Celem pracy jest pokazanie uwarunkowań, przebiegu oraz rezultatów transformacji przedsiębiorstwa wynikającej z wprowadzenia nowej metodyki zarządzania projektami. W artykule przedstawiono wyniki badań własnych w postaci studium przypadku przedsiębiorstwa sektora teleinformatyki wprowadzającego nową zwinną metodykę zarządzania projektami. Jak wykazano w badaniach, zmiana metodyki zarządzania projektami może prowadzić zarówno do zwiększenia szans na sukces dużych i złożonych projektów informatycznych oraz teleinformatycznych, jak i do transformacji całej organizacji, rozumianej jako szereg gruntownych zmian w obszarach technologicznym, metodycznym, procesowym, strategicznym, organizacyjnym i kulturowym, zorientowanych na zwiększenie przewagi konkurencyjnej.
The paper is focused on conditions, process and results of the organizational transformation due to the introduction of new project management methodology. After literature review, the case study of the ICT company implementing new agile project management methodology is presented. As the results show, the change of the project management methodology might affect the project success in large and complex IT and ICT projects. Moreover, it might lead to the organizational transformation in technology, methodology, processes, strategy, organization and organizational culture extending competitive advantage of the organization.

Jednym z potencjalnych czynników sukcesu projektów realizowanych we współpracy międzyorganizacyjnej, zidentyfikowanych przez autorów, jest zbieżność metodyk i standardów zarządzania projektami stosowanych przez współpracujące strony. Artykuł ma charakter koncepcyjny a jego celem jest prezentacja koncepcji badań empirycznych, dotyczących wpływu zbieżności wykorzystywanych metodyk na sukces projektu. Przegląd literatury pozwala na sformułowanie hipotezy badawczej, wskazującej, że zbieżność stosowanych przez partnerów projektu metodyk i standardów zarządzania projektami jest istotnym czynnikiem powodzenia wspólnego projektu. Sformułowana hipoteza badawcza będzie testowana w badaniach ankietowych w sektorze IT (n = 320).
One of the success factors of projects implemented in inter-organizational cooperation identified by the Authors is the concurrence of standards and methodologies of project management used by project partners. The purpose of this conceptual paper is to present the concept of empirical research on the impact of the concurrence of PM standards and methodologies used on the success of the cooperative project. The literature review allows us to formulate a research hypothesis that the concurrence of PM standards and methodologies used by the project partners is an essential factor in the success of a joint project. The formulated research hypothesis will be tested in surveys within the IT sector (n = 320).

W literaturze przedmiotu trudno wskazać aktualne przykłady złożonych przedsięwzięć realizowanych w sferze publicznej w Polsce, które stanowiłyby egzemplifikację zastosowania teorii interesariuszy w praktyce życia gospodarczego. Artykuł prezentuje wnioski płynące z analizy jednego z ostatnio zakończonych i największych projektów fuzji organizacyjnej w sferze publicznej w Polsce – likwidacji Agencji Rynku Rolnego i Agencji Nieruchomości Rolnych oraz przejęcia ich zadań przez Agencję Restrukturyzacji i Modernizacji Rolnictwa i Krajowy Ośrodek Wsparcia Rolnictwa. Wprowadzenie zmian systemowych miało na celu zmniejszenie liczby instytucji, ograniczenie kosztów ich funkcjonowania oraz poprawę jakości obsługi beneficjentów i kontrahentów. Przedsięwzięcie to zakończyło się 1 września 2017 r., angażowało tysiące pracowników po stronie każdej z agencji, wymagało zmian w strukturze terenowej organizacji w całym kraju i dotyczyło kilkuset akredytowanych procesów, które w sposób nieprzerwany musiały być realizowane aby spełnić wymagania Komisji Europejskiej. Od 1 września 2017 r. Agencja Restrukturyzacji i Modernizacji Rolnictwa stała się jedyną agencją płatniczą dla Wspólnej Polityki Rolnej UE w Polsce i największą agencją tego typu w Europie. Dzięki badaniom literaturowym, połączeniu obserwacji uczestniczącej autorów w konkretnym case study, atykuł stanowi próbę oceny wdrożenia omawianego projektu właśnie z perspektywy ARiMR na tle koncepcji właściwego kształtowania relacji z interesariuszami i odpowiedniego angażowania ich w projekt.
The article presents the conclusions drawn from the analysis of one of the recently completed and largest public-sector merger projects in Poland – the liquidation of the Agricultural Market Agency and the Agricultural Property Agency and the assumption of their tasks by the Agency for Restructuring and Modernization of Agriculture and the National Center for Agricultural Support. The project aim was to reduce the number of institutions, limiting the costs of their operation and improving the quality of services for beneficiaries and contractors. The project ended on September 1, 2017, involving thousands of employees on each agency’s side, requiring changes to the organization’s off-site organization across the country, and involved several hundred accredited processes that had to be continued to meet the European Commission’s requirements. Since September 1, 2017 the Agency for Restructuring and Modernization of Agriculture has become the sole paying agency for the EU Common Agricultural Policy in Poland and the largest agency of its kind in Europe. The article attempts to evaluate the implementation of the project from the perspective of the Agency for Restructuring and Modernization of Agriculture, in the context of proper relations with stakeholders and their appropriate involvement in the project.

