The paper presents the characteristics of the rail transport system, including passenger and freight transport during the Covid-19 pandemic. The entities responsible for the safety of the railway sector were presented, among which were the Railway Transport Office, the company PKP PLK S.A., and the Railroad Security Guard, which played the most critical role. The paper presents statistical data for railway accidents and casualties in 2018–2021. It was noted that the Covid-19 pandemic significantly reduced passenger and freight transport. 2021 was the European Year of Railways; it was also an exceptional, demanding, and significant year for changes taking place on the railways. Throughout this time, the Office of Rail Transport promoted rail as a safe, ecological, and comfortable means of transport. Based on statistics and empirical research, the main problems of the railway sector were discussed, and the research hypothesis was verified positively.

W artykule przedstawiono ogólne podejście do oceny wariantów realizacji inwestycji infrastrukturalnych w transporcie kolejowym. Nie zawsze studia wykonalności umożliwiają wybór wariantu najlepszego, tym bardziej, że należy uwzględnić punkty widzenia wielu użytkowników infrastruktury, mających najczęściej sprzeczne interesy. Decydent powinien mieć zatem możliwość uwolnienia się od subiektywnych ocen uzyskiwanych za pomocą niektórych kryteriów branych pod uwagę przy ocenie poszczególnych wariantów inwestycyjnych.
A general approach to assessment of variants of infrastructure investments in the field of railway transport is presented in the paper. Feasibility studies not always make it possible to selected the best variant, the more so that, most frequently contradictory, requirements of different users must be taken into consideration. A decision maker should be able to free himself from subjective opinions reached on the ground of some criteria taken into account while assessing particular variants of an investment.

Opis:
The vulnerability of rail transport systems facing flood hazard, increased by the climate change, is a burning issue for the future urban risks management. Analysing the resilience of rail transport systems against flood hazard appears necessary for improving the proper functioning of cities that strongly depend on such critical infrastructures. The critical infrastructures are complex systems in which the components are particularly interdependent. This interdependency implies many failures caused by cascade effect within the system. From dependability methods, this paper provides a global methodology in order to automatically produce the chains of failures caused by cascade effect within a rail transport system facing to a flood hazard.

W artykule zostały przedstawione inwestycje przeprowadzone przez PKP Cargo S.A., przeprowadzono analizę finansową, opisano tabor oraz przedstawiono wizję rozwoju. Priorytety dla polskiego systemu transportowego w tym przewozów kolejowych dość szczegółowo określone zostały w dokumencie „Polityka Transportowa Państwa na lata 2006-2025”, który zakładał radykalną poprawę stanu infrastruktury przy jednoczesnym ograniczaniu kosztów dostępu oraz dynamiczny rozwój systemów intermodalnych poprzez uściślenie form pomocy oraz wprowadzenie zachęt prawnych i podatkowych. Rozwój systemu transportowego, z wykorzystaniem proekologicznych form takich jak kolej, jest warunkiem dynamicznego wzrostu gospodarczego zarówno całego kraju, jak i poszczególnych regionów Polski. Niezwykle ważną rolą staje się ingerencja państwa w rozwój transportu kolejowego, a zwłaszcza intermodalnego.
Priorities for the Polish transport system including rail transport in some detail set forth in the document "Transport Policy for 2006-2025", which assumed a radical improvement of the infrastructure while reducing the cost of access and dynamic development of intermodal systems by specifying the forms of assistance and incentives legal and tax. The development of the transport system, with the use of environmentally friendly forms such as rail, is a prerequisite for dynamic growth both across the country and various Polish regions. An extremely important role is the interference of the state in the development of rail transport, particularly intermodal. The article discusses the investments made by PKP Cargo, and a vision of development.

