Although Lean has been known and applied in both theoretical and practical on around the world for many years, a deeper understanding of Lean tools, principles implementation, and a roadmap to successfully apply is needed. In the context of Small and medium enterprises (SME), it is very difficult for local enterprises to apply synchronization Lean tools, techniques, and principles because of limited resources in manpower, technology, and management capability. Through the case-based study, this paper proposed the four-phase roadmap for Lean application in SMEs. An analysis of methods from a literature review of Lean implementation was conducted in order to identify the phases of the roadmap. Then, six SMEs in Vietnam that applied Lean were chosen to collect data and analyze the applicability and how Lean tools are successful implemented in the cases to confirm the findings.

The performance measurement system is one of the determinants which creates an enterprise’s value, and is supposed to leading to an enterprise maintaining or improving its performance in the long-term perspective. Small enterprises do not understand the need to measure their performance or the potential benefits that come from this measurement. The aim of the article is to present a framework of a performance measurement system for small enterprises with a practical verification of its assumptions. The basis of the study was an analysis of existing proposals of models and frameworks for small and medium enterprises and the results of a study into the performance measurement solutions applied in practice by Polish small enterprises. As a result of the research conducted, a 4-step process of continuous performance measurement for small enterprises is presented, and practical verification is conducted on the example of a small legal firm, considering the strategy map and the measures of the set of aims. The construction of a performance measurement system is unique to every enterprise due to its condition, the business sector, the environment, and other factors, so a featured case study provides only a specific example of model usage in practice. The study provides an original contribution of the author. There has been no such research in this field so far in the Polish literature.
System pomiaru dokonań jest jedną z determinant tworzenia wartości przedsiębiorstw, ma prowadzić do utrzymania lub poprawy dokonań przedsiębiorstwa w dłuższej perspektywie czasowej. Małe przedsiębiorstwa nie rozumieją potrzeby pomiaru swoich dokonań, ani potencjalnych korzyści płynących z tego pomiaru. Celem artykułu jest prezentacja modelu systemu pomiaru dokonań dla małych przedsiębiorstw wraz z praktyczną weryfikacją założeń. Podstawę opracowania stanowiły analiza istniejących propozycji w zakresie modeli oraz ram koncepcyjnych dla małych i średnich przedsiębiorstw oraz wyniki diagnozy stosowanych w praktyce rozwiązań w zakresie pomiaru dokonań przez polskie małe przedsiębiorstwa. W wyniku przeprowadzonych badań zaproponowano czteroetapową koncepcję ciągłego pomiaru dokonań małych firm oraz dokonano praktycznej weryfikacji założeń modelu na wybranym przykładzie małej firmy prawniczej, uwzględniając mapę strategii oraz zestaw przykładowych mierników celów przedsiębiorstwa. Budowa systemu pomiaru dokonań jest specyficzna dla każdego przedsiębiorstwa ze względu na jego kondycję, sektor działalności, otoczenie i inne czynniki, więc przedstawione studia przypadku stanowią jedynie przykład specyficznego zastosowania modelu w praktyce. Opracowanie stanowi oryginalny wkład autora, dotychczas w literaturze polskiej brakowało opracowań dotyczących tych zagadnień.

Constantly, increasing customer requirements and changing market conditions require companies to collaborate with supply chain partners. Therefore, supply chain concepts like Vendor Managed Inventory (VMI) are now applied in various industries. Although VMI has become well-known in recent years, only a few companies plan, optimize, coordinate and implement processes with partners of the supply chain. Especially small and medium enterprises (SMEs) do not coordinate business processes with their suppliers, because it is very difficult for SMEs to estimate the effects of the implementation of VMI on their business processes. This paper focuses on a framework for integrating such a supply chain concept into the business processes on the demand side. To support the VMI implementation a process reference model with best practice processes is needed. Therefore, an extended process reference model LogWIN-P_VMI was developed, which helps companies to estimate the effects of VMI on their business processes.

