    Chmura obliczeniowa (Cloud Computing) stanowi obecnie ważny trend na rynku IT. Usługi Cloud Computing polegają na dostarczeniu i udostępnianiu wydajnych i skalowalnych zasobów IT (sprzętu, oprogramowania i usług), a usługodawca, którym jest zwykle podmiot zewnętrzny (ewentualnie wewnętrzny dział IT), oferuje usługi informatyczne odbiorcom za pośrednictwem sieci. Chmura obliczeniowa dynamicznie się rozwija zarówno w Polsce, jak i poza jej granicami i coraz częściej uzupełnia, a nawet zastępuje klasyczną formę wdrożeń technologii informatycznych w organizacjach. W artykule, na bazie raportów i opracowań firm analityczno-doradczych i innych organizacji, przedstawiono aktualny stan i prognozy rozwoju Cloud Computing w Polsce oraz niektórych krajach UE. Wskazano również bariery warunkujące dalszy rozwój Cloud Computingu w Polsce.
    Cloud computing is now an important trend in the IT market. Cloud Computing services function by delivery and provision of efficient and scalable IT resources (hardware, software and services), and the service provider, which is usually an external subject (or internal IT department), offers IT services to customers via the network. Cloud computing is growing rapidly, both in Poland and abroad, and more often complements or even replaces the classical form of implementation of information technology in organizations. In the paper on the basis of reports and studies research prepared by different organizations the current status and forecast of Cloud Computing development in Poland and in some EU countries were presented. It also identified barriers conditioning the further development of Cloud Computing in Poland.

    In the paper analysis of available, free Cloud Storage services for company/enterprise applications is presented. The choice of the most appropriate cloud service will be associated with such features as its compatibility in relation to the terms of use, data security, performance and stability. Performed analysis focuses on solutions which the license does not prohibit the use of their free version of the service for commercial purposes, in the company. An important factor, partly influencing for the choice, will also be intuitiveness, additional functionality and ease of use offered by client applications.

    More and more frequently companies decide to get rid of certain functions of their structures by using outside firms to provide components and services. Outsourcing, very popular in recent years, has the purpose of reducing spendings in departments of a company. However, it this goal achieved? Often, such cost reduction is connected with the dependence of the customer on the supplier - which can, in the long run, globally contribute to raising costs. Will such delegation of certain responsibilities not cause a significant danger of losing its independence and a gradual increase in spendings in such a way that, in a broader perspective, they will be much higher than the costs before outsourcing? What will happen when a company dependent on its supplier or provider wants to pass another or a different company a particular job? Furthermore, if the company management decided to dispense with the services offered by a third party - would we be able to import the data that we receive into any other system? The compilation is an attempt at familiarizing the reader with the meaning of Cloud computing, as well as the concepts directly related to it. An attempt has been made to systemise the knowledge of the subject and present the main premises and hazards that are associated with the implementation of solution.

    This paper presents a case study on how to design and implement a public administration services platforms, using the SOA paradigm and cloud model for sharing among citizens belonging to particular districts and provinces, providing tight integration with an existing ePUAP system. The basic requirements, architecture and implementation of the platform are all discussed. Practical evaluation of the solution is elaborated using real-case scenario of the Business Process Management related activities.

    The article is devoted to generation techniques of the new public key crypto-systems, which are based on application of indistinguishability obfuscation methods to selected private key crypto-systems. The techniques are applied to symmetric key crypto-system and the target system is asymmetric one. As an input for our approach an implementation of symmetric block cipher with a given private-key is considered. Different obfuscation methods are subjected to processing. The target system would be treated as a public-key for newly created public crypto-system. The approach seems to be interesting from theoretical point of view. Moreover, it can be useful for information protection in a cloud-computing model.

