The fact that about 4000 immigrants are placed in Cottbus, situated 192 km from Poznań and 83 km from Zielona Góra, makes us feel it is necessary to analyze modus operandi of the entities legitimizing or delegitimizing the Open Door policy of the Chancellor Angela Merkel. To explain their position, political actors refer to the diverse narratives that Rolf Peter Sieferle classified as: the refugee narrative; a narrative recalling the demographic problem; a narrative referring to problems in the labor market and a lack of qualified employees; a narrative referring to the essence of multiculturalism. Difficulties in absorbing immigrants caused a discussion about fatigue both in political parties and in the media, but they showed the potential of social initiatives and movements, for example the organization “Future of the Fatherland”, led by Hans-Christoph Berndt. His views combined with the statements of Dietmar Woidke, the Prime Minister of Brandenburg, or Jörg Steinbach, the President of the Brandenburg University of Technology, reflect the diversity of the assessment of migration policy in a micro-scale.

The process of globalization and its outcome, has an impact on indigenous culture in different aspects. One of this is, close contacts with the world wide great religions of Christianity and Islam. Christianity which sometimes functions within the system of inculturation tried to adapt more native elements of culture for interpretation of religion as well as its doctrine; on the contrary the concept of Islam is the opposite. Islam in Africa appears to be the indigenous religion, easy to understand its contents and adapt it. The case of adaptation of Islam is very high. This religion has a great distractive influence on the indigenous African culture and tradition. In my opinion, cultivation of cultural model of refugee is the question of conscious choice and not sudden circumstances. I think, mostly the refugee community tried to protect their culture and mainly escape from the invasion Islam; on the other hand, concerning the work of missionaries in relation to refugees, previously it was only limited to contacts with hunters of slave traders. The hypothesis is that, people with strong personality and culture, based on deep roots of history and tradition protected their land from infiltration of Islam for a long time. These people are the refugee people. Islam among the peoples of refugee people has always been thought as the element of alien, difficult to adapt even today, most of them still defend the full infiltration of this religion.

The problem of refugees is a phenomenon characteristic of contemporary international relations. It can take an individual form (as a result of individual persecutions of a racial, religious, national or political character) or the form of mass relocations, especially in the face of military conflicts or general breaching of human rights. The purpose of this paper is to present the refugee question as an international global problem that may appear in any region of the world, impacting the situation of states and societies, that is perceived as both a threat and a fundamental challenge for the entire international community.

The article deals with the concept of solidarity in the context of the current refugee crisis. Specifically, employing the Discourse-Historical Approach, it explores how solidarity is constructed in the discourse of the EU and in two member states, in Poland and in the Czech Republic which have been very critical of the EUropean approach to refugees from the beginning of the refugee crisis in 2015. As the findings suggest, relocations seem to be the only contested aspect of a more complex solution. On all other initiatives, there is an agreement between the EU and Poland and the Czech Republic even though the discourse might seem escalated at first sight. Moreover, drawing on the theoretical overview, the balancing of solidarity as a value with national interests and focus on security seems to be in line with the theoretical conceptualisation of international solidarity.

This article performs a cross-national analysis of the causes of refugee-related threat perception. We examine the hypotheses that the number of terrorist attacks by Muslim extremists should negatively coincide with positive attitudes toward refugees in a country. Secondly, we assess the relationship between the number of suspects arrested in relation to Muslim terrorist attacks and prejudicial attitudes toward refugees in a host country. In order to answer these hypotheses, we adopted a quantitative approach. Using data from the Pew Research Center Survey of 2016 we analyze the relationship between the number of terrorist attacks and arrests of Muslim extremists and their impact on the perception of the population in ten European countries. The findings suggest that there is no correlation between the number of terrorist attacks, arrests of Muslim extremists and prejudicial attitudes toward refugees. Among countries which experienced most fundamentalist Muslims attacks, the portrait of people sharing the stereotype is more nuanced. Political convictions were found to be the strongest and most common significant predictor, while age, gender and religiosity were significant in some countries only.

Also, the autohor aims to explore the position od people who have already been granted refugee status: their living conditions  and perspectives for the future. Against this background, he presents the situation of refugees in Poland and formulates final remarks.

Departing from the analysis of the relationship between the birth of the subject of race and the development of capitalism (Mbembe), Sajewska examines the status of blackness in semi-peripheral countries, such as Poland, whose participation in the history of colonial expansion is negligible, as is its influence on the shape and prosperity of capitalism. In her text she proposes to look at peripheral cultural practices as ways of producing and problematizing knowledge. She focuses her attention on Artur Żmijewski's film Glimpse, which was first presented at documenta 14 in Athens in 2017, as a result of the artist's month-long trip with his camera to areas affected by repressive refugee policy. In her historical-cultural analysis of the film, Sajewska shows the position of the artist as a subject representing "peripheral modernity" (Pratt), who on the margins of the European center - in refugee camps - once again performs the racist scenes that underpin the idea of the center’s modernity. Reflecting on the provincial status of the discourses, on the ways in which they are “travelling” in culture, on the localness of the archive and on the regional character of the concepts, she opens up perspectives on peripheral history and culture theory.

The subject of this thesis was international migration in relation to internal state security. The author, after reading the literature of the subject, noticed that international migration is a very important element of the modern order in the world and they determine both domestic and foreign policies of many countries. The serious problem, which is being faced by modern Europe is the uncontrolled influx of immigrants, which is posing a significant threat to the security of host countries. The number of migrants in Poland, especially those from Muslim countries, is negligible, but due to the demographic problems our country has been struggling for almost three decades, it may be that encouraging migrants to come to Poland might be prerequisite, to counteract the negative effects of the aging society. Issues related to the migration on the level of internal security of the country have become the inspiration for writing this thesis. In the course of writing this thesis, the author used the extensive literature of the subject as well as articles in scientific journals.

