Opis:
Poland belongs to this groups of countries that have entered the rough path of building a democratic state and civil society. A characteristic features of a democratic state is creation of private organizations, independent of the state, that express the will of the citizens. The democratic state’s institutions that Poland has reactivated today are foundations and associations. A relevant act made effective March 26, 2003 allowes to extend the range of the institutions to include public benefit organizations. The paper tries to evaluate how positive introduction of public benefit organizations contribute to increase investment in human capital. Public benefit organizations can be evaluated hypothetically, during the attempt to identify the advantages and barriers related to the introduction of this form of organizing and financing investments in human capital.

Artykuł jest poświęcony analizie teorii dóbr publicznych, ze szczególnym uwzględnieniem dyskursu toczącego się wokół możliwości zmiany istniejącego aktualnie paradygmatu ekonomii sektora publicznego. Opracowanie zostało podzielone na pięć części: a) istota dóbr publicznych, b) problem pasażera na gapę – czy ekonomiści są etycznymi nihilistami? c) efektywne państwo jako dobro publiczne, d) normatywna i pozytywna teoria dóbr publicznych e) ekonomia sektora publicznego – próba stworzenia nowego paradygmatu, z których każda stanowi odrębny wątek powiązany z istniejącą teorią dóbr publicznych. Autorka kończy swój wywód tezą, że jesteśmy świadkami zmiany dotychczasowego paradygmatu ekonomii sektora publicznego, w ramach którego kształtuje się nowa subdyscyplina naukowa – ekonomia partnerstwa publiczno-prywatnego.
The article is devoted to the analysis of the public goods theory, with particular regard to the discourse on the possibility to change the existing paradigm of the public sector economics. The study is divided into the following parts: a) nature of public goods, b) the free-rider paradox - are economists ethical nihilists?, c) efficient government as a public good, d) normative and positive theory of public goods, e) economics of the public sector - attempt to create a new paradigm. Each of the parts is a separate thread related to the existing theory of public goods. The author concludes that we are witnessing a change of the existing paradigm of public sector economics, within the framework of which a new scientific subdiscipline, economics of the public-private partnership, is created.

Archiwa o proweniencji prywatnej, przechowywane w polskich zbiorach publicznych, stanowią dokumentację życia rodzin magnackich, będących niegdyś elitą władzy Rzeczypospolitej. Przedstawiciele tych rodów znali zasadę mówiącą o konieczności przekazywania akt związanych ze sprawowaniem urzędu lub funkcji publicznej do archiwum instytucji, co powinno następować po zakończeniu urzędowania, ale niestety nie zawsze stosowali się do niej. Dlatego w archiwach prywatnych, zwłaszcza rodzin Radziwiłłów i Zamoyskich, licznie reprezentowane są akta związane ze sprawowaniem urzędu kanclerskiego (urząd hetmański nie posiadał własnego archiwum, więc akta hetmańskie gromadzono w zbiorach prywatnych kolejnych hetmanów). W mniejszej liczbie w zbiorach prywatnych zachowały się materiały do funkcjonowania innych urzędów sprawowanych przez magnatów: marszałków wielkich i nadwornych czy marszałków trybunalskich. Archiwa prywatne są też miejscem przechowywania akt sejmowych i sejmikowych: laudów, instrukcji, diariuszy, tekstów mów, a także poszczególnych konstytucji, ze szczególnym przypadkiem Konstytucji 3 Maja na czele. Wiele osobistości gromadziło akta o charakterze politycznym, tworząc z nich tematyczne sylwy. Przy końcu XVIII w. pojawia się nowe zjawisko, jakim było kolekcjonerstwo źródeł historycznych. Kolekcje te powstawały często z pobudek patriotycznych. W zbiorach prywatnych zgromadzono szereg dokumentów publicznych, w tym fragmentów archiwów urzędowych, jak części Archiwum Koronnego i Archiwum Skarbowego w Bibliotece Czartoryskich w Krakowie. Różnorodność dróg gromadzenia publików w archiwach prywatnych oraz długotrwały charakter tego procesu spowodował, że obecnie w archiwach tych przechowywany jest niezwykle różnorodny i bogaty materiał do badań historii politycznej i społecznej dawnej Rzeczypospolitej.
The archives of private provenance that are preserved in the Polish public collections give a picture of the life of aristocratic families, who were the former ruling elite of the Polish – Lithuanian Commonwealth. Representatives of these families knew the habit that obliged the officials to transfer files associated with public office they exercised to the archive of the institution. According to this habit, the transfer should have taken place after one had stepped down from office, but unfortunately this rule was not always observed. This is why, the records associated with the office of chancellor of the crown are often represented in the private archives (especially those of the Zamoyski and Radziwiłł families; office of hetman of the crown did not have its own archive; thus, papers produced by hetman were gathered in the private collections of officials who exercised the office). Records for the operation of the other offices exercised by the magnates: great marshals and court marshals or tribunal marshals are preserved in a smaller number of private collections. Private archives are also places where records of the Diet [Sejm] and Regional Diet [Dietmes, sejmik] are preserved: resolutions [laudum], instructions, reports of the sittings and debates [diariusz], speeches, as well as constitutions, the special case of The Constitution of May 3, 1791 at the head. Many persons gathered records of a political nature, making out of them theme collections. A new phenomenon occurred at the end of the eighteenth century, i.e. collecting of the historical sources. These collections were often created for patriotic reasons. In private collections were assembled series of public documents, including parts of the official archives. For example, part of The Crown Archive and The Treasury Archive is in the holdings of The Czartoryski Library in Kraków. Many ways of gathering of the public records in the private archives, and long – lasting nature of this process resulted in extremely varied and rich material for the study of political and social history of Poland being preserved in these archives.

