The aim of this article is to indicate the need for a deepening, systematizing and codifying of the theoretical and practical knowledge on IT project management, in the area of management decision-making processes. The scope of decisions made by managers is constantly on the increase. Project managers make decisions not only within the classic triangle of constraints, which consists of a schedule, a budget and the project scope, but also in reference to a number of other problems which occur during project execution. The observed need to identify and define all the factors which are present in projects results in the identification of a finite set of variables for decision-making and for the decisions themselves and, finally, in determining their mutual correlation.

Autorka artykułu prezentuje europejski program TransStar Europa, wspierany przez Komisję Europejską i współfinansowany ze środków programu Unii Europejskiej „Uczenie się przez całe życie” oraz powstały w jego ramach projekt Tłumaczeniowa Kostka Rubika – literatura europejska i przekład w sześciu odsłonach, w których uczestniczyła jako stypendystka w latach 2013–2015. Oba przedsięwzięcia miały na celu promocję języków należących do obszaru Europy Środkowo-Wschodniej i Południowej oraz bogactwa jej literatur i kultur. Do programu przystąpili studenci i tzw. young professionals wyłonieni w ramach konkursów rozpisanych w ośmiu państwach: Austrii, Czechach, Chorwacji, Niemczech, Polsce, Słowenii, Szwajcarii i na Ukrainie. Zgłębiali oni tajniki tłumaczeń literackich oraz przeszli szkolenia z zarządzania kulturą, pracowali indywidualnie, w grupach, tandemach językowych, współpracowali też z mentorami – np. Sławą Lisiecką – co zaowocowało m.in. wydaniem antologii z przełożonymi przez uczestników fragmentami tekstów niemieckojęzycznej literatury współczesnej. Liczne spotkania, odczyty, prezentacje i wieczorki autorskie oraz obecność stypendystów na targach książki w Lipsku pogłębiały ich wiedzę z zakresu przekładu i literaturoznawstwa. Autorka zwraca uwagę na fakt, że wymagająca i czasochłonna praca nad przekładami urozmaicona była szerokim wachlarzem imprez kulturalnych, otwartych również dla osób spoza programu, wykazujących zainteresowanie tłumaczeniami literackimi. Udział w programie TransStar Europa był ubogacający zarówno dla stypendystów, jak i organizatorów.
The author presents TransStar Europe, a new European project and its part „Translating Cube: Six Sides of European Literature and Translation“ from her own perspective like participant in the years 2013-2015. This project has been funded by the EU program called „Lifelong Learning“ and with support from the European Commission. It placed its focus on smaller Central- and Southeastern languages, its literatures and cultures and involved students and young professionals of Austria, Germany, Poland, the Czech Republic, Croatia, Slovenia, Switzerland and Ukraine who got the opportunity to become acquainted with literary translation and the basics of European cultural management. They have worked individually, in groups, in tandems and each participant had received mentoring on his translations – e.g. from Sława Lisiecka. The result is among other things an anthology containing translated texts of contemporary German-speaking literature. TransStar Europe participants have gained new knowledge thanks to seminars, discussions, cultural events, evenings with authors and the presence at the Leipzig Book Fair.
Die Autorin des Artikels stellt das neue europäische Programm TransStar Europa dar, das von der Europäischen Kommission unterstützt und mit den Mitteln des EU-Programms „Lifelong learning“ gefördert wurde sowie das in seinem Rahmen entstandene Projekt „Über-setzungswürfel: Sechs Seiten europäischer Literatur und Übersetzung“, an denen sie als Stipendiatin 2013–2015 teilgenommen hat. Die beiden Unternehmen hatten zum Ziel, jene Sprachen zu fördern, die dem ostmittel- und südosteuropäischen Raum gehören sowie die Vielfalt seiner Literatur und Kultur. Am Programm haben Studierende und die sogenannten young professionals teilgenommen, die sich in acht Ländern beworben haben: in Deutschland, Kroatien, Österreich, Polen, der Schweiz, Slowenien, Tschechien und der Ukraine. Sie hatten dann die Möglichkeit, sich in das literarische Übersetzen und in die Grundlagen des europäischen Kulturmanagements einzuarbeiten. Sie arbeiteten individuell, in Gruppen, in Sprachtandems und auch mit ihren Mentoren – z. B. mit Sława Lisiecka, was dann Erträge brachte u. a. in Form einer Anthologie übertragener Passagen aus der deutschsprachigen Gegenwartsliteratur. Zahlreiche Treffen, Autorenlesungen, Vorführungen sowie die Teilnahme der Stipendiaten an der Buchmesse in Leipzig haben ihr translatorisches und literarisches Wissen erweitert. Die Autorin betont die Tatsache, dass die oft mühselige und zeitaufwendige Arbeit an den Übersetzungen dank der angebotenen Veranstaltungen, an denen sich jeder beteiligen konnte, abwechslungsreich wurde. Die Teilnahme am Programm TransStar Europa war zweifelsohne eine Bereicherung sowohl für Stipendiaten als auch Organisatoren.

