Brak jest wiarygodnych argumentów przeciwko potrzebie inwestowania w tanie budownictwo socjalne na świecie. W wielu krajach ludność uboższa boryka się ze znalezieniem bezpiecznego mieszkania w przyzwoitej cenie w dobrej lokalizacji. Państwa, które chcą inwestować w budownictwo socjalne, walczą z narzuconą integracją funkcjonujących już osiedli, borykają się z zastałą strukturą społeczną, która jest zamknięta dla ludzi ubogich, i w końcu zmagają się też z utrwalonymi tradycjami kulturowymi, które powstrzymują zmiany konieczne dla rozwoju budownictwa socjalnego. Jednakże, kiedy społeczeństwo ma możliwość zbudowania nowego miasta od podstaw, czy uwzględni w projekcie mieszkania socjalne? Czy projekt nowego miasta wytworzy taki sam podział dóbr, takie same struktury ekonomiczne oraz dotychczasowe warunki, prowadząc do zapotrzebowania na budownictwo socjalne, czy może owo miasto będzie zakładało w swoim projekcie budownictwo socjalne? Niniejszy artykuł posługuje się przykładem Warszawy, miasta zniszczonego przez Niemców w czasie drugiej wojny światowej, a potem okupowanego przez ZSRR. Warszawa po upadku Związku Radzieckiego szybko została przebudowana, a władze miały możliwość stworzenia miasta, którego częścią jest budownictwo socjalne, jako centralną i stałą część miasta, co stworzyło społeczeństwo o zróżnicowanych dochodach, gdzie każdy ma dla siebie miejsce.

The paper presents an analysis and assessment of changes in housing situation in Poland on basis of 2002 and 2011 Censuses. The analysis shows that between 2003–2011 a regression was observed in scale and significance of many elements of the public sector in housing in Poland. The regression corresponds with excessive market orientation of the housing policy in Poland and resulting immediacy and short-sightedness of institutional and legal regulations. Simultaneously, improvement in housing and increase in the average size and density of population of flats in Poland were observed, including in the public sector

Niniejszy esej poświęcony jest pogłębionej refleksji i badaniom dotyczącym wewnętrznej przestrzeni domu i jej cechom, które prowadzone były we Włoszech między końcem lat dwudziestych a końcem lat czterdziestych. Poprzez wystawy, publikacje i kilka realizacji, włoscy architekci zajmowali się zagadnieniem przestrzeni domowej i jej różnymi aspektami: kompozycyjnymi, technicznymi, ekonomicznymi, społecznymi. Stało się to możliwe dzięki wizji związanej z międzynarodowym kontekstem, ale także za pośrednictwem takich architektów i uczonych jak Gio Ponti, Franco Albini, BBPR, Diotallevi i Marescotti, i ich swoistej włoskiej interpretacji tematu „domu człowieka” / „domu dla ludzi”.
The essays focuses on how, between the end of the Twenties and the end of the Forties, in Italy there has been a deep reflection and investigation about the interior space of the house, and its qualities. Through exhibitions, publications, and some realizations, the Italian architects dealt with the issue of the domestic space and its different aspects: compositional, technical, economic, social. That happened thanks to a vision related to the international scenario, but also, thanks to architects and scholars such as Gio Ponti, Franco Albini, BBPR, Diotallevi and Marescotti, with a peculiar Italian interpretation of the “house of man”/”house for people” topic.

The article addresses the concept of asset-based welfare which is a growing research area focused on the role of household estate in old-age security. The paper begins with a general background on the concept of asset-based welfare with particular reference to housing wealth. The author discusses its main features, according to which the individual accumulation of wealth can be a viable alternative to the public system of social policy, especially with regard to old age income support. In the second part, he uses this concept to assess social policy in Poland. Special attention is given to the changes in the tenure structure of the housing system in Poland that resulted from transition to the market economy. The author also emphasizes main limitations of the concept of asset based-welfare and its potential distributional consequences.

The article deals with the issue of the place, role and significance of the achievements of the housing policy of the Polish People’s Republic (PRL) and in the economy before and after 1989, observed from the contemporary social and economic point of view. In the period of systemic transformation, expert and opinion-makers were, in majority, critical of the achievements of the housing policy of the prior period. This led to the creation and subsequent consolidation in public discourse of the negative image of the housing construction of the PRL period. 30 years after the collapse of communism, during which time the free market economy developed and Poland became a member of EU, this topic requires a more objective look and a more focused approach to the range of socio-demographic and economic changes that took place during that period. The current perception of the problem is also influenced by the lack of solutions to the housing issue by successive governments of the Third Republic of Poland.

Purpose: This paper aims to analyze the importance of the urbanism planning and its relation with the effectiveness of the recently approved Spanish Housing Plan 2018-2021 of measures to favour access to dignified housing as a welfare state policy. Methods: With this purpose, the paper shows that the origin of the access to social housing depends on the urbanism activity using the method of the study of the enacted law. Results: The result of this research underlines that legislator must take in account this relation when approving urbanism regulations. Discussion: The central discussion is focused on improving urbanism regulations in order to ease the real access to dignified housing as a goal to lead to more effectiveness in the Housing Planning application.

