Niedługo po XX Zjeździe KPZR nastąpiły zmiany destalinizacyjne we wszystkich państwach „bloku socjalistycznego”. Biblioteki publiczne okaleczone akcjami oczyszczania księgozbiorów z dzieł podlegających natychmiastowemu usunięciu na próżno upominały się o ich zwrot w Centralnym Zarządzie Bibliotek Ministerstwa Kultury i Sztuki (pisma nr 1–4). Na początku 1958 roku bibliotekarzom rozesłano Wskazówki w sprawie postępowania z drukami zbędnymi (pismo nr 5), zabraniające pozbywania się podstawowych dzieł Marksa, Engelsa, Lenina i Stalina. Bibliotekarzy ponownie starano się wykorzystać w propagandowej grze prowadzonej przez ideologów Polski Ludowej ze społeczeństwem

The article attempts to reconstruct the assumptions and ideas that influenced the creation and organization of public libraries for children in the interwar period in Poland. On the basis of press articles and archival materials, two models of child reader support were described (Łódź model – creation of book rental, and Warsaw model – creation of readers), as well as foreign models (French and American) used by the founders of these institutions, taken over by the emerging Polish libraries. In the final part, there is a reference to war and just a post-war history of children’s libraries. The names of the creators of the idea of children’s librarianship in the Second Polish Republic were recalled (among others, Helena Radlińska, Jan Augustyniak, Maria Gutry, Jadwiga Filipkowska-Szemplińska and others)

Everyday spaces represent central platforms that provide opportunities for encounters marked by ethnic and cultural diversity, where transformations can be negotiated that rethink living together. The significance of these ‘third places’ has been extensively researched. Yet, some spaces such as public libraries continue to be largely overlooked by geographers. Public libraries also remain under-appreciated within wider society despite their obvious social functions. Central here is that public libraries can be understood as dynamic and ‘lived spaces’ that enable the emergence of transient connections and relationships. Such spaces are increasingly sparse within modern cities. This paper explores the potential of everyday spaces of encounter, specifically public libraries, to facilitate the unfolding of ‘light’ connections and relationships, nurturing more inclusive forms of urban togetherness and belonging in multi-ethnic societies and the significance that people attribute to these often mundane encounters and micro connections. In so doing, this paper combines findings from two research projects that investigate mixed or intercultural encounters in public libraries in Bremen (Germany) and Glasgow (Scotland).

The article characterizes the specificity of public library activities and their role in education. The possibilities of using e-learning in the education process were also presented, with particular emphasis on public education. Attention was also paid to the growing importance and interest in this type of education. The paper discusses the possibilities of using e-learning in teaching, with particular emphasis on education conducted as part of the activities of public libraries. The article presents the offer of e-learning courses mainly in provincial and pedagogical libraries. The purpose of the analysis was to verify the scope of e-learning use by libraries, check the availability of training offered and the ease of finding them on library websites. The number of courses offered and their topics were also examined. Moreover, it was taken into account to whom the prepared courses were addressed. The paper presents the current state, possibilities for further development and suggestions of the authors, which are based on the growing technological possibilities, with more common access to the Internet. Research shows that the use of e-learning platforms by provincial public and pedagogical libraries is unfortunately not common. This situation may be dictated by the lack of funds to prepare such projects. This limitation should, however, lose its significance due to the decreasing costs of platform implementation as well as the increasing funds supporting library activities. In addition, the pressure of potential users can motivate the development of e-learning platforms in libraries.
W artykule scharakteryzowano specyfikę działalności bibliotek publicznych i ich rolę w zakresie edukacji. Przedstawiono również możliwości zastosowania e-learningu w procesie kształcenia, ze szczególnym uwzględnieniem edukacji powszechnej. Zwrócono też uwagę na rosnące znaczenie i wzrost zainteresowania takim sposobem kształcenia. Praca pokazuje możliwości zastosowania e-learningu w nauczaniu ze szczególnym uwzględnieniem edukacji prowadzonej w ramach działalności bibliotek publicznych. Artykuł prezentuje ofertę kursów e-learningowych głównie w wojewódzkich bibliotekach publicznych i wojewódzkich bibliotekach pedagogicznych. Celem analizy było zweryfikowanie zakresu wykorzystania e-learningu przez biblioteki, sprawdzenie ogólnodostępności oferowanych szkoleń oraz łatwości odnalezienia ich w internetowych serwisach bibliotek. Badano ilość oferowanych kursów oraz ich tematykę. Wzięto też pod uwagę, do kogo skierowane były przygotowane kursy. W pracy przedstawiono dotychczasową praktykę, możliwości dalszego rozwoju i propozycje autorów, które opierają się na rosnących możliwościach technologicznych, przy coraz powszechniejszym dostępie do internetu. Przeprowadzone badania pokazują, że korzystanie z platform e-learningowych przez wojewódzkie biblioteki publiczne i pedagogiczne nie jest niestety powszechne. Taka sytuacja może być podyktowana brakiem środków na przygotowanie takiego projektu. Bariera ta powinna jednak tracić na znaczeniu ze względu na malejące koszty wdrożenia platform z jednej strony, jak i rosnące środki wspierające działania bibliotek z drugiej strony. Ponadto presja potencjalnych użytkowników może wpłynąć motywująco na rozwój platform e-learningowych prowadzonych przez biblioteki.