The reception of refugees on Polish territory remains a subject of tensions between Poland and the European Union, following the question of migrant relocation on European soil, which emerged in 2015. However, beyond the various political, economic or even cultural questions that may have been raised, we can wonder about the exact meaning of the Polish lexeme uchodźca (“a refugee”), which is at the heart of the debates. The study of the semantic features that the Poles themselves associate with this word is decisive for better understanding this nation in its positions towards the “refugee question”. These semantic features, deriving from the representations of the speaking subjects rather than the dictionaries or the international law is called in cognitive ethnolinguistics cognitive definition. Therefore, the numerous features of such “refugee” definition may be not only related to politics and economics but they can have also a strong sociocultural, geographical, biological, psychical and even religious dimension. These features will allow us to present three portraits: the portraits of the threatening-refugee, of the threatened-refugee and a portrait of another kind: the benevolent-refugee.

The Return of History (Welsh 2016) shows that the European refugee crisis has its historical predecessor in mass flight and analyses this episode by looking at the vulnerabilities this crisis revealed in the European Asylum system, with the UNHCR as its main body. Upon evidence of this modern return of mass flight, as well as of the contemporary reincarnations of barbarism, Cold War and inequality, the book reevaluates Fukuyama’s seminal thesis about the end of history, i.e., about the irremediable victory of the liberal democracy. It shows that the principles of international humanitarian law and the value of fairness are currently challenged on various fronts, by both state and non-state actors, and from within and abroad the democratic regimes. The book builds on this tension between the thesis of the end of history and the practice and experience of return of history. It discusses topics such as the resilience of liberal democracy, the potential to cope with and recover from crises, the possibility to predict problems and downturns etc.

Departures is the introductory volume to the interdisciplinary field of Critical Refugee Studies, written by the Critical Refugee Studies Collective and published by the University of California Press. The book works on many levels and can be read in as many ways. Partly a guide, partly a manifesto, the book dutifully performs its pre-set task of introducing the general reader to the field of Critical Refugee Studies, all the while engaging with larger issues and challenges. Its manifold nature is made explicit by the title itself, intended both as an allusion to the action of leaving and to that of deviating from a regular path. Highly readable and sharp-edged, tailor-made for an audience that includes (and transcends) colleges and universities, this text will likely find its way into many class syllabi and reading lists. Located at the crossroads of theory and resistance, advocacy and academia, Departures oozes rage, energy, and optimism, and is unapologetically political. The field of Critical Refugee Studies, the authors state in the “Introduction,” is “a way to seize control of image and narrative, by and for refugees, centered in refugee epistemologies and experiences." As a community-engaged critical field, it postulates the necessity of moving past pre-existing humanitarian narratives and frameworks, exposing the underlying threads that tie militarism and migration, power and memory, empire and race. The purpose of this paper is to draw attention to the often phenomenon of refugees resorted to violence. Refugee-warriors who defy the stereotype of passive inmate refugee camps. The reason for their appearance are always the bad conditions in the camps or even the very existence of them, where the so-called culture of resistance and new identity of nations in exile born. Therefore, international actions for security should also cover general change in the refugee protection policy. Permissions to self settle should definitely replace the policy of concentration of refugees in the camps.

The European refugee crisis of 2015 had a profound impact not only policies, but also narratives related to migration. The article is aimed to analyse how the European refugee crisis was narrated in Polish textbooks on geography and civics – two subjects that cover contemporary socio-political events within their curricula. It looks at the textbooks not only as a source of information but also as a political and pedagogical mirror that reflects the ongoing discussions in society. The article builds on the vast scholarship on how the refugee crisis was narrated in Poland and investigates whether and to what extent the same patterns are reflected in the textbooks. Mixed methodology is used in the article to identify the main narratives and themes in the samples of Polish textbook. According to the study the narrations are less extreme and explicit than in the public discourse, they are also often incoherent and inconsistent, and hardly human-centred. While they are not explicitly politicized, they often replicate the main narrative frames from the media discourse.

Currently we are witnessing migration, which for different reasons exhibits a growth tendency. It does not just concern big cities, but also smaller towns, where we can encounter people with different cultural backgrounds, religion, dialect, and values. Multicultural education comes out to meet the expectations of the minorities and its main purpose is to create a platform for dialog and communication, as well as the composition of educational programs and multicultural upbringing. Iran's proximity with countries most of which faced with insecurity, strife and wars due to internal conflicts or by means of regional and international crises has caused our country to be affected by such consequences. One of the most prominent of these adverse impacts has been the occurrence of refugee crisis and the often entrance of refugees fleeing from wars and crises in Iraq into the Iranian soil. This country, due to several decades of despotism and dictatorship of the Baath Party, existence of various religious and ethnic gaps, and existence of a failed government lacking a true nation-state has been considered one of the hotspots for crises in the region, thus causing a huge number of people to enter its neighboring countries including Iran. The presence of Iraqi refugees in Iran, though administered in most cases by relevant officials and institutions quite systematically, the unwanted side-effects as well as resulting problematic outcomes cannot be ignored. Given the history of this phenomenon during the past decades and a review of the partitioned, non-homogenous and turbulent situation of Iraq, we can certainly ascertain that despite existence of apparent changes within the political arena and governance in Iraq, little changes have occurred in the unstable nature and turbulent structure of this country. This means that the risk of occurrence of refugee crisis in the west of country still exists.

