Opis:
A hardware-software system has been implemented to monitor the environmental state (EnvState) at the site of railway (RY) accidents and disasters. The proposed hardware-software system consists of several main components. The first software component, based on the queueing theory (QT), simulates the workload of emergency response units at the RY accident site. It also interacts with a central data processing server and information collection devices. A transmitter for these devices was built on the ATmega328 microcontroller. The hardware part of the environmental monitoring system at the RY accident site is also based on the ATmega328 microcontroller. In the hardwaresoftware system for monitoring the EnvState at the RY accident site, the data processing server receives information via the MQTT protocol from all devices about the state of each sensor and the device's location at the RY accident or disaster site, accompanied by EnvState contamination. All data is periodically recorded in a database on the server in the appropriate format with timestamps. The obtained information can then be used by specialists from the emergency response headquarters.

W artykule przedstawiono zróżnicowanie przestrzenne oraz zmienność liczby znaczących wypadków (z podziałem na kolizje, wykolejenia, wypadki na przejazdach kolejowo-drogowych i przejściach, wypadki z udziałem osób i poruszających się pojazdów kolejowych oraz pożary) w odniesieniu do pracy eksploatacyjnej w wybranych krajach Europy w latach 2010- 2017, przy wykorzystaniu wskaźników CSI. Wskaźniki CSI (Common Safety Indicators, wspólne wskaźniki bezpieczeństwa) to informacje statystyczne odnoszące się do bezpieczeństwa kolei, gromadzone i  udostępniane przez Agencję Kolejową Unii Europejskiej (European Union Agency for Railways, EUAR), która pozyskuje je od państw członkowskich Unii Europejskiej, jak również od Norwegii i Szwajcarii. Analiza wykazała obecność dużej dysproporcji w liczbie wypadków pomiędzy krajami Europy Zachodniej i Wschodniej, przy generalnym spadku ich liczby pomiędzy 2010 a 2017 r. w obu grupach. Zbadano także strukturę znaczących wypadków – większość stanowiły wypadki z udziałem osób i poruszających się pojazdów kolejowych, a dużym udziałem charakteryzowały się także wypadki na przejazdach kolejowo-drogowych i przejściach, co sugeruje, że na wypadkowość kolei w  badanym okresie w  dużej mierze oddziaływały czynniki zewnętrzne (znajdujące się poza systemem kolejowym). Szczególną uwagę poświęcono w artykule Polsce, która na początku badanego okresu negatywnie wyróżniała się pod względem liczby znaczących wypadków, liczby wykolejeń oraz liczby wypadków z udziałem osób i poruszających się pojazdów kolejowych nie tylko na tle krajów Europy Zachodniej, ale także krajów Europy Wschodniej, by pod koniec okresu w każdej z kategorii osiągnąć niższe wartości wskaźnika niż ta druga grupa krajów.
This paper presents the spatial differentiation and the variation in the number of significant accidents (divided into: collisions, derailments, level-crossing accidents, accidents to persons caused by rolling stock in motion and fires) in relation to operation work in selected European countries from 2010 to 2017, using CSIs. CSIs (Common Safety Indicators) are statistical information relating to rail safety collected and made available by the European Union Agency for Railways (EUAR), which obtains them from European Union member states as well as from Norway and Switzerland. The analysis revealed the presence of a large disproportion in the number of accidents between Western and Eastern European countries, with a general decrease between 2010 and 2017 in both groups. The structure of significant accidents was also examined – accidents to persons caused by rolling stock in motion accounted for the majority, while level-crossing accidents also had a high proportion, suggesting that external factors (outside the railway system) largely influenced railway accident rates during the studied period. Particular attention was paid in the article to Poland, which at the beginning of the period under study was negatively distinguished in terms of the number of significant accidents, the number of derailments and the number of accidents to persons caused by rolling stock in motion not only in comparison with Western European countries, but also Eastern European countries, and at the end of the period in each category reached lower values than the latter group of countries.

