In the article I intend to describe the way in which “scientific” categories of race and class are invented and transferred into public culture and subsequently instrumented in creating and maintaining imaginaries and practices of colonial and postcolonial power relations. I interpret colonialism and postcolonialism in a very broad context, as a continuum encompassing creation and recreation of the contemporary rules and phenomena that are related to the functioning of nation-state power, which in turn is shaped, as a set of ideas, by discourses of public culture. My arguments derive from anthropological research on social mobility and are illustrated with examples from Jamaica and the USA.

Celem artykułu jest skonfrontowanie publicznego sektora kultury z koncepcją corporate social responsibility (CSR). Muzea publiczne z założenia traktowane są jako instytucje zaufania publicznego, w rzeczywistości nie określono jednak precyzyjnych kryteriów, które powinny spełniać jako instytucje odpowiedzialne społecznie. Dlatego w przeprowadzonym badaniu wykorzystano wybrane kategorie z obszaru CSR, analizując je w odniesieniu do rzeczywistości organizacyjnej muzeów publicznych.
The article examines the application of the concept of corporate social responsibility (CSR) in the cultural public sector. Public museums are treated as institutions of public trust by definition. However, any precise criteria which they should fulfill as socially responsible institutions haven’t been defined. Therefore, the conducted study aims in description of selected categories of CSR, analyzing them in relation to the organizational reality of public museums.

This article describes the changes in cultural policies in Poland which were triggered by the introduction of autonomous local self-governments in 1990 and 1998. The paper begins with a short presentation of the history of the decentralization of public authority and public funding of culture. Then competences of the Ministry of Culture and local governments in various cultural areas are compared. In the third part the authors focus on the accessibility of EU funds and its influence on the cultural sector. In next part the budgetary plans of local government units and actual expenditure on culture are compared. The concluding remarks present an overview of the changes which took place between 1990 and 2015. The article includes analysis based on data from the Central Statistical Office of Poland and from the Ministry of Finance.

The article focuses on public expenditures on culture in Poland. It begins with an overview of budgetary and extra-budgetary funding, including state appropriated funds and other public institutions established to support certain culture area, as well as culture institutions. As the aim of the article is to explore the wider aspect of the issue, special attention is given to the expenditures on arts education. Next the author provides an analysis of financing culture in the period 2007–2014, both on central and local level. In final section the Polish public expenditures on culture are compared with European Union corresponding data.

The main objection to the empowermet theory in management education here is the fact of concealing fundamental violence that defi nes relations within institution of academy. Removal of the question of conflict from the concept of empowerment deprives it from real emancipating power. In contrast to empowerment, Harol Bloom’s idea of subjectivity as an agon is presented.

Nowadays, many developing countries such as China, India and Vietnam, etc. have been trying to improve public service culture in public service organizations through eliminating corruption, more integrity, and training and improving good corporate governance. Based on theories background on public service culture, or public administration culture and conflicts of interest, this paper aims to evaluate real situation of interest conflicts in public enforcement in Vietnam nowadays; then, it will use a combination of logic and synthesis, qualitative and quantitative methods, and inter-social scientific industries analytical method to propose some recommendations to reduce conflicts of interest in public enforcement in the country on the basis of further clarifying the concept of “public service culture” and “conflict of interest” in public service. For instance, the paper suggests that we need to amend regulations on giving and receiving gifts, and increase the control over assets and income. Last but not least, we suggest future desired research direction: we can expand researches to other emerging markets in Asia, China, India, Malaysia, Myanmar, etc.

