Opis:
Lasting relationships between settlements and water, especially a river, are characteristic of the majority of world cultures. Creation of the major ancient civilizations was closely connected with the existence of major rivers. When founding a city on a riverbank, the founders were above all guided by practical factors. Parallel to this the cult of the river developed. Along with the development of cities, composition and aesthetic roles of a river in a city became more important, especially in its central part, namely the city centre. River channels within cities underwent some changes. Along with the physical ones in the riverbed, a river was frequently "shifted" in a city plan to a down-town area. A river as a separation strip, area, or boundary, shapes both positive and negative components of a down-town landscape. A city centre river valley has the potential to create and model public areas, which form a positive image of a city in the users` minds. It may highlight its beauty or mitigate the imperfections of urbanized surroundings. The essential goal for those who contemporarily shape down-town river valleys is not to let a valley separate or negatively distinguish the areas situated on both its sides. Instead, it should create a friendly and human-oriented dow--town public area.

In the public utility area, the self-government of a region is entitled to establish capital commercial and to join them, without any restrictions. While outside the public utility area, self-governments of regions can establish capital commercial companies only if their performance is to consist in the activities listed in Article 13 (2) of the Act on the Regional Self-Government. Therefore the basic issue that determines the possibility to establish a limited liability company or a public company by a self-governmental region is to define and distinguish between public utility area and non-public utility area in the activities of this self-government.

The sovereign debt crisis in the euro area (EA) highlighted shortcomings of its institutional framework – establishment of a monetary union without a central fiscal policy. Although the economic governance in the EA was substantially reformed in the aftermath of the crisis to address its weaknesses, further reforms including some elements of fiscal union are needed to increase resilience of the Economic and Monetary Union to shocks and prevent emergence of economic and financial distress in the future. Based on the theory of fiscal federalism, the article analyses potential institutional reforms aimed at solving the sovereign debt crisis in the EA and indicates which proposals are desired and possible to implement. The research method used is a descriptive analysis of reforms proposed in the literature. In the article, the following reform proposals were assessed: the Debt Redemption Fund, European bonds, assigning the European Central Bank the role of the lender of last resort and a fiscal union with an EA fiscal capacity.

This contribution aims to provide a first exploratory analysis of the criteria that must be taken into account by national authorities when considering the proportionality of public order measures restricting the individual's fundamental right to freedom of movement, such as area-based restrictions. The content of the proportionality principle as regards area-based restrictions is not always clear, in particular at European human rights level, while it is an important condition that these restrictions be compatible with the right to freedom of movement. To that end, this article first gives a brief overview of the content of this principle at European level. In order to find some inspiration, it then compares it with the interpretation of this principle at national level, more specifically Belgium and the United Kingdom, where new forms of area-based restrictions have been introduced recently. The case law of the Belgian Council of State is an interesting case to examine since the Council applies a different proportionality test depending on the legal classification of the measure imposed. The contribution proceeds with an analysis of the proportionality principle in the UK case law, where it is a relative newcomer used instead of the traditional "Wednesbury unreasonableness" test in cases that fall under the European Convention on Human Rights.

Idea of freepublic transport system is often presented as a mean of counteraction of the adverse, spatial, social and economic consequences of metropolisation process. A Belgian city of Hesselt, where inhabitants don’t pay for public transport journeys since 2007, is presented as an example to follow and supporting this thesis. Few other examples of the free public transport system in operation incline to reconsider the balance between benefits and costs of described solution. In the article there were presented definitions and a taxonomy of terms related to the free public transport system and reviewed Polish legal requirements for operation and development of the public transport system. The importance of the toll level in the public transport is analyzed in the paper in the context of the operation of the transport system in developing metropolitan area. In the summary there is presented considerations of the applicability and value of the free public transport for Gdańsk Metropolitan Area.

Rural poverty appears in several European regions, particularly in post-socialist countries effected by a rapid transformation of socioeconomic system. In the past decade, rural regions may have reacted to challenges of contradictory processes. Migration trends are heterogeneous; unemployment, underemployment and lack of labour power are existing problems at the same time, in the same locality. In addition, the nature of poverty has changed recently. Traditional forms of pauperization are combined with helplessness and inability for future planning and saving up. Goods and status symbols of the consumer society have high importance in families with low incomes and high debt. The aim of this paper is to describe some crucial processes triggering the transformation of family life in rural Hungary by means of a qualitative research conducted in the South Transdanubian region of Hungary. We explored the actual problems and challenges from the viewpoints of local experts (social workers and mayors) and mothers from families connected to local social systems. We also aim to examine family attitudes to labour market, services and consumption, the most important factors effecting socioeconomic conditions of deprived social groups.