The railway transport of goods was in past the most used type of transport. After the collapse of the Soviet Union, the performance of this mode of transport was reduced. At present, international trade is expanding in the direction of Asia–Europe. For economic and, above all, ecological reasons, it is appropriate to move the transport operations back to rail transport. The article focuses on progressive systems of railway transport of freight in the East–West direction, namely the use of the CargoBeamer system. CargoBeamer system (hereinafter referred to as CB) is an innovative technology for the transport of road semi-trailers and containers CBoXX specially designed for the CB system. The main advantage of this system is to support the transport standard road semitrailers, which will be implemented in 70% of shipments in road transport in the EU. The CB system is largely automated, especially for horizontal loading and unloading or when changing the gauge. The CB system allows to lower the shipment time significantly, thanks to automatisation of loading and unloading processes and gauge change. The benefits of the CB system are presented by an example of the necessary manipulation operations by a China– Russia– Europe goods shipment. Znaczącym krokiem w rozwoju urządzeń zabezpieczenia ruchu pociągów było zastosowanie urządzeń elektrycznych (przekaźnikowych), których konstruowanie i wdrażanie rozpoczęto już w latach 40. XX w. Poprzedzone ono było fazą wdrożenia urządzeń hybrydowych (mechaniczno-elektrycznych), tj. urządzeń suwakowych z sygnalizacją świetlną [1, 5]. Współczesne systemy sterowania ruchem kolejowym w transporcie są systemami komputerowymi, komunikującymi się za pomocą standardów kablowych i bezprzewodowych.

The paper presents the requirements, architecture and important features of a modern IT system of logistics for rail transport. The purpose of the system is to provide logistic support of transport issues relating to the work performed in the sectors of transport and maintenance of railway enterprises. In particular, special attention was paid to optimization problems of strategic and operational planning applying modern optimization algorithms. System architecture, the basic functional modules and their relationship are presented as an example of the system used by the Polish rail operators, engaged in the transport of both passenger and freight. The system is characterized by centralized architecture, divided into an application server, a database server and a terminals server. The system takes full advantage of modern mobile technologies. The study outlines basic logistics processes implemented in the system, among others,: planning of transport using background maps and a scheme of railway network, records of vehicles and employees, allocation of transport work for individual units, planning cycles of vehicles and trains, scheduling work for vehicles, train driver crews and train attendant teams, creating work schedules, short-term and long-term dispatches, verification and accounting of the work time, accounting transport and train drivers performance.

Th is article presents the possibilities of increasing the role of railways in the public transport system of the Urban Functional Area of Olsztyn. First, the proposed extent of the rail service, the assumptions for the new transport off er and the principles for the development of the rail timetable were outlined. Taking into account the current state of the infrastructure, the feasibility of implementing the basic transport off er (10 pairs of trains per day) and its further development in the future was examined for each direction of transport, and graphical timetables were drawn up and presented, based on the assumption of cyclical departures (i.e. clock-face schedule for train departures). Part of the article is also devoted to measures in the area of bus transport in terms of organisation and infrastructure, which, if taken, would make it possible to better integrate it with the railway system. Taking into account the observations and conclusions in the previous chapters, the proposed investment activities involving the railway infrastructure necessary to implement and improve regional rail services, as well as a broader perspective on further investments enabling the development of the transport off er and increasing rail accessibility in the Urban Functional Area of Olsztyn, are presented. Th e main conclusion of the analyses carried out is the confi rmation of the feasibility of implementing a cyclical timetable in the area under study for the assumed base number of connections.

W artykule dokonano charakterystyki systemu transportu kolejowego Unii Europejskiej. W szczególności zaprezentowano długość linii kolejowych eksploatowanych w poszczególnych państwach Unii Europejskiej, gęstość sieci oraz wielkość pracy przewozowej wykonanej w transporcie kolejowym. Dokonano analizy tendencji zmian wielkości pracy przewozowej w ostatnich latach i przedstawiono udział transportu kolejowego w pracy przewozowej ogółem. Opisano działania podejmowane w celu podniesienia konkurencyjności transportu kolejowego na rynku transportowym. Wskazano możliwości wykorzystania środków finansowych programu Horyzont 2020 na tworzenie nowoczesnych rozwiązań w zakresie inteligentny, ekologiczny i zintegrowany transport, w tym na finansowanie badawczo-innowacyjnego programu Shift2Rail, którego efekty mają się przyczynić do wzrostu wykorzystania transportu kolejowego w przewozach pasażerów i ładunków.
An overview of EU rail transport was presented in this paper. It concentrated on depicting and detailing accumulative rail line lengths in EU Member States, rail network densities and freight transport activity achieved by rail transport. Changes in payload-distance metrics were investigated to identify trends over past few years and the role of rail transport in total transport activity was presented. Measures designed and implemented to improve competitiveness of rail transport in highly buoyant transport market were described. The opportunity of obtaining funding for developing innovative solutions for smart, green and integrated transport through the Horizon 2020 programme was outlined including financing for Shift2Rail public-private partnership scheme which is envisaged to increase utilisation of rail transport in passenger and freight transportation.