Agile Project Management is a topic that has become popular both in business and academia, since the publication of the Agile Manifesto - a historic landmark in this subject. In the next 20 years, there was a relevant scientific production that must be analyzed to provoke reflection about the knowledge built up in this period. In this sense, this study aims to analyze the relevant scientific literature on Agile Project Management through a systematic review and a bibliometric analysis of articles published in scientific journals with Digital Object Identifier, in English, from the Web of Science and Scopus databases, from 2001 to 2021. The research results enable us to gain insights into the characteristics of this knowledge domain, regarding its volume and evolutionary trend, main contributors (i.e. scientific journals, authors, and their affiliations), main studies, methods used, and its central thematic axes.

The presented paper is an attempt to evaluate the application of different buffer sizing methods (within the critical chain approach) to a real-life project, in order to show that it is important to choose consciously one of the existing methods. The implementation of the different approaches to the buffer sizing procedure resulted in eight unique schedules. Once all the methods were implemented, the authors of this paper stumbled upon 2 inconveniences (slack vs. buffer, splitting up buffers). Funding solution for these handicaps caused obtaining eight more schedules. In order to evaluate all the determined solutions, the authors decided to establish a simulation study. A random dataset was generated of 2000 observations using the mean and variance calculated for the probability distribution determined by three possible durations (optimistic, expected and pessimistic) given by the project team members. To validate the performance of different methods, two penalty systems were designed. The test results indicate which specific buffer sizing technique performs best in the presented case, taking into account the attitude of the decision maker. The simulation study is the proposal of a method to be applied in each case of the critical chain method application, because it makes the use of the critical chain method more effective.

This study presents a customized root cause analysis approach to investigate the reasons, provide improvements measures for the cost overruns, and schedule slippage in papermachine-building projects. The proposed approach is an analytical-survey approach that uses both actual technical data and experts’ opinions. Various analysis tools are embedded in the approach including: data collection and clustering, interviews with experts, 5-Whys, Pareto charts, cause and effect diagram, and critical ratio control charts. The approach was implemented on seven projects obtained from a leading international paper machine supplier. As a result, it was found that the main causes behind cost and schedule deviations are products’ related; including technical accidents in the Press section, damaged parts, design issues, optimization of the machine and missing parts. Based on the results, prevention measures were perceived.

