    The following article concerns selected aspects of the implementation of the quota system in elections to the regional assemblies (Sejmik wojewódzki) in Poland. This comparative analysis concerns two elections: in 2010 (before the quota system was introduced) and in 2014 (after its introduction). The key questions the authors would like to address involve the number of women represented on the electoral lists in 2010 and 2014 respectively, and the number of mandates in regional assemblies awarded to women before and after the quota system was introduced, as well as the relationship between the position on the electoral list and mandates awarded to female candidates. The authors also focus on the personnel policies of political parties. Out of all regional elections, the regional assembly elections were characterized by the highest level of party dependency. Introducing the quota system resulted in an increase in the number of women represented on electoral lists, yet it did not help increase the number of mandates awarded to female candidates. One of the reasons for this situation was the strategy adopted when the positions on the electoral lists were awarded by the parties with the largest political support. The representation of women on the upper positions of the electoral lists is smaller than the quota of female representatives imposed by the electoral law, and the larger number of women on the positions further below on the electoral lists translates into smaller chances of these candidates gaining a mandate.     The introduction of the quota system, which guarantees men and women with at least 35 percent of places on the electoral rolls, posed a serious challenge for numerous election com-mittees. It forced them to seek out competent women who would like to become involved in politics. It was not an easy task, because the majority of committees placed the women in positions close to the bottom of the lists, which ensured that election success was rather unachievable. This situation caused some women to resign from running for election to the local-government, therefore forcing the election committees to replace them, at a push, with other women, despite a number of male candidates applying to take their place. When it comes to elections results, they proved that the quota system is ineffective, because it favours men, who obtained the highest places on the rolls, and without the implementation of zipping, the number of women in politics will not be increased. This paper aims at presenting the practical aspect of applying the quota system in local elections in Częstochowa.

    The aim of the study is to determine the changes in the employment of people with disabilities during the pandemic and the effectiveness of the system of financial penalties for employers in the event of failure to comply with the statutory obligations to employ people with disabilities as incentives to employ such people. The following research methods of a general nature were used in the article: the method of analysis and criticism of source literature, the inductive and deductive method, as well as analysis and synthesis. In addition, detailed methods were also used: descriptive, monographic and document research. Research hypothesis: financial penalties imposed on employers for not employing the percentage of disabled people required by law were more eefctive in stimulating employers to improve the employment rate of people with disabilities during the COVID-19 pandemic than before its outbreak. In the light of the conducted research and literature studies, the eefctiveness of penalties as a to employ people with disabilities in particularly dificult macroeconomic conditions was noticed.
    Celem opracowania jest ustalenie zmian zachodzących w zatrudnieniu osób z niepełnosprawnością w okresie pandemii i skuteczności funkcjonowania systemu kar finansowych dla pracodawców w przypadku niewywiązywania się z ustawowych obowiązków zatrudniania osób z niepełnosprawnością jako stymulanty zatrudnienia takich osób. Zakres czasowy badań ustalono na lata 2017-2021 oraz pierwsze półrocze 2022 roku. W artykule zastosowano następujące metody badawcze o charakterze ogólnym: metodę analizy i krytyki piśmiennictwa źródłowego, metodę indukcyjną i dedukcyjną oraz analizę i syntezę. Ponadto zastosowano też metody szczegółowe: opisową, monograficzną oraz badania dokumentów. Hipoteza badawcza: nakładane na pracodawców kary finansowe z tytułu niezatrudniania wymaganego ustawowo odsetka osób z niepełnosprawnością były bardziej skuteczne w zakresie stymulowania pracodawców do poprawy wskaźnika zatrudnienia OzN w okresie pandemii COVID-19 niż przed jej wybuchem. W świetle przeprowadzonych badań i studiów literaturowych dostrzeżono skuteczność kar jako stymulanty do zatrudnienia osób z niepełnosprawnością w szczególnie trudnych warunkach makroekonomicznych.