Also in Poland there is a large growth in air traffic, particularly in the last few years, the effect of growth the air traffic system is the development of airport links. This indicates competition in the transport market, but also on air market. As a result of these factors, following competition between airports. One of the instruments of competition is an efficient system of airports links. The main aim of this article is to evaluate the functioning of this system on the Polish aviation market based on research.

Rozważono możliwości rozszerzenia sfer wpływów Grupy Wyszehradzkiej w ramach programu rozwoju międzynarodowych centrów logistycznych w Polsce, poprzez stopniową integrację infrastruktury kolejowej Polski i Ukrainy. Przeanalizowano geopolityczny oraz infrastrukturalny potencjał sieci kolejowej Ukrainy.
The article analyses global logistics problems caused by quarantine activities related to COVID-19 coronavirus. Vectors were presented to solve global and local problems of the Polish transport and logistics market. The possibilities of expanding the influence sphere of the Visegrad Group under the international logistics centers development program through the gradual integration of the Poland and Ukraine railway infrastructure. The geopolitical and infrastructural potential of Ukraine's railway network was analysed.

W 2007 roku na zlecenie Zarządu Dróg i Transportu w Łodzi wykonane zostało „Studium rozwoju funkcjonalnego łódzkiego węzła kolejowego”, którego zadaniem była analiza i weryfikacja dotychczasowych projektów restrukturyzacji kolejowego węzła łódzkiego z oceną możliwości włączenia linii kolei dużych prędkości oraz budowy systemu kolei aglomeracyjnej dla regionu łódzkiego. W 2008 roku Urząd Marszałkowski w Łodzi podjął decyzje o budowie systemu kolei aglomeracyjnej obejmującej zasięgiem miasto Łódź i sąsiednie powiaty. Budowa systemu, finansowana w części ze środków unijnych oraz własnych samorządu Województwa Łódzkiego, podzielona została na etapy. Do 2015 roku mają zostać zakupione 20 zespoły trakcyjne, wybudowane zaplecze techniczne dla nich oraz rewitalizowane linie w regionie łódzkim wraz z budową nowych i przebudową istniejących przystanków, także przy znacznym udziale samorządu. W II etapie sieć kolei aglomeracyjnej zostanie poszerzona o linię średnicową przebiegającą w tunelu pod centrum miasta. Kolej aglomeracyjna ma w założeniach stworzyć warunki do właściwej urbanizacji regionu, wskazując inwestorom i mieszkańcom główne osie urbanizacyjne ze sprawną komunikacją publiczną i tym samym przeciwdziałać chaotycznej rozbudowie osiedli bez możliwości zapewniania im sprawnej komunikacji. Wyznaczonym celem jest osiągniecie minimum od 25 do 30% udziału kolei w przewozach na głównych osiach komunikacyjnych. Czas przejazdu od granic aglomeracji do centrum Łodzi docelowo powinien ulec skróceniu co najmniej do 30 minut, a więc dwukrotnie w stosunku do stanu obecnego.
„Study on the functional development of Łódź railway junction” has been prepared in 2007, by the order of the Roads and Transport Company in Łódź. The aim of the Study was to analyze and to verify previous projects of the Łódź railway junction restructuring and evaluation of assessment of possibility to include high–speed rail and construction of the agglomeration railway system for the Łódź region. In 2008 the Marshall Office in Łódź decided on the development of agglomeration railway system including the city of Łódź and neighboring poviats. Development of the system, financed partially from the European Union financial sources and own funds of the Łódź Voivodeship, has been divided for stages. By 2015 following elements of the system is to be concluded: purchase of 20 railway traction units; construction of infrastructure equipment for those units; revitalization of railway lines in the region of Łódź; rebuilding of existing stops and construction of new stops, also with significant participation of the self–government. In the 2nd stage network of the agglomeration railway will be extended with the cross–town railway line running in the tunnel under the city centre. Originally the agglomeration railway is to create conditions to appropriate urbanization of the region and to indicate to the investors and inhabitants main urbanization axis with the efficient public transport. Thus it is to counteract chaotic developments of residential areas without possibility to provide them appropriate public transport. Defined aim is at minimum 25 – 30% participation of the railway transport on the main transportation axis. Time of the transfer from the border of agglomeration to the centre of Łódź should be shortened at the minimum till 3 minutes, twice comparing to the current situation.
