The aim of the following article was the confirmation of the viability of implementation of the project called the “Żuławy Loop”. Solving the problem requires an analysis of the available documentation and research conducting. Feasibility study of the project showed a negative profitability of the project at the financial level. No financial feasibility was a reason to refrain from investments. The basic method of assessing the effectiveness of infrastructural projects, where the beneficiaries are public, is the economic analysis. It showed the profitability of the project for the local community. The benefits generated by the investment confirmed the results of own research. The project will contribute to improving the socio-economic situation of the region. Therefore, the implementation of the project was most certainly justified.

Opis:
Let K be a commutative ring and K^n be a space over K of dimension n. We introduce the concept of a family of multivariate maps f(n) of K^n into itself with invertible decomposition.If f(n) is computable in polynomial time then it can be used as the public rule and the invertible decomposition provides a private key in f(n) based public key infrastructure. Requirementsof polynomial ity of degree and density for f(n) allow to estimate the complexity of encryption procedurefor a public user. The concepts of a stable family and a family of increasing order are motivatedby the studies of discrete logarithm problem in the Cremona group. The statement on the existenceof families of multivariate maps of polynomial degree and polynomial density of increasing order with the invertible decomposition is proved. The proof is supported by explicite construction which canbe used as a new cryptosystem. The presented multivariate encryption maps are induced by special walks in the algebraically dened extremal graphs A(n;K) and D(n;K) of increasing girth.

Public infrastructure (in the meaning of its technical type) is undoubtedly one of the most important elements of social and economic region development. In the article you can find detailed analysis including different technical elements of public infrastructure, such as roads, municipal cemetery, street lighting and so on and so forth. The text is divided into two parts: theoretical and empirical. The first section contains a statutory and literature description. In the second part you can find respondent characteristics and analysis of the research carried among Grajewo urban borough inhabitants. The conclusion shows the main directions of infrastructure development in Grajewo.

Opis:
In this study of the relationship between the state of health of the population and the level of infrastructure in the regional perspective Spearman coefficient was used. Factors analyzed included mortality rates due to diseases of civilization, average life expectancy in relation to, for example, the number of employed medical staff and the number of outpatient counseling. The highest correlation is observed in case of (a) infant mortality and the number of employed medical staff, (b) mortality due to external causes (including accidents) and the number of rescue teams to one resident. Thus it can be concluded that there are correlations between health and certain aspects of physical and social infrastructure.

Polityka państwa w zakresie informacji obejmuje cały kompleks stosunków, które powstają: od tworzenia, gromadzenia, przechowywania, przetwarzania, przechowywania, pobierania i rozpowszechniania informacji w przygotowaniu i wykorzystaniu zasobów informatycznych i informacyjnych; przy jednoczesnym zapewnieniu niezależności informacji, bezpieczeństwa informacji i ochrony informacji.
The main objectives of the state policy in the field of information, which is the reason for the creation of appropriate conditions for achieving this goal were definited. In particular, coordination of the central executive authorities to address the problems of information, execution of functions of the general state of the customer National Informatization Program projects, the organization of international cooperation in matters of information and the like. The state policy of information covers the entire complex of relations that arise: in the creation, collection, storage, processing, storage, retrieval and dissemination of information; in the preparation and use of information and information resources; while ensuring the sovereignty of information, information security and information protection.
Определены основные задачи государственной политики в сфере информатизации, что является поводом для создания соответствующих условий для достижения поставленной цели. В частности, координация деятельности центральных органов исполнительной власти по решению проблем информатизации, выполнение функций генерального государственного заказчика проектов Национальной программы информатизации, организация международного сотрудничества по вопросам информатизации и тому подобное. Государственная политика информатизации охватывает весь комплекс взаимоотношений, которые возникают: в процессе создания, сбора, накопления, обработки, хранения, поиска и распространения информации; при получении и использовании информации и информационных ресурсов; при обеспечении информационного суверенитета, информационной безопасности и защиты информации.

This paper aims to prove that during the transformation process in Poland of the sectors of general economic interests due to specific economic characteristics of those sectors and the fact that interests of three groups participating in the decision making in this process: government, management and employees turned out being non controversial prevented loosing the monopoly status they initially enjoyed. The method used was the analysis of the stages of negotiation illustrated by subsequent documents of official strategies chosen for three sectors: railway, electricity and the final result illustrated by the structure of the market. Preventing the monopoly status permitted those groups seeking the rent, the monopoly status created or even demand that rent in the form of subsidy from the public authorities budgets by the threat of the strike which is the grave threat in the sectors delivering the service of general economic interest.