W artykule przedstawiono zagadnienie oceny sukcesu projektów o różnym poziomie złożoności. Omówiono kryteria oceny sukcesu projektu oraz rozstrzygnięto kwestie definicyjne związane z pojęciem złożoność projektu. Zaprezentowano klasyfikację projektów z uwzględnieniem kryterium złożoności projektów. Przedstawiono wyniki badań empirycznych dotyczące oceny sukcesu w projektach o wysokiej, średniej i niskiej złożoności. Dokonana analiza wyników badań pozwala na stwierdzenie, że najwyżej oceniono sukces w projektach o niskiej złożoności, a najniżej w projektach o wysokiej złożoności.
The article describes the issue related to the success in projects of varying complexity. The project success criteria and defining of the project complexity were showed. The project classification taking into account the criterion of project complexity was presented. The results of the empirical studies in context the evaluating of the success in projects of high, medium and low complexity were showed. The analyses of the obtained results indicates that the level of success in low complexity projects was highest and in high complexity projects was lowest.

Celem artykułu jest ukazanie złożoności zagadnienia kryteriów oceny sukcesu projektów oraz omówienie wyzwań związanych z doborem kryteriów oceny sukcesu dla projektów europejskich z zakresu ochrony środowiska. W artykule omówiono zagadnienia związane z definiowaniem oraz oceną sukcesu w zarządzaniu projektami dofinansowanymi ze środków Unii Europejskiej. Na podstawie analizy literatury przedstawiono ewolucję podejścia do definiowania sukcesu projektu przez badaczy z zakresu zarządzania projektami. W pierwszej części artykułu dokonano definicji pojęcia kryteriów oceny sukcesu projektów, stanowiącej podstawę do określenia kluczowych czynników sukcesu projektu. Zaprezentowano także ewolucję w postrzeganiu zagadnienia kryteriów oceny na przestrzeni ostatnich 50 lat badań nad uwarunkowaniami sukcesu w zarządzaniu projektami. Definicja sukcesu projektu należy do ważnych i złożonych problemów badawczych, jednocześnie jednak krótki okres realizacji w naszym kraju projektów europejskich sprawia, że w niewielkim stopniu zbadano dotąd to zagadnienie w kontekście projektów współfinansowanych ze środków Unii Europejskiej. W dalszej części zaprezentowano specyfikę procesu oceny projektów europejskich. Omówiono przebieg i zakres oceny formalnej i merytorycznej projektu będących elementem procedury wyboru projektu do dofinansowania. W artykule przedstawiono jak różne definicje sukcesu, w tym kryteriów oceny sukcesu projektów, wpisują się w zakres kryteriów formalnych i merytorycznych projektów europejskich. Dokonano także analizy możliwości wykorzystania w procesie określania kryteriów oceny sukcesu projektów europejskich kryteriów formalnych i merytorycznych stanowiących element dokumentacji konkursowej i będących pochodną wytycznych i dokumentów określających zasady działania poszczególnych programów, w ramach których wydatkowane są w Polsce środki europejskie wspierające ochronę środowiska. W artykule przedstawiono najistotniejsze wyzwania związane z procesem definiowania kryteriów oceny sukcesu projektów europejskich związanych z ochroną środowiska na podstawie kryteriów oceny formalnej i merytorycznej zdefiniowanych dla 3 obszarów wsparcia w ramach regionalnych programów operacyjnych oraz Programu Operacyjnego Infrastruktura i Środowisko na lata 2014–2020.
The purpose of this paper is to explore the issue of the criteria of project success and the complexity of the subject in the context of environmental and nature conservation projects financed by European Union. The article presents various definitions of project success The article deals with definition and evaluation process of the project success as well as specific conditions of EU project management. Thematic evolution and trends in defining project success are presented through systematic review of literature on project management. The first part of the article focus on reviewing different approaches to the subject of criteria of project success, which is the crucial part of the proces. It is impossible to determine critical success factors (CSF) without deciding on the criteria of the project success. Project success definition is an important and complex project management issue. The success of the projects was considered for the last 50 years in a various ways and by different project management scholars. There is a consensus about the importance of this aspect for the project management practice. However, the project management in the context of EU-funded projects is still subject of further research, as this issue was not yet properly analyzed. The article presents the specific of the environmental and nature conservation EU-funded project judgement proces. The procedures and the scope of the formal and substantive assesment which is the part of selection procedure were described. The paper presents also how formal and substantive assesment criteria correspond with success criteria definitions created so far by the researchers. Moreover, the article analyses how existing asssesment criteria, precisely defined in EU programmes documentation and procedures, can be treated as EU project success criteria. The article presents also the most important challenges and issues in determining the set of success criteria based on assesment criteria set for regional operational programmes and Operational Programme Infrastructure and Environment for 2014–2020 programming period.

