    Presupposition for realizing the demand for bus transport is the existence of its potential, which represents the population of that city, region, or state. Public passenger transport is considered to be an instrument of state social policy. The legislation defines it as transport performed to satisfaction the transport needs of persons, especially vulnerable groups, pupils, students, and pensioners. A significant problem in Slovakia and also in abroad is an aging population. The retired population has different transport habits like other groups of passengers (children, pupils and students, economically active persons), which is related to the change of transport requirements, as well as an adaptation the public transport offer. In recent years, the number of license holders of individual disabled persons has been increasing in Slovakia, or possibly individual person with severe disability with a guide. In this article, we focus on examining the issue of the rising trend of issued valid licenses of disabled persons and persons with reduced mobility, and related new measures, to which transport undertakings are confronted and transport service subscribers. The aim is also to identify the motivation to own a disability person license or persons with reduced mobility with the ability to use it for the demand for public passenger transport.

    The subject of the article concerns the issue of transport accessibility, due to the special needs of disabled persons and persons with reduced mobility. The disability related to the state of health is presented numerically for Poland, including the dysfunctions occurring and also in relation to the population of Europe and the world. The presented values indicate a significant size of problems that cannot be ignored or downplayed in the context of the policy of equal treatment of all citizens. On the basis of European and Polish legal regulations, the issues of rail transport accessibility in relation to meeting the requirements specified in the technical specifications for interoperability are discussed. The conditions specified in the PRM TSI for the “Infrastructure”and “Rolling Stock” subsystems are presented in detail, including the obligation to create registers: railway infrastructure and rolling stock and requirements for the development of strategic documents, such as national implementation plans and access strategies to passenger infrastructure and access strategies to passenger rolling stock. Following the National Implementation Plan of the PRM TSI, a diagnosis of the condition and assessment of the accessibility of Polish railways for people with disabilities was discussed, as well as the functioning principles and actions taken by infrastructure managers and railway operators to eliminate existing barriers. The article also indicates the internal project carried out in the Railway Track and Operation Department of the Railway Research Institute, concerning the development of a method facilitating the preparation of a strategy guaranteeing full access to passenger infrastructure in accordance with the requirements of the TSI PRM. The proposed method uses the questionnaire of the facility, which covers all aspects related to the accessibility of the railway station for people with disabilities. This project is an offer for rail infrastructure managers who are required to have a strategy for each passenger station and are part of the state policy implemented to improve the accessibility of public space.

    Nowoczesna kolej jest środkiem transportu dostępnym dla osób niepełnosprawnych, przy czym poziom dostępności jest uzależniony od taboru przewozowego i infrastruktury. Proces dostosowywania kolei do przewozu osób niepełnosprawnych jest kosztowny i jego realizacja wymaga długiego czasu. Powinien się opierać na programie działań, lecz takiego programu brak. Pomoc w jego opracowaniu może przynieść pełna, usystematyzowana wiedza o skali problemów i potrzeb.
    Modern railway is a means of transport available to persons with reduced mobility, however, the degree of its availability depends on the rolling stock and railway infrastructure. Adaptation of railways for transport of the disabled persons is costly and time consuming process. This should be based on appropriate programme of activities, nevertheless, such programme does not exist. Full and systematized knowledge of the needs and scale of the problem would be helpful to draw it up.