In the author’s opinion the instruments proposed in the bill may fail to fulfil their task in terms of solution of the housing problem among young people. On the contrary, it can speed up depopulation of small and middle-sized towns. The bill may have unfavourable economic and social consequences on the housing market and also a negative impact on the finances of gminas (communes). The author points out that granting housing allowances to the young adults without housing problems is contrary to the principle of economic prudence.

W artykule przedstawiono analizę i ocenę ustawowej działalności gmin w zakresie tworzenia warunków do zaspokojenia potrzeb mieszkaniowych wspólnoty samorządowej poprzez aktywną politykę dotyczącą ilości, jakości i rozmieszczania przestrzennego budownictwa mieszkaniowego. Posłużono się przy tym informacjami z badań ciągłych Instytutu Rozwoju Miast (Informacje o mieszkalnictwie... 2009, 2010, 2011, 2012, 2013) prowadzonych w 20 wybranych miastach Polski zróżnicowanych przestrzennie i pod względem liczby ludności. Podjęcie tematu uzasadniały zarówno dane statystyczne dotyczące ogólnej sytuacji mieszkaniowej w Polsce, jak i raport OECD oceniający problem dostępności mieszkań w naszym i innych wybranych krajach europejskich.
The article presents an analysis and evaluation of the statutory activities of municipalities in creating conditions to meet the housing needs of local communities through an active policy on the quantity, quality and distribution. The information used in the article comes from continuous study of Institute of Urban Development (Informacje o mieszkalnictwie… 2009, 2010, 2011, 2012, 2013) conducted in 20 selected Polish cities which varied spatially and in terms of population. An overall housing situation in Poland and the OECD report assessing the problem of availability of housing in Poland and other selected European countries prove the necessity of analysis of such kind.

Will Ireland share the fate of Iceland? Is this open, small economy with a debt-to-GDP ratio of above 130% on the verge of bankruptcy? Economists argue that if public debt is greater than national income, then smaller economies, heavily involved in the international division of labor are at risk of becoming insolvent. The bankruptcy of Ireland, whose prosperity is based on its reputation for being a good place to do business, could be a catastrophy. Contrary to the countries of southern Europe, the economy of the Green Island has never had problems with paying its liabilities and with solvency. While Greece has gone bankrupt five times since gaining independence in 1826 and Spain as many as thirteen in the past two centuries, Ireland's history in this area is impeccable (Reinhard, Rogoff, 2009, p. 3-6). Since the beginning of the 21st century Ireland's economic development has been based mainly on construction industry and not exports, as it used to be in the 1990s when the country was nicknamed the Celtic Tiger. The boom resulted in a budget surplus and a positive balance in current settlements. But it also resulted in higher prices - the Irish no longer had to accept slow wage growth to stay internationally competitive - which, combined with the low nominal interest rate of the European Central Bank, provided fertile ground for the build-up of the real estate bubble. The aim of the article is to identify the factors that led Ireland to the brink of bankruptcy and to try to answer the question whether the action of recapitalization of failing banks by the government and international financial institutions will bring the expected results in the form of healing the financial system and returning Green Island to the path of economic growth.

Artykuł porusza zagadnienie współistnienia sacrum i profanum w przestrzeni publicznej w środowisku mieszkaniowym, w świetle badań życia publicznego i kompozycji urbanistycznej. Podjęty problem badawczy dotyczy potrzeby istnienia przestrzeni sacrum o tradycyjnej formie miejskiego placu w wielkich osiedlach mieszkaniowych. Odpowiedź oparto na badaniu placu przed kościołem Wniebowstąpienia Pańskiego na Ursynowie Północnym w Warszawie pod kątem relacji sacrum i profanum i jej wpływu na warunki życia na osiedlu mieszkaniowym. Przeprowadzono badania genezy formy placu, uwarunkowań prawa miejscowego oraz praktyk partycypacyjnych, a także aktywności w przestrzeni placu na podstawie obserwacji in situ w latach 2004-2022. Wyniki badania wskazują na istnienie potrzeby miejskiej przestrzeni publicznej, która nie jest uzewnętrzniana w obecnych praktykach miejskich i partycypacyjnych.
The article discusses the coexistence of the sacred and the profane in the public space of a residential environment – in the light of research on public life and urban composition. The research problem concerns the existence of the need for a sacred space in the traditional form of an urban square in large housing estates. The study regarded the relationship between sacrum and profanum and its impact on the living conditions in the housing estate, exemplified by the square in front of the Church of the Ascension in North Ursynów district in Warsaw. The research subject included the genesis of the form of the square, the local legal background, participatory practices, and activity in the space of the square based on the on-site observations made in the years 2004-2022. The study results show the need for public urban space, not addressed in current urban and participatory practices.

W artykule omówiono znaczenie przestrzeni otwartych na terenach mieszkaniowych oraz współczesne tendencje w ich kształtowaniu.
Quality of living place concern of many aspects like: flat, residential housing estate, town. For quality of residing effects not only condition of building, but public areas in big measure. public spaces play significant role in life of inhabitants, they give us sense of safety and they are allowed to identify with place. Let’s have hope, that fields near the buildings will be changed and for several years blasted district will be not subsist. So, need of fitting of environment for functional and economic requirements is important the same like aesthetic value.