The article focuses on the ongoing activities in the Silesian Voivodeship for the purpose of developing enterprises from the SME sector, inter alia, through increasing innovation. An analysis of desk research strategies and regulations in the Silesian Voivodeship facilitating the growth of a company's position on the market was made in the work, which should also translate into the region's growth. This article consists of a section on the characteristics of the region and presents the implemented activities in a synthetic way (including innovative and regional policy in the Silesian Voivodeship).
Artykuł koncentruje się na aktualnie prowadzonych działaniach w województwie śląskim celem rozwoju przedsiębiorstw z sektora MSP, miedzy innymi poprzez wzrost innowacyjności. W pracy dokonano analizy desk reserch strategii, rozporządzeń w regionie śląskim ułatwiających podniesienie pozycji przedsiębiorstwa na rynku, co przełoży się zarazem na wzrost regionu. Niniejszy artykuł składa się z części charakteryzującej region i w sposób syntetyczny prezentuje wdrażane działania, w tym polityki innowacyjnej i regionu w województwie.

Administrative barriers considerably hinder establishment of new and operation of the existing small and medium enterprises. These barriers should be understood as costs incurred by the entrepreneurs due to fulfilment of information obligations which result from legal regulations imposed by the state. The entrepreneurs frequently point to the barriers connected with bureaucracy and excessively developed administrative procedures. This involves in particular improper professional background of the people employed in public administration institutions as well as lack of diligence during dealing with different issues and long time of waiting for administrative decisions. The postulates are proposed that it is necessary to carry out a reform of administrative and economic law. The way of functioning of public administration and economic jurisdiction institutions should also be changed so that their operation stimulates development of entrepreneurship and enterprises in Poland.
Bariery administracyjne znacznie ogranicza tworzenie nowych i obsługę istniejących małych i średnich przedsiębiorstw. Bariery te powinny być rozumiane jako koszty ponoszone przez przedsiębiorców ze względu na wypełnienie obowiązków informacyjnych wynikających z regulacji prawnych nałożonych przez państwo. Przedsiębiorcy często wskazują na bariery związane z biurokracją i nadmiernie rozwinięte procedury administracyjne. Dotyczy to w szczególności niewystarczającego doświadczenia zawodowego osób zatrudnionych w instytucjach administracji publicznej, jak również brak należytej staranności w trakcie postępowania z różnych kwestii i długi czas oczekiwania na decyzje administracyjne. Zaproponowane postulaty wyrażają, że konieczne jest przeprowadzenie reformy prawa administracyjnego i gospodarczego. Sposób funkcjonowania administracji publicznej i instytucji jurysdykcji gospodarczej powinny być zmienione tak, aby ich działanie stymulowało rozwój przedsiębiorczości i przedsiębiorstw w Polsce.

The small and medium-sized enterprises are an important element of the EU economy. They contribute most to the GDP of the Member States and the EU. In order to support their development and increase the possibilities of access to innovative technologies, the Executive Agency Development of Small and Medium Enterprises was created by the European Commission in 2013. The agency is also a part of the of tasks of decentralization of the Community. The agency was entrusted with the disposal of the EU programs supporting the development of small and medium-sized enterprises. In this perspective, the question arises about keeping the commitments towards small and medium-sized enterprises.
Istotnym elementem gospodarki Unii Europejskiej są małe i średnie przedsiębiorstwa. Przyczyniają się one w największym stopniu do tworzenia PKB poszczególnych państw członkowskich i samej Unii. W celu wsparcia ich rozwoju i zwiększenia możliwości dostępu do innowacyjnych technologii Komisja Europejska utworzyła w 2013 r. Agencję Wykonawczą ds. Rozwoju Małych i Średnich Przedsiębiorstw. Agencja ta jest jednocześnie elementem decentralizacji realizacji zadań wspólnotowych. Powierzono jej dysponowanie programami unijnymi wspierającymi rozwój małych i średnich przedsiębiorstw. W tej perspektywie rodzi się pytanie o dotrzymywanie zobowiązań powierzonych Agencji wobec małych i średnich przedsiębiorstw.