The paper discusses importance of quality in project management. The basis for discussion was definition of the project quality that includes organization, design and process aspects. The project quality attributes were presented. They were compared to project success criteria and factors. Significant relationships between discussed attributes and factors were highlighted.
W artykule omówiono znaczenie jakości w projektach. Bazą dla rozważań była definicja jakości projektu obejmująca aspekty: organizacji, projektowania oraz procesu. Omówiono atrybuty jakości w zarządzaniu projektem oraz kryteria i czynniki sukcesu projektów. Wykazano istotne powiązania pomiędzy nimi.

Kluczowym czynnikiem sukcesu projektu są kompetencje kierownika, gdyż od jego wiedzy, umiejętności i doświadczenia zależy w dużej mierze skuteczne i efektywne realizowanie działań projektowych. W literaturze jest dostępnych wiele badań na temat czynników sukcesu i porażki projektu. Jednocześnie stowarzyszenia zajmujące się zarządzaniem projektami, takie jak: Project Management Institute (PMI) czy International Project Management Association (IPMA), opracowały ramowe wytyczne kompetencji kierownika projektu, które umożliwiają ocenę jego wiedzy i umiejętności. Brakuje jednak badań dotyczących wpływu poszczególnych kompetencji na sukces projektu, szczególnie w polskich przedsiębiorstwach. W związku z tym w artykule przedstawiono wyniki badań ankietowych, które zostały przeprowadzone w celu ustalenia, jaki jest wpływ kompetencji kierownika projektu na sukces projektu w polskich przedsiębiorstwach. Badania zrealizowano w formie ankiety internetowej. Ich wyniki wskazują, że kompetencje behawioralne są najistotniejsze według respondentów w kontekście sukcesu projektu.
The key factor to project success is the project manager’s competencies, as their knowledge, skills, and experience are largely responsible for the effective and efficient implementation of project activities. There is a wealth of research in the literature on the factors of project success and failure. Meanwhile, project management associations such as the Project Management Institute (PMI) and the International Project Management Association (IPMA) have developed competency frameworks for project managers that enable the assessment of their knowledge and skills. However, there is a lack of research on the impact of individual competencies on project success, especially in Polish companies. Therefore, this article presents the results of a survey that was conducted to address the research problem: What is the impact of project manager competencies on project success in Polish companies? The study was conducted in the form of an online survey. The results of the study indicate that behavioural competencies are the most important according to the respondents in the context of project success.

