    Celem niniejszego artykułu jest zaprezentowanie możliwości kształtowania nie tylko szeroko rozumianych kompetencji – zasobów osobistych jednostki, lecz także kreowania sprawczości w toku realizacji projektu społecznego, w oderwaniu od szkolnej rzeczywistości. Projekt społeczny – oparty na metodzie projektu – może być realizowany w toku formalnego kształcenia często przeładowanego treściami podstawy programowej, nie ma w nim jednak często miejsca na współpracę pomiędzy uczniami. Uzupełnieniem, pozwalającym na zwrócenie się ku jednostce i uzyskaniu możliwości jej rozwoju jest platforma pt. „Zwolnieni z Teorii”. Realizacja projektu społecznego w zespole pozwoli rozwijać współpracę – niezbędną umiejętność społeczną, odpowiedzialność, jak i poczucie sprawstwa, które szczególnie w toku przemian i wyzwań życiowych czy zawodowych jest kluczowe. Pozwala ona jednostce podejmować działania, które przyniosą korzyść nie tylko jej samej, lecz także zbiorowości, w której żyje.

    Purpose: The purpose of this article is to propose risk management recommendations for social projects taking into account their specificities by analysing and evaluating the ways in which social project risks are managed in the literature and applied in practice. Design/methodology/approach: Both literature and empirical research have been used to provide an analysis of how risks of social projects are managed. The literature research, consisting of a literature review, will be contrasted with the results of the qualitative research carried out in the form of a single embedded case study. The result is a proposal in the field of project risk management for social projects. Findings: An analysis of the way in which social project risks are managed has made it possible to identify the interdependencies that exist in this area and to identify areas of social project risk management that are particularly in need of improvement. Research limitations/implications: The research is worth continuing by increasing the number of social project investigated in order to gain a broader perspective related to the risk management of social projects and to improve the proposed recommendations. Practical implications: The research led to the development of a diagram of the steps needed to be taken in social project risk management and how to automate it through the creation of a prototype project risk management tool. Social implications: The main aim of social projects is to achieve social change. This can take the form of creating new opportunities and spaces, resolving situations that hinder well-being and social development, as well as raising awareness and bringing about changes in the way society thinks. A prerequisite for the fulfilment of these objectives is the success of the project achieved through its correct implementation across all elements. One of these elements is effective and efficient risk management. Originality/value: The article expands on the number of studies related to social project risk management and draws attention to the very limited amount of literature slanting on this topic. In addition, it presents its own solutions for social project risk management.

    The year 2003 marked the eleventh European Heritage Days held in Poland under the honorary patronage of Waldemar Dąbrowski, Minister of Culture of the Republic in Poland. The event was attended by eleven voivodeships. The prime intention of the numerous meetings which took place on 18-21 September was to shape cultural identity by means of free-of-charge access to museum exhibitions and interiors of historical buildings, a presentation of particular regions and the protection of cultural property. The European Heritage Days included education workshops, conferences, artistic shows, exhibitions, festivities, folklore performances, etc.

    Niezależnie od osiągniętego poziomu rozwoju gospodarczego, państwa stają przed trudnymi wyzwaniami w obszarze społecznym – bezrobociem, niską jakością opieki zdrowotnej, bezdomnością, recydywą i innymi. Wobec rosnących problemów poszukuje się nowych mechanizmów finansowych, służących eliminowaniu problemów społecznych. Takim rozwiązaniem może być mechanizm obligacji społecznych. Obligacje społeczne to innowacyjny instrument finansowania projektów społecznych, umożliwiający współpracę podmiotów publicznych z prywatnymi inwestorami. Celem opracowania jest prezentacja instrumentu finansowania projektów społecznych, jakim są obligacje społeczne oraz wskazanie na istniejące bariery i podstawowe czynniki rozwoju obligacji społecznych. Sformułowano następujące wnioski: obligacje społeczne wspierają współpracę między sektorem publicznym a prywatnym oraz rozwiązują konkretne problemy społeczne.
    The article analyses a new financial instrument, social impact bonds, which aim to achieve social outcomes on a pay-for-success basis. Social impact bonds – a financial mechanism in which private sector pay for a set of interventions to improve a social outcome that is interest to a government. The author present the mechanism of this instrument, the advantages and challenges related to its use. The public entities should not be the only one to bear responsibility for the outcomes of the social tasks, and more and more non-governmental organizations and private entities cooperate and participate in performing public administration tasks.