    Chmura obliczeniowa stała się powszechnym rozwiązaniem stosowanym w środowisku biznesowym. W instytucjach publicznych interesariusze zewnętrzni i wewnętrzni mają ograniczone możliwości korzystania z zasobów informacyjnych ze względu na zaniedbania we wdrażaniu nowych rozwiązań. Na cel artykułu składają się opracowanie i weryfikacja koncepcji modelu chmury obliczeniowej w procesie zarządzania instytucjami publicznymi. Bezpośrednia analiza dostępnych rozwiązań dokonana przez autora za pomocą wywiadu wskazuje na to, że w instytucjach publicznych brakuje kompleksowych rozwiązań informatycznych w obszarach dziedzinowych. Dodatkowo informacje z bieżących raportów opublikowanych na stronach WWW w zakresie stosowania technologii ICT w instytucjach publicznych potwierdzają brak spójnej koncepcji informatyzacji dla tego obszaru. Model został opracowany na podstawie przeprowadzonych badań własnych, które wykorzystywały studia literaturowe, analizę case studies raportów, publikowane przez niezależne organizacje zajmujące się stanem ICT w instytucjach publicznych, wywiady i analizę rozwiązań stosowanych w instytucjach publicznych oraz doświadczenia własne autora we wdrażaniu rozwiązań chmury obliczeniowej.
    Cloud computing has become a common solution used in the business environment. Consumers of services and products offered by business have been accustomed to using IT tools. The management of IT resources significantly simplified the process of meeting the needs of a stakeholder as a consumer. In the management of public institutions, significant negligence can be observed in the implementation of new solutions. The article will discuss the cloud computing model in the process of managing public institutions. The model was developed based on our own research.

    The mission of public institutions is to meet the needs of the inhabitants of a given country. Their activities are financed from the budget. Adequate management of these measures affects stakeholder satisfaction. At present, the evaluation of budget spending on data processing by means of information technology is not high. This is primarily due to the poor organization of data processing as a whole in public institutions. In general, data processing tasks are performed at the lowest level – the municipality. This generates unnecessary costs resulting from changes in the institution. The aim of this article was to present a data processing model based on a computational cloud. This model only concerned local government units at the municipality level. The author included in it the organization of the data processing process. The presented model and its subsequent implementation will enable a faster and more efficient data flow in this institution. And the budget saved can be used for other purposes to meet the needs of the population in another sphere.
    Misją administracji publicznej jest zaspokojenie potrzeb mieszkańców danego terytorium kraju. Ich działania są finansowane ze środków budżetowych. Odpowiednie gospodarowanie tymi środkami wpływa na zadowolenie interesariuszy. Obecnie ocena wydatkowania środków budżetowych na przetwarzanie danych za pomocą technologii informacyjnej nie jest wysoka. Wiąże się to przede wszystkim ze złej organizacji procesu przetwarzania danych jako całości w administracji publicznej. Generalnie zadania przetwarzania danych realizowane są na najniższym poziomie - czyli gminie. Generuje to niepotrzebnie koszty wynikające z wprowadzania zmian w administracji. Celem artykułu było zaprezentowanie modelu przetwarzania danych w oparciu o chmurę obliczeniową. Model ten dotyczył tylko jednostek samorządu terytorialnego na poziomie gminy. Autor zawarł w nim organizację procesu przetwarzania danych. Przedstawiony model i późniejsza jego implementacja pozwoli na szybszy i skuteczny obieg danych w administracji. A zaoszczędzone środki budżetowe będzie można przeznaczyć na inne cele, zaspokajając potrzeby mieszkańców w innej sferze.

    Cloud Computing (CC) is a technology that is the result of the evolution of information technology. She became very popular after 2010. Although historically speaking the elements CC you can see in the 70's-80's. An example would be e-mail, which was and is implemented on the server-wide access. Users utilize software resources coupled angular and hard disk space to store the information. The development of technology has contributed to the fact that the experience of the use of electronic mail are transferred to other uses not only non-commercial, but commercial. The various segments of the economy, you can see the technology implemented CC. They include public administration. Because of their specific operating and construction - from the local to the central - the use of economically and organizational causing that induces a lot of emotion. However, these positive emotions should be verified by the environment, which sees information resources as a source of obtaining illegal profit or as an element of revenge on the organization. But it is not only the negative aspects of CC. The problem may be the service provider, who may perceive the technology of CC as a quick source of enrichment. Therefore it is important to the safety of this technology in the processing of information. To date, there are no legal arrangements at the macro level as seen from the point of legal responsibility of service providers. Some solutions that we can see today are of a local nature. This article will discuss some aspects of security of information processing using CC technology in public administration.