W opracowaniu przedstawiono wyniki analizy czynników sukcesu realizacji wielkiego przedsięwzięcia budowlanego finansowanego ze źródeł publicznych na przykładzie budowy stadionu piłkarskiego w Gdańsku – Letnicy. Przedmiotem analizy była faza przygotowawcza tj. od właściwej inicjacji, którą można datować na przełom 2005 i 2006 roku do podpisania umowy z Generalnym Wykonawcą budowy stadionu. Na tle kolejno realizowanych procesów w przedsięwzięciu, ujętych w wyodrębnionych obszarach tematycznych, zidentyfikowano zdarzenia i czynności według dat ich wystąpienia w fazie przygotowawczej. Jako obszary tematyczne analizowano przygotowanie dokumentacji projektowej i uzyskiwanie kolejnych pozwoleń, przedstawiono zasady przygotowania i realizacji przetargów na wybór wykonawców prac budowlanych. Przedmiotem analizy były również rozwiązania organizacyjne, które zastosowano przy realizacji projektu. W podsumowaniu zestawiono kilka wytycznych dla przyszłych zarządzających tego typu projektami, tak aby zakończyły się sukcesem.
This paper presents the results of the analysis of key success factors for implementing large construction projects funded from public funds. It bases on example of project of building football stadium construction in Gdansk-Letnica (Poland) for EURO 2012 Championship. It is focused on setting up phase (from the main initiation – which can be dated to the turn of 2005 and 2006 – to signing a contract with the general contractor). During analysis events and task were identified, divided on subject areas and placed on timeline, in background of consequent processes which happened during the project. Following subject areas were analyzed: preparing project documentation and obtaining further authorization, and presenting rules for the preparation and implementation of tenders for selection of contractors construction. The analysis was also focused on organizational solutions, which were used in project. The summary contains the number of guidelines for future management of this kind of projects, to ensure success in the future.

Dzięki postępowi technologicznemu, który nastąpił w ostatnich latach, znacznie wzrosła liczba projektów informatycznych. Projekty te często okazywały się skomplikowanymi przedsięwzięciami obarczonymi wysokim ryzykiem. Właściwe zarządzanie projektem może wpłynąć na harmonogram, budżet i jakość projektu, a tym samym przyczynić się do sukcesu projektu. W artykule dokonano wielowymiarowej analizy czynników sukcesu projektu. Badania zostały przeprowadzone na podstawie danych ankietowych.
Due to technological advances in recent years, the number of IT projects has significantly increased. Such projects are often complicated and associated with high risk. Appropriate project management has a positive influence on the budget, quality and achieving deadlines, and in this way can lead to the success of a project. This paper presents and multi-criterion analysis of factors involved in the success/failure of a project. This research was carried out on the basis of data from a questionnaire.

Celem pracy jest pokazanie uwarunkowań, przebiegu oraz skutków zmian organizacyjnych wynikających z wprowadzenia nowej metodyki zarządzania projektami. W artykule przedstawiono wyniki badań własnych w postaci wielokrotnego studium przypadku przedsiębiorstw sektora teleinformatyki wprowadzających nową zwinną metodykę zarządzania projektami. Despite the fact that many researchers and practitioners agree that organisational issues are equally important as technical issues from the software cost estimation (SCE) success point of view, most of the research focus has been put on the development of methods, whereas organisational factors have received surprisingly little academic scrutiny. This study aims to identify organisational factors that either support or hinder meaningful SCE, identifying their impact on estimation success. Top management’s role is specifically addressed. The study takes a qualitative and explorative case study based approach. In total, 18 semi-structured interviews aided the study of three projects in three organisations. Hence, the transferability of the results is limited. The results suggest that the role of the top management is important in creating prerequisites for meaningful estimation, but their day-to-day participation is not required for successful estimation. Top management may also induce undesired distortion in estimation. Estimation maturity and estimation success seem to have an interrelationship with software process maturity, but there seem to be no significant individual organisational factors, which alone would make estimation successful. Our results validate several distortions and biases reported in the previous studies, and show the SCE research focus has remained on methodologies and technical issues.

