Opis:: The article discusses immigration in Switzerland after 1945: its dynamics and the policy of the federal government towards immigration and immigrants. An important issue addressed in the paper are relations between Helvetian Federation and European Union, especially with respect to bilateral agreements concerning free movement of people. The second part of the article is devoted to social attitudes towards immigration as well as the increasingly radical views of the right-wing groups, especially Swiss People’s Party (SVP, in French – Democratic Union of the Centre – UDC) on immigration, which is most vividly manifested in public initiatives submitted to popular vote. An analysis of the results of votes demonstrates that the attitudes of the Swiss public towards immigration are not uniform. Initiatives aimed at expelling immigrants from Switzerland are rejected, but so are proposals of laws which make obtaining Swiss citizenship easier. Furthermore, the author discusses the Federation’s immigrant integration policies, in which emphasis is put on integration on the job market or social integration, while completely ignoring political integration (granting civil rights). The final issue addressed in this paper is the analysis of a watershed in the history of immigration in Switzerland, namely the public vote of February 9th, 2014 “Against Mass Immigration” and its consequences. This has been discussed based on source texts (text of the public initiative and commentaries of politicians, sociologists and journalists).

Opis:: The aim of the study is to analyze and evaluate the two conditions of the active right to vote in the Republic of Poland, namely: having public rights and having the right to vote; and also to determine their mutual relations. This topic is worth considering for at least two reasons. Firstly, as a rule the representatives of the science of consti-tutional law do not deal with those conditions, assuming that it is the domain of specialists in other areas of law, especially in substantive criminal law. Secondly, those conditions are very often identified with each other. This is an obvious mis-take, because the institutions of “deprivation of public rights", and "deprivation of the right to vote", which are related to the conditions discussed above, differ in the following areas: the legal basis; the nature of the sanctions; objective scope; subjec-tive scope; conditions of their application; the authorities empowered to use them; the period of time during which they can be ordered.

Opis:: By decision no. 32 of 2015, “On the establishment of a special parliamentary commission for the implementation of the issues in the resolution on the agreement between the majority and the opposition in the Albanian Parliament” was approved the establishment of a special parliamentary commission for the implementation of the resolution adopted on 24 December 2014, which, among other things, foresaw the commitment of the parties involved to work together with consensus, supported by the European Union, on the issue of individuals with criminal records, who hold a public post or seek to be elected or appointed to one, based on European standards and the assistance of the Venice Commission. On 17 December 2015, Members of the Albanian Parliament adopt by consensus the constitutional amendments and legislative framework which are necessary to introduce in our country a clear mechanism for the exclusion of criminal offenders from public offices. In this paper we examine regulatory issues relating to the legal framework necessary to guarantee the integrity of public officials, the verification and ascertainment of the prohibition of exercising public functions and the implementation of the prohibitive measures provided for by law no. 138/2015 “On guaranteeing the integrity of the persons elected and/or appointed to, or exercising public functions”, the so called “decriminalisation” law.
