The pandemic is not in favour of any scientific symposia and conferences, especially the international ones. Many have been cancelled, while some managed to migrate into the Internet. This was the case of the conference organised by the Progect Network for the Study of Progressive Rock, entitled ‘Progressive Rock and Metal: Towards a Contemporary Understanding’ and originally scheduled to take place in May 2020 in Ottawa, Canada. Due to pandemic restrictions, the event was first moved to 2021 to finally, a few months later, offer a fully remote and “virtual” formula; hence the name change to Virtual Progect.

Opis:
The authors’ tests results on the impact of the guiding system (the guides) contamination in the friction lift on the delay of progressive gears braking process are presented in this article. The tests were conducted using a free fall method and a test bench built for that purpose. In order to render all working conditions the guiding system of tested gears was lubricated with the most commonly used lubricating agents. Solid grease (SM), mineral oil (OL), the mixture of solid grease and quartz sand (S50) as well as the mixture of mineral oil and quartz sand (O50) were used.

Opis:
Multiple sclerosis (MS) is a demyelinating, inflammatory, autoimmune disease of the central nervous system which affects most commonly young adults. It has wide spectrum of clinical and radiological presentations with relapses or steady progression. Recent years have brought new reports on the pathogenesis of MS. This systematized the current MS classification and created new parameters describing the course of the disease, such as activity and progression. Attention has been paid to the need for new drugs that focus on the treatment of progressive MS. Until now, the primary and secondary progressive MS have been somewhat forgotten, and most of modifying-disease drugs have been registered in the treatment of relapsing-remitting subtype. In recent years, not only new drug has been registered for the treatment of progressive MS (ocrelizumab) and another one is planned to be approved soon (siponimod), but also indications of old medicines (interferon-beta1b, cladribine, mitoxantrone, cyclophosphamide, azathioprine) have been extended. Despite intensive development, there is still a great need to seek new drugs that will stop the progression of disability in MS patients.

The article is concentrated on the procedure of carrying out the prison penalty in 1918–1938. You can distinguish two periods important for Polish penitentiary law in these times. The first of them was marked by taking out prisons from the occupants’ hands and by building grounds of Polish penitentiary system. The important step on this field was done on March 7th, 1928, when the President’s decree on system of prison organization was passed. This decree opens new period in Polish penitentiary system, because the progressive system of carrying out the prison penalty was introduced to Polish law then. The model was in accordance with the European standards and was taking into account the resolutions of penitentiary congresses of this time. However, the reality of prisons However, the reality of prisons was significantly different. The progressive system was introduced only with small group The progressive system was introduced only with small group of sentenced persons. More than 70% of prisoners had no work and they were kept in crowded prisons with no sufficient hygienic conditions. The problem of crowded prisons was only partially solved by the amnesty acts.

The current article is an attempt by the authors to present a bioethical case, or rather a search being undertaken to develop tools to interpret the novel ontological realm which has been created, and continues to be transformed in real time, by the COVID19 pandemic and its aftermath. The ontological realm is new, but the physical features of the world and the human in it are partially constants and identical to the previous realm parameters, the pre-COVID19 space-time. The question of existence in the new ontological realm is...how can the continuum of Homo sapiens and its existence be sustained in this new realm? The tools being developed use of previous information and knowledge of the members of Homo sapiens as a starting point and source of metaphors as tools to facilitate existence in the new realm. In this way, existing knowledge, which is held by individual members of Homo sapiens, and which exists and continues being created in the continuum of Homo sapiens, can be the foundation for the creation of new knowledge about the post-COVID19 realm and the individual and collective comprehension of humans of it and in it. Conceptual metaphors, the creation of compound metaphor and the prospective dialectic are suggested by authors as a possible epistemic implementation mechanisms in this context. The adaptation of humanity, its imagination and some professions are used to demonstrate the case for the ‘new science of human existence’ in the post-COVID19 world.

The article contains analyses of the connection between the modern notion of sovereignty and problems of globalization, nationalism, and immigration. It shows (1) that such an essential con-nection exists; (2) how complicated is the issue of the relationship of sovereignty to that of politi-cal government; (3) that a rush to establish world government in our time is an impossible utopian dream. The article concludes with remarks on policies of the “progressives,” the people who seem to be pushing the US toward formation of a global government today.