This comparative study examines the moderating role of risk management in project planning and project success in the construction business of the UK and Pakistan. The data was gathered from 152 project managers (76 from both economies each) using a survey questionnaire. The purposive sampling technique was used to ensure fair representation of sample size and the RAND formula was used to select the project managers. For quantitative analysis, partial least square structural equation modelling technique was utilised. The results confirmed that project planning had a statistically significant impact on project success. Furthermore, risk management significantly moderated the relationship between project planning and project success in the construction businesses despite being in two different economies. The paper contributes to the enhancement of the body of knowledge intended for global companies and academicians aiming to implement risk management frameworks to enhance project success and ensure the effectiveness of project planning in a competitive business environment. It offers a new perspective to investigate the relationship between project planning and project success through moderating the effect of risk management, which is a new theoretical dimension for construction business and the field of project management. It is proposed to the governments and construction businesses operating in the UK and Pakistan to validate the empirical research framework in the cross-cultural context while assessing risk and uncertainty. It helps the construction business in the evaluation of risk while planning and successfully implementing project strategies.

From studies, reports, and information, we see that the Supply Chain Management System (SCMS) has a major impact on project success. The Supply Chain Management (SCM) plays an important role in achieving potential cross-company success because the SCMS allows us to control the development, design, management and identification of the most effective and efficient inputs, information and other resources required to complete the project. An effective SCMS is of essential importance for the strength of the competition and for the success of the entire organization. Therefore, the competitive advantage in this new environment no longer depends on the company's performance, but also on the entire supply chain partners, including competitors. The main objective of this research is to conduct the relationship between the supply chain management system, project success, project performance, to identify, and to determine the potential impact of SCM on project completion and success. In this study, a random sample was drawn from a population made up exclusively of construction companies, and project departments from other companies in Amman, the capital of Jordan. As a tool for data collection, we chose a questionnaire. Based on this, many statistical analyzes were carried out and the hypotheses of this study were tested. As a result of this test, we found out in general there is a clear and positive relationship between supply chain management and project completion. The dimensions of supply chain management (knowledge, skills, and tools) have different effects on the project closure process. The knowledge dimension has the strongest effect.

Skilful project management will add value to business. The project manager’s ability tomobilize and combine resources plays a vital role in successful project management. Leadership andmanagement competences are identified and viewed as part of project management. The researchdata is based on Laurea’s student analysis of project management. Laurea’s implementation in businessdevelopment projects with real-life companies is part of the study programme for students.Individual skills of students used in these projects will be examined and compared to successfulproject management and leadership. The main results of the research verified that communication isthe main key competence for project success. Other key competences such as leadership attitude,a Project Manager’s motivational behaviour and project planning were included in the most criticalfactors of a project success.

Celem artykułu jest zaprezentowanie istoty systemów wczesnego ostrzegania w zarządzaniu projektami w kontekście osiągania celów projektów. Potrzeba stosowania narzędzi wczesnego ostrzegania w zarządzaniu projektami ma uzasadnienie przede wszystkim w fakcie, że z reguły (pomijając zdarzenia nadzwyczajne) przedsiębiorstwa wykazują objawy sytuacji kryzysowych w realizacji podejmowanych projektów na długo przedtem zanim dojdzie do niepowodzenia projektu. Wczesne zidentyfikowanie sygnałów zbliżającego się kryzysu powinno być zatem jednym z podstawowych zadań w zarządzaniu projektami. W artykule omówiono rolę systemu wczesnego ostrzegania oraz jego funkcje. Wskazano na zastosowania systemów wczesnego ostrzegania w praktyce. Przedstawiono przykład systemu wczesnego ostrzegania na przykładzie systemu ELOshield w obszarze procesów logistycznych.
The aim of the work is to present the nature of early warning systems in project management in the context of achieving project goals. The need to use early warning tools in project management is justified primarily in the fact that, as a rule, (apart from extraordinary events) enterprises show symptoms of crisis situations in the implementation of projects undertaken long before the project fails. Early identification of signals of the impending crisis should therefore be one of the basic tasks in project management. The article discusses the role of the early warning system and its functions. The applications of early warning systems in practice have been pointed out. An example of an early warning system is presented on the example of the ELOshield system in the field of logistics processes.