Ensuring safety of railway traffic is one of the most important goals of every state. All incidents connected with security that take place in the networks of railway lines result in taking actions aimed at elimination of similar situations in the future. The elements affecting security of the railway system include: technical condition of railway infrastructure and rolling stock, applicable law, people, that is, professional qualifications and proper performance of tasks by the workers. The authors formulated the following research problem: what are the strengths of railway security, and what should be improved? The methodology of qualitative analysis was applied. The survey research on the level of security and diagnostics of causes, needs and options of improvement of security in rail transport were conducted. Broad analysis and inference were conducted. The directions of improvement of security in supervisory, technical, organizational and operational terms in railway transport were presented in this article.

Opis:
W artykule omówiono kwestię bezpieczeństwa na przejazdach kolejowo-drogowych, ze szczególnym naciskiem na przejazdy kategorii D, tj. niewyposażone w żadne urządzenia zabezpieczające. Stanowią one największe wyzwanie dla poprawy bezpieczeństwa systemu kolejowego. Brak wyposażenia w jakiekolwiek urządzenia ostrzegawcze czy zabezpieczające sprawia, że bezpieczne pokonanie tych przejazdów zależy wyłącznie od kierującego pojazdem – jego skupienia i przestrzegania obowiązujących przepisów (w szczególności zatrzymania przed znakiem „Stop”). Z tego względu proponuje się wprowadzenie urządzeń identyfikujących i rejestrujących wykroczenia kierowców w sposób automatyczny. Nagrany materiał przekazany zostanie do odpowiednich służb (np. GITD, Policja), które mogą podejmować odpowiednie sankcje. W artykule podjęto próbę oszacowania wpływu wdrożenia tego rodzaju rozwiązania na liczbę wypadków na przejazdach oraz ich skutki, w tym wpływ na poprawę bezpieczeństwa.
The article discusses the safety issue on railway level crossings, specifically emphasizing D-grade crossings, i.e., not equipped with any safety devices. Such crossings pose the most significant challenge to improving railway system safety. The lack of any warning or safety devices causes the safe passage through these crossings dependent only on the car driver – his concentration and observation of legal requirements (especially enforcing stopping before the “STOP” sign). Due to that, it is suggested to introduce devices allowing for automatic identification and registration of violations by drivers. Recorded material will be handed over to the relevant authorities (e.g., Police, General Inspectorate for Road Transport), which will undertake appropriate actions. The article also attempts to assess the influence of such a solution on the number of accidents on given level crossings and their outcome, among others, on improving railway safety.

Opis:
The article presents the issues of collisions between wild animals and approaching trains. The reasons for the presence of animals on the tracks are explained and the potential threats to the environment and the safety of railway traffic are described. In order to reduce the chance of an accident involving animals, the various solutions are used: infrastructure (making animals difficult to enter the tracks) and stimulus (warning against the approaching train) and supporting methods that may increase the effectiveness of other measures. The analysis of the results of research carried out in various ecosystems around the world allowed to assess the effectiveness of the most popular methods of protecting fauna against the collision with a vehicle and the innovative solutions, taking into account the psychology of animals. Their use will allow to reach a compromise between the development of transport networks, traffic safety and reduction of the impact on the natural environment.
W artykule przedstawiono problematykę zderzeń dzikich zwierząt z nadjeżdżającymi pociągami. Wyjaśniono przyczyny obecności zwierząt na torowiskach i opisano potencjalne zagrożenia dla środowiska, jak i dla bezpieczeństwa ruchu kolejowego. W celu zmniejszenia zagrożenia wypadkiem z udziałem zwierząt stosuje się różne rozwiązania: infrastrukturalne (utrudniające wstęp zwierząt na tory) i bodźcowe (ostrzegające przed zbliżającym się pociągiem) oraz metody wspomagające, które mogą zwiększy skuteczność działania innych środków. Analiza wyników badań przeprowadzanych w różnych ekosystemach na całym świecie pozwoliła ocenić efektywność najpopularniejszych sposobów ochrony fauny przed zderzeniem z pojazdem oraz innowacyjnych rozwiązań, uwzględniających psychologię zwierząt. Zastosowanie ich pozwoli na osiągnięcie kompromisu pomiędzy rozwojem sieci transportowych, bezpieczeństwem ruchu i redukcją oddziaływania na środowisko naturalne.