More and more frequently companies decide to get rid of certain functions of their structures by using outside firms to provide components and services. Outsourcing, very popular in recent years, has the purpose of reducing spendings in departments of a company. However, it this goal achieved? Often, such cost reduction is connected with the dependence of the customer on the supplier - which can, in the long run, globally contribute to raising costs. Will such delegation of certain responsibilities not cause a significant danger of losing its independence and a gradual increase in spendings in such a way that, in a broader perspective, they will be much higher than the costs before outsourcing? What will happen when a company dependent on its supplier or provider wants to pass another or a different company a particular job? Furthermore, if the company management decided to dispense with the services offered by a third party - would we be able to import the data that we receive into any other system? The compilation is an attempt at familiarizing the reader with the meaning of Cloud computing, as well as the concepts directly related to it. An attempt has been made to systemise the knowledge of the subject and present the main premises and hazards that are associated with the implementation of solution.

The authors of the article test social trust in three dimensions: one vertical (trust in various types of institutions) and two horizontal – a private and a generalized one. Their main purpose is to study the level of social trust of the adult residents of rural communities of the Lodz region and the residents of the city of Lodz. They aim to diagnose social trust of the communities and to determine the correlates of the third type of trust, defined as generalized trust manifested in contacts with other people.
Przedmiotem rozważań w artykule jest zaufanie społeczne badane w trzech wymiarach: wertykalnym (do różnego rodzaju instytucji) oraz dwóch horyzontalnych – prywatnym i uogólnionym. Głównym celem artykułu jest próba odpowiedzi na pytanie o poziom zaufania społecznego dorosłych mieszkańców gmin województwa łódzkiego i Łodzi. Analiza dotyczy diagnozy zaufania społecznego badanych zbiorowości oraz ustalenia korelatów trzeciego z wyżej wymienionych rodzajów zaufania, czyli uogólnionego zaufania okazywanego innym ludziom.

The author describes the results of empirical research (in the years 2005-2009) into the process of constructing the meaning ofWomen’s Day in various generational groups of men and women. The ‘communist contamination’ of the 8th of March holiday turns out to be particularly important in terms of meaning. The groups studied have made, in this context, a new ‘localisation’ of the holiday in the sphere of their own experiences. Women’s Day appears as a phenomenon entangled in the discourses of adoration and emancipation, as well as in the settling of accounts with the Polish People’s Republic and feminism.

W referacie - artykule przedstawiono doświadczenia władz Miasta Poznania przy realizacji parkingów w systemie partnerstwa publiczno-prywatnego. Przedstawiono przebieg postępowań przetargowych dla kilku parkingów w Poznaniu. Omówiono dwa scenariusze postępowania oraz wyniki badań rynkowych. Zidentyfikowano główne przyczyny niepowodzeń w realizacji postępowań przetargowych. Ponadto zarysowano plany budowy parkingów typu parkuj i jedź oraz parkuj i idź w Poznaniu.
The experience of the Municipality of the city of Poznan with car park construction in Public - Private Partnership system has been presented in the paper. The course of procurement procedures for a number of car parks in Poznan has been shown. Two scenarios of proceedings and results of market survey have been discussed. Moreover, the plans for car parks type of “Park & Ride” and “Park & Walk” in Poznan have been outlined.

This article gives a description of the significance of public -private partnership (PPP) in Poland both across sectors and partners involved in this type of projects. In this context, Author is also interested in the evolution of PPP in Poland, in particular from 2009 (after coming into force of the new regulations) and during recent financial crisis. PPP market in Poland is relatively young and conditioned by changes in the legal, economic, and political scene. Between 2009 and 2011 most PPP contracts were announced by the authorities of cities and municipalities. They concerned sport and recreation sector, urban infrastructure and health sector, while there are needs for transport investments, municipal construction, revitalization, waste management, education or energetics. PPP can present a number of advantages (provide additional capital, management and skills, improve efficiency and quality of services, share of risks), therefore the European Commission promotes combining PPP with EU fundsin new financial perspective to diversify sources of financing for development.

