    W niniejszym artykule dokonano analizy problemów związanych z funkcjonowaniem projektów opartych o formułę partnerstwa publiczno-prywatnego (PPP), a także wskazano sposoby ich przezwyciężania. Podstawą analizy jest prezentacja schematu Private Finance Initiative w Wielkiej Brytanii i ocena zmian w tym schemacie na przestrzeni ostatnich kilkunastu lat. Wykazano, że istnieje wiele podobieństw w sytuacji wprowadzania projektów partnerskich w Polsce dziś i na początku lat 90. w Wielkiej Brytanii. Dzięki temu brytyjskie przykłady mogą stać się podstawą dla stworzenia właściwych warunków funkcjonowania PPP w naszym kraju, co pomoże uniknąć problemów jakie wystąpiły w Wielkiej Brytanii lub przynajmniej zminimalizować je.
    The article provides the analysis of bottlenecks related to public private partnerships (PPP), and the methods of avoiding them. The study is based on the history of Private Finance Initiative (PFI) in Great Britain, and the changes introduced to this programme in the last years. It is shown, that there are similarities between PPP in today’s Poland and PFI in the UK at the beginning of 90’s. British experience can be helpful in creating better environment for PPP, to avoid (or at least minimize) the potential threats.

    The implementation of projects co-financed with the European Union funds by beneficiaries needs to be related to the necessity to provide for their compliance with the EU law, the national law, applicable guidance, programming documents, as well as with the contents of the project co-financing contract (decision on the project co-financing, another act). The issue of public assistance needs to be discussed in this context. Because some of EU projects are subject to the public assistance requirement (de minimis support), it becomes more important to comply with all the binding regulations. The national legislator is obliged to establish appropriate legal provisions that, together with the EU law, will provide the basis for legal and effective granting of support of public assistance nature (de minimis).

    The aim of the paper is to present the investigation results of way in which the planning and implementation of large production and service projects was conducted. The studies have been carried out on the basis of selected enterprises implementing large building and assembly projects, construction projects, electrical installation and industrial insulation assembly work. The project team size was the main criterion of the selection for this study. In the analyzed cases, this quantity exceeded 20 team members. Due to the specifics of the research was used multiple case study method. The analysis allowed to note that the surveyed production and service companies don’t use well-known project management methodologies, which could have a direct impact on the effectiveness of the large projects management.
    Celem artykułu jest prezentacja wyników badania sposobu planowania i realizacji dużych projektów produkcyjno-usługowych. Badanie przeprowadzone zostało w wybranych przedsiębiorstwach realizujących duże projekty budowlano-montażowe, budowlane, instalacji elektrycznej oraz montażu izolacji przemysłowych. Głównym kryterium doboru projektu do badania była liczebność zespołu projektowego realizującego dany projekt. Do badania wybrano projekty, których liczebność zespołu projektowego przekraczała 20 osób. Ze wzglę-du na specyfikę badań posłużono się metodą wielokrotnego studium przypadku. W wyniku przeprowadzonej analizy zauważono, że badane przedsiębiorstwa produkcyjno-usługowe nie wykorzystują znanych metodyk zarządzania projektami, co może mieć bezpośredni wpływ na skuteczność zarządzania dużymi projektami.