The main challenge in the development of the CANDY Framework, a CAD system for Telecommunication Networks, is integration and interoperability of newly developed and existing design tools under an integrated network CAD workflow. The main problem of many existing workflow management solutions is their heavy-weight approach. A Workflow Management System has to provide an adequate trade-off between sufficient flexibility and consideration of the specifics of project and CAD work. Related approaches like PNML, XPDL, WS-BPEL, ARIS/SAP PI and multiple others exhibit absence of the wished flexibility due to their generality, complexity and/or binding to a specific platform. In contrast, this paper discusses a flexible Workflow Management system for CAD of Telecommunication Networks.
Główne wyzwanie projektu ramowego CANDY dotyczy opracowania systemu CAD przeznaczonego do projektowania sieci telekomunikacyjnych. System ma integrować nowe i istniejące narzędzia do projektowania i ma być interoperacyjny. Głównym problemem wielu istniejących rozwiązań elektronicznego obiegu dokumentów systemów zarządzania jest ich bardzo duże zapotrzebowanie pamięci. Opracowany Elektroniczny System Zarządzania ma odpowiednio równoważyć elastyczność przy uwzględnieniu specyfiki projektu, oraz pracę z systemem CAD. Istniejące rozwiązania, takie jak PNML, XPDL, WS-BPEL, ARIS/SAP PI i wiele innych, wykazują brak pożądanej elastyczności z powodu ich ogólności, złożoności i/lub powiązania z określoną platformą. W artykule omówiony jest elastyczny system zarządzania elektronicznym obiegiem dokumentacji dla programu CAD do projektowania systemów telekomunikacyjnych, który nie ma tych ograniczeń. Przedstawiono koncepcję projektu CANDY oraz podstawy sformalizowanego opisu przepływu zadań w tym projekcie.

Objectives: The purpose of this paper is to create a model of public-sector and other-sector projects. Research Design & Methods: An extensive review of literature was performed. The snowball approach was applied for collecting relevant papers. Models of differences between public-sector organisations and other organisations were chosen as the reference models for building a model for project level. Findings: There are differences between managerial processes between public-sector and other-sector projects in all project management areas (integration management, scope management, cost management, schedule management, quality management, hr management, communications management, risk management, procurement management, and stakeholder management). Hence the most adequate model for explaining these differences is the dimensional model. Implications / Recommendations: Project managers will be able to better align their managerial methods to the sector in which project are implemented. For instance, in public-sector projects in the area of HR management motivation should be more focused on non-financial factors. Contribution / Value Added: The proposed model is the first, original, comprehensive model describing the differences between public-sector and other-sector projects.

The paper presents a method of simplified evaluation based on the concept of the threshold (minimum) value of economic effects, i.e. the value covering capitalised project expenditures constituting the basis for estimating the rate of economic efficiency for different variants of R&D project implementation. The usefulness of the proposed method was assessed using the example of a research unit conducting advanced research and development activity in the area of technical solutions and their deployment in the field of electro-technical equipment and systems. The proposed method of assessing the economic potential can be used for the preliminary assessment of the project in the phase of the preparation of the project concept, when the research unit seeks to select project variants, as well as in the subsequent phases of the project implementation (at the designated checkpoints of the R&D project), when the research unit is focused on effectively managing the research process, making the decision on the continuation or termination of research activity.
W artykule przedstawiono metodę uproszczonej oceny opartej na koncepcji wartości granicznej (minimalnej) efektów ekonomicznych, czyli wartości pokrywającej zaktualizowane nakłady na projekt, stanowiącej podstawę szacowania stopy efektywności ekonomicznej dla wariantów realizacji projektów B+R. Oceny przydatności proponowanej metody dokonano na przykładzie jednostki badawczej prowadzącej zaawansowane prace badawczo-rozwojowe i wdrożeniowe nad rozwiązaniami technicznymi w dziedzinie urządzeń i systemów elektrotechnicznych. Proponowana metoda oceny potencjału komercyjnego może być stosowana zarówno w ramach oceny wstępnej projektu, jak i w fazie przygotowania koncepcji projektu, gdy podmiot badawczy stara się wybrać warianty realizacji oraz po poszczególnych etapach realizacji projektu (w punktach kontrolnych projektu B+R), gdy podmiot badawczy stara się skutecznie zarządzać procesem badawczym rozstrzygając o kontynuowaniu lub wstrzymaniu prac badawczych.