Opis:
This article sheds light on the relevance of intercultural education for the integration of refugee children. Modern man has witnessed immense changes with the rise of globalization, migration, refugee emigration, all of which implicate the growth of national multi-ethnicity and associated issues of multi-cultural society. In order to avoid the conflicts resulting from societies' heterogeneous structure, each society requires an infusion of knowledge and education directed toward attitudes of openness to cultural differences. An important part of this process belongs to the Polish school system, not only in educating, but also upbringing. The author of this publication provides an example of intercultural education in practice, built on the experience of a small elementary school with Chechen refugee children. Highlighted in this example is the integration practice “step after step,” aimed at strengthening ties and building positive relationships. 
Artykuł przybliża istotę i znaczenie edukacji międzykulturowej w procesie integrowania dzieci uchodźców. Współczesny człowiek jest świadkiem zachodzących i nieuniknionych  zmian typu: globalizacja, migracja, uchodźstwo, które implikują wzrastającą liczbę wieloetniczności państw i z tym związane problemy wielokulturowości. Aby zapobiec konfliktom wynikającym ze struktury heterogenicznych społeczeństw, należy upowszechniać wiedzę i edukować społeczeństwo w kierunku postaw otwartości wobec odmienności kulturowych. Istotne zadanie w wymienionym procesie ma do wykonania Polska szkoła, nie tylko w obszarze edukacji, ale i wychowania. Autorka artykułu podaje przykład realizacji edukacji międzykulturowej w praktyce na przykładzie małej szkoły podstawowej, w której uczą się dzieci uchodźców z Czeczenii. Szczególnie mocno został podkreślony sposób integrowania ,,krok po kroku”, który utrwala więzi i buduje pozytywne relacje.

The article attempts to analyse the challenges facing Polish state migration policy regarding of persons trying to obtain refugee status. We use the metaphor „refugee field,” and focus both on the evolution of the refugee policy and the problems it may face in the near future. We discuss successively: changes in refugee movements the development and differentiation of relevant laws, the transformation of administrative structures dealing with these issues, as well as attitudes to the refugee theme in Polish public opinion. We attempt to demonstrate that the evolution of administrative and legal provisions for the protection of refugees (or „refugee field”) during the last two decades reveals tensions between the internationalization and adoption (transposition) of European solutions and the need to adapt them to Poland’s administrative conditions and geopolitical situation. The challenges faced by institutions dealing with these issues – and particularly state institutions (Office for Foreigners) – are in the short term related to legal and institutional changes (especially the new Aliens Act), and in the long run to the changing global trends in refugee movements, and Poland’s increasing role as an immigration country. The very specific problems arising in „the refugee field” (and in the migration policy) are difficult to predict and they will always show tensions between legal and humanitarian procedures, owing to the specifi c, individual life situations of refugee candidates.

While the number of forced migrants moving out of conflict-ridden or otherwise troubled regions into relatively stable and safe parts of the world is higher than ever, the countries of destination are increasingly trying to prevent migrants from reaching their territories. Given the scale of forced displacement and current trends of tightening immigration policies, it should be expected that tragedies at the borders, similar to that recently witnessed in Europe, will become the norm rather than the exception and that new discourses and practices will continue to emerge, transforming territorial borders in various parts of the world into highly conflictual and politicised ‘borderspaces’. This article is a contribution to the understanding of borders through a case study of the recent policy of ‘closed doors’ that Poland has adopted towards Russia’s North Caucasus asylum seekers at the country’s eastern border with Belarus, preventing them from entering the territory and claiming protection. It demonstrates that, through the process of ‘bordering’, power is no longer exercised only by the border guards at the crossing point in Terespol from where asylum seekers are being returned and that it is increasingly to be found in social practices that occur on both sides of the border, away from the clearance points. The article examines the various practices of resistance undertaken by the asylum seekers and other actors on several different levels in response to the changed reality at the border. It also analyses the meanings and discourses developed by Polish state actors in order to legitimise restrictive migration policies.

The purpose of this paper is to present background information about Syrian refugee mental health who arrived at Europe Union countries between 2015-2018 and provide statistics about prevalence to some mental health related issues. As well as illustrating the challenges and barrier to provide effective Syrian refugee mental health services. In addition, this paper presents some European countries experience in intervention program to improve mental health among Syrian refugee with providing examples about German and Jordan. This paper provided examples about some wide used programs in EU and middle East Countries that used to deal with refugee mental health issues such as STRENGTH program, PM+ and MHGAP. Many recommendations were suggested with focus on providing culture and language sensitive psychotherapy for refugee in EU countries.

Teaching refugee students in inclusive classrooms is challenging for Polish teachers as the number of these students in schools has dramatically increased. This research aimed to explore Polish teachers’ experiences with adapting their teaching process for these students. An Interpretive Phenomenological Analysis was used, and 30 teachers participated in six focus group interviews. Two themes were identified in the analysis: 1) collaboration with others, 2) essential elements of direct work with students: communication; didactic aids; teaching methods; learning content; and learning objectives. Several recommendations for teaching practice are made.

Abstract The study presents the results of the online case study of Ukrainian refugee educators who were forced to move to Poland. The study aimed to investigate problems encountered by refugee educators and find possible options for supporting them and their professional activities per the interests expressed during the survey in the context of lifelong learning. The conceptual background of the research problem was based on the theory of adult education and the recent international strategies. The research sample consisted of 124 refugee educators aged 35–55+ years who have the potential to work by the obtained speciality. Data were collected using a Google Forms questionnaire; qualitative research methods were used. The results allowed for formulating conclusions and perspectives on the educators’ professional development and support.