Zaprezentowano koncepcję oparcia bezpieczeństwa w sieciach teleinformatycznych na dwóch filarach: asymetrycznych technikach kryptograficznych oraz zaufanej trzeciej stronie. Wskazano usługi bezpieczeństwa realizowane za pomocą asymetrycznych technik kryptograficznych. Opisano sposób tworzenia podpisu cyfrowego oraz jego weryfikacji, a także strukturę zaufania do związku między kluczem publicznym a tożsamością jego właściciela. Zwrócono uwagę na inne usługi TTP, umożliwiające sprawdzenie wiarygodności podpisu w długim czasie, takie jak: usługa oznaczania czasu, notariat, archiwizacja i niezaprzeczalność. Omówiono pokrótce możliwe obszary zastosowań TTP oraz fundamenty, na których buduje się wiarygodność TTP. Przedstawiono dotychczasowe prace podjęte w Instytucie Łączności oraz zamierzenia dotyczące implementacji usług TTP.
Computer network security based on two pillars: asymmetric cryptographic techniques and Trusted Third Party (TTP) is presented. Security services implemented by means of asymmetric cryptographic techniques are specified. The way of creating digital signature and its verification, as well as the structure of trust in binding public key and owner's identity are presented. Other TTP services ensuring long-term verification of digital signature such as timestamping, notary, archiving and non-repudiation are described. Potential fields of TTP applicability are briefly discussed as well as fundamentals of TTP trustworthiness. Current results and future works of the National Institute of Telecommunications in relation to TTP service implementation are described.

Rural areas make up the majority of the territory of Poland, inhabited by a significant part of the population. The development of rural areas depends on many, very diverse, factors, including access to telecommunications infrastructure determining the ability to use information and telecommunications technologies. The objective of this article is the present the legal issues concerning telecommunications infrastructure in rural areas. The completion of this research objective requires the clarification of basic notions. The article proposes a definition of rural areas, as well as discusses the definition of telecommunications infrastructure and its characterization, with particular focus on the fact that the development of telecommunications infrastructure is a public goal, carried out mostly by private entities owing to the fact that such infrastructure is the prerequisite for rendering telecommunications services. The article also points out that legal regulations concerning telecommunications investments in rural areas should, on the one hand, account for the need to protect the production value of agricultural land, which is significant from the perspective of ensuring food safety and protection of the natural environment, and on the other hand, they should ensure access to information and telecommunications technologies, which is important for the protection of acquisition and dissemination of information. The article’s analysis of provisions which, on the one hand, aim to protect the productive value of agricultural land, and on the hand, of provisions designed to facilitate the completion of investment goals related to telecommunications infrastructure, brings the conclusion that the adopted solutions are not of a complex nature. The assessment of the mutual relations between provisions contained in different legal acts causes numerous difficulties. For the interpretation of these provisions, it is necessary to refer to the values that they are to protect. It must not be forgotten that the solutions adopted within this scope are meant to, firstly, serve the residents of rural areas, who are interested in both preservation of the agricultural character of these areas, and in access to information and telecommunications technologies.

Implementation of infrastructural investments is a key factor contributing to the development potential of a region. The current law in force, regulating the implementation of infrastructural public purpose investments, simplifies the actions leading to terrain acquisition for road investments. The research shows a significant dependence between access to public roads and demand for storage facilities. From an entrepreneur’s point of view, the necessary condition for further development is implementation of infrastructural investments. Locating the investments in the vicinity of traffic routes is a strategic decision, closely related to the field of business. Too long distances combined with poor condition of road infrastructure generate additional transport costs. This fact is directly reflected in the limited economic and development potential of particular regions. In the studied case, the theoretical value of statistics (27.868) is almost a half of the calculated value (54.27). Therefore, the null hypothesis is rejected. Calculations carried out at assumed significance level α = 0.0005, clearly prove, that there is a close correlation between the size of the company, and the choice of the location of the additional storage space with regard to access to infrastructure such as public roads. The carried out analysis confirms the fact, that the enterprise size is directly linked with the selection of location for its additional storage facilities and the transport costs between the locations significantly influence the decisions.

