In recent months, the COVID-19 virus has become a key challenge for all countries, regardless of their geographical location, economic situation or system of government. As stated by Grzegorz Rydlewski, the crisis has become a condition for balancing and targeting the activities of supranational structures, states, various intermediate structures, and individual people (Rydlewski, 2020). The main aim of the present article is to discuss the trends and changes to public decision-making processes introduced by the lawmaker in connection with the epidemic threat to local government administration. Unquestionably, one of the negative effects of the pandemic is the fact that holding meetings of local government bodies in physical form has been unsafe since the outbreak. Legal and technical solutions have been introduced which partly transfer the decision-making process to the digital world by allowing remote meetings for a wide range of statutory bodies. In this context, it is important to examine the usefulness, practicality and efficiency of the solutions adopted, and also to identify key obstacles and challenges to local government decision-making processes. Additionally, examples of ICT tools supporting decision making in local government units will be duly provided. Finally, key problems identified in the course of the analysis in question, e.g., issues related to the area of cyber security, will be also highlighted.

The aim of the article: The aim is to examine factors explaining tax compliance identified in the Economy to design an efficient tax compliance system. Methodology: In order to achieve the formulated aim, the paper provides an economic literature review on tax compliance related to the efforts of governments to encourage taxpayer compliance while minimizing the cost of a tax administration’s activity. The paper presents a brief laying out the economics of tax evasion. Them, it focuses on critical summaries of what has been learned. Results of the research: The different factors identified indicate that tax compliance is a complex problem, with evident social costs and a significant impact on tax administration decisions. The tax compliance system minimizes the uncertainty and encourages the adoption of a series of voluntary mechanisms for cooperation between taxpayers and the tax administration.

Legal Aspects of Lobbying in Decision-Making Processes of Public AdministrationThe process of decision-making in public administration is multifaceted, with the deci-sion being the result of complex proceedings aimed to settle a case or reach a specific goal. Public administration works in this area mainly in the legał environment, but not only. The decision-making process is determined by social conditions and includes agency of various persons whose conduct and actions lead to certain conseąuences. Due to the different tasks of public administration, its activity is not merely a result of the will of a given body but it can also be initiated by applicants interested in the attainment of defined objectives, including through lobbying. The essence of lobbying is to influence, within the confines of law, decisions of public authorities in a particular direction. In Poland, lobbying is nów an institution regulated by the Act of 7 July 2005 on Lobbying Activity in the Lawmaking Process (OJ No 169, item 1414).Lobbying is also very common in the European Union, where the phenomenon is not only acceptable, but even desirable.Lobbying is seen as bringing benefits for both parties consulted. Therefore, at the level of the European Union, certain standards have been determined defining the scope of relations between the Community Institutions

While many people all over the world become conscious about serious defects and inefficiencies of the prevailing political systems based on representative democracy, alternative solutions for more just and inclusive systems of governance continue developing. Alternative forms of democracy based on the idea of civic participation and deliberation have more and more followers, who are willing to implement innovative participatory and collective decision making practices in various areas and at various organizational levels. However, the strife for greater self-governance, reinforcement of citizens role in political decision-making processes and establishment of bottom-up control over public expenditures is often considered as a merely utopian project, especially by those who benefit most from the current status quo. In this article, I examine the fundamental ideological challenges for the new egalitarian approaches and argue that instead of making dichotomous distinction between utopianism and realism, realistically utopian approach is the most desirable.

The Complaint-Filing Right in Administrative Court Proceedings as an Aspect Influencing Decision-Making Eficiency in Public AdministrationAn overall assessment of the current system of the authorisation to file a complaint have led to the conclusion that a sheer number of regulations and the level of their complexity prevent it from being transparent enough to support eficiency in public administration. An optimal level of knowledge as regards who, when and on what conditions can file a complaint will be helpful in the decision-making applied by public administration oficials. Therefore, this article aims to provide the readers with a summary of doctrine views and court judgements as well as analysis of the complaint-filing right. It is hoped that this contribution considerably helps improve decision-making eficiency in public administration.The first chapter of the article focuses on one of most popular authorisations to file a complaint, often described as a universal complaint-filing right. The second chapter includes analysis of the authorisation to file a complaint in someone else’s case. Subsections describe complaint-filing authorisation for prosecutors, the Ombudsman, the Children’s Ombudsman and social organisations. The third chapter provides a description of the authorisation to file a complaint introduced by local-government acts. Its individual subsections examine the authorisation to file a complaint under local-government resolutions and under the act on the supervision of local-government units. The last chapter reviews the complaint-filing right in other lex specialis acts in relation to the Administrative Court Proceedings Act.