The Italian Juvenile Law guarantees protection to unaccompanied foreign minors, which is a child coming from non-EU countries without parents. This phenomenon, in recent years, concerns the migratory flows of refugees, who arrive from Turkey or Libya to the coasts of Italy; the journey is often dramatic and sometimes it requires to pass through other European countries. The EU Regulation - Dublin III, which entered into force on 1 January 2014, points at the competence of the EU State in which the minors arrived at first; further transfers, except the need to be reunited with family members in other EU States, are not significant for the European law. The current system of granting refugee or other forms of international protection is based on this fundamental principle. The protection of unaccompanied foreign minors in Italy is achieved through a form of "multidisciplinary" support; the legal data is only one component. In addition, there are social and educational projects as well as protection for health; the need of an effective integration is perceived. Together with the social intervention, a legal public representative, the Guardian, is appointed for unaccompanied minor. The competence belongs to the Municipality in which the minor is found or where, following a first reception, will be transferred on the basis of a regional territorial assignment, within the national system of Italian reception for refugee minors, called "SIPROIMI". The legal Guardian’s role is to guarantee children’s rights and an adequate assistance. It’s a very thorny topic in the Metropolitan Area of Bologna, which has more than a million inhabitants; all the local offices created a "Public Metropolitan Protection Office" with the aims to manage these aspects. Promoting the function of these public offices confers the role of a “third party” in the protection of the children with the assistance of social and health services.

Syrian war has changed Middle East radically. Regional dynamics and actors have deeply influenced by Syrian war. Turkey is one of the Middle Eastern countries, which has influenced from this conflict most. Turkey has close relations with the EU in order to become its full member. Syrian war caused many problems between Turkey and the EU. Refugee crisis, Idlib problem, military interventions of Turkey in Syria and Eastern Mediteraanian disputes are chief problemler between Turkey and the EU. Syrian war brings Turkey and the EU relations to the end. In this paper, we intend to discuss the effects of Syria war on Turkey-the EU relations.
Wojna syryjska radykalnie zmieniła Bliski Wschód. Dynamika regionalna i aktorzy wywarli głęboki wpływ na wojnę w Syrii. Turcja jest jednym z krajów Bliskiego Wschodu, które najbardziej wywarły wpływ na ten konflikt. Turcja utrzymuje bliskie stosunki z UE, aby stać się jej pełnoprawnym członkiem. Wojna syryjska spowodowała wiele problemów między Turcją a UE. Kryzys uchodźczy, interwencje wojskowe Turcji w Syrii i spory wschodniośródziemnomorskie są głównymi problemami między Turcją a UE. Wojna w Syrii kładzie kres stosunkom Turcji i UE. W niniejszym artykule autor zamierza omówić skutki wojny w Syrii dla relacji Turcja-UE.

This paper examines education for refugee children in Germany through the lens of contemporary childhood studies. When children resettle in Germany they are not only permitted, but also required to attend school. They are put on a fast, straight track to learning German so they can get matriculated into mainstream classes as quickly as possible: their only shot at succeeding in Germany’s highly stratified school system (SBJW, 2016). But does this intense focus on the future meet the needs of this population of children in the present? Eurocentric and nativist attitudes behind integration rhetoric are explored, including how they factor into teaching approaches in so-called welcome classes for Germany’s young newcomers. Why and how should schools look after the mental health of its students? The case is made for the incorporation of creative expressive interventions in the classroom as a means of enhancing students’ self-esteem, self-efficacy, and ultimately agency.

The article entitled ‘The development of the European Union in the areas of migration, visa and asylum after 2015. Priorities, effects, perspectives’ is a contribution to the public discourse on one of the biggest problems and challenges facing the European Union in the 21st century from a political, economic and social perspective. The (un)controlled influx of refugees to Europe after 2015, which is the result of political destabilization and the unstable socio-economic situation in the region of North Africa and the Middle East, clearly indicates that during the ‘test’, the existing refugee protection system in the European Union did not pass the ‘exam’. In connection with the above, attempts to modify it have been made at the EU level. This article is a presentation of individual solutions (‘Fortress Europe’, ‘Open Door Policy’, ‘Sluice’), as well as an analysis and evaluation of the possibilities of their implementation in the current difficult crisis conditions.

The following paper shows the depiction of the refugee experience in Phera (‘Return’)—a novel written by a Bangladeshi writer, Taslima Nasrin—by using the literary analysis method. Thus, the relevant passages were translated into Polish, commented on and supported when necessary with further historical or cultural infor-mation. The plot of the novel is based on the background of major historical events, such as the Partition of India (1947) and the Bangladesh Liberation War (1971). The experience of being a refugee is shown from two perspectives: the struggle to settle in the place of arrival and the painful confrontation with one’s own memories about the true homeland. This proves that a refugee is a person who never can adopt to a foreign country completely but, more significantly, who can never return to the native land because the place once left behind does not really exist.

The paper concerns the value of solidarity in the structure of the European Union’s axionormative system in the context of the 2015 refugee crisis. For the needs of these considerations Florian Znaniecki’s concept of axionormative system was chosen. It has a form of three-level hierarchical structure, which consists of the institutional level, the awareness level and the implementation level. All as these levels were analysed in relation to the value of solidarity, in the context of the 2015 refugee crisis. The results of these considerations indicate that while the institutional and awareness levels of the European Union’s axionormative system are compatible with each other, there is a clear break between them and the level of implementation, in the context of the refugee crisis.