    Introduction/background: Raising the standard of living of local communities is one of the objectives of activities undertaken by local government units. The most important and essential in regional development is therefore social development. One of the stimulators of regional growth are European Union funds. The improvement of the social and professional situation of the residents of municipalities in the Silesian Voivodeship has been mainly influenced by EU funds implemented through the Regional Operational Programme of the Silesian Voivodeship 2014-2020 under the European Social Fund (ESF). The municipality of Zbrosławice has implemented several such projects. Aim of the paper: The aim of the paper is to examine and analyse the impact of ESF-funded projects implemented in the municipality of Zbrosławice to strengthen social and professional activity of local communities in the period 2019-2021. The paper is based on research conducted for the master's thesis of Marcel Nalepa, whose scientific supervisor is Dr. Joanna Toczyńska. Materials and methods: In the study, cabinet research was conducted on the basis of data from the Central Statistical Office using the methods of universal statistics on the analysis of the socio-demographic situation of the Municipality of Zbrosławice. The aim of the research was to identify problem areas prior to the start of the social projects implemented in the period 2019-2021. Subsequently, field research was conducted in the Municipality using the method of comparative analysis of project documentation and reporting documentation on two ESF-funded projects in order to determine the degree of achievement of the assumed target indicators in the projects. The research further involved a diagnostic survey of the opinions and perceptions of project participants using a questionnaire method. Results and conclusions: As a result of the research, weaknesses and problem areas in the level of social life of the Municipality's residents were identified and solutions were proposed in the form of the need to implement specific projects. In addition, the research hypothesis assuming that the actions taken by the Municipality of Zbrosławice and the projects implemented in the period 2019-2021 contributed to strengthening the social and professional activity of local communities and strengthening the human potential of the Municipality was confirmed.

    The article is an attempt to outline the theoretical and methodological refl ection on public history in the context of some conceptual models and concrete examples of case studies. Considering discursive situations, suppositions, suggestions and interpellations on the enlightenment postulate with regard to public history (including the issues: magistra vitae, emancipatory project, affi rmative history, emotive revolution, critical discourse in the public space, modus art based research) I deal with the issues: what is actually the content of public history: history or memory? Does the enlightenment postulate with regard to public history turn memory into history? Are we dealing with some project concocted by the intelligentsia and scientifi c elite? What are the current trends in the implementation of critical discourse in public history?

    Opis:
    The aim of this article, entitled „The attitude of young Poles towards values after political transformation”, is to describe the attitude of a part of young generation towards moral categories after the political transformation of 1989. The author discusses selected stories printed in „Gazeta Wyborcza” describing individual heroes who create an image of a collective protagonist and focuses on ethics and the analysis of some specific aspects of their lives. Three types of contexts (psychological, social and cultural) were used to find universal mean-ings that result from the interpretation of individual experiences. The genre of analysed text is a story with a social meaning that presents a part of the young, post-transformation generation. These stories fit the metacultural discourse of the article, especially that related to existential and axiological crisis in the post-transformation period.
    Celem artykułu jest próba scharakteryzowania stosunku do kate-gorii moralnych części młodego pokolenia Polaków po przełomie ustrojowym 1989 r. Autorka omawia wybrane reportaże „Gazety Wyborczej”, portretując bo-haterów indywidualnych, tworzących obraz bohatera zbiorowego, pod kątem ety-ki, i analizując określone aspekty ich życia osobniczego. W znalezieniu uniwersal-nych sensów, na które przekłada opisy jednostkowych doświadczeń, pomaga jej uwzględnienie trzech kontekstów: psychologicznego, społecznego i kulturowego.