The Critical Management Act creates a legal basis for dealing with critical infrastructure. It contains the following definition: critical infrastructure includes systems and functional objects which are connected with each other, including: buildings, devices, systems, key services for a country and its citizens’ security and other systems and objects which deal with ensuring efficient functioning of public administration bodies as well as institutions and enterprises. At national level, the protection of critical infrastructure is coordinated by the Government Centre for Security. In accordance with the critical management act, which is in effect at present, the legislator defines that critical infrastructure is created by systems and consists of functional objects connected with each other: buildings, devices, systems, key services for a country’s security and its citizens’ security and other objects and services which deal with ensuring efficient functioning of public administration bodies as well as institutions and enterprises The article contains an enumeration of the systems which are included in critical infrastructure.

Because of the need of introducing ecologically clean transport technologies, activities bound up with using electric propulsion in motor vehicles operating in public transport are undertaken. Technical and operational possibilities of introducing electric–powered buses to the communal public transport are shown in the article. The operation of that kind of fleet requires appropriate technical infrastructure involving charging electric-powered urban transport. Simultaneously, former experiences show strong mutual connection between technical sphere and organizational system of communal public transport in agglomerations. Hence, essential significance among other things is given to the layout of the functioning bus lines network and the organisation of bus operations on the lines (timetable). The models of the technical, organizational, economical and ecological links enabling optimal choice of type of bus propulsion were worked out, with the aim of solving this problem rationally.

This article is an introduction to the issue of integrating rail transport with the local public transport system in the Urban Functional Area of Olsztyn. It presents the definition of the said area and the current information on the possibilities of rail transport within it, derived from strategic documents and public debate. This is followed by a detailed description of the technical conditions of the railway infrastructure in the Urban Functional Area of Olsztyn, taking into account investments carried out in recent years, those in progress and those planned, as well as a description of the rail transport services provided. Th e final part of the article presents the principles of operation of public transport in Poland and some Polish examples of organisational integration. Th e authors intend to continue the discussion in a further publication.

The state’s critical infrastructure involves those elements that function independently yet are interconnected. It is also affected by ICT networks that exist in other states. These interdependencies make critical infrastructure particularly vulnerable to cyber attacks. At the same time, it is electrical grids that constitute the most crucial element of critical infrastructure. The research hypothesis assumes an urgent need to comprehensively address the cyber security policy of electrical grids in a broader perspective, not only the technical one but also taking into account public policies and the human factor. Quantitative and qualitative methods, literature survey and the desk research method were employed in order to verify this hypothesis. The analyses carried out by the Authors indicated unequivocally that electrical grids constitute an element of the critical infrastructure that is the most vulnerable to cyber threats.

Opis:
Public-Private Partnership (PPP) is a form of cooperation between the public sector and the private in order to carry out projects or services traditionally supplied by the public sector. This mode of investment is most commonly applied to the creation of technological infrastructure projects. According to the author PPP will allow coastal tourist communes (gminas) to speed up the implementation of the communication infrastructure, and the sport and recreational infrastructure which are presently major barriers to the development of the tourist economy. This is further confirmed by examples presented in this work.

Riverside areas have substantial recreational and tourist assets, but their potential in the settlements of Wielkopolska is underused due to difficult access to the river and the poor development of the embankments. The aim of the research is to analyse the functional-spatial structure and the development of River Warta areas in the settlements of Wielkopolska with respect to their usefulness in recreation. Particular attention is paid to accessibility and the location of recreational infrastructure in the Warta Valley. Out of the eleven Wielkopolska settlements which were included, only in four – Konin, Śrem, Poznań and Sieraków – had sections of embankment boulevards been built. In the riverside areas there are few recreational facilities used in connection with the close proximity of the river. However, a great tourist asset of the Warta Valley is the Great Waterway Loop of Wielkopolska, which operates successfully due to the growing number of harbours and marinas in all the settlements included in the study.