Celem artykułu jest omówienie dokumentów radiowych dotyczących migrantów wojennych, które pojawiły się w polskich stacjach w pierwszych dwóch tygodniach konfliktu rosyjsko-ukraińskiego. Metodę badawczą stanowi analiza treści i artystycznych środków wyrazu dźwiękowego oraz analiza porównawcza. Dokumenty uchodźcze są dość jednorodne i kreślą polifoniczny portret migrantów jako społeczności, z której jednak można wyłonić indywidualne historie przesycone konkretną ludzką tragedią. Większość analizowanych prac skupia się na temacie, przywiązując nieco mniejszą wagę do formalnej strony, przez co tylko pojedyncze projekty można określić mianem reportaży artystycznych.
The goal of the following text is to discuss radio documentaries concerning war emigrants that appeared in Polish stations during the first two weeks of the conflict between Russia and Ukraine. The research method used in the article is the analysis of the content and artistic means of audio expression as well as comparative analysis. Refugee documentaries are quite homogeneous and paint a polyphonic portrait of emigrants as a community, from which, however, it is possible to emerge individual stories saturated with concrete human tragedy. Most of the analyzed works focus on the subject, while attaching a little less importance to the formal side of the program, as a result only individual projects can be described as artistic reportages.

Six years after the so-called ‘refugee crisis’ in 2015, the European Union remains divided on questions of migration and asylum policy. The issue also remains high on the agendas of the USA and Russia, two other key destination countries with immigration from Latin America and the Post-Soviet space. This article presents results from a comparative study of news coverage in 17 countries, focusing on 10 EU member states in Western and Central Eastern Europe (CEE), the USA and Russia. The intensity of coverage was remarkably different, with Hungary’s and Germany’s media standing out while Russian media displayed relatively low levels of coverage. Individual migrants and refugees were most visible in the two outlets from the USA. Media in CEE countries tended towards a more critical approach than media in Western Europe. However, differences between most countries’ pairs of analyzed media outlets indicate a more pluralistic debate than frequently assumed.

Artykuł stanowi próbę odpowiedzi na pytanie, czy zbudowany w XX w. system instytucjonalno- -prawny jest skuteczny w obliczu zjawiska współczesnych dynamicznych migracji do państw członkowskich Unii Europejskiej. W pierwszej części artykułu autorka przytacza przebieg budowy systemu wsparcia dla uchodźców w dwudziestowiecznej Europie oraz wskazuje przyczyny powstania poszczególnych instytucji wspierających uchodźców. W następnej kolejności analizie zostaje poddane zjawisko dynamicznych migracji wywołanych konfl iktem syryjskim, a określanych mianem „kryzysu uchodźczego”. Autorka opisuje jego przebieg, dynamikę i skalę. W ostatniej części tekstu znajduje się próba odpowiedzi na pytanie badawcze w kontekście przebiegu zmian w polityce migracyjnej UE i działań, które zostały podjęte w ciągu ostatnich dwóch lat.
Th is article attempts to answer the question whether the institutional and legal system built in the 20th century is effective in the face of modern dynamic migration to the Member States of the European Union. In the first part of the article, the author cites the construction of the refugee support system in twentieth-century Europe and indicates the reasons for the establishment of individual institutions supporting refugees. Next, the analysis is subject to dynamic migration caused by the Syrian conflict, referred to as the ”refugee crisis”. Th e author describes his course, dynamics and scale. The last part of the text attempts to answer the research question in the context of the evolution of EU migration policy and the actions that have been taken in the last two years.

Others – the creations of Polish female emigrants The article Others – the creations of Polish female emigrants in Danuta Mostwin’s novels concerns the identity of Polish female immigrants in Danuta Mostwin’s novels. The article aims to present the functioning of the Others category in Mostwin’s novels, describing the experience of Polish female immigrants in the United States. The visibility of strangeness or exclusion, influencing the construction of the identity of emigrant women, has been noticed in the novels: Nie ma domu, Dom starej lady, Ameryko!Ameryko!, Odchodzą moi synowie, Ja za wodą, ty za wodą and collections of stories: Asteroidy i Ptaki. The category of the Others is related to the following phenomena: broadly defined otherness towards autochthons and oneself, and the possibility of building an identity based on a constructive combination of Polish values and those present in the culture of the country of immigration.

The European debate on the refugee crisis and the related actions of the European Union has been an important part of the political communication undertaken by policy-makers in the EU countries. Thus, it seems essential to ask the question about the opinions of the most important Polish politicians regarding the causes and ways of managing the refugee crisis, but also about their stance regarding refugees coming from other cultures, and consequently whether they were in agreement on accepting refugees. Also, whether the opinions they expressed were likely to influence Polish society, and whether the problem of the refugee crisis was used for ad hoc political purposes, including in the election campaign.
Europejska debata dotycząca kryzysu uchodźczego, a także działania Unii Europejskiej z nim związane, stanowiły ważny element komunikowania politycznego podejmowanego przez decydentów politycznych w krajach UE. Toteż istotnym wydaje się pytanie o to, jak kształtowały się opinie najważniejszych polskich polityków na temat przyczyn i sposobów zarządzania kryzysem uchodźczym, a także o ich stanowisko odnośnie do uchodźców pochodzących z innej strefy kulturowej, a w konsekwencji – czy byli oni zgodni co do kwestii przyjmowania uchodźców. Ponadto – czy wypowiadane przez nich opinie mogły wpływać na polskie społeczeństwo oraz czy problem kryzysu uchodźczego był wykorzystywany w doraźnych celach politycznych, w tym w kampanii wyborczej.

The recent influx of refugees has been in the headlines for more than a year in Germany. On a daily basis, new items about refugees, asylum policies, disasters, or xenophobia makes it into print, visual, or social media. Everybody has an opinion about this issue. In this essay, I record some of my own observations in this regard, as someone, who, in different ways, has been involved with refugees and “Others”. I am trying to make some sense of the discourses and actions that the so-called “refugee crisis” has produced. It has become evident that the discourse about the refugees is as much about the “Other” as it is about the “Self”. It is my argument that Germany is at a crossroads as a consequence of the arrival of relatively large numbers of refugees mainly from a Middle Eastern context – it can either lead to Germany closing in on itself, trying to exclude the “Other”, which in a globalized world would probably be a disadvantage; on the other hand, the “refugee crisis” has the potential of a new beginning, expanding on the already existing efforts to integrate “Others” into one’s own society. One example for such integration efforts would be the fairly recent introduction of Islamic Religious Education in state schools. The success or failure of this experiment can provide an indication of the willingness and ability of Germans to find constructive ways to integrate refugees into their communities.