There is given a brief description of a status quo for a building-up of quality management system within an organisation generally. This description comes out of a defined process characteristic. A car industry was preferred as a basic part of the state economy. Many studies deals with specific aspects of it and develops control tools for this industry in last 20 years. The agriculture was never at the top of the interest. However, everybody needs agricultural production on a daily basis. There are presented main specifications of agriculture organisations in comparison to production organisation. It is important not only for quality management system. Agriculture organisations started to implement information systems or they started to increase efficiency of their production and their organisation structure now. The management system within agriculture organisations is a segment of market with a little support. Effective support to agriculture organisations is important for a task of quality system in order to increase the level of competitiveness of the national economy. Self sufficient production of high quality food is important. (People must to eat quality foods and to drink quality drinks.) Care about plants, animals and soil must follow ethic aspects. Agriculture organisations have the key position in the national economy from this point of view.

The aim of this article is to assess the investment activity of small and medium-sized enterprises (SMEs) in Lower Silesia Voivodeship. It is in the first part of the paper that the analysis and evaluation of the key indicators of the SMEs’ investment activity were presented, i.e. the total investment growth rate, capital expenditure per 1 entity, capital expenditure per 1 employee, the relation of investments to the total revenue. In the second part of the paper, a comparative study of the investment activity of SMEs in Lower Silesia Voivodeship in comparison to the investment activity of SMEs in other voivodeships in the country was presented. This study was carried out on the basis of a synthetic investment activity indicator constructed with the use of the non-model method.
Celem artykułu jest ocena aktywności inwestycyjnej małych i średnich przedsiębiorstw (MŚP) w województwie dolnośląskim. W jego pierwszej części przedstawiono analizę i ocenę cząstkowych wskaźników aktywności inwestycyjnej MŚP, tj. np. dynamikę nakładów inwestycyjnych ogółem, wielkość nakładów inwestycyjnych w przeliczeniu na jeden podmiot, wielkość nakładów inwestycyjnych w przeliczeniu na jednego pracującego, wskaźnik relacji nakładów inwestycyjnych do przychodów ogółem. W drugiej części przedstawiono badanie porównawcze aktywności inwestycyjnej MŚP w województwie dolnośląskim w odniesieniu do aktywności inwestycyjnej MŚP w pozostałych województwach w kraju. Badanie to przeprowadzono w oparciu o syntetyczny wskaźnik aktywności inwestycyjnej skonstruowany za pomocą metody bezwzorcowej. Analiza cząstkowych wskaźników wskazuje, że na tle kraju województwo dolnośląskie charakteryzuje się przeciętną aktywnością inwestycyjną MŚP. Natomiast wskaźnik syntetyczny wskazuje na wysoką pozycję tego województwa w rankingu województw, co świadczy o wysokim poziomie aktywności inwestycyjnej MŚP.