    Innovation is a collection of unique projects, portfolios or project programmes. Current changes are influenced by phenomena in the organization and its environment. We continue to ask ourselves, especially during the pandemic crisis, how to build the trust and safety of project teams if the assumptions made, which had previously been undisputed, become a challenge. The aim of the article is to identify the limitations and barriers that accompany project teams during the implementation of innovations and to present methods for overcoming them. To achieve this goal, a proposition was prepared for our own diagnostic tools, paying particular attention to the phenomenon of priming in the design and dissemination of innovations. The factors determining the effectiveness of project handover between teams were also selected. According to the author, priming is the removal of obstacles to making a transition in innovative projects. The author’s presented method of assessing internal stimuli determines the functioning of project teams. The article adopts the thesis that the effectiveness of the handing over of innovative projects depends on the preparation of project teams to fulfill this mission in the company. Based on the conclusions of the discussion, the handing over of an innovative project is the fulfillment of stakeholder expectations in accordance with the criteria of the feasibility, desirability and viability of the project. To achieve this, the (transferor/ user) teams should have a common understanding of the final product design requirements and expected quality.
    Innowacyjność to zbiór unikalnych projektów, portfeli lub programów projektów. Na obecną zmianę mają wpływ zjawiska, które znajdują się w organizacji i w jej otoczeniu. Nadal zadajemy sobie pytanie, szczególnie w czasie kryzysu pandemii, w jaki sposób budować zaufanie i bezpieczeństwo zespołów projektowych, jeżeli przyjęte założenia, które do tej pory były bezsporne, stały się wyzwaniem. Celem artykułu jest identyfikacja ograniczeń i barier, które towarzyszą zespołom projektowym podczas wdrażania innowacji, oraz prezentacja metod ich pokonywania. Dla osiągnięcia tego celu przygotowano propozycję własnych narzędzi diagnostycznych, ze zwróceniem szczególnej uwagi na zjawisko torowania (ang. priming) w projektowaniu oraz upowszechnianiu innowacji. Wybrano też czynniki determinujące skuteczność przekazywania projektów między zespołami. Według autora priming to usuwanie przeszkód, robienie przejścia w projektach innowacyjnych. Zaprezentowana autorska metoda oceny wewnętrznych bodźców określa funkcjonowanie zespołów projektowych. W artykule przyjęto tezę, że skuteczność transferu projektów innowacyjnych zależy od przygotowania zespołów projektowych do spełnienia tej misji w przedsiębiorstwie. Na podstawie wniosków z dyskusji – przekazywanie projektu innowacyjnego to wypełnienie oczekiwań interesariuszy w zgodności z kryteriami wykonalności, funkcjonalności i opłacalności projektu. Aby to osiągnąć, zespoły (przyjmujący/przekazujący) powinny posiadać wspólne ustalenia co do ostatecznych wymogów dotyczących projektowanych produktów i oczekiwanej jakości.

    In his article, the author discusses the system for the implementation and auditing of spending of European funds within the realisation of the Cohesion Policy in the 2014–2020 programming period, which stems from the regulations of the act on the rules for the realisation of Cohesion Policy programmes financed in the 2014−2020 financial perspective. The article takes into account the context of the EU regulations concerning the implementation of the Cohesion Policy in the following programming period. The new provisions are also discussed in relation to the differences with the present regulations on the system for the implementation and auditing of spending in the 2007−2013 financial perspective. In the first part of the article, the author focuses primarily on the analysis of the institutional system for the implementation of the EU funds, by presenting the responsibilities of individual institutions in the process of operational programmes realisation, and also by describing the designation procedure that is required for payment applications submitted to the European Commission.

    The concept of sustainable development has been supported by the European community for many years. This results in the obligation to achieve the objectives and meet the guidelines established by it for the Member States in the above scope, among others, in relation to the implementation of investment projects co-financed from EU funds. One of the most important steps in the above undertakings is the Environmental Impact Assessment which, if unreliable, may be grounds for refusing to grant funds for the investment. The purpose of this article is to indicate the key aspects of conducting an Environmental Impact Assessment (RIA) when implementing investment projects co-financed with European funds and to diagnose the factors determining the coherence of a given project with the concept of sustainable development. The considerations carried out as part of the project allowed for the identification of the determinants conditioning the coherence of a given project with the concept of sustainable development.
    Pojęcie zrównoważonego rozwoju jest wspierane przez społeczność europejską od wielu lat. Powoduje to obowiązek osiągnięcia celów i spełnienia ustanowionych przez nią wytycznych dla państw członkowskich w powyższym zakresie, między innymi w odniesieniu do realizacji projektów inwestycyjnych współfinansowanych ze środków UE. Jednym z najważniejszych kroków w powyższym przedsięwzięciu jest ocena oddziaływania na środowisko, która w przypadku braku wiarygodności może stanowić podstawę odmowy przyznania środków na inwestycję. Celem artykułu jest wskazanie kluczowych aspektów przeprowadzania oceny oddziaływania na środowisko (EIA) przy wdrażaniu projektów inwestycyjnych współfinansowanych z funduszy europejskich oraz diagnoza czynników determinujących spójność danego projektu z koncepcją zrównoważonego rozwoju. Rozważania przeprowadzone w ramach niniejszego artykułu pozwoliły na identyfikację czynników warunkujących spójność danego projektu z koncepcją zrównoważonego rozwoju.