    W niniejszym artykule autorzy zaprezentowali wybrane, innowacyjne rozwiązania transportowe dla systemu transportu miejskiego i dokonali ich wielokryterialnej oceny z uwzględnieniem analizy potrzeb osób z niepełnosprawnością i starszych (w zaawansowanym wieku). Przedstawili takie nowoczesne rozwiązania transportowe jak: system personal rapid transit (PRT), system bus rapid transit (BRT), czy zintegrowany węzeł przesiadkowy. Wymienione rozwiązania zastosowali do zaprojektowania różnych wariantów systemu transportu miejskiego i poddali je ocenie wielokryterialnej z uwzględnieniem interesów (preferencji i oczekiwań) osób o ograniczonej mobilności. W artykule zaprezentowano wyniki komputerowych eksperymentów obliczeniowych z wykorzystaniem metody AHP. Na podstawie uzyskanego rankingu końcowego przeprowadzono odpowiednie wnioskowanie.
    In this paper the authors have presented selected, innovative transportation solutions for the urban transportation system and have conducted a multiple-criteria evaluation of them, taking into consideration the analysis of the needs of disabled and elderly (in advanced age) people. They have presented modern transportation solutions, such as: Personal Rapid Transit (PRT) system, Bus Rapid Transit (BRT) system and integrated transfer nodes. They have used the above mentioned solutions to design different variants of an urban transportation system and have carried out their multiple-criteria evaluation taking into consideration the interests (preferences and expectations) of people with reduced mobility. In this paper the results of the computer based computational experiments, carried out using the AHP method have been presented. On the basis of the final ranking of considered variants, the appropriate reasoning has been conducted.

    Demographic trends at national levels, caused by the aging of the population, raise the barriers to the possibilities of higher quality of living of the people when their working part of life comes to an end. The contribution to increasing the quality of life can be mostly realized by using customized information-communication solutions and services within the concept of “Ambient Assisted Living” (AAL). The AAL concept uses the advanced available technology to enable new products, services and processes that help ensure higher quality of living for the elderly, the disabled and persons of slow mobility. It also supports enhanced social connectivity, access to the outside world and it should provide inclusion and mobility (autonomy) to all persons. By applying the AAL concept in everyday movements and lives of the users allows the creation of the user base of all relevant information. With synergic action of several technologies the AAL concept becomes even more complex. In order to present this complexity, the paper describes the capabilities of individual technologies depending on the users’ needs, and the models of establishing the possible solutions. The application of the AAL concept in the traffic environment can contribute to significant increase in the quality of life also outside the basic environment (flat, house…). It is necessary to explore also the challenges of the interoperability and the area of coverage of services based in this way because of the sensitivity of the target users to the reliability of the system operation.

Priorytetowo traktuje bezpieczeństwo w podróży oraz ciągłe podnoszenie komfortu pasażerów w ich codziennych przejazdach transportem zbiorowym w Krakowie, ze szczególnym uwzględnieniem osób o ograniczonej mobilności ruchowej. Artykuł omawia szereg działań na różnych płaszczyznach, począwszy od przystanków i infrastruktury towarzyszącej przez eksploatowany tabor, szkolenia pracowników, które sprawiają, że korzystanie z transportu zbiorowego w Krakowie jest coraz łatwiejsze i bardziej komfortowe. Aby nadążyć nad zmieniającymi się oczekiwaniami pasażerów oraz nowymi technologiami dostępnymi w dzisiejszym świecie, niezbędne jest kontynuowanie wdrażania innowacji, które sprawiać będą, że transport zbiorowy będzie się stawał coraz atrakcyjniejszy w stosunku do transportu indywidualnego, a nie będzie mało dostępny dla osób o ograniczonej mobilności.
    Continual urban development determines necessity for cyclical changes in the functioning of public transport. This article describes good practices that the Municipal Transport Company in Cracow is introducing to continuously improve quality of its services. Priority is given to travel safety and constant improvement of passenger comfort in their daily transport by public transport in Cracow, with particular regard to people with reduced mobility. This article discusses a number of activities at various levels, starting with the stops and connected infrastructure of the rolling stock, training for employees, which makes use of public transport in Cracow easier and more comfortable. In order to follow changing passenger expectations and to apply new technologies available in today's world, it is necessary to continue to implement innovations making public transport more attractive than individual transport and also accessible to people with reduced mobility

