    The American model of democracy is identified with liberal democracy, which in the West is usually considered a democracy of the highest quality standards. The illiberal authorities in Poland criticize this model of democracy, introducing a number of legal changes which, in their opinion, are to lead to an improvement in the quality of democracy. American researchers quite unequivocally criticize the changes, especially those taking place in the area of independence of the judiciary, freedom of the media and women’s rights. They also criticize the attitude of the Polish authorities towards minorities, including LGBTQ+ communities. Criticism also appeared from the American authorities, although in this case we were dealing with a large variation in the approach of individual administrations. The aim of the article is to analyze and evaluate the American perspective on the quality of democracy in Poland. During the research, scientists and experts from research institutions in Washington, D.C. and New York were interviewed.

    The issues of the EU’s activities concerning the quality of democracy in member states are studied. On the examples of Estonia, Latvia and Lithuania, the effectiveness of EU projects to continue the liberal-democratic transformation in member states with a post-totalitarian past where the risk of regression of democracy remains, is assessed. The current goals of the EU are described as being insufficient in terms of properly preventing and counteracting the decline of the quality of democracy, as well as for inculcating the values of liberal democracy. The need to intensify the EU’s activities in the direction of monitoring the observance of democratic standards is explained by the stagnation/regression of the quality of democracy in the countries of the recent EU enlargements, including the Baltic States. The actions of the EU’s institutions towards member states, where democracy shows stagnation/regression, are assessed as inconsistent, due to the possible consequences of this destructive process. The EU’s lack of attention to strengthening the values on which the EU is based is emphasized, which is seen as the main reason for the present deterioration in the quality of democracy. The requirement to construct a new format of European democracy and new mechanisms to ensure its quality is highlighted.
    Badana jest skuteczność działań UE w zakresie jakości demokracji w państwach członkowskich. Na przykładzie Estonii, Łotwy i Litwy oceniano skuteczność unijnych projektów dotyczących kontynuacji transformacji liberalno-demokratycznej w państwach członkowskich z przeszłością posttotalitarną, w których utrzymuje się ryzyko regresu demokracji. Obecne cele UE scharakteryzowano jako niedostatecznie ukierunkowane na odpowiednie zapobieganie i przeciwdziałanie spadkowi jakości demokracji, zakorzenienie wartości demokracji liberalnej. Konieczność zintensyfikowania działań UE w kierunku monitorowania przestrzegania standardów demokratycznych tłumaczy się stagnacją/regresją jakości demokracji w krajach ostatnich rozszerzeń UE, w tym w państwach bałtyckich. Działania instytucji UE wobec państw członkowskich, w których demokracja znajduje się w stagnacji/regresie, zostały ocenione jako niezgodne z możliwymi konsekwencjami tego destrukcyjnego procesu. Podkreśla się brak zainteresowania UE umacnianiem wartości, na których opiera się UE, co jest postrzegane jako główna przyczyna obecnego pogorszenia się jakości demokracji. Podkreślono potrzebę skonstruowania nowego formatu demokracji europejskiej, nowych mechanizmów gwarantujących jej jakość.

