Opis:: The consciousness of a crisis of university inclines towards its reformation. In the thinking about its revival it is necessary to take into account the archetypical idea behind university, traditions to date, contemporary conditions and visions of the future. It is also getting indispensable to take into consideration such values that ought to steer the development of university in the framework of global civilization. The tasks of university are as follows: 1) to conduct research in striving for truth in the conditions of autonomy and freedom, as well as responsibility for the present day and the future of man; 2) to educate students, which introduces them in the world of science and life, as well as teaches them to be responsible; 3) to practice public science which is present in debates undertaking to solve vital social problems. The academic community and its elites should defend the conception of university against the dictate of their political and economic counterparts who attempt to impose the idea of an entrepreneurial university which produces a utilitarian knowledge and “human principles”.

Opis:: In the opinion of the Sejm, the provisions of the Act conform to the Constitution. In its position the Sejm states that disclosing to third parties the contents of applications for financing scientific research submitted in proceedings under the Act as public information would pose a significant threat to the material and non-material interests of the authors of the applications. The assumption that the contents of the review and the personal data of experts may be disclosed as public information due to the loss of binding force of these provisions in the result of the judgment of the Constitutional Tribunal means that such persons would be exposed to effects that could not be foreseen at the time of the review.

Opis:: One of the consequences of the 'risk society' which, according to Ulrich Beck, replaces previous forms of social life is the emergence of new kinds of social conflicts. They focus on controversies about technological innovations, therefore they will be called here 'technological conflicts'. The question raised in this article concerns possibilities to regulate technological conflicts in situation when science and experts are unable to reach conclusions about risks which may be brought by introducing a given technology. Concepts as Ulrich Becks 'risk society' and Public Understanding of Science suggest two models of possible strategies of 'technological conflicts' regulation: an expert one and a participatory one. They have been used to analyze a local controversy concerning construction plans of a mobile phone company transmitter.
Jedną z konsekwencji „społeczeństwa ryzyka”, które zdaniem Ulricha Becka zastępuje wcześniejsze formy organizacji życia społecznego, jest pojawianie się konfliktów społecznych dotyczących zasadności wdrażania określonych technologii. Ten specyficzny rodzaj konfliktów, określany tutaj mianem konfliktów technologicznych, stanowi przedmiot poniższego artykułu. Główny poruszany w nim problem dotyczy sposobu regulacji tych konfliktów w sytuacji, gdy nauka i eksperci nie są w stanie przedstawić jednoznacznych i zgodnych opinii na temat zagrożeń związanych z kontrowersyjną technologią. W oparciu o koncepcję „społeczeństwa ryzyka” Becka oraz nurt Public Understanding of Science wyszczególnione zostały dwie modelowe strategie regulacji konfliktów technologicznych, ekspercka oraz uczestnicząca, które posłużyły do analizy przypadku lokalnego konfliktu wokół budowy masztu telefonii komórkowej.

Opis:: Public safety and public order are a main welfare desirable by man and the entire community, in every epoch and every longitude, parallely has become the constant object of doctrinal inquiries. The specificity of each area of science and many other fields of science, their qualities and the desirable elements made the definition of these values, depending on the discipline of science, which adopted a different shape. Security and public order in the legal sciences are mostly expressed in the matter of substantive administrative law and subsequently also in constitutional law and substantive criminal law. The importance of this issue is evidenced by the creation of a new discipline – the Security Science, dedicated to this subject, by the resolution of the Central Commission for Degrees and Titles of 28th January 2011, which discusses the title issue in a multi-threaded and multifaceted manner. The specificity of security, its subjective perception and the state of reality, forces the concept to be analyzed also from the perspective of psychology, sociology and philosophy. On the other hand, for a deeper investigation of this phenomenon, the origin of its development and the formulation of future trends, it is important to examine this phenomenon by the historical instruments.

Opis:: Mediatization is a process that is interesting to a researcher and political scientist for at least two important reasons. On the one hand, it becomes the area of scientific researches, inspirations and reflections, as it encourages to observe the changing frameworks, within which the political entities function, as well as the instruments and means used by them to complete tasks and achieve goals. However, on the other hand, mediatization is also a process which has impact on scientific environments, including also the community of political scientists, which seems to be a particularly interesting collective entity. This environment not only observes and describes the reality of mediatization, but also actively participates in its creation by means of diverse activities of researchers in the media. The author makes an attempt to indicate what are the implications of this media activity of researchers and what dilemmas it raises.

Opis:: This article aims to present the ways in which the ethics of authority, including government, is collapsing in the contemporary world. The authors demonstrate what consequences numerous abuses and negligence can bring to education and the future. The article is based on reflections supported by actual research, which confirms the theses contained in it. Not only consequences are highlighted, but also ways in which they can be prevented. The most important aspect for the progress of science and the prevention of the depreciation of states is to stand firm against the abuses and appropriations committed by authority figures and to fight against “skimpiness” both in everyday life as well as in science. The current world picture does not promise a happy future. Humanity should strive for greater openness without allowing itself to be subjected to authorities whose actions contradict what they really are.

Opis:: The paper presents a review of contributions to the scientific discussion on modern methods and tools for public participation in urban planning. This discussion took place in Obrzycko near Poznań, Poland. The meeting was designed to allow for an ample discussion on the themes of public participatory geographic information systems, participatory geographic information systems, volunteered geographic information, citizen science, Geoweb, geographical information and communication technology, Geo-Citizen participation, geo-questionnaire, geo-discussion, GeoParticipation, Geodesign, Big Data and urban planning. Participants in the discussion were scholars from Austria, Brazil, the Czech Republic, Finland, Ireland, Italy, the Netherlands, Poland, the United Kingdom, and the USA. A review of public participation in urban planning shows new developments in concepts and methods rooted in geography, landscape architecture, psychology, and sociology, accompanied by progress in geoinformation and communication technologies. The discussions emphasized that it is extremely important to state the conditions of symmetric cooperation between city authorities, urban planners and public participation representatives, social organizations, as well as residents.

Opis:: The paper focuses of the role of scientific knowledge in the processes of conducting reforms and public policy. The case of higher education and science reforms in Poland carried out over the period of 25 years of new political, social and economic conditions shows primary knowledge negligence of the reformers which undoubtedly affected the nature of the current higher education and science system, reformed several times already. It also furnishes some recommendations on how these processes may be improved. In the empirical dimension, the starting point was the concept of metaknowledge (i.e knowledge about knowledge), encompassing three aspects connected with generating and using knowledge in the context of higher education and science reforms, which are ringfenced basing on different methodologies: (1) knowledge about reforming – theoretical literature query; (2) knowledge in reforming – analysis of experts’ reports; (3) knowledge of reformers – results of studies on the processes of learning and knowledge management in public administration. The postulate of a broader use of scientific knowledge in reform processes is an attempt to indicate one of the key directions to follow when repairing the higher education and science system. For that reason, the role of social sciences has been highlighted, including, in particular, the role of sociologists in reform processes (as theoreticians and experts in the area of higher education and science). Furthermore, the need for sociologists to go back to the role of social expertsengineers has been signalled.