The causes of the great migratory movements are most often war conflicts, natural disasters and natural disasters, but the movement of people is also conducive to the development of infrastructure, including civil aviation and globalization - traveling for tourism, economic, seeking a place of better existence. The aim of the study is to characterize and assess the scale of the phenomenon of migration of the population and its eff ects on the health situation of Polish citizens. Currently, we don’t know much about the extent of transmission of diseases imported in Europe. Migration and imported infections are changing the distribution of infectious diseases in our region, the increase in the number of migrants and refugees is increasingly important for the epidemiology of infectious diseases. WHO experts emphasize that infectious diseases are primarily associated with poverty, exposure to infections and incomplete vaccination status. Currently, the increase in cases of measles, and hepatitis especially of type A and B is observed, while the low or almost negligible risk of disease concerns diseases transmitted by the vector, such as schistosomiasis, malaria, and leishmaniosis. It should be noted that in the case of many diseases, it is possible to prevent them by protective vaccinations and improve sanitary and living conditions.
Przyczynami wielkich ruchów migracyjnych najczęściej są konflikty wojenne i katastrofy naturalne. Jednak przemieszczaniu się ludzi sprzyja także rozwój infrastruktury, w tym lotnictwa cywilnego, oraz globalizacja – podróże w celach turystycznych, ekonomicznych lub w poszukiwaniu lepszego miejsca do życia. Celem opracowania jest charakterystyka i ocena skali zjawiska migracji ludności i jej skutków dla sytuacji zdrowotnej mieszkańców Polski. Obecnie niewiele wiadomo na temat zasięgu przenoszenia chorób importowanych w Europie. Migracja i przywożone infekcje zmieniają dystrybucję chorób zakaźnych w naszym regionie, a wzrost liczby migrantów i uchodźców ma coraz większe znaczenie dla epidemiologii chorób zakaźnych. Eksperci Światowej Organizacji Zdrowia podkreślają, że choroby zakaźne są związane przede wszystkim z ubóstwem, narażeniem na infekcje i niepełnym statusem szczepień. Obecnie odnotowuje się wzrost zachorowań na odrę i wirusowe zapalenie wątroby, zwłaszcza typu A i B; natomiast małe lub wręcz znikome ryzyko zachorowania dotyczy chorób przenoszonych przez wektor, jak np. schistosomatoza, malaria, leiszmanioza. Należy zaznaczyć, że w przypadku wielu chorób istnieje możliwość zapobiegania im poprzez szczepienia ochronne oraz poprawę warunków sanitarnych i bytowych.

The recent arrivals of refugees from the Middle East fleeing war and persecution, and forced migrants escaping poverty, mostly from Asia and Africa, have fundamentally challenged European states’ commitment to solidarity with these vulnerable populations seeking protection. Researchers have identified a range of social and individual factors that may facilitate or impede societies’ willingness to receive refugees and migrants. However, less attention has been devoted to how their reception may be linked with diminished provision of public services for citizens and declining welfare states in many countries in Europe. This article considers how the ascendance of the neoliberal ideology and its’ key shifts in public policy contributed to a growing sense of insecurity and precarity in industrialized countries over recent decades and has affected people’s willingness to assist and accept them. It brings together insights from a variety of disciplines to better understand social policy developments and its relation to refugee and forced migration. It concludes that a feminist psychosocial conception of relationality provides a basis for rethinking our approaches to these important issues by politicizing the ethical obligation to protect the lives of unknown others.

The subject-matter of the research presented in this article is the preparation of Polish preschool and early-school education for work with refugee children that have fallen victim to the war in Ukraine. The research is a review one, and the analysis of Polish and foreign literature relevant to the matters referred to in the title of the article is included in it. As the result of the conducted archive and library searches, it was ascertained that, hitherto, rather little research into this problem has been conducted in Poland (the reason for which fact is the absence of previous experiences with a minor being a war refugee), and also rich relevant experiences in the countries of the West, confirmed by the extensive literature of the subject. This article indicates the principal directions of research and activities – the problem of war trauma as experienced by a child, supporting the families of refugee children, and providing an ECEC teacher with competences required for the purpose of work with a child refugee afflicted by war. This article constitutes a sui generis prolegomena of research the objective of which is to prepare Polish ECEC teachers for facing the challenges connected with war in Ukraine and the presence of an Ukrainian child refugee in the Polish institutions of education.