    Jak mierzyć demokrację? Jak ocenić, czy jeden ustrój demokratyczny jest bardziej demokratyczny od innego i na jakiej podstawie to stwierdzić? Pomiary jakości demokracji na poziomie państw istnieją już od 1946 roku, a na ich podstawie powstawały indeksy demokracji jak np. Freedom House, Polity IV, czy też Varieties of Democracy. Poza poziomem państw jest zdecydowanie mniej narzędzi tego typu, a istniejące – jak np. Local Autonomy Index – nie dotyczą bezpośrednio miast. Poniższy artykuł stawia tezę, że indeks demokracji na poziomie lokalnym jest potrzebny dla rzetelnej analizy jakości demokracji w polskich gminach i miastach. Przeanalizowano w nim dotychczasowe doświadczenia w mierzeniu jakości demokracji na poziomie miast, kierując się podejściem w duchu instytucjonalnym. Następnie omówiono przykłady lokalnych indeksów demokratycznych np. The Civic Index z USA, i najnowszą propozycję indeksu demokratycznego dla miast portugalskich. W zakończeniu zaproponowano zarys metodyki do mierzenia demokracji na poziomie miast w Polsce.
    How to measure democracy? How to assess, whether one democratic regime is more democratic than other, and on what basis? Democracy quality measurements on state level exists since 1946, and thanks to them democracy indices like Freedom House, Polity IV or Varieties of Democracy have been developed. Except state level there are fewer tools, and existing ones – like Local Autonomy Index – doesn’t concern municipalities. This article put forward a thesis, that democracy index on municipality level is needed for thorough democracy quality analysis in polish municipalities. In article previous experiences in measuring democracy on municipality level has been analysed. Then examples of local democracy indices has been discussed e.g. The Civic Index z USA and the newest proposal of democracy index for portuguese municipalities. In conclusion, an outline of methodology that measure democracy in municipalities in Poland has been proposed.

    Cechą wspólną w państwach Europy Środkowej i Wschodniej (EŚW) wydaje się być dość podobny poziom jakości demokracji. Celem artykułu jest przeanalizowanie, czy w państwach EŚW mamy obecne zjawisko odwrotu od demokracji oraz czy istnieją wyraźne różnice w poziomie demokracji między państwami EŚW a starymi państwami UE. Ocenie poddano wskaźniki jakości demokracji w grupach państw EŚW, Północnej, Południowej oraz Zachodniej. Analiza ujawniła, podobnie jak wcześniejsze badania litewskiego politologia Sauliusa Spurgi, iż nie ma wyraźnej różnicy między wskaźnikami grupy państw EŚW a grupą państw Europy Południowej (m.in. Hiszpanii, Portugalii, Grecji). Z kolei w przypadku państw skandynawskich i południowoeuropejskich pojawiają się istotne różnice w poziomie wskaźników demokracji. Dane wyraźnie wskazują wyższy poziom jakości demokracji w państwach skandynawskich. Potwierdzają to wyniki raportów jakości demokracji z lat 2006, 2008 oraz 2010. Na podstawie dokonanej analizy można stwierdzić, że różnice w jakości demokracji w grupie starych państw członkowskich UE są większe niż różnice pomiędzy państwami grupy EŚW a państwami Europy Południowej.
    A common feature in the countries of Central and Eastern Europe (CEE) seems to be a fairly similar level of quality of democracy. The aim of the article is to analyze whether the CEE countries are in the proces of retreat from democracy and whether there are clear differences in the level of development of democracy between the old EU countries and other EU countries. The indicators of the quality of democracy in the groups of CEE, North, South and West countries were assessed. The analysis revealed, similarly to the previous research by Lithuanian political scientist Saulius Spurga, that there is no clear difference between the indicators of the CEE group and the group of Southern European countries (including Spain, Portugal, Greece). On the other hand, in the case of Scandinavian and Southern European countries, there are significant differences in the level of democracy indicators. The data clearly show a higher level of quality of democracy in the Nordic countries. This is confirmed by the results of democracy quality reports from 2006, 2008 and 2010. Based on the analysis performed, it can be concluded that the differences in the quality of democracy in the group of old EU Member States are greater than the differences between the CEE countries and the countries of Southern Europe.

