ukrainian refugee crisis. It elaborates on two issues. The first is Hungary’s relatively amicable relationship with Russia and how the Hungarian political elite has approached the Ukrainian crisis in view of its domestic political goals. The second is the migration policy that Hungary adopted when faced with the arrival of irregular Middle Eastern refugees and the mitigations in this policy to respond to the Ukrainian arrivals. The paper discusses the evolution in the governance of migration in Hungary and the actors and the politics underpinning the Hungarian reception policy from the perspective of these two issues. In this context, it draws on the literature on leadership and how the latter affects political contexts and social realities, particularly with respect to migration politics.