The article is devoted to the specificity of application of law in the administrative type of this process. The subject is presented in the context of legal and extra-legal conditions of functioning of public administration that are linked to the necessity to implement public functions by administrative bodies. The article discusses the characteristic features of the administrative type of application of law, particularly when compared with judicial decision making. Special attention is also paid to decision making in the situation of existence of administrative approval as well as influence of politics and policies on decision making process.
Niniejszy artykuł został poświęcony omówieniu specyfiki stosowania prawa w typie administracyjnym. Poprzedza je ogólna refleksja na temat uwarunkowań prawnych i pozaprawnych funkcjonowania administracji publicznej, związanych z koniecznością dążenia przez jej organy do realizacji zadań państwa. Uwarunkowania te w znaczny sposób mogą wpływać na procesy podejmowania decyzji zarówno w ujęciu jednostkowym, jak i w odniesieniu do kształtowania się pewnych linii decyzyjnych. W dalszej części omówiono cechy charakterystyczne administracyjnego typu stosowania prawa, w szczególności w zestawieniu z orzeczniczą działalnością sądów. Odrębności te wiążą się przede wszystkim z faktem, iż stosowanie prawa w typie administracyjnym jest elementem szeroko rozumianego zarządzania w sferze publicznej. Różnice dostrzegalne są również w przebiegu rozumowań podejmowanych przed decydenta. Szczególną uwagę warto zwrócić na formułowanie treści decyzji finalnej w ramach uznania administracyjnego, które uprawnia organ do wyboru tego − spośród co najmniej dwóch prawnie dopuszczalnych rozstrzygnięć − które pełniej realizuje założoną politykę decydowania (stosowania prawa). To ostatnie zagadnienie zostało szerzej omówione w ramach ostatniej części artykułu, w której zanalizowano wpływ polityki na proces stosowania prawa i rozumowania organu podejmującego decyzję.

The rapid development of cybernetics allows the use of artificial intelligence in many areas of social and economic life. The State can also harness algorithms and machine learning for its actions. Automatic decision making should be one of the stages in the development and improvement of public administration. While it is easy to implement these solutions in the case of related decisions, decisions made under administrative discretion, general clauses or valuation standards pose a challenge. The correct transformation of paper-based public administration into automatic public administration requires a change in decision makers’ thinking, the introduction of new solutions, and building trust in artificial intelligence. Therefore, new solutions have to be built in accordance with the principles of transparency, accountability, equality, goodness and justice. Artificial intelligence making automatic decisions on behalf of the State must be a tool to support the execution of public tasks concerning citizens which is based on trust towards AI and public administration.

Ze względu na znaczenie procesu podejmowania decyzji dla sukcesu organizacji publicznych niniejszy artykuł skupia się na propozycji metody badawczej przedmiotowego procesu. W pierwszej części artykułu zawarto rozważania teoretyczne dotyczące decydowania w organizacjach publicznych. Druga część zawiera propozycję wykorzystania tzw. rekonstrukcji procesu decyzyjnego do analizy procesu podejmowania decyzji w organizacjach publicznych.

The article presents the impact of information and information system on the decision making process by middle managers in public administration as well as factors and barriers to rational decision making. In addition, it was presented the theoretical research model for decision making in public administration. Empirical studies were carried out in the example unit of ZUS.

The literature on the activities of public relations (PR) is getting richer. Also, numerous empirical studies on the PR process, methods and techniques are conducted, as well as analyses on the effectiveness of PR and ethics in this field. There is a relatively small number of studies that examine decision-making processes by PR practitioners. Despite numerous discussions on the issue of decision-making, methods of decision making in public relations are not a subject of research and debate. Most decisions in this area are probably made unsystematically and in a very individual way. However, the introduction of effective methods, proven in other areas, which support decision making practice related to communication processes, can help to improve efficiency and effectiveness of the organization in the field of building relationships with the stakeholders. The authors show how the use of cognitive maps and the WINGS method can help PR consultants to choose a PR strategy in situations which can seriously jeopardize the organization's reputation.