    Artykuł jest poświęcony prawnym aspektom przewozu osób niepełnosprawnych oraz osób o ograniczonej zdolności ruchowej. Problemy z tym związane dostrzegł prawodawca unijny. W celu zapewnienia takim osobom możliwości podróżowania porównywalnego z innymi pasażerami, wydał wiele rozporządzeń, w których przyznał tej grupie pasażerów szczególne uprawnienia (prawo do informacji w określonych formach, prawo do pomocy, prawo do pełnego odszkodowania za wózki inwalidzkie i inny sprzęt do poruszania się). Jednocześnie, kierując się zasadą niedyskryminacji, wyartykułował zakaz odmowy dokonywania rezerwacji czy sprzedaży biletów na przejazd takim pasażerom oraz zakaz odmowy zabrania ich na pokład środka transportowego tylko ze względu na niepełnosprawność lub ograniczoną sprawność ruchową. W artykule zasygnalizowano również problemy związane z dochodzeniem przez ww. pasażerów roszczeń w związku z naruszeniem przysługujących im praw.
    The paper deals with the legal aspects of the transport of disabled persons and persons with reduced mobility. The problems connected with the transport of such persons have been noticed by the EU legislator. In order to ensure them the possibility to travel on similar terms as other passengers, a few regulations have been issued, in which such persons are granted with particular rights (right to information in prescribed form, right to assistance, right to compensation for wheelchairs and other mobility equipment). At the same time, driven by the non-discrimination rule, the EU legislator also prohibited refusing to accept a reservation or to sell a ticket for such passengers, as well as to embark them for reasons connected with their disability or reduced mobility. Some attention has been also drawn to the issues connected with the possibility to pursue claims regarding the violation of these rights.

    W pracy przedstawiono porównanie Technicznych Specyfikacji Interoperacyjności, z obecnie obowiązującymi przepisami krajowymi Ipi-1 wydanymi w roku 2017 r., w zakresie ich rozbieżnych stanowisk przy projektowaniu infrastruktury kolejowej, dostosowanej do potrzeb osób z ograniczoną możliwością poruszania się. Wybrano i opisano parametry oceny peronu w zakresie interoperacyjności, które nie są spójne i mogą sprawiać trudności przy projektowaniu odernizowanych peronów. Przedstawiono również doświadczenia związane z potencjalnymi błędami związanymi ze złą interpretacją przepisów dotyczących zagadnień interoperacyjności peronów.
    The comparison of the Technical Specifications for Interoperability and the current Ipi-1 national regulations issued in 2017, in the field of their divergent positions in the design of railway infrastructure, adapted to the needs of people with reduced mobility has been presented in the paper. The parameters for assessing platforms compliance with interoperability requirements that are not consistent and which may be difficult while designing upgraded platforms have been selected and described. Experiences related to potential errors in poor interpretation of the provisions on interoperability issues of platforms have been also presented.

    W artykule skoncentrowano się na problemie niwelowania barier poprzez wdrażanie innowacji w transporcie miejskim pasażerów o ograniczonej mobilności, a więc niepełnosprawnych, a także starszych, kobiet w ciąży, osób z małymi dziećmi, dużym bagażem czy też otyłych. Innowacje te służyć mają nie tylko zwiększaniu dostępności transportu miejskiego dla tych grup użytkowników, ale również poszanowaniu prawa człowieka do godnego życia. Praktyczne rozwiązania przedstawiono na przykładzie miasta Berlin, w którym dziennie z usług transportu miejskiego korzysta średnio aż 3,8 mln pasażerów, a co szósty z nich jest właśnie osobą o ograniczonej mobilności. Problem ten systematycznie zyskuje na znaczeniu w kontekście m.in. przyrostu demograficznego na świecie, choroby cywilizacyjnej, którą jest otyłość, a także z uwagi na proces starzenia się europejskich społeczeństw.
    The article focuses on the problem of eliminating barriers by implementing innovations in public transport for passengers with reduced mobility, such as the disabled, but also elderly people, pregnant women, people with small children, passengers with large luggage or the obese. These innovations are intended not only to increase the accessibility of public transport for these groups of users, but also to respect their human rights to live with dignity. Practical solutions are based on the City of Berlin, with an average of 2.6 million passengers per day using public transport services, among whom one in six is in fact a person with reduced mobility. This problem is systematically gaining importance, among others, in the context of global demographic growth, civilization diseases, like obesity, and also due to the aging of European societies.