    The second part of the article, which presents the solutions adopted in the Act on the principles for the implementation of programmes within the Cohesion Policy financed in the 2014−2020 financial perspective, focuses on the analysis of the provisions related to auditing of spending within projects co-financed from the EU funds. In his article, the author also discusses issues related to accounting for irregularities found in projects financed from the EU funds. The provisions referred to are presented in the context of the requirements set forth in Regulation No 1303/2013 that introduced the principle of annual accounting for spending between a Member State and the European Commission.

    Large Projects in Aerospace Business (LPAB) notoriously face significant delays and cost overruns. The starting point is: reduction of risk for both deviations between planned and actual cost and time would increase profitability of a project. That means, if project duration and volume could be predicted more precisely, the risk for delays and cost overruns would be reduced while profitability would be improved through allocating resources when and where they are actually needed. This questions the efficiency of presently applied planning methods to yield proper estimates for project volume and duration. The initial approach to this problem started off with learning curves and developed into parametric estimate models mainly for cost. Over decades it was a main attempt to make the models robust for technical progress and to increase flexibility with regard to different kind of aircraft but there were still significant deficiencies. This article introduces a new approach to overcome above deficiencies and the corresponding parametric estimate models to determine project volume and duration for future aircraft projects. The model uses the degree of new technologies applied (technical complexity) and the number of countries, suppliers and final assemblies (organizational complexity) as independent variables. The parameters of the regression analysis were determined by analysing 5 large aircraft projects (Boeing 787, Airbus A380, A350, A400M, Lockheed Martin F-35B and Eurofighter). As a result, the model meets the requirements of application in practice while its accuracy is still within the range of legacy models.