Opis:
Public-Private Partnership (PPP) is a form of cooperation between the public and private sectors, which allows realization of projects by the public parties based on capital and intellectual resources of the private partners. The aim of the article is to analyze and evaluate the implementation of PPP models in order to meet the public requirements, with particular emphasis on actions aimed at increasing their attractiveness. This publication summarizes the effectiveness of the collaboration of these two parties in terms of sectoral and territorial split over 2009-2014, as well as identifies the financial mechanisms used to implement them. Moreover, the article is also an attempt to identify prospects for PPP development in relation to the upcoming EU funds, allowing for effective financing of this form of cooperation.
Partnerstwo publiczno-prywatne (PPP) to formuła współpracy sektora publicznego i prywatnego, dzięki któremu możliwa jest realizacja przedsięwzięć inwestycyjnych przez podmioty publiczne przy zaangażowaniu zasobów kapitałowych oraz intelektualnych partnerów prywatnych. Celem artykułu jest analiza oraz ocena wykorzystywania tego typu modeli realizacji powierzonych zadań publicznych w warunkach gospodarki polskiej, ze szczególnym uwzględnieniem podejmowanych działań, mających na celu zwiększenie ich atrakcyjności. W niniejszej publikacji dokonano również podsumowania skuteczności podjętej współpracy obu podmiotów w ujęciu branżowym oraz terytorialnym na przestrzeni lat 2009-2014 oraz wskazano instrumenty finansowe służące do ich realizacji. Artykuł stanowi również próbę wskazania perspektyw rozwoju PPP, w szczególności przez pryzmat wykorzystania środków unijnych, pozwalających na efektywne finansowanie tej formy współpracy w sektorze usług użyteczności publicznej.

This article tackles the problem of the ownership structure of the enterprises managing airports. The process of privatization of certain airports that has recently been conducted in France provoked a discussion about the possible effects of this process. The critical report of the Court of Auditors (Cour des Comptes), published after the privatization of the airports in Toulouse, Nice and Lyon, as well as the strong opposition to the privatization of Group ADP (managing the airports in Paris), leads to the conclusion that it is necessary to verify if the legal measures adopted in European Union’s and national legal systems are efficient and adequate to ensure the proper functioning of airports after privatization.

Tegoroczna konferencja Infrastruktura Polska była okazją do spotkania w jednym miejscu i czasie, na neutralnym gruncie, przedstawicieli zleceniodawców i wykonawców. Po dramatycznych wydarzeniach 2012 r. spodziewaliśmy się ostrej polemiki, natomiast zamiast burzliwych i jałowych sporów, spotkanie okazało się wyjątkowo merytorycznym forum wymiany poglądów obu stron.
The 2013 Infrastruktura Polska (Polish Infrastructure) conference was an opportunity for representatives of contracting authorities and contractors to meet in a single time and place, on neutral ground. After dramatic upheavals of 2012 we expected much discussion. However, instead of heated and pointless arguing, the meeting proved an unexpectedly constructive and businesslike exchange of opinions on both sides.

The research explains the background of an alliance model which is a new collaborative project concept in urban infrastructure investments and reviews stakeholder views of applied alliances based on a case study analysing project experiences in the city of Tampere, Finland. The alliance model is considered a potential solution for some of the chronic productivity and other problems of the building industry and the classic difficulties in public-sector investment projects, but the model fits a purpose primarily only in publicly funded, technically challenging and sufficiently large projects. The alliance model has initiation, development and implementation phases, and of these phases, the interviewed experts named the development phases as particularly critical, as team spirit, shared ethos, and joint goals must all be built in that phase before the actual collaboration between contract parties can be initiated.

Opis:
The organization of municipal services, including the choice of the way they are provided, is the responsibility of municipalities. This article presents the organization and the provision of municipal services in five small towns: Brzeziny, Głowno, Konstantynów Łódzki, Łęczyca and Rawa Mazowiecka. The data show that water supply, sewerage, purification, maintenance of greenery and municipal waste management are standard services, although differences occur in both the levels of the dissemination of services and in the density of the transmission networks.
Organizacja usług komunalnych należy do zadań własnych gminy. W artykule przedstawiono zakres oraz sposób organizacji i świadczenia usług komunalnych, a także porównano taryfy opłat i cen oraz dochody i wydatki budżetowe, związane z sektorem usług komunalnych, w pięciu małych miastach województwa łódzkiego. Z danych wynika m.in., że usługi wodno-kanalizacyjne, oczyszczania miasta, utrzymania zieleni oraz odbiór i zagospodarowanie odpadów komunalnych są w tych miastach standardem, choć wyraźne różnice występują w gęstości sieci przesyłowych oraz w poziomach upowszechnienia usług.