Celem artykułu jest ocena aktywności inwestycyjnej małych i średnich przedsiębiorstw (MŚP) w województwie lubuskim. W pierwszej części artykułu przedstawiono analizę i ocenę podstawowych wskaźników aktywności inwestycyjnej MŚP tj. np. dynamika nakładów inwestycyjnych ogółem, wielkość nakładów inwestycyjnych w przeliczeniu na 1 podmiot, wielkość nakładów inwestycyjnych w przeliczeniu na 1 pracującego, wskaźnik relacji nakładów inwestycyjnych do przychodów ogółem. W drugiej części, przedstawiono badanie porównawcze aktywności inwestycyjnej MŚP w województwie lubuskim w odniesieniu do aktywności inwestycyjnej MŚP w pozostałych województwach w kraju. Badanie to przeprowadzono w oparciu o syntetyczny wskaźnik aktywności inwestycyjnej skonstruowany za pomocą metody bezwzorcowej. Wyniki przeprowadzonych badań wskazują, że MŚP w województwie lubuskim charakteryzują się przeciętną aktywnością inwestycyjną.
The aim of this article is to assess the investment activity of small and medium-sized enterprises (SMEs) in the Lubusz Voivodeship. Problematyka innowacyjności małych i średnich przedsiębiorstw w dalszym ciągu stanowi istotny obszar dociekań naukowych. Wśród głównych przyczyn tego stanu wymienia się najczęściej silne powiązanie innowacyjności z konkurencyjnością gospodarki oraz dominującą rolę małych i średnich przedsiębiorstw we współczesnych gospodarkach rynkowych. Wciąż aktualnym pytaniem jest, jak skutecznie stymulować i kreować innowacyjność przedsiębiorstw, w tym szczególnie małych i średnich. Głównym celem artykułu jest zaprezentowanie koncepcji budowania przestrzeni innowacyjnej 4P, stworzonej przez Tidda i Bessanta. Została ona omówiona z perspektywy przeprowadzonych w 2015 r. badań polskich małych i średnich przedsiębiorstw, dotyczących ich aktywności innowacyjnej.
The issue of small and medium-sized enterprises innovation is still an important area of the scientific inquiry. Among the main reasons of this situation we can find the strong connection between an innovation and a competitiveness of the economy and the dominant role of SMEs in the modern market economies. The question of how effectively stimulate and create an innovation of the enterprises, especially SMEs, is still current. The main aim of this article is to present the concept of building an innovative 4Ps space, created by J. Tidd and J. Bessant. It was discussed from the perspective of, carried in 2015, innovation activity SMEs empirical research.

Celem artykułu jest ukazanie znaczenia problematyki zrównoważonego rozwoju w odniesieniu do funkcjonowania przedsiębiorstw. Wskazano również etapy zachodzące w przedsiębiorstwie na drodze do zrównoważonego rozwoju oraz korzyści i koszty wynikające z prowadzenia działalności proekologicznej.
Enterprises’ functioning compliant with sustainable development principles may cause increase of their attractiveness and build up their competitiveness position. Realization of those principles allow for production of goods and service in the way using processes and systems limiting bad influence on natural environment by saving of energy and raw materials. The aim of the paper is to present meaning of sustainable development problems in relation to enterprises’ functioning. In the paper there were also pointed stages existing in the enterprise on the way to its sustainable development and profits, costs resulting from pro-ecological activity.

The paper aims to provide with a close picture of the SME public policies in one of the most prominent capitalist economies of the world, that of the European Union. In order to do this, a qualitative analysis has been undergone, on the basis of the following indicators: access to financial resources for SMEs, regulatory and legal frameworks for SMEs, and public assistance on information and knowledge about markets. Since there is no prior research on the subject, the implications of this paper have impact on the theory, practice and policy making. The results of the content analysis suggest that there is a contemporary structure to the European SBA, with a focus on a persistent business approach, based on the results of scientific research and market studies involving the problems raised by the now compact European SME industry. In the end, it must be acknowledged that the present research is only preliminary, and to better understand the mechanisms behind the European policy, further studies on the subject are necessary. Nevertheless, the paper has managed to point out that public policy in the SME industry represents one of the most important aspects of the EU-28 new economic direction.

The aim of the article is to evaluate the level and diversification of the cost‑effectiveness of selected financial support instruments for small and medium‑sized enterprises (SMEs) in the European Union (EU). Based on a literature review, 2 cognitive gaps were identified and 4 research questions were formulated. The realisation of the objective required the conducting of empirical analyses on a sample of 6,495 SMEs from 6 countries of the EU which were beneficiaries of 9 financial instruments. The obtained results indicate that the schemes under study show high variability of cost‑effectiveness that depends on the type and configuration of support instruments, their scope of impact and the level of economic development of the EU countries.
Celem artykułu jest ocena poziomu i zróżnicowania efektywności kosztowej wybranych finansowych instrumentów wsparcia dla małych i średnich przedsiębiorstw (MSP) w Unii Europejskiej (UE). Na podstawie przeglądu literatury zidentyfikowano dwie luki poznawcze oraz sformułowano cztery pytania badawcze. Realizacji celu pracy poświęcono własne analizy empiryczne przeprowadzone na próbie 6495 MSP, które były beneficjentami dziewięciu instrumentów finansowych w sześciu krajach UE. Uzyskane wyniki wskazują, iż badane programy charakteryzują się dużą zmiennością efektywności kosztowej w zależności od rodzaju i konfiguracji instrumentów wsparcia, zakresu oddziaływania oraz poziomu rozwoju gospodarczego krajów UE.