In this study, we have presented the results obtained using a new tool developed to solve the problem of finding the optimal trade-off between project duration and cost in the context of resource criticality. The tool we have developed applies principles of tabu search to optimize the process of identifying project activities to be accelerated. Using our project acceleration algorithm on projects previously treated using other approaches, we demonstrated that the tool identifies the same solution or in some cases a better solution and with a shorter calculation time. This work thus proposes a new avenue to explore with more in-depth studies for the improvement of project management.

Purpose: The purpose of this article was to identify current development directions and potential research gaps in project management. Design/methodology/approach: The method of systematic review of articles published in the Elsevier - Science Direct database in the years 2000-2019 was used, where the search phrase was “project management” and the type of articles was “research articles”. In order to answer the research questions posed, an additional method of analysis and criticism of the literature was used. Findings: The following conclusions were drawn from the analysis of the articles: a) almost a third of them concerned the practical application of PM issues in one clearly defined sector of the economy, with the most common reference being to the building sector and IS/IT, b) most articles were created in English-speaking countries (47%), c) the largest number of articles concerned the area of human resource (HR) management, including many subjects of qualifications and leadership, d) of the ten areas of knowledge specified in PMBoK, “HR” and “scheduling/time” were the most popular, followed by risk-related issues. Practical implications: The findings of this article would contribute to building a strong and coherent theory and identify best practices in project management. Originality/value: The most important achievement is the recognition of two areas of knowledge - lean management and game theory - where little research has been done so far, and whose solutions and methods could be successfully implemented inside PM.

Introduction/background: This article presents the advantages of using project management in an enterprise. The article is developed on the basis of a literary review including the results of the author's own research. Aim of the paper: The goal of the article is to identify the main advantages for the introduction of project management in an enterprise. Materials and methods: The method of writing the article is a literary review, which was made on the basis of research materials from international scientific journals. As an example, the author considers the public sector of the Republic of Kazakhstan. Results and conclusions: Based on the literature review described in the article, the results obtained from the implementation of project management at enterprises allow to reveal in more detail the advantages of using project management. However, the existing problems faced by some enterprises still remain a barrier to achieving certain goals of the enterprises themselves. Based on the author's own research, the article examines the indicators of the implementation and use of project management on the example of the public sector of Kazakhstan. Problems in the implementation and use of project management in the public sector are based on the lack of necessary national standards, qualified specialists and not high involvement of the state authorities in the implementation of project management. According to these problems, recommendations are given that can help solve some problems and improve the overall project management system in the public sector.

The article deals with crisis management. A new approach based on the agile methodologies of project management is proposed. The paper presents consecutively: crisis and its management (literature overview), characterisation of IT projects, agile project management, comparative analysis of agile approach and crisis management, proposal of a new idea – agile crisis management and conclusions. The conclusions emphasise the importance of following up with necessary empirical investigations.
Artykuł dotyczy zarządzania kryzysowego. Autorzy zaproponowali nowe podejście oparte na zwinnych metodach zarządzania projektami. W pracy zaprezentowano kolejno: kryzys i zarządzanie nim (przegląd literatury), charakterystykę projektów informatycznych, zwinne zarządzanie projektami, analizę porównawczą zwinnego podejścia i zarządzania kryzysowego, propozycję nowego pomysłu – zwinne zarządzanie kryzysowe. We wnioskach podkreślono potrzebę kontynuacji prowadzonych badań empirycznych.