    The article presents the basic elements of the Common Agricultural Policy reform after 2013 in relation to the organisation of the single agricultural market. The problems arising from the current regulations are discussed. Reference is made to some legal mechanisms in the context of their use in Poland. In particular, it presents views on the abolition of the quota system in agricultural production or the introduction of instruments of exceptional support to producers in an extraordinary situation on the agricultural market.

    The article deals with the concept of solidarity in the context of the current refugee crisis. Specifically, employing the Discourse-Historical Approach, it explores how solidarity is constructed in the discourse of the EU and in two member states, in Poland and in the Czech Republic which have been very critical of the EUropean approach to refugees from the beginning of the refugee crisis in 2015. As the findings suggest, relocations seem to be the only contested aspect of a more complex solution. On all other initiatives, there is an agreement between the EU and Poland and the Czech Republic even though the discourse might seem escalated at first sight. Moreover, drawing on the theoretical overview, the balancing of solidarity as a value with national interests and focus on security seems to be in line with the theoretical conceptualisation of international solidarity.

    Opis:
    The article examines the link between the admission of refugees to the United States and the country’s foreign policy interest during the Cold War. The author analyses the post-war American refugee assistance acts and immigration laws to reveal U.S. policy choices made between safeguarding country’s security during the Cold War to taking political advantage of the refugee arrivals. The factors that provided for the refugees’ entry to the U.S. during the Cold War were determined by foreign policy concerns and the decisions related to the refugee crises were the domain of the executive up until 1980s. Given the Cold War context, most of the refugee crises occurring behind the Iron Curtain in Europe benefited U.S. psychological warfare programs, while Asian and Latin American refugees, often a consequence of direct (at times covert) U.S. political-military-economic involvement, put the U.S. on the defensive.

    Opis:
    France is a country of vast immigration traditions reaching as far as the 2nd half of the 19th century. At the same time it has produced numerous research materials on immigration and immigrants’ integrations. Therefore, taking into account the multitude of these experiences, it is worthwhile to look at the so called ‘migration crisis’ from the French perspective. This point of view, on the one hand, analyses the role of France preparing a common solution to the crisis within the frames of the European Union, also in the scope of French-German relations, and on the other hand, it deals with the attitude of the French people towards the current migration situation, including the activities undertaken by the French administration. Firstly, the migration crisis influenced the change in the discourse on immigration and immigrants in France, broadening the topic to include European and international aspects. Secondly, it became a comfortable means for French leaders to underline the leading role of France, next to Germany, in creation of common solutions to the crisis. Thirdly, the evolution of the French attitude towards European and German proposals (mainly the system of immigrants’ relocation) may suggest that there is a willingness to remain in agreement with the social reception of the current crisis among the French. This can also be perceived as the beginning of the French election campaign which takes place before the upcoming presidential election.

    The aim of the above-mentioned analysis was a statement whether and how legal acts concerning gender equality, written in Electoral code (adopted by the Sejm of the Republic of Poland on 5th January 2011), support women in the political sphere. In the first part of the article the origins of the introduction of quota solutions in Poland are outlined and their full text is presented. The next part of the article shows the influence of the adopted regulations on the results of the 2011 elections to the Sejm of the Republic of Poland and the European Parliament. The summary presents the most important conclusions. The article also proves the thesis that the quota system led to a significant growth in the number of women standing as a candidate in elections. However, it failed to have such an impact on the number of women elected to representative bodies. It led to the conclusion that despite the legal validation of electoral quotas, there are many factors which can increase women’s political subjectivity, e.g. a place given on electoral register or their electoral constituency. This situation explains the purpose of the supplementing of the quota mecha-nism by a zipping system, which means the alternate order of women and men can-didates on electoral list and makes it difficult to fill compulsory quotas with a signif-icant number of women in an electoral constituency in which a given party has in-sufficient support.