Financial engineering instruments (FEIs) are a way of using Structural Funds to deliver cohesion policy objectives, in addition to grants, and are a part of the strategy aiming at promoting long-term sustainable growth in the European regions. FEIs were already used to deliver ERDF in some MSs during 1994–1999 and became more widespread during 2007–2013, growing rapidly in variety, scope, and scale. As part of the decisional process, managing authorities must assess whether they want to implement the FEI operation through a holding fund or through a direct contribution from the operational programmes to a specific fund. FEIs can be implemented using various instruments like JEREMIE Initiative. In Poland, six regions support enterprises through Holding Fund in the form of loans, guarantees, and capital product. The idea of FEIs has initiated, not only in Poland, a new approach to supporting enterprises whose consequences are beginning to materialize in the form of transformations in local and regional financial markets.
Wsparcie zwrotne, którego najważniejszą cechą jest konieczność oddania otrzymanej kwoty, zyskuje coraz większą popularność w UE. Dzięki rewolwingowi generuje więcej korzyści, ponieważ fundusze raz przekazane wracają, multiplikując wartość wsparcia i liczbę beneficjentów. Przykładem tego typu finansowania z funduszy Unii Europejskiej w okresie programowania 2007–2013 są Instrumenty Inżynierii Finansowej (IIF), będące sposobem wykorzystywania funduszy strukturalnych do realizacji polityki spójności. W całej UE IIF są wykorzystywane nie tylko do wspierania przedsiębiorstw, ale także w celu rewitalizacji obszarów miejskich, wspierania efektywności energetycznej i odnawialnych źródeł energii. Najbardziej popularna pod względem ilościowym i wartościowym jest realizacja IIF dla rozwoju sektora MŚP. Przedsiębiorcy mogą korzystać ze wsparcia w formie pożyczek, poręczeń czy zasilania kapitałowego. W Polsce, w ramach 16 regionalnych Programów Operacyjnych, IIF są wdrażane przez wykorzystanie instytucji Funduszu Powierniczego (7 województw) lub bezpośrednie wspieranie pośredników finansowych przez instytucje nimi zarządzające. Bardzo popularną formą wspierania przedsiębiorstw jest Inicjatywa JEREMIE. Jej realizacja prowadzi nie tylko do wymiernego finansowania przedsiębiorstw, ale również do powstania lokalnych rynków finansowych, z coraz większym znaczeniem instytucji pełniących rolę pośredników wspierających przedsiębiorstwa.

W artykule przeprowadzono analizę realizacji projektów mikro, małych i średnich przedsiębiorstw (MMŚP) bezpośrednio dofinansowywanych w ramach działania 1.2 Regionalnego Programu Operacyjnego województwa śląskiego na lata 2007-2013. Analizę przeprowadzono w przekroju: ilościowym, wartościowym, sektorowym projektów, a także z punktu widzenia osiągania wskaźników docelowych Programu. Zidentyfikowano obszary pozytywnych zmian, a także obszary problemowe, jak również czynniki, przyczyny i trendy zaobserwowanych zjawisk. Szczególną uwagę poświęcono realizacji projektów przyczyniających się do wzrostu konkurencyjności MMŚP przez innowacyjne wdrożenia produktowe i technologiczne oraz w zakresie podjęcia prac badawczorozwojowych.
In the article the analysis of projects of micro, small and medium enterprises (MSMEs) directly funded under Measure 1.2 of the Regional Operational Programme of the Silesian Voivodeship for years 2007-2013. The analysis was conducted in the section of quantity, value, sectoral projects, and also from the point of view of achieving the target indicators of the Program. Identified areas of positive change, as well as problem areas, as well as factors, causes and trends observed phenomena. Particular attention was allocated projects contributing to the competitiveness of MSMEs through the implementation of innovative product and technology and for taking research and development.