In addition to the benefits of the rapid movement of large groups of people over long distances, there are also many threats, including those resulting from the emergence and spread of diseases that have not yet been experienced in the destination country. Therefore, it is in the interest of all social groups to develop mechanisms, including legal acts and organizational and technical solutions that enable the fullest possible protection and proper response to limit the potential for the introduction and spread of various diseases, especially infectious ones. The aim of the study is to discuss the rights and obligations of the state regarding medical care, especially the risk of infectious diseases carried by people who want to settle in Poland for various reasons. Knowledge of the presented regulations makes it possible to increase the health and epidemiological safety of citizens as, if all procedures are maintained, proper medical care is provided to both new citizens arriving in Poland and permanent residents.
Możliwość szybkiego przemieszczania się dużych grup ludzi na znaczne odległości oprócz korzyści, niesie ze sobą także wiele zagrożeń, również tych wynikających z pojawiania i rozprzestrzeniania się chorób, które do tej pory nie były diagnozowane i leczone w kraju docelowym imigrantów. W interesie każdej grupy społecznej powinno być więc wypracowanie mechanizmów, w tym aktów prawnych i rozwiązań organizacyjno-technicznych, umożliwiających pełną ochronę i właściwe reagowanie na możliwość zawleczenia i rozprzestrzeniania się różnych chorób, zwłaszcza zakaźnych. Celem niniejszej pracy jest omówienie praw i obowiązków państwa dotyczących opieki medycznej, ze szczególnym uwzględnieniem występowania ryzyka chorób zakaźnych, wobec osób pragnących osiedlić się w Polsce, a zwłaszcza wobec uchodźców. Znajomość przedstawionych regulacji pozwala zwiększyć poczucie bezpieczeństwa zdrowotnego i epidemiologicznego obywateli, przekonując tym samym, że jeśli wszelkie procedury zostają zachowane, to zapewniona jest właściwa opieka medyczna zarówno dla osób przyjeżdżających do Polski, jak i jej stałych mieszkańców.

Welfare states in Europe and across the Atlantic introduced various social policies aiming at integrating refugees or facilitating their self-sufficiency. Since the beginning of 2015 when the so called “refugee crisis” started in Europe and anti-refugee rhetoric appeared in public discourse, these policies became jeopardized. Surprisingly, only a handful of studies provide evidence on how these policies operate amidst the current political conditions. Even fewer deliver comparative evidence from different countries. This article aims to address this gap using qualitative comparative case study design and interpretative policy analysis. It answers how asylum and social policies have been shaped and delivered in countries as different as the United States and Poland, including the context of the 2015 and 2016 political shifts. This article argues that despite being shaped and delivered differently, some of the current framing and shaping of the policies are similar and can have parallel outcomes for refugee communities and organizations assisting them. Chances for upward mobility for refugees can decrease and income and social inequalities may deepen.

This paper explores Australia’s history and background of migration and refugee policies and examines the possibilities of applying the Australian solutions in the European Union. It has often been assumed that the history of Australia’s migration and refugee policies and the solutions it has applied are not relevant for the European Union (although they are suffi cient, albeit controversial, in the case of Australia). In order to verify this assumption, fi rst the origin and the current rules of Australia’s migration policy are presented and described, and then the determinants of immigration to Australia are indicated. Next, the overall state of relations between the EU, its Member States, and Australian immigration matters is explored. The main research questions posed in this text concern the key points of Australia’s immigration policies and its determinants, as well as the current state of the EU’s and its Member States’ relationship with Australia with respect to the refugee crisis and immigration. The paper ends by offering conclusions with respect to the above.

Although migration has always been a timeless and volatile phenomenon, modern transnational movements of people have become a dominant topic of interest by constantly acquiring new characteristics that modify their evolutionary process. Europe is a geographical area that has been significantly affected by recent changes as a result of the evolution of migration flows of the last 30 years. The urgent need to initially understand and later implement evidence-based policies in order to sufficiently manage the migration phenomenon can be considered as the basic spark that led to the scientific blast of the 21st century, focusing on the gradual development of migration studies. One of the most notable efforts of the scientific community was the use of the comparison method to examine, understand, and in some cases even forecast the characteristics of specific migration case studies, thereby forming the backbone of comparative migration research in general. Greece, due to its geographical position, has been unintentionally positioned, many times, inside the so called “ring of fire”, as result of multiple factors and disastrous events that evolved mainly in its neighbouring countries, forcing massive, irregular migration flows to its external borders. The outbreak of the Albanian exodus in the early 1990s and the recent refugee flows of 2015 can be described as two major migration crises that have occurred in Greek's contemporary history, making their comparison a fruitful example of the potential capabilities of the above-mentioned method, contributing to a holistic study of the migration phenomenon in Greece.

Safety is one of the basic human needs. It should be understood that in order to be able to function properly and develop, a person needs appropriate conditions. One of the primary conditions is the guarantee of security, both looking through the prism of the individual and the general public. Previous disputes, conflicts and wars determine future political decisions and affect the type of international alliances formed. The guarantor of security is above all a stable, well-organized and strong state, as well as citizens who are aware of the responsibility for this security. Every country needs a strong ally to increase its security on the international arena. After the fall of the Berlin Wall, Eastern Europe, including Poland, dropped the shackles of the Soviet occupation and turned its eyes to the west, seeking military support within that area. Membership in NATO has made Poles feel relatively safe since 1999. Poland’s allies have become members of the Alliance, whose strongest link is the United States. Poland’s position on the map of Europe determines its impact on the situation of the entire continent. European geopolitics mainly affects the conditions, security and politics of the Polish state. The aim of the article is to characterize the role of the Member States of the European Union in ensuring European security, on the example of Polish. This article constitutes an analysis and was created based on content analysis method and qualitative statistical data analysis.

The refugee crisis and the rising number of asylum seekers is one of the primary concerns of the EU. Political discussions reflect humanitarian, social and economic implications of the constant influx of new asylum seekers coming mainly from Syria. Within the political sphere in the V4 countries it is possible to observe negative attitudes. In this context, it is very important to emphasize that we are living in a democratic society, where media represent the role of democracy guardians. On the other hand, social media offer space for expression to the general public opinions, and their potential is also fully exploited by political leaders. The potential of social media must be perceived also against the backdrop of risks stemming mainly from disinformation and manipulative tendencies. In order to identify and clarify the presence of manipulative techniques in the communication of political and social groups to the attitudes of Generation Y in the sphere of migrant tolerance we present some introductory findings under the scope of project VEGA 1/0192/18.