    The fundamental function and responsibility of any government, aside the protection of lives and properties, is the provision of qualitative services through projects management and implementation. Conversations on projects management systems and service delivery at the local level of governance with emphasis on the eThekwini municipality of South Africa is still largely sparse. The study addresses this gap by interrogating projects management systems and service delivery at the level of local government with purposive recruitment of 14 units’ managers. The increasing demands for qualitative service has provoked a need to interrogate how projects management systems can be harnessed for the delivery of qualitative service at the local level of governance. The novelty of this study can be unpacked from the scarce conversations on project management systems and service delivery discourse in the eThekwini municipality of South Africa. In other words, this study has been able to provoke a unique and fresh discussions to the literature by examining the responsiveness of the eThekwini municipality to service delivery measures through projects management initiation and implementation. The qualitative research method with the exploratory research design were used to advance the limit of the research knowledge. The NVivo (v.12) qualitative software was used to identify themes and the content analysis employed to make sense of these themes. The study showed the challenge of poor financial allocation and time frame for the release of funds as hindrances to effective project management systems. In addition, the challenge of political interference and the politicization of projects were shown as factors constraining effective service delivery. The study calls for the effective monitoring and inspection of projects and appropriate mechanism for addressing the challenges of political interference and politicization of projects.
    Podstawową funkcją i odpowiedzialnością każdego rządu, oprócz ochrony życia i mienia, jest świadczenie wysokiej jakości usług poprzez zarządzanie projektami i ich realizację. Rozmowy na temat systemów zarządzania projektami i świadczenia usług na szczeblu lokalnym, z naciskiem na gminę eThekwini w Republice Południowej Afryki, są nadal w dużej mierze rzadkie. Badanie uzupełnia tę lukę poprzez badanie systemów zarządzania projektami i świadczenia usług na poziomie samorządu przy celowej rekrutacji kierowników 14 jednostek. Rosnące zapotrzebowanie na usługi wysokiej jakości wywołało potrzebę zbadania, w jaki sposób systemy zarządzania projektami mogą być wykorzystane do świadczenia usług wysokiej jakości na lokalnym poziomie zarządzania. Nowość tego badania można wydobyć z nielicznych rozmów na temat systemów zarządzania projektami i dyskursu o świadczeniu usług w gminie eThekwini w RPA. Innymi słowy, badanie to było w stanie wywołać wyjątkową i nową dyskusję na temat literatury poprzez zbadanie reakcji gminy eThekwini na środki świadczenia usług poprzez inicjowanie i wdrażanie zarządzania projektami. Do poszerzenia granicy wiedzy badawczej wykorzystano jakościową metodę badawczą wraz z projektem badań eksploracyjnych. Oprogramowanie jakościowe NVivo (v.12) zostało użyte do identyfikacji tematów i analizy treści zastosowanej w celu zrozumienia tych tematów. Badanie wykazało wyzwanie, jakim jest słaba alokacja środków finansowych i ramy czasowe uwolnienia funduszy, jako przeszkody w skutecznych systemach zarządzania projektami. Ponadto jako czynniki ograniczające efektywne świadczenie usług wskazano wyzwanie, jakim są ingerencje polityczne i upolitycznienie projektów. Badanie wzywa do skutecznego monitorowania i kontroli projektów oraz odpowiedniego mechanizmu reagowania na wyzwania związane z ingerencją polityczną i upolitycznieniem projektów.

    The author conducted literature research in the area of strategic planning in local government units and in the area of projects, programs and portfolios management. The paper discussed the preliminary proposal of the general model of portfolio management in the local government units to ensure an effective strategy implementation.

    W artykule wskazano uwarunkowania realizacji przedsięwzięć informatycznych wspomagających zarządzanie, istotne z punktu widzenia bezpieczeństwa projektów. Zwrócono uwagę na tak ważne elementy jak: referencyjność oferowanych rozwiązań informatycznych, stabilność otoczenia implementacyjnego projektu, aspekty motywacyjne i odpowiedzialność w projekcie oraz narzędzia zarządzania zmianą. Autor wskazuje potrzebę przeprowadzenia analizy planowanych projektów informatycznych pod kątem ich uwarunkowań implementacyjnych w celu rzetelnego oszacowania ryzyk. Artykuł został napisany w oparciu o studium literatury przedmiotu oraz doświadczenie praktyczne Autora.
    The article indicates conditions for the implementation of IT projects supporting management, which are important from the point of view of project security. Attention was paid to such important elements as: the reference character of the offered IT solutions, the stability of the project’s implementation environment, motivational aspects in the project and responsibility, as well as change management tools. The author indicates the need to analyze the planned IT projects in terms of their implementation conditions in order to reliably assess the risks. The article was written based on a study of the literature on the subject and the Author’s practical experience in the subject area.

    Opis:
    Preparation of IT systems implementation projects is connected with many issues of design, technical, and technological nature. Many IT projects encounter difficulties in their implementation, which often results in problems with achieving the assumed functionality, exceeding the project execution time, and additional costs, if not in the investment phase, then surely in system operation phase. A number of difficulties are due – among other things – to imperfections of the contract between employer and contractor, which in case the employer is a public party, has substantial limitations concerning changes in its content, thus it may later cause difficulties in its execution. The paper, among the many issues related to implementation of IT systems, focuses mainly upon the subject of the contract, its scope, period of validity, and remuneration for implementation and maintenance of IT project.