The analysis of ecological hazards on soil pollution by oil products has been provided in the impact zone of the railway. The results of oil product migration in soils in the area of influence on section Lviv–Khodoriv are given. To study this problem, a method was used to take soil samples according to the standard DSTU ISO 10381-4: 2005. To determine the content of petroleum products used the method MVV No. 081/12-0116-03 Pochvy. Based on the results of the study it was found that contamination with petroleum products in the study area exceeds the norm in the area of influence of the railway at a distance of 5 to –50 m on average 3.5 times. It is proposed to make management decisions to prevent violations of the sanitary protection zone of the railway and the placement of agricultural plots on it. For rehabilitation of contaminated soils, it is advisable to use a natural sorbent – glauconite, which is widespread in the bowels of Ukraine. The adsorption capacity of glauconite relative to diesel fuel has been experimentally established. According to our experiments it is proved the high efficiency of the proposed sorbent, which is 90%. Therefore, in the future it is necessary to periodically monitor the condition of the soil in the area to prevent pollution. This study proves that this practice is necessary.

Despite constant efforts to improve safety in the railway environment, various accidents and incidents happen, resulting in material damage and in the worst case, loss of human lives. This article emphasises the need for proper identification of risks, their constant monitoring, and evaluation of all causes that arise at railway crossings. Furthermore, this paper aims to apply the Reason model to the problems of railway crossings within the case study on the railway network in Slovakia. The timeliness of the problem lies in the possibility of preventing such issues in the operation of rail transport using this model. Prevention is an effective way of averting the serious consequences of accidents in the future.

Maintaining the railway infrastructure in a condition ensuring safe railway traffic is the basic responsibility of railway infrastructure managers resulting from the Rail Transport Act. Elements of the railway infrastructure are subject to difficult atmospheric conditions as well as changing dynamic loads resulting from the operation of a given part of the infrastructure. The lack of proper maintenance of tracks adversely affects their operation: lowering the permissible speed, reducing driving calm, decreasing the safety of railway traffic, increasing the degradation of aggregate and railway subgrade, as well as increasing the influence of dynamic impacts on the surrounding buildings. The following article presents an analysis of maintenance tasks performed at 5 different locations. For the purposes of the article, data were collected in 2016−2018 on 100 km of track from daily reports performed by qualified supervisors managing maintenance brigades. The aim of the article is to present the results of the collected data, to analyze the most common maintenance tasks, to determine the root causes that result in the need to perform specific tasks and to propose remedies. The aim of the research was to achieve market competitiveness by minimizing costs because today’s performance of duties related to the maintenance of railway infrastructure is characterized by very high costs associated with high workload, repair technology, the need to use specialized equipment, and temporarily exclude a part of the line from traffic. The research was carried out in a company which is a manager of railway infrastructure.

The paper is concerned with the issue of safety and risks in transport with a detailed focus on rail transport. Nowadays, when it is required to prefer safe and environmentally friendly modes of transport, the knowledge of this issue is important. Part of the paper is an analysis of individual risk factors in railway transport. These include risks in the field of railway safety, natural disasters, economic risks, risks in management systems and technical equipment, and risks related to legislative changes. Attention is paid to comparison and evaluation of individual risk factors in terms of severity and probability of occurrence - frequency. Following the analysis and evaluation of the risk level, are suggest possible or optimal ways to resolve them. The outcome of it is to eliminate or minimize them in the railway transport undertaking. The final part briefly describes the current situation in rail transport, recent develop-ments and the main conditions and assumptions for its further development.