Celem pracy jest zbadanie stopnia efektywności kosztowej polskich bibliotek publicznych na podstawie danych z roku 2000 dotyczących 240 powiatowych, miejskich i gminnych jednostek. Ponadto wskazane zostaną źródła nieefektywności poprzez porównanie ilości nakładów rzeczywistych z tzw. wielkością nakładów idealnych dla grupy badanych obiektów. Dobór nie w pełni aktualnych danych podyktowany jest ich dostępnością oraz możliwością porównania w przyszłości z rezultatami uzyskanymi w konkurencyjnym podejściu (analiza bayesowska na podstawie odpowiedniego, stochastycznego modelu granicznego).
The purpose of the paper is testing level of the cost efficiency of Polish, public libraries on the basis of data from 2000 year concerning regional, municipal and communal units. Moreover sources of the inefficiency will be indicated through the comparison of real and ideal amount of inputs for group object being tested. Choice not fully actual data is dictated by theirs availability and opportunity to comparison in the future with results obtained by competitive approach (bayesian analysis on the base of the stochastic frontier model).

W artykule opisano to zagadnienie w odniesieniu do doświadczeń Biblioteki Miejskiej w Puławach, będącej miejscem pracy i zdobywania nowych doświadczeń zawodowych autorki, która poprzez analizę zadań i wyzwań, z którymi zmagała się jej macierzysta placówka w ostatnich latach, stara się wskazać, jak poszerzył się zakres funkcji i działań stawianych przed bibliotekami publicznymi w Polsce.

T he paper considers non-formal adult education. For this purpose, various classifications of adult education, forms of non-formal education and its advantages were presented. Activities of the Academy of Beautiful Time – initiative implemented by City Public Library in Czechowice-Dziedzice were characterized. The objectives of the Academy, ways of achieving the objectives and permissions of the listeners were presented. The paper also analyzes statistical data on the Academy of Beautiful Time, such as the number of students, the number of people participating in the courses, the number of hours of education and discusses the form of educational activity within the Academy. The article highlights the role of public libraries in the process of non-formal education and directions of development of the Academy of Beautiful Time in Czechowice-Dziedzice were formulated.