Artykuł precyzuje stosowane formy wsparcia publicznego w procesach rewitalizacji i wskazuje na ich celowość w różnych segmentach mieszkalnictwa. Prezentuje również istotne tezy. Po pierwsze, w programach rewitalizacji potrzebne są jeszcze inne niż w nowym budownictwie mieszkaniowym specyficzne instrumenty motywacyjne inwestowania i wsparcia społecznego. Jest to niezbędne, szczególnie ze względu na wartość zachowania dotychczasowych mieszkańców w dzielnicy i tzw. przemieszania społecznego nowych i dawnych mieszkańców. Po drugie, tylko rewitalizacja zrozumiała i opłacalna dla właścicieli i lokatorów ma szanse powodzenia. Ostatnie lata przyniosły w tym zakresie znaczny zastój w kraju. Prócz idocznych powszechnie efektów w zakresie mieszkalnictwa powoduje to również brak nowych kadr fachowców w tej dziedzinie.
This paper identifies proper forms of public support in revitalization processes and indicates how important they are in various residential housing sectors. It also presents essential theses. Firstly, the revitalization programmes need other specific motivation instruments to encourage capital investments and social support than those applied in new residential house building. Those are required especially owing to the value of keeping the current residents within their districts and of keeping the so-called social mix of new and old residents. Secondly, only the revitalization projects that are well understood and profitable for real-estate owners and tenants may be successful. Recent years witnessed a deadlock in that area in Poland. In view of generally visible house building results, we are facing a shortage of new expert personnel in that area.

Opis:
Paper concerns the valuation of forests under all forms of ownership on the basis of the first stage of the Large−Scale Forest Inventory completed in 2009. The total value of Polish forest resources (land and stands) at the end of 2008 amounted to nearly PLN 189 billion, of which 80% was the value of the forest resources available for wood supply. Forest resources of the highest value (PLN 145 billion), including those under the management of the State Forests (PLN 137 billion) are the property of the Treasury. Timber resources account for 85% of the value of forest resources, while the remaining share includes forestland resources (PLN 29 billion). Basing on the obtained results, the average value of forests in Poland is about 21,000 PLN/ha.

W artykule poruszono temat partnerstwa publiczno-prywatnego i jego znaczenie w realizacji zadań publicznych. Współpraca dwóch sektorów w dobie narastających deficytów budżetowych będących wynikiem ostatniego kryzysu finansowego, wydaje się być optymalnym rozwiązaniem. Autorka przedstawiła genezę, istotę oraz cechy partnerstwa, dzięki którym możliwe jest osiągnię-cie obustronnych korzyści. To kompleksowość i długoterminowość umowy wyróżniają partnerstwo spośród pozostałych form realizacji przedsięwzięć publicznych, stanowiąc wyraz nowego zarzą-dzania publicznego, które podkreśla znaczenie efektywności w gospodarowaniu zasobami pu-blicznymi, w tym finansowymi. W celu pełnego ukazania problemu w dwóch pierwszych rozdzia-łach wykorzystano dorobek naukowy dotyczący zagadnień związanych z partnerstwem i znacze-niem efektywności przy podejmowaniu decyzji przez jednostki sektora publicznego, by w kolej-nym rozdziale przytoczyć dane z Raportu Centrum PPP i Instytutu PPP przedstawiające rozwój rynku partnerstwa w latach 2009–2013. Partnerstwo może stać się efektywnym narzędziem reali-zacji zadań publicznych i przynieść wymierne korzyści dla partnera publicznego wynikające z do-świadczeń sektora prywatnego w projektowaniu, budowaniu, dostarczaniu usług oraz zarządzaniu, zabezpieczając jednocześnie interes społeczny i interes partnerów prywatnych, pod warunkiem, że władze centralne stworzą prawno-instytucjonalne warunki dla jego rozwoju.
The article describes a problem of public-private partnership and its role in public tasks’ real-ization. The cooperation between private and public sector seems to be optimal solution, especially in the time of crisis. Author shows the genesis, essence and features of PPP, what makes mutual benefits. Complexity and long-term contracts mark PPP out another forms of public tasks realization. PPP is a method which underlines efficiency in public sources management, specially finance sources. To present the problem in two chapters literature about PPP and efficiency was used, that accompanies by making decisions in local self-government units. The third part of the article excerpts data from Raport Centrum PPP (report) and Institute PPP showing the development of Polish PPP in 2009–2013. Partnership may bring rational profits for public sector, which result from private partner experience in designing, building, operating and management, protected social and private matter, on condition that central government creates adequate condition for its development.

Opis:
Public-Private Partnership is one of possibilities for supporting investment process. Public partner has limited funds and cooperation with private partner give possibilities for realization of social needs and planning investment process. Limited possibilities obtaining support from the government and lack of capital, forcing municipalities to seek alternative methods of financing municipal investments. The opportunity to acquire the ownership of community housing units, in the absence of co-necessity to incur high investment, giving local-government public-private partnership. The experience of different countries show that public tasks can be successfully carried out in partnership with the private sector and can provide a specific pattern of implementation of private capital in the conduct and financing of investments and the provision of public services. The main aim of this article is to analyze public-private partnership as a form of financing public investment in municipal real estate construction example.