Przedstawia opisany szczegółowo w monografii referencyjny model funkcjonalny oraz koncepcję 'poziomu spójności funkcjonalnej bezpieczeństwa, ochrony i cyberbezpieczeństwa' - poziomu FIL definiowanego dla kompletnych systemów transportowych jako rozszerzenie koncepcji poziomów spójności bezpieczeństwa SIL.
Article starts from the railway signalling systems, as the ones ensuring railway traffic safety, however recognizes classic approach to safety as being too narrow. It introduces new classification of devices and systems associated with railway transport safety and security. Shows, that proposed classification is applicable for different transport systems based on predefined routes - for different GTS guided transport systems. Describes, defmed in monograph, reference functional model as we// as concept of the 'safety, security and cyber security Functional Integrity LeveT - FIL level defined for complete transport systems as an add-on to the concept of the SIL safety integrity levels.

Metody defektoskopowe dedykowane szczególnie do diagnozowania deformacji i degradacji elementów stalowych wymagają szczegółowych badań parametrów magnetycznych i elektrycznych. Z grupy metod indukcyjnych opisano badania polegające na rozdziale i szczególnej interpretacji przebiegu składowych impedancji w funkcji pulsacji pola magnetycznego w układzie współrzędnych kartezjańskich, unormowanych według zależności F. Förstera. W wybranych zakresach częstotliwości możliwa jest diagnostyka zarówno stanu powierzchni, jak i głębszych warstw materiału. Zainteresowanie badaniami nieniszczącymi, analizą rozwoju defektu oraz skutecznym i wczesnym wykrywaniem nastąpiło po katastrofie kolejowej w Eschede.
Flaw detection are especially dedicated to diagnosing structures of their deformation and degradation require detailed tests of parameters magnetic and electric. The study includes selected results research related to the possibility of detecting structural changes with the help of induction methods. Inductive methods have been described in research involving chapter and special interpretation of the course of impedance components in function magnetic field pulsation in the Cartesian coordinate system according to F. Förster. In selected frequency ranges, it is possible to identify surfaces and deeper layers of material up to 8 mm. The sensitivity of defect detection using these dependencies is discussed. Effective detection of defects in transport took place several years after (Eschede).

Implementation of security objectives is conditioned by fast access to reliable and up-to-date information about processes occurring within the Safety Management Systems. The amount of information and the speed of changes taking place in the environment makes it necessary to introduce a system of information management and channels of their flow not only within the organization, but also in communication with third parties. Proper management of information resources increases the efficiency and effectiveness of SMS functioning. The article presents the possibility of a formalized description of the flow of external and internal information in a well-functioning Railway Operator Safety Management System. Analogous maps can be identified for infrastructure managers, defining key elements of its functioning.

Sprawnie funkcjonujący system transportu kolejowego na terenie Polski to składowa część potencjału obronnego kraju. W kontekście obronności infrastruktura kolejowa służy realizacji szybkiego przemieszczania wojsk, a także umożliwia ewakuację mienia i ludzi. W obliczu zachodzących procesów globalizacji w wojsku poprzez istnienie sojuszy militarnych, jak na przykład NATO i wielonarodowy charakter prowadzonych misji wojskowych istotne staje się powiązanie infrastruktury kolejowej wraz z lotniczą umożliwiającą najszybszy sposób przerzutu wojsk. Odpowiedzią na to wyzwanie w Polsce jest budowa Centralnego Portu Komunikacyjnego i towarzyszącemu mu komponentu kolejowego. Jednak bez racjonalnego zaplanowania inwestycji z punktu widzenia obronności, wielomiliardowa inwestycja może nie przynieść poprawy potencjału obronnego kraju.
Efficient railway transportation system in Poland is the part of Polish defense potential. Railway infrastructure enables fast army’s relocation and people’s evacuation. In the face of military globalization processes through different alliances as NATO and multinational character of military missions it is important to connect railway infrastructure with aviation what may enable the fastest way of soldiers relocation all over the world. In Poland the answer for this challenge is building the Central Airport and its accompanying building new railway infrastructure. But without reasonable planning of this investment from the defense point of view it may not bring expected improvement the level of Polish defense potential.