Opis:
An attempt has been made to propose a new approach to media management. Its starting point is the similarity of the main media and its management features, with some elements of agile methodologies. The approach mentioned in the article would eradicate all of the documentation, and make media management as genuine and effective as possible. The proposal within the article is not yet created as a methodology because the aim of this publication was to show the current possibilities in creating such foundations for the future possible methodology implemented inside the media management scheme. The invitation of all specialists in the field of project management, Agile, and traditional project management approaches would be greatly appreciated. The need of an in-depth analysis of how an agile approach can be applied in such a relatively young industry is still plausible. In sum, there are numerous agile tools that can be adopted in media management. The first proposal of media management has been already published by independent researchers, yet this work should be done primarily in the form of more detailfocused and thorough analysis.
Artykuł dotyczy zarządzania mediami, dlatego odpowiednio zaprezentowano próbę możliwego podejścia opartego na zwinnych metodologiach zarządzania projektami. Artykuł przedstawia kolejno media i zarządzanie nimi (przegląd literatury), charakterystykę projektów medialnych, zwinne zarządzanie projektami, analizę zwinnego podejścia i zarządzania mediami wraz z propozycją nowego pomysłu, jakim jest zwinne zarządzanie mediami (Agile Media Management) oraz wnioski. Poniższe wyniki podkreślają istotną potrzebę przyjrzenia się tej idei w ramach ważnego badania empirycznego oraz dalszego kierunku badań.

The increasing complexity of tasks performed by enterprises requires the implementation of a modern approach to enterprise management. Competition and the dynamics of the business environment drives the search for new forms of cooperation, operating costs reduction, and implementation of new management methods. Project management meets these requirements, by accelerating the processes of implementing new strategies and making it possible to stay ahead of the competition in the volatile area of new products and services. The goal of the article was to present the elements of agile project management methodologies that can be used during the implementation of railway transport projects, so far implemented on the basis of traditional project management methodologies. The article presents recommendations based on the results of research conducted in May and June of 2021 among members of project teams implementing rolling stock projects co-financed from public funds. The obtained research results made it possible to identify elements of agile project management methodologies that could be successfully implemented during the implementation of transport projects related to superstructure.
Wzrost złożoności zadań realizowanych przez przedsiębiorstwa wymaga wdrażania nowoczesnego podejścia do zarządzania przedsiębiorstwem. Konkurencja, dynamika otoczenia biznesowego wymusza poszukiwanie nowych form współpracy, obniżanie kosztów działalności, wdrażanie nowych metod zarządzania. Naprzeciw tym wymaganiom wychodzi zarządzanie projektami, przyspieszając procesy wdrażania nowych strategii i umożliwiając wyprzedzenie konkurencji w obszarze nowych produktów i usług. Celem artykułu jest przedstawienie elementów zwinnych metodyk zarządzania projektami, które można zastosować podczas realizacji transportowych projektów kolejowych, dotychczas realizowanych w oparciu o tradycyjne metodyki zarządzania projektami. W artykule przedstawiono rekomendacje opracowane w oparciu o wyniki badań przeprowadzonych w okresie maja i czerwca 2021 r. pośród członków zespołów projektowych realizujących projekty dotyczące taboru, współfinansowane ze środków publicznych. Wyniki przeprowadzonych badań umożliwiły wskazanie elementów zwinnych metodyk zarządzania projektami, które można z powodzeniem zaimplementować podczas realizacji projektów transportowych dotyczących suprastruktury.

Purpose: The construction industry has one of the most important roles in any countries economy, despite of that, construction projects remain under the spotlight when compared to other industries projects due to its special nature and scope, with their increase of complexity which by default increases the amount of changes occurring therefore rising the risks of low performance, which is already an issue in the sector, construction management is facing more challenges than ever, this research paper was carried out in order to provide possible alternatives for the traditional way of managing construction projects. Design/Methodology/Approach: A literature review was carried out exploring the necessities of implementing agile management in the field in order to coop with the increasing complexity and uncertainty of construction projects therefore increasing the overall performance, alongside identifying the potentials and limitations of such an approach. Findings: As a result it was found that a tailored approach could be the answer to improve the whole sector and bring it up to date, using an integration of various methods of lean and agile management with traditional waterfall method, the agile management tools do show promising potential for the dynamic project nature which shows the importance of such an implementation. Originality/Value: This paper provides cognitive scientific value by adding needed knowledge in a relatively immature research area for the practical development of one of the largest industries.