This article seeks to address the pressing issue of developing the innovative activity of the domestic economy through the use of the potential of small and medium-sized enterprises, which has to do with the possibility of application of existing experience of the more developed foreign countries in order to achieve economic success. The purpose of this study is to examine the trends in the development of innovative activity of small and medium-sized enterprises in Ukraine, as well as to determine the distribution of the total amount of expenditures by areas of innovation. Analysis of the literature on this issue has shown that the economic development of a country depends on many factors, and the use of intellectual potential is quite a significant factor in modern society. The relevance of this issue is supported by the fact that the majority of developed countries that have high levels of national income and are distinguished by the quality of life of the population are introducing the latest innovative inventions and using them appropriately in: production, agriculture, trade and other fields of activity. The research of the development of innovation activity of small and medium-sized enterprises in the article is carried out in the following logical sequence: analysis of small and medium-sized enterprises in Ukraine, analysis of small and medium-sized enterprises of EU countries, evaluation and comparison of innovation activity of Ukraine and EU countries. The methodical tools of the study included methods of statistical analysis. The study period was 2010-2018. The object of analysis is the process of development of innovation activity of small and medium-sized enterprises, as they are the majority of enterprises in Ukraine. The article presents the results of the analysis of the state of innovation the activity of small and medium-sized enterprises, which showed that our country needs significant transformation in this direction. Studies show that increasing the turnover and the production of small and medium-sized enterprises depends on the level of innovative development. The results of the study may be useful for small and medium-sized enterprises.

Increasing awareness and the number of activities for environmental protection has influenced the development of environmental management systems. Currently, there is a wide range of environmental management systems that can be implemented thus organizations can choose which system suits their activities best. Among small and medium-sized manufacturing enterprises, the most popular is a system based on the ISO 14001 standard. Therefore, it seems advisable to promote the skillful implementation of this system. The study was devoted to this issue. It pointed out that the participation of an external consultant, the size of the enterprise as well as the nature of the activity in small and medium manufacturing enterprises has a small importance at the time of its implementation. To implement such a system skillfully, preparation work period for designing and implementing should last about 9 - 12 months.

Small and medium enterprises (SMEs) are fundamental to the economy of all countries, representing the majority, with a considerable contribution to GDP, as well as generating jobs; for this reason, it must seek to remain in the market. The objective is to analyze the impact of training on the organizational performance of SMEs in northwestern Mexico, applying the statistical technique of structural equations model (SEM-PLS); the research was conducted to 195, considering the commercial, industrial and services, is a quantitative study, descriptive, correlational, causal, using the statistical technique of structural equations with the SMART PLS 3.3.2 software, and not experimental cross-sectional. The alternative hypothesis is accepted, since training has an effect on the organizational performance of SMEs in northwestern Mexico. It is highly significant because there is very strong evidence of the causality of the mediating variable training on the organizational performance of SMEs with 99.9% reliability. Training has the greatest effect on organizational performance because each unit that increases training will have an effect of +0.453, being the variable with the greatest cause-effect impact on organizational performance in SMEs in northwestern Mexico.

W niniejszym artykule podjęto próbę oceny gotowości funkcjonowania współczesnych małych i średnich przedsiębiorstw w sieciach produkcyjnych, na podstawie analizy literatury oraz przeprowadzonych badań ankietowych na wybranej grupie specjalistycznych przedsiębiorstw produkcyjnych z regionu województwa lubuskiego, należących do sektora metalowego.
The functioning of small and medium-sized enterprises in production networks gives many opportunities for businesses today, but also raises some concerns and requires the solution of many problems. The process of forming a network of companies for certain joint ventures depends on the degree of preparation of these companies to share their resources, the possibility of estimating the related costs and the rapid planning jointly implemented projects. The article attempts to assess the readiness of the functioning of today's small and medium-sized enterprises in production networks based on the analysis of literature and conducted surveys on a selected group of specialized production companies from the Lubuskie Province region, belonging to the metal sector.