Rodzina we współczesnej myśli społecznej jest analizowana w badaniach wielu nauk: psychologii, socjologii, pedagogiki, antropologii. Udział rodziny w procesach tworzenia społeczeństwa i jej rola w publicznej przestrzeni kultury, religii i edukacji jest wciąż aktualnym problemem. Rodzina staje się miejscem powstawania i doświadczania wartości, kultury, relacji i wzorów osobowych. W opracowaniu tym przyjmuje się pojęcie rodziny jako środowiska społecznego, którego kluczową funkcją jest „rodzenie” istot w wielorakim sensie: biologicznym, duchowym, kulturowym, aksjologicznym i społecznym. Refleksja przyjmuje kontekst edukacyjny o roli edukacji rodzinnej we współczesnym i zmieniającym się świecie.
The issue of family in a contemporary social thought is analyzed in many sciences: psychology, sociology, pedagogy, anthropology. Family participation in the processes of creating the society and its role in the public culture, religion and education is still a current problem. The family becomes the place of originating and experiencing with values, culture, relationship, and personal models. This study presents the concept of the family as a social environment, that the basic function is ”giving birth" to creatures in many aspects: biological, spiritual, cultural, axiological and social. The reflection of the role of family education in a contemporary and still changing world, is put into the educational context here.

The article refl ects on the opportunities that social media offers in order to avoid the self-created intellectual chamber by allowing educators to share and challenge ideas and concepts through the so called non-traditional “great spare time revolution”.

Opis:
Public aid can be involved even in such peculiar public activity sector as culture and heritage conservation. Hence, the EU projects implemented in this area may be subject to legal restrictions on state aid. In this respect, particular legal doubts concerning state aid arise in the context of “impact on trade” premise. This situation is a consequence of both lack of clear definition thereof and the peculiar nature of culture projects. The present paper is aimed at identifying particular issues that ought to be taken into account when determining the possible impact on trade (recommendations for judicature). These issues aren’t actually defined in law, but only in few judgments and literature. Hence, there is a necessity to make further researches.

In 2016, the title of the European Capital of Culture was awarded to Wrocław. To celebrate the year of 2016 citizens could partake in many cultural initiatives prepared specially for this occasion. The proposals aimed at the people of Wrocław included the ECC 2016 Microgrants program, under which any citizen could realize, gain funding, as well as obtain administrative and promotional support for their designed cultural activity. Field studies conducted during the first two editions of the program served as the basis for a report, which includes conclusions regarding the perception of the urban space submitted by task performers. Low-budget cultural activities proved to be an excellent pretext for the citizens to reconsider the issues of public space in Wrocław, access to cultural events or the manner of constructing official discourses about the city and its space. This article focuses on the issue of space in the context of Microgrants 2016 and presents the outcomes of the fieldwork.

Ewolucja teorii i praktyki zarządzania pokazuje, że we współczesnych warunkach funkcjonowania organizacji niezbędne staje się przeprowadzanie zmian o charakterze innowacyjnym. Stwierdzenie to dotyczy również szpitali, które od wielu lat poddawane są ciągłym przemianom, próbując pogodzić rozwój medycyny z ograniczonością zasobów w ochronie zdrowia. W niniejszej publikacji podjęto próbę określenia czynników kształtujących proinnowacyjną kulturę organizacyjną. Analiza literatury prowadzi do wniosku, że zasadniczymi czynnikami kształtującymi kulturę wspierającą innowacje są strategia, struktura, twórczość i kreatywność, technologie informacyjne i komunikacja.
The evolution of management theory and practice shows that innovative changes are essential in modern organizations. This is particularly true in the case of hospitals that have been changing continuously for years, bringing together modern medical development and scarce healthcare resources. This publication is an attempt at determining factors enhancing the shaping of pro-innovative organizational culture. The analysis of topical literature leads to the conclusion that the main factors of pro-innovative culture are the organization's strategy and structure, the creativity and activity of its staff, information technology, and communication processes.