Subject and Purpose of the work: The present paper aims to analyze the functioning and coverage of the public distribution system in rural Haryana, India. Materials and methods: For analyses, secondary data were taken from various government reports like the Economic Survey of Haryana, Economic Survey of India, Census of India, Food and Supply Department, Haryana, etc. The analyses were conducted using descriptive statistics. Results: The study’s findings revealed that the public distribution system facilitates 51.45 percent of the total rural population of Haryana. As Per the guidelines of the National Food Security Act (NFSA) 2013, 75 percent of the rural population should be covered by the States under the benefits of the public distribution system. The public distribution system operates in the State with a vast network of Fair Price Shops (FPS) and a well-organized structure. The study revealed that the ratio of the beneficiaries of PDS to the FPS in Haryana is quite satisfactory and meets the criteria fixed by the Food and Supply Department of India. Conclusions: The State of Haryana does not meet the criteria of NFSA, 2013. One primary reason is that a large part of the population falls under the APL category, which has been excluded from the benefits of PDS after the implementation of NFSA, 2013

Aim. The aim of the article was the analysis of the ways how people use space of the Royal Łazienki Park in Warsaw – which places are their favorite and which tracks do they follow the most enthusiastically of all? The paper concerns the results of the ethnography entitled: “Royal Łazienki Park. Urban space in the users’ narratives and practices”. Research Method. The field research was conducted from 2012 to 2013 in the area of the Royal Łazienki Park. Author used the methods: anthropological interview, participant observation and research diary. The research questions were: How people spend their time in Park? Why the Łazienki Królewskie Park plays an important role for the inhabitants in Warsaw? Author considers the concept of mental maps by Kevin Lynch (distinguishing: paths, nodes, landmarks, districts and edges), but also the other ideas of space and places (central place, significant place, lieu de momoire, empty spaces). Results. The results of the conducted qualitative research are presented in contrast to the image of Royal Łazienki Park presented in some of the earlier quantitative polls. In effect, the usage of the Park is shown in original contexts presented by the users. Outcome. Users’ perspective reflects an involved attitude of people, which are creating quite new meanings of the space they use, basing on their own private experiences. It gives a possibility to create appropriable map of the Park – alternative to the official one, which is being presented by the manager of the cultural institution.
Cel badań. Celem artykułu było przeanalizowanie sposobów korzystania z Parku Łazienki Królewskie w Warszawie przez jego użytkowników – poznania ulubionych miejsc i najchętniej pokonywanych tras. Tekst przedstawia wyniki badań etnograficznych, zaprezentowanych w pracy dyplomowej pt. „Park Łazienki Królewskie: Przestrzeń miejska w narracjach i praktykach jej użytkowników”. Metoda badań. Badania terenowe przeprowadzono w latach: 2012-2013 na obszarze Parku Łazienkowskiego z wykorzystaniem metod: wywiadu antropologicznego, obserwacji uczestniczącej oraz notatek terenowych. Pytanie badawcze dotyczyło sposobów spędzania czasu w Parku oraz przyczyn odgrywania istotnej roli w życiu mieszkańców Warszawy. Na potrzeby analizy wykorzystano koncepcję map mentalnych Kevina Lyncha, wyróżniających: drogi, węzły, punkty orientacyjne, obszary i krawędzie. Tekst odnosi się również do innych idei przestrzeni i miejsc, takich jak: miejsce centralne, miejsce znaczące, miejsce wspominania czy puste przestrzenie. Wyniki. Artykuł konfrontuje wyniki przeprowadzonych badań jakościowych ze sposobami percepcji Parku z wcześniejszych badaniach ilościowych. Wynikiem badań jest ukazanie oryginalnej w kontekście użytkowania Parku perspektywy osób go odwiedzających. Wnioski. Spojrzenie badanych odzwierciedla zaangażowaną postawę ludzi korzystających z Parku, nadających przestrzeni publicznej nowe znaczenia w odniesieniu do swoich prywatnych, osobistych przeżyć. Pozwala stworzyć użytkową mapę Parku – alternatywną do oficjalnej, wykorzystywanej przez zarządzających instytucją kultury.