    This article is dedicated to one of the major problems in many developed and developing countries: how to ensure the road safety for persons with reduced mobility. Nowadays this group of population is under special attention of governments in different countries. For example, in the Russian Federation there is a lot of devoted programmes as well as actions organized by non-government organizations (NGOs) to improve the quality of their life and, especially, their safe movement in the urban area. As an initial step, this research article presents a structural analysis of population with limited mobility and a statistical overview of its distribution in the investigated area. Then the collaborative work of local authorities, NGO and representatives of the target group is described. This work consists of a number of stages including special organized field study of public transport interchanges in the Belgorod Region and propositions of their reconstruction and modernization. The presented example points out the necessity of cooperation between all stakeholders to support sustainable mobility as well as increasing importance of NGOs in this process.
    Niniejszy artykuł poświęcony jest jednemu z głównych problemów wielu krajów rozwiniętych i rozwijających się: jak zapewnić bezpieczeństwo w ruchu drogowym dla osób o ograniczonej mobilności. Obecnie władze różnych krajów zwracają szczególną uwagę na tą grupę ludności. Na przykład, w Federacji Rosyjskiej istnieje wiele rządowych programów celowych, jak i organizacji pozarządowych (NGO), które organizują działania w celu poprawy jakości życia osób o ograniczonej mobilności, a przede wszystkim zapewnienia im bezpiecznego poruszania się w obszarze miejskim. W pierwszej części artykułu przedstawiono analizę strukturalną populacji ludności o ograniczonej mobilności, a także statystyczny przegląd tej grupy w badanym obszarze. Następnie została opisana współpraca władz lokalnych, organizacji pozarządowych oraz przedstawicieli grupy docelowej. Praca ta składa się z kilku etapów, a jednym z nich są specjalne badania terenowe węzłów przesiadkowych transportu publicznego w Obwodzie Biełgorodzkim oraz propozycje ich rekonstrukcji i modernizacji. Przedstawiony przykład wskazuje na konieczność współpracy pomiędzy wszystkimi zainteresowanymi stronami w celu wspierania zrównoważonej mobilności, a także na coraz większe znaczenie organizacji pozarządowych w tym procesie.

    Opis:
    Persons with reduced mobility (PRM) should enjoy the same rights as other people in all life aspects, including in terms of travel experience. PRM group is an undeveloped travel market segment, having specific needs that the aviation organizations should satisfy. The facilitation of air travel for PRM should be supported by, among others, clear standards and appropriate regulations and laws. The present study focuses on the European Union (EU) and ASEAN regulatory framework for PRM, presenting various issues and suggesting improvements. The paper is theoretical in nature. It compares various regulations and laws that are implemented in the two Regions, and from thereafter suggestions are generated. The study shows that the European Union has a more efficient regulatory framework that better responds to the transportation chain and the needs of the various groups of PRM. The ASEAN Region can adopt some functional regulations and practices from the European Region. Also, the emphasis should be moved from persons with disabilities to PRM accompanied by the necessary rules, mainly from the ASEAN side. PRM makes up a significant potential market segment in aviation and relevant studies will be beneficial. The study provides significant insights for the aviation industry, particularly for these two Regions, the various groups of PRM, and the policymakers.

    In this article, the authors propose and investigate a new concept of HAPS aerostat design in a modular form, which allows for sequential increasing or decreasing of the total volume, up to the desired size. In its initial form, the aerostat has relatively small dimensions but its central cylindrical part is multi-segmented and can be easily extended. The application of controllable construction couplings enables precise control of the aerostat expansion process and significantly improves its vertical mobility. The paper describes details of telescopic aerostat construction, presents a mathematical model of its vertical motion and investigates numerically two volume control strategies aimed at maximization of operation efficiency and minimization of operation cost. The results obtained reveal the main problems that have to be addressed and the factors that play a key role in design of such telescopic aerostats and control of their vertical mobility.