Przedmiotem analizy w artykule jest udział administracji jednostek samorządu terytorialnego w prowadzeniu instytucji kultury. Na tle ogólnopolskim przeanalizowana została sytuacja w województwie podlaskim. Główne zagadnienia opracowania to zasady i metody finansowania instytucji kultury przez regionalny samorząd terytorialny oraz różne sposoby pozyskiwania przez instytucje kultury dodatkowego,  pozabudżetowego dofinansowania ich działalności, szczególnie ze środków pochodzących z budżetu Ministerstwa Kultury i Dziedzictwa Narodowego oraz Unii Europejskiej. Autor wskazuje na zróżnicowanie przestrzenne, społeczne i finansowe związane z dostępem do wydarzeń kulturalnych i uczestnictwem w nich na przykładzie województwa podlaskiego. Postuluje większą profesjonalizację zarządzania instytucjami kultury na szczeblu województwa oraz prowadzenie prorozwojowej polityki kulturalnej przez jednostki samorządu terytorialnego. Akcentuje również konieczność aktywizowania lokalnych i regionalnych społeczności w związku z wydarzeniami kulturalnymi i współuczestniczenia mieszkańców w ich organizowaniu. Uczestnictwo w kulturze na poziomie lokalnym i regionalnym oraz rozważna polityka władz w tym zakresie są podstawą budowania silnych więzi społecznych i tożsamości regionalnej mieszkańców.
The subject of the analysis in the article is the participation of the local government administration in running a cultural institution. The situation in the Podlaskie voivodship has been analyzed on a nationwide basis. The main problems focus on the principles and methods of financing cultural institutions by regional self-government and various ways of obtaining additional, extra-budgetary funding for their activities, especially from Ministry of Culture and National Heritage and the European Union. The author points to spatial, social, and financial diversification related to the access to cultural events and participation in them using the example of Podlaskie voivodship. He propounds greater professionalisation related to running cultural institutions at the level of the voivodship as well as conducting pro-development cultural policy by local government units. He also stresses the need for activating local and regional communities in connection with cultural events and participation in organizing them. Participation in culture at the local and regional level and prudent government policy in this area are the foundation for building a strong social and regional identity.

The judgment of the Supreme Administrative Court of 8 May 2018 concerns the issue of relations of property rights to public interest, in connection with the resolution of the commune council, regarding the creation of a culture park. The resolution introduces a specific public-law regime in a given area, taking into account the general needs, which simultaneously causes interference in the sphere of subjective rights, in particular through a system of prohibitions and restrictions. The judgment is based on the conviction that there is a need in the public space to protect cultural values. In the aspect of the constitutional principle of proportionality, it is also important to consider the private interest in the area covered by protection in the form of a culture park.

The political culture in the Polish media coverage, due to its low level, is one of the most difficult issues in the public debate. Today, media culture (and the culture in media) is determined by the mutual behavior of politicians and journalists. Especially journalists, who are more deeply dependent on politicians and topics bounced by their for public pseudo-discussion. The quality of journalists work is in straight relation to the language of contemporary politics and the media issues are created based on even the most trivial impulse, which is sent to them. Thus, the language of the media is reduced to the level imposed by the language of politics and the culture in the media undergoes the dictates of political life. Therefore, the overriding problem is the transfer of information based on the criterion of social (not political) interests, and not the implementation of the communication chain of artificial issues, which, thanks to the political signals become part of media culture.

The paper analyzes the essence of public diplomacy as an instrument of foreign policy. Attention is drawn to the institutional aspects of the implementation of public diplomacy in Ukraine, in particular to governmental and non-governmental initiatives in this area. In the conditions of the Ukraine crisis, Ukrainian public diplomacy is intensifying. In particular, Ukraine has established the Ukrainian Institute, the Ukrainian brand (UkraineNow) has been approved for the first time since independence, and the Department of Public Diplomacy was established at the Ukrainian Ministry of Foreign Affairs. The paper also considers the program dimension of Ukrainian public diplomacy, its historical traditions, its contemporary role and significance. It is established that in modern conditions, public diplomacy not only ensures a positive perception of the state by the international community, but also plays an important role in ensuring national security.