    The article is dedicated to analyzing the historiography and conceptualization of the phenomenon of efficiency and quality of democracy. The author of the research outlined the definitive and conceptual parameters of comparative analysis of efficiency and quality of democracy, argued that different political regimes are more or less democratic. The article highlights various approaches, theoretical and empirical features of studying efficiency and quality of democracy, represents the most systemic/holistic indicators and methods of operationalization of democracy quality and efficiency. On this basis, the author actualized a unified approach to the analysis and conceptualization of quality and efficiency of democracy and argued that quality and efficiency of democracy is expedient to be mentioned not in a holistic continuum of political regimes, but when a certain state is actually democratic. As a result, the research confirmed that democracy is a multi-piece category and is able to expand its efficiency and quality.
    W artykule podjęta została próba historiografii i konceptualizacji efektywności i jakości demokracji. Autor przytacza definicyjne i koncepcyjne parametry analizy porównawczej dotyczące efektywności i jakości demokracji, wskazując na zróżnicowany poziom demokratyczności systemów politycznych. Przedstawione zostały również nurty teoretyczne i analizy empiryczne badające skuteczność/jakość demokracji oraz systemowe/holistyczne wskaźniki i metodologie operacjonalizacji jakości i efektywności demokracji. W artykule demokracja jest rozpatrywana jako kategoria składająca się z wielu elementów i posiadająca potencjał do zwiększenia własnej efektywności i jakości.
    В статье сделано попытку историографии и концептуализации феномена эффективности и качества демократии. Автор исследования очертил дефинитивные и концептуальные параметры сравнительного анализа эффективности и качества демократии. В статье выделены различные подходы, а также теоретические/ эмпирические особенности изучения эффективности/качества демократии, представлены наиболее системные/целостные индикаторы и методики ее операционализации. Демократия рассматривается как многосоставная категория, котроая способна расширять свою эффективность и качество.

    La presente contribución constituye un análisis sobre las políticas de seguridad pública así como las responsiveness de los gobiernos locales después del proceso de democratización en México, a partir de la evaluación de los casos de México D.F., el Estado de Jalisco y el Estado de Nuevo León en el marco de los primeros gobiernos de alternancia política. El análisis sobre la cantidad, el contenido y el resultado de las políticas creadas y realizadas por los gobiernos descubre que la responsiveness de los gobiernos del D.F. ha sido baja después de la alternancia, mientras que en el Estado de Jalisco y el Estado de Nuevo León la responsiveness ha sido alta por un cierto periodo. Esto indica que la transición a la democracia, que introduce el mismo sistema político en cada entidad, no garantiza el mejoramiento generalizado de la res-ponsiveness.
    This contribution is an analysis of public security policies as well as the responsiveness of local governments after the process of democratization in Mexico, from the evaluation of cases of Mexico City, the State of Jalisco and the State of Nuevo Leon in the framework of the first governments after the political transition. The analysis of the amount, content and result of the policies, which were created and implemented by the local governments, demonstrates that the responsiveness of the government of Mexico City after the transition has been low on the one hand, and the responsiveness of the government of the State of Jalisco and of the State of Nuevo Leon had been relatively high for a certain period of time on the other. This result indicates that the transition to democracy, which introduces the same political system into each local government, doesn’t guarantee a generalized improvement of the responsiveness.

    En el contexto de la Guerra Fría, Brasil y Argentina han pasado por dictaduras de Seguridad Nacional responsables por una masiva violación a los derechos humanos. Con las transiciones, Argentina y Brasil volvieron a ser democracias aunque persista un conjunto de legados del autoritarismo en el nuevo escenario social y político. Este estudio analiza: a) cuales legados del autoritarismo están presentes en los países referidos; b) cuales las políticas públicas que fueron creadas para hacer frente a los crímenes cometidos por el régimen autoritario; c) como los legados autoritarios pueden impactar en la calidad de la democracia.
    Within the context of the Cold War, Brazil and Argentina experienced national security dictatorships responsible for a many violations of human rights. With the transitions, Argentina and Brazil returned to democracy although persistence of a series of authoritarian legacies can be observed in the new social-political scenario. The present study analyzes: a) which legacies of authoritarianism currently remain in these countries; b) which public policies were pursued to deal with the crimes committed by the authoritarian regime; and c) how the maintenance of these authoritarian legacies can have repercussions in the quality of democracy.

    The paper is the first part of essay devoted to the role social communication plays in the development of democracy. The quality of social communication is fundamental precondition for the development of participative deliberative democracy. Authors present a concretization of this thesis and suggest some practical actions that in their opinion could result in rising quality of social communication.
