Opis:: The article presents the results of a comparative study of two types of public speech communication – of the official (media texts) and informal (social network) – in identifying their cultural and stylistic originality, and describes a set of linguistic and non-linguistic factors which are shaping the stylistic tone of the conflicting verbal interaction of participants of social networks. The object of study is the set (or sequence) of speech acts participants communications which was embodied in the text, allowing to trace the process of verbal interaction and its stages, favour or impede successful communication, i.e. implementation of authorial intention. As a tool of stylistic analysis the category of the “usual-style complex” is used. It is seen as a stylistic mechanism of selection, which allows us to describe the “real language of real era” with the given extra linguistic factors – namely, the context of the situation in which the interaction of participants of public communication occurs. The study concluded: despite the fact that the texts of formal and informal communication (media and social networks) have much in common, evaluation comments in social media are more specific, opponents are expressing their point of view and their promptings designed for the addressee: anger, accusations, refusal communication, etc. in the straightforward way. There are a lot of varieties of means and ways of expression – both verbal and nonverbal. Cultural and social skills of verbal communication play an important role in conditions of formal and informal public communication.

Opis:: Goal – the article proves the importance of study of rhetoric and rhetorical competence forming for administrative specialties students. The experience of public speech training for students on “Public administration” and “Management” specialties in Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine is presented. Research methodology – the methodological basis of the work consists in comprehensive, interdisciplinary and systemic approaches to the analysis of forming rhetorical competence for administrative specialties students and important components of the system of training in this direction. Synthesis, generalization, comparison, observation, retrospective analysis as well as other general scientific methods were used while research conducting. Score/results – in this article we analyze methods and techniques of forming skills of public speaking for students within the framework of discipline “Rhetoric and business communication”. Originality/value – the originality and novelty of the scientific paper lies in the represented exercises and practical recommendations on forming and perfection of public speech for students of administrative specialties. Opis:: The aim of the research is to confirm whether “God’s Not Dead” (2016) production is an adequate portrayal of religious liberty of school officials in present-day K-12 schools in the United States. The author limited the discussion to the essential problem questions inspired by the production, such as teachers’ right to express their religious views both in the formal setting of a class discussion, and out-of-class informal exchange with students and fellow faculty members. The problem was discussed against the backdrop of selected legal and legislative acts that determine the scope of teachers’ religious expression, such as selected courts’ decisions, official federal guidelines issued by the Department of Education as well as the guides published by non-government organizations. The results of the Bible Literacy Project as well as interviews with several school officials were utilized to further verify the basic concepts of the research. The source texts were analyzed using a close reading method. The study seems to prove that due to the complexity of the legal system as well as the discrepancy between the lines of decisions reached in lower courts it difficult to unambiguously assess the probability of the scenario featured in the movie. However, observable trends in case law and governmental control over teachers’ in-class speech appear to imply that the script is definitely accurate in its portrayal of a legal liability of teachers, and possibly less so in respect of the favorable outcome of the dispute.

Opis:: The presented study aimed at investigating the relationship between the extraversion level and speaking anxiety in the English as a Foreign Language (EFL) context on the one hand, and testifying the relationship between the extraversion degree and speech fluency and speech accuracy, on the other hand. To this end, 60 advanced university students, including 12 males and 48 females, participated in the study at the quantitative phase, and 28 of them, including 14 from the extraversion levels, and 14 from the introversion levels, were observed on their oral performance at the qualitative phase. Based on Spearman’s Rank Order Correlation using SPSS in the quantitative section, the findings revealed a strong negative correlation between the extraversion level and public speaking anxiety, on the one hand, and a strong positive correlation between the extraversion degree and speech fluency in the qualitative phase, on the other hand. Speech accuracy revealed having no significant correlation with the extraversion degree. Indeed, extraversion and introversion seem to be the major personality differences that have attracted the attention of psycholinguists, in particular Dornyei (2005); henceforth, it would be worth clarifying the underlying characteristics of this construct to gain a more comprehensive view of these personality type indicators, respectively.

Opis:: The effect of the power amplifier on speech intelligibility in public address systems is often marginalised – i.e. it is assumed that it does not introduce significant signal distortion. This approach is justified when the linear range of the amplifier is used. The large crest factor of the speech signal and economic considerations mean that the amplifier also works in the non-linear range. In this paper, the effect of power amplifier distortion on the speech transmission index for public address systems (STIPA) is presented. In the first step, this influence was evaluated by measurements for Class AB and D amplifiers. Then, a computer model of the public address system based on the direct STIPA method, taking into account the non-linear properties of the amplifier, was proposed. Using the computer model, the optimum amplifier driving values were determined taking into account the reverberation time and interfering noise.speech transmission index; power amplifier; public address system.

Opis:: The article is an analysis of 91 speeches given in the years 2010–2018 by Jarosław Kaczyński, during the so-called monthly speeches or mensiversaries, commemorating the Polish plane crash in Smolensk on 10 April 2010. The basis of the analysis is the transcription of these speeches from the published television video. The quantitative and qualitative analysis was carried out using two computer programs (STADT and AntConc). The authors focus on the formal features of these speeches, on the main threads appearing in them, and on the functions that these speeches fulfilled in the process of acquiring and consolidating power by a political group headed by the main actor of these public performances.
Artykuł jest analizą 91 przemówień wygłaszanych w latach 2010–2018 przez Jarosława Kaczyńskiego podczas tzw. miesięcznic upamiętniających katastrofę polskiego samolotu w Smoleńsku 10 kwietnia 2010 R. Podstawą analizy jest transkrypcja tych mów na podstawie opublikowanego telewizyjnego zapis video. Analiza ilościowa i jakościowa została przeprowadzona za pomocą dwóch programów komputerowych (STADT i AntConc). Autorzy koncentrują się na cechach formalnych tych mów, na głównych wątkach w nich występujących oraz na funkcjach, jakie przemówienia te spełniały w procesie zdobywania i utrwalania władzy przez ugrupowanie polityczne kierowane przez głównego aktora tych publicznych spektakli.

Opis:: In political discourse, the recipient is collective and intentional. Being a part of public discourse, political discourse abounds in speech acts that have emotive-evaluative function. In the prezent paper, the Author discusses the most frequent evaluative-emotive acts gleaned from parliamentary speeches, and these include: accusations, complaining, bragging, expressing recognition and justification. The methodological Framework adopted by the Author adheres to the model proposed by Aleksy Awdiejew. Another phenomenon observable in public discourse is aggression. Irrespective of this, expressing emotions in public discourse is sometimes ideologically motivated.

The purpose of the article is to present the subject of hate speech in the field of the right of access to public information. The author discusses manifestations of hate speech both on the part of those requesting access to public information and on the part of the entity providing this information, and evaluates them. Emphasizing the practical dimension of the presented topic, the author also reviews the jurisprudence of the courts in this regard.

Opis:: Analysis of terms ‘social relationship’ and ‘legal relationship’ in the literature of legal theory and legal philosophy encounters many difficulties especially because of the ambiguity of such terms as ‘law’, ‘positive (statutory) law’, ‘rule’, ‘legal rule’, ‘norm’ and ‘legal norm’. Insight into the mentioned above literature points out that particularly the former pair of these notions have been so far wrongly considered as equivalent. It does not result a correct description of the relationship between different normative social systems such as statutory (positive) law, morality, religion and customs. Next it translates into a numbers of disputes about the content of positive law both in law-making’ and law-applying’s decisions.