This single case research was developed within a public library in Porto, Portugal, Biblioteca Municipal Almeida Garrett. Its main objective was to understand how public library readers interact with space, the Internet technology, and reading resources, and how these interactions shape the representations of what a public library is. This case was chosen because the library has a recent and renowned building, high reader use levels, and Internet access. The design of user profiles was an intermediate step, and then a partial result in the process of understanding provision and appropriation of technology, space, and reading resources (all media and supports) in a specific context. The construction of these profiles is presented and  discussed in this paper. A qualitative, single case study was designed according to Burawoy’s Extended Case Method, departing from the framework of several theories – Feenberg and Bakardjieva’s approach to  Internet uses, Lefèbvre and Certeau’s approach on space – and some library users and studies of  Internet user profiles – by Rodrigues, Bakardjieva, and by other authors. A theoretical, diversified sample was constructed. User profiles were designed as a way of depicting common reading practices by grouping readers’ characteristics according to Internet, space, and bibliographical resource usage. Along with this usage, social demographics, motivations, meanings, and feelings were enquired about to construct a thick narrative. Observation of all forms of reading practices, in-depth interviews, informal conversations, children’s drawings, photography, and an architectural and social analysis of the building were used. The library has diversified uses, tied to present-day everyday life conditions, and its space and management style are flexible enough to allow for different user appropriations. As to the general reading atmosphere, high satisfaction was reported, and the most appreciated features of social and architectural space were signaled by readers. User profiles reflect diversified usage modes, diverse relations to space, to Internet and bibliographic resources, and to other users. Both the theoretical framework and the selected methodology proved fruitful for the intended purpose. These readers’ profiles may provide a tool to understand and manage public library services, given the adequate fittingness. The same may be said about readers’ evaluation of space, in general, or, specifically, about space appropriations, and, above all, about the production of stimulating reading atmospheres

This article presents reflections on Norwegian public library services for children aged 0–3 made during study visits carried out in 2011 and 2013. Services have been analyzed on the example of two branches of the central public library in Oslo (Deichmanske – Oslo Public Library) in Lambertseter and Grünerløkka, as well as libraries located in nearby towns – Lørenskog, Drammen, Øvre Eiker in Hokksund and Gjovik. The author shares observations on the operation and the diversity of activities offered to the youngest readers, postulating a greater emphasis to create special pre-reading strategies.
Artykuł przedstawia rozważania nad usługami norweskich bibliotek publicznych dla dzieci w wieku 0-3 lat poczynione podczas wizyt studyjnych zrealizowanych w 2011 i 2013 r. Analizie poddane zostały usługi dwóch filii centralnej biblioteki publicznej w Oslo (Deichmanske – Oslo Public Library) w Lambertseter i Grünerløkka, a także bibliotek rozmieszczonych w pobliskich miejscowościach – Lørenskog, Drammen, Øvre Eiker w Hokksund oraz Gjøvik. Autorka dzieli się obserwacjami na temat obsługi i różnorodności zajęć oferowanych najmłodszym czytelnikom, postulując większy nacisk władz bibliotecznych na tworzenie specjalnych strategii przed czytelniczych.

Celem artykułu jest przedstawienie wyników analizy SWOT dotyczącej polskich bibliotek publicznych po doświadczeniu pandemii, w kontekście budowania przez nie odporności instytucjonalnej oraz udziału w rozwijaniu odporności społeczności lokalnych, w których funkcjonują. W tekście omówiono zjawisko odporności bibliotek na podstawie dostępnej literatury przedmiotu, zaprezentowano wyniki analizy SWOT i wnioski dotyczące oceny odporności placówek będących przedmiotem badania. Zwrócono uwagę na mocne strony bibliotek, na brak zarządzania kryzysowego i potrzebę jego wdrożenia.
This article provides a SWOT analysis insights on Polish public libraries in the wake of the experience of the pandemic and in the light of complexity of the challenges in the efforts to consolidate the institutional resilience of libraries and their involvement in the development of this resilience within the local communities in which they operate. The phenomenon of the library resilience is discussed on the basis of currently available literature. The results of the SWOT analysis are presented, followed by the conclusions on the assessment of the resilience of the institutions under scrutiny in this study. The conclusions focus on the strengths of libraries, but also reveal the lack of any crisis management provisions and procedures and thus indicate the need for their imminent implementation.