Since the start of the Russian Invasion of Ukraine on 24.02.2022, millions of people (mostly women and children) have fled Ukraine. Majority of them fled to Poland and providing adequate medical care for the massive influx of refugees is a considerable challenge for the Polish healthcare system, already burdened by the COVID-19 pandemic and staf shortages. The purpose of this study was to identify: the potential health problems of the incoming population, the legal and ethical aspects of the refugee crisis and its implications on public health. Combining the current data with previous research on refugee crises reveals a set of issues that need to be addressed. Ensuring continuity of chronic disease treatment, mental health, the risk of spreading vaccinable preventable diseases, high rates of tuberculosis, HIV and the ongoing COVID-19 pandemic are among the main concerns. In the near future, answers will have to be found to the emerging ethical questions of equal, safe access to care, implications of the language barrier, immunisation coverage, medical staf shortages, and existing legal and ethical regulations. Opis:
This article concerns select aspects of social perceptions and categorizations of foreigners settling in Poland. The core of this work is an analysis of a series of qualitative interviews conducted with young, educated residents of Warsaw. Herein the authors draw attention to a significant change in the consciousness of Polish society: a recognition of the permanent presence of migrants in Poland as well as discernment of the sociocultural problems associated with that presence. In the eyes of our interlocutors, the past two decades have been a time in which the attitude of Poles towards incoming aliens has shifted. Influencing opinions have been personal or familial experiences of emigration, particularly after the 2004 accession of Poland into the European Union. Also affecting attitudes have been an immigration wave from Ukraine as well as the tangible consequences of the 2015 migrant crisis. On the one hand, all these factors together have caused Poland to be seen today as not only an emigration, but also an immigration country. On the other hand, these have also provoked a conscious classification of various categories of migrants with regards to their geographic and cultural background along with the roles they might possibly fill in this country.

The European Union’s refugee policy started to develop after the migration crisis in the beginning of the 21st century. In that perspective the refugee issue became the main topic in a public debate in the European Union which divided Member States for supporters and opponents of the common migration and asylum policy for the whole organization. Article presents an issue of the European Union’s migration and asylum policy which was implemented because of the mass incoming of migrants and refugees to the Europe. That situation intensified in 2015 after the beginning the conflict in Syria. The article is theoretic and explanatory. Realization of that purpose required using typical methods for social science - document and literature analysis. The investigations of documents and literature allowed to present the European Union’s common migration and asylum policy as well as the Member States’ domestic policy. In the article there was an analysis of the chosen EU legislation and regulations which decide about the protection of the rights of refugees, the rules of admitting and relocation refuges by the European Union’s Member States as well as collaboration and action to protect the rights of refugees.

Poland has faced several crisis situations related to migration in the past decade. With differences in the scale and origins of incoming people, these crises have triggered various reactions from Polish policy-makers, from the welcoming of non-EU migrants to the implementation of restrictive measures at the Polish border. The present research uses a discursive approach to study the ways in which non-EU migrants are presented and discussed in Poland. By comparing official discourses from Polish authorities during the 2015–2016 migration crisis, the 2021 border crisis with Belarus and following the Russian war on Ukraine in 2022, we analyse how different groups of non-EU migrants are discursively described and considered by political figures. Furthermore, as these crises have important links with the European Union (EU), we also investigate how Poland’s relationship with the EU is envisioned by Polish authorities. Through the discourse analysis carried out, we argue that ‘migrants’ and ‘refugees’ are discursively constructed as opposing groups in a manner that is highly visible. This discursive strategy is instrumentally used to reflect on the perceived deservingness, alterity or proximity of incoming people. We identify one unifying perspective of Poland’s relationship with the EU throughout these crises: Polish authorities are keen to stress the importance of its membership of the EU when benefiting from the latter’s restriction of migration to Europe.

Przedmiotem artykułu są autonarracje na temat uchodźstwa obecne w polskich reportażach radiowych stworzonych po wybuchu wojny w Ukrainie. Celem badania stało się scharakteryzowanie owych narracji z wykorzystaniem analizy porównawczej uwzględniającej aparat pojęciowy wypracowany na gruncie psychologii narracyjnej. Materiał objął 96 audycji zrealizowanych w ciągu pierwszych 6 tygodni wojny. Analiza pozwoliła wyodrębnić autonarracje fragmentaryczne w wariancie klasycznym oraz kolażowym, płynne, pośrednie, bezpośrednie oraz autoteliczne. Podlegają one zmienności w czasie, a także przenikają się wzajemnie.
The subject of the article are self-narratives on refugees present in Polish radio documentaries created upon the outbreak of the war in Ukraine. The aim of the study was to characterize these narratives with the use of comparative analysis taking into account the conceptual apparatus developed on the basis of narrative psychology. The material included 96 broadcasts made during the first 6 weeks of the war. The analysis made it possible to distinguish fragmentary self-narratives in the classical and collage variants, fluid, indirect, direct and autotelic. They are subject to variation over time and also permeate each other.

This research sets out the importance of studying the refugee crisis and the phenomenon of migration, the way refugees reach European territory and in which states they aim to settle. The first part of the article shows the evolution of illegal entries on the routes that refugees use to enter the European continent in the period between 2009-2018. The second part of the article aims to highlight the European States which were affected by the refugee crisis in light of the asylum requests submitted by the applicants for international protection in the EU between 2015-2018. Therefore the analysis led to the classification of the European States into four clusters: (i) states with a high number of asylum applications; (ii) states with a medium to high number of asylum applications; (iii) states with a small to medium number of asylum applications; (iv) states with a small number of asylum applications. The objective of this classification is to identify the states that were affected by the refugee crisis.