Lack of general planning duty along with long time required for conduction of procedures concerning passing (introducing changes) in local area development plans lead to substantial difficulties in making location of numerous investment of public nature (public aim investments). Unfortunately the Act of 27th March 2003 on spatial planning and development (Journal of Laws of 2012 item 647 with subsequent changes) does not foresee any particular solutions. Therefore legislator decided to introduce particular regulations within this field. Decisions which approve of carrying out respective investments determining their location are to be solution to the above mentioned problems. The most frequently spatial planning and development regulations are not applied while issuing these decisions, although sometimes they are binding while making local plans, or issuing decisions on development conditions, as well as area development plans. Decisions which are issued within this scope can be determined as particular substitutes of spatial planning. However, it is worth to underline that the above mentioned acts determine also number of different issues connected with conditions of carrying out plans and can result in real estate expropriation at the area of planned undertaking, or at last some of them constitute consent to its construction.

Cechą procesów rozwojowych na Mazowszu jest głęboka polaryzacja między Warszawą i jej obszarem metropolitalnym a resztą województwa. Stolica i otaczające ją gminy to centrum innowacji w skali kraju, choć jednocześnie nastawione bardziej na imitację i adaptację zewnętrznych rozwiązań, aniżeli kreację oryginalnej innowacji. Sytuacja na obszarach wiejskich w regionie jest pod tym względem znacznie gorsza. Polityka publiczna może pobudzić innowacyjną gospodarkę na tych terenach, choć jest to zadanie niezwykle trudne. W artykule zaprezentowano rekomendacje w zakresie wybranych kierunków polityki publicznej, zwłaszcza umożliwiających dywersyfikację działalności gospodarczej poza rolnictwo, co wydaje się najbardziej pożądanym kierunkiem zmian modernizacyjnych.
An important feature of the development processes in Mazovia is a deep polarization between Warsaw with its metropolitan area and the rest of the region. The capital (and surrounding municipalities) is a center for innovation in the country, but at the same time it leans more towards imitation of external solutions, rather than creation of original innovations. The situation in rural areas in the region is in this respect much worse. Public policy can stimulate innovative economy in these areas, although this is an extremely difficult task. The article presents recommendations on selected public policies, particularly enabling diversification of economic activities beyond agriculture which seems to be the most desirable direction of modernization changes.

Artykuł jest próbą identyfikacji specyfiki i znaczenia governance w obszarach miejskich. Przyjęto, że wciąż mało wykorzystywaną kategorią analizy ekonomicznej zjawisk i procesów zachodzących na terytoriach są przepływy dóbr i informacji, szczególnie w perspektywie polityki rozwoju i zarządzania usługami publicznymi. Przepływy te, ale także i ich efekty koncentrują się w czasie na określonych obszarach. Ma to niemałe znaczenie dla uruchamiania i realizacji działań z zakresu interwencji publicznej, w tym w szczególności interwencji samorządu terytorialnego. W konkluzji artykułu zwrócono uwagę na znaczenie procesu współrządzenia i współzarządzania w obszarach miejskich, traktowanego jako fundament refleksji strategicznej dla wzmacniania efektywności świadczenia usług publicznych.
The article attempts to identify the logic of governance in territorial development of urban areas. It has been assumed that the analysis of economic processes of territories needs more attention that is devoted to flows of goods and information. It is argued that the flows, but also their effects concentrate across functional urban areas and therefore challenge the actors of development policy and managerial practices within public services. The article highlights the importance of various models of governance in urban areas.

Przedstawiono również zasadę działania urządzeń odblaskowych, praktyczne uwagi dla użytkowników oraz opisano pewne problemy wynikające z niedoskonałości przepisów prawa.
The publication presents the requirements of the road traffic law, introduced in August 2014, in the scope concerning the obligation of wearing retroreflective accessories for pedestrians on public roads outside built-up area. It also presents a principle of operation of retroreflective materials, practical tips for users and describes some problems caused by the imperfections of the law.