The article deals with the Old Book Department, which is located in the Scientific Reading Room of the Municipal Public Library in Jaworzno. The text describes an exemplary library lesson that the librarian is teaching based on the oldest collection. The historical background of the times when the book was written is shown, as well as the author’s activities and its most important elements.

The author described of this article described the process of isolation of a subgroup of municipal scientific libraries from the larger group of public ones. First public libraries with scientific functions were created on the Polish territory at the beginning of the 20th century and in the 1920s. In the 1960s, after discussions that lasted for over ten years, 8 big public libraries formally got the status of scientific libraries, which was confirmed in the the Library Act of April 9th, 1968. However, due to lacking detailed regulations and appropriate funding, proper functioning of public scientific libraries was hindered in the time of the People’s Republic of Poland.

The text deals with Czech culture and readership, and is primarily concerned with its present condition. The topic is discussed in three perspectives – from the point of view of reading and readership, public libraries and from the point of view of the book market in the historical context since the end of the eighteenth century to the present. Czech reading culture is in a relatively stable state (of “stabilized instability”), although recently there has been a decrease in the number of visitors to public libraries. The Czech publishing market is concentrated in Prague, albeit in all segments it functions smoothly. The number of those who have read at least one book in the last year (statistical readers) is quite high at 78% (according to a survey from 2018).
Tekst poświęcony jest czeskiej kulturze czytelnieczej i dotyczy przede wszystkim jej stanu obecnego. Temat został omówiony w trzech perspektywach – pod kątem czytania i czytelnictwa, pod kątem bibliotek publicznych oraz pod kątem rynku książki w kontekście historycznym od końca XVIII wieku do czasów terazniejszych. Czeska kultura czytelnicza znajduje się w stanie stosunkowo ustabilizowanym („ustabilizowana niestabilność”), chociaż w ostatnim czasie obserwuje się spadek liczby odzwiedzających biblioteki publiczne. Czeski rynek wydawniczy skupiony jest w Pradze, aczkolwiek we wszystkich segmentach funkcjonuje sprawnie. Liczba tych, którzy w ciągu roku przeczytali przynajmniej jedną książkę (czytelników statystycznych) jest dosyć wysoka – 78 % (według badań z roku 2018).

Artykuł omawia działalność i funkcjonowanie bibliotek publicznych województwa lubelskiego w trakcie pandemii Covid-19, która rozpoczęła się w marcu 2020 r., dotykając niemalże wszystkich sfer życia i gospodarki na całym świecie. Na przykładzie wybranych instytucji, autorka przedstawiła formy aktywności, jakie biblioteki z terenu Lublina i Lubelszczyzny podjęły w trakcie trwania lockdownu, udowadniając, że pomimo licznych ograniczeń oraz utrudnień, ten trudny czas przez pracowników bibliotek został wykorzystany w sposób kreatywny i efektywny.
This article discusses the activity and functioning of public libraries in the Lublin Province during the COVID-19 pandemic, which began in March 2020, affecting almost all spheres of life and economy around the world. Based on the example of selected institutions, the author presents forms of activity which libraries in Lublin and the Lublin region undertook during the lockdown, proving that despite numerous restrictions and difficulties, this difficult time was used by library staff in a creative and effective manner.
В статье рассматривается деятельность и функционирование публичных библиотек Люблинского воеводства во время пандемии коронавируса Covid-19, которая началась в марте 2020 года и затронула практически все сферы жизни и экономики во всем мире. На примере избранных учреждений автор представила формы деятельности библиотек Люблина и Люблинского региона во время локдауна, доказав, что, несмотря на многочисленные ограничения и трудности, сотрудники библиотек использовали это трудное время творчески и эффективно.