    Celem podjętej analizy było stwierdzenie, czy i w jaki sposób ustawowe regulacje dotyczące równego statusu kobiet i mężczyzn, zawarte w Kodeksie wyborczym, uchwalonym przez parlament 5 stycznia 2011 r., wspierają udział kobiet w sferze publicznej na poziomie lokalnym. Zbadano, jak kształtowała się reprezentacja kandydujących i wybranych do organów stanowiących samorządu terytorialnego w okręgu nr 9, w zależności od obowiązującego sytemu wyborczego (proporcjonalnego i większościowego). Analiza dotyczyła obecności kandydatów-mężczyzn i kandydatów-kobiet na listach wyborczych oraz liczby uzyskanych przez obie płci mandatów na poziomie gmin, powiatów i województwa. Na jej podstawie dowiedziono, że wyrównywaniu szans wyraźnie sprzyja system proporcjonalny, ale tylko na etapie partycypacji kobiet na listach wyborczych. Porównując odsetki uzyskanych mandatów zauważono, że więcej miejsc w organach stanowiących kobiety zajęły tam, gdzie obowiązuje reguła większościowa, tj. w radach gmin (za wyłączeniem miast na prawach powiatu).
    The aim of the analysis that was conducted was to state whether and to what degree legal regulations on equal status of men and women, included in the electoral code and passed by the Sejm on 5 January 2011, support women in their participation in the public sphere on a local level. We did research into how the representation of candidates and the elect-ed to the organs of the local self-government in a constituency no. 9 was formed, which depended on the current electoral system (proportional and majority electoral system). The analysis concerned the presence of men and women candidates on the electoral list and the number of mandates won by both genders on the level of districts, counties and provinces. On its basis, it was proved that the proportional electoral system clearly sup-ports equal opportunities but only at the stage of women’s participation on electoral lists. Comparing the percentage of mandates won, we noticed that women occupied more positions in organs where the majority electoral system is applied, that is, in district councils (excluding town and cities with county rights).

    This part of our report describes the reasons of unequal women’s representation in Polish parliament and changes that have been introduced by new Electoral Code. According to our researches, voters of right-wing parties are against the introducing of gender quotas, whereas electorate of centre and left-wing parties believes more frequently in effectiveness of legal regulations that guarantees equal women’s representation in parliament. After the passing of the Electoral Code that implemented 35% gender quotas, the number of women in Polish parliament have not increased significantly. It seems that changes of public awareness, fighting with stereotypes and patriarchal social system are better methods of improvement of women’s participation in parliament than new regulations in Polish electoral system.

    People with disabilities without adequate support from the state are unable to compete effectively with non-disabled people in the labor market. Therefore, there is commonly used legal compulsion to employ a specific quota of such people called quota system. This system is also used in Poland, and also in order to increase its effectiveness it applies subsidies for salaries of employees with disabilities. In case of not reaching the required employment rate for disabled workers, employers are required to deposit financial penalties on account of the State Fund for Rehabilitation of Disabled Persons, which finances subsidies for wages of workers with disabilities and other activities in the field of social and vocational rehabilitation of people with disabilities. Dependence of the Fund's expenditure for these tasks from the received contributions of employers is a threat to the financial situation of the Fund.
    Osoby niepełnosprawne bez odpowiedniej pomocy ze strony państwa nie są w stanie skutecznie konkurować z osobami pełnosprawnymi na rynku pracy. W celu zwiększenia zatrudnienia i atrakcyjności osób niepełnosprawnych na rynku pracy powszechnie stosuje się prawny przymus zatrudniania określonego kontyngentu takich osób, nazywany systemem kwotowym. W Polsce pracodawcy zobowiązani są do wpłat kar finansowych na Państwowy Fundusz Rehabilitacji Osób Niepełnosprawnych w przypadku nieosiągnięcia wymaganego wskaźnika zatrudnienia pracowników niepełnosprawnych. Ze środków tego funduszu finansowane jest przeciwdziałanie bezrobociu osób niepełnosprawnych oraz inne działania z zakresu rehabilitacji społecznej i zawodowej osób niepełnosprawnych. Uzależnienie wydatków funduszu na realizację tych zadań od uzyskanych wpłat pracodawców stanowi zagrożenie dla sytuacji finansowej funduszu.