The paper looks at personal income tax (PIT) in Poland from the perspective of its progressiveness, redistribution effect and influence on prosperity. Household budget surveys carried out by the Central Statistical Office (GUS) in 2003-2005 are the main source of data. The statistical and econometric analysis included in the paper takes into account some basic measures of tax progression. The author also uses a decomposition approach to determine PIT’s effect on the average tax rate in the country. The empirical study conducted by Aksman shows that even though Poland’s PIT is progressive, its overall redistribution effect is not very strong; in the analyzed period it reduced household income inequalities by only 5.22% on average. This is mainly due to a low effective tax rate, Aksman says. What’s more, PIT leads to a decline in prosperity measured with the Sen index; in the analyzed period of time prosperity declined by 11.23% annually on average. With PIT, “poverty aversion” is stronger than “inequality aversion,” the author says, which means that the loss of prosperity resulting from the fall in average income is greater than the increase of prosperity resulting from reduced income disparities.

Horizontal crash at road and rail vehicles generates human and material injuries, many of them with important negative effects. Damper in bumper a known solution for vehicles protection at crash is realized with different damping devices, from passive elements to actuators. Usually the devices are tunedfor 5 km/h crash speed. After collision the passive solutions destroy and must be removed with other new devices. The solutions using standard shock absorbers and actuators are improper the first dissipating insufficient energy and actuators being more expensive and having a long reaction time so the damping coefficient changing is realized in too low steps. VZN damper concept granted with European Patent EP l 190 184 and Romanian Patent RO l 18546, characterized by progressive damping coefficients with the stroke is a great opportunity to realize simple and cheap protection at crash, due to its capacity to realize constant damping force without mechanisms and electronics. li is necessary only to tune accordingly VZN damping characteristic to this desiderate. VZN concept consist of u piston rod attached to a piston without valves moving inside inner cylinder close at both ends and filled at rebound and compression by specific fllling valves placed in upper /bottom lids or on the ends of the inner cylinder. The damping effect is realized by valves or in cheap solution by metering orifices (holes/slots) placed sideways inner cylinder in convenient position. Due to this structure VZN tuning for constant damping force at different piston speed can be realize both with identical metering holes/slots placed at optimal distances, or placing metering holes/slots of different areas at eąual distances. The numbers of metering holes/slots are enough such the steps speed evolution be practical continuous and thus the damping force be practical constant. The VZN behaviour is increased by new components e.g. levelling pistons, double guiding elements and balancing solutions. Paper presents the theory used to dimension VZN damper placing metering orifices at eąual distances, a practical device with levelling piston and simulation comparative to standard one. The standard damper dissipates 30-40% lower energy comparative to VZN one. This means in the same situation in which VZN damper reduces constant speed from 30, respectively 20 [km/h] to zero, the standard dampers reduces speed up to 14, respectively 11 [km/h], then collapsing the vehicle.

Traditional masculinity has been thoroughly explored in psychological research, but its counterpart, progressive masculinity, has undergone relatively little scientific investigation. To determine whether this lack of attention to or understanding of progressive masculinity is mirrored more largely in mainstream culture, we examined how men and women conceptualize and experience gender roles in their everyday lives. Participants were randomly assigned to describe a time in which they had behaved either traditionally or progressively with regard to their gender. Over 80% of men and women in the traditional condition and women in the progressive condition provided condition-appropriate examples. However, men in the progressive condition only provided progressive examples 17% of the time, suggesting that many men may not have an understanding of progressive masculinity. Additional themes, implications, and directions for research on progressive masculinity are discussed.

The paper presents the implementation of methods for progressive mesh encoding. The described implementation is a modification of the software published in 2008 by Zhao He, which is based on studies by Michael Garland and Hugues Hoppe. We focused on improving the performance of the software. In particular we modified the data structures to ensure their better indexing, which significantly improved the computational complexity of the algorithm. We also implemented the support for simplified meshes with textures. The authors present the comparison of the performance of these methods in relation to the original He Zhao's algorithm. The performance of progressive mesh encoding in our implementation was significantly improved.
W artykule przedstawiono implementację algorytmu kodowania siatek trójwymiarowych do postaci progresywnej. Opisana implementacja jest rozwinięciem oprogramowania opublikowanego w 2008 roku przez He Zhao, które bazuje na opracowaniach Michaela Garlanda [1] oraz Huguesa Hoppe [5]. Celem autorów było wykorzystanie prezentowanego oprogramowania do kodowania siatek o znacznym rozmiarze, reprezentujących między innymi skany eksponatów muzealnych lub modele uzyskane w wyniku obrazowania medycznego. Wobu przypadkach kodowanie do postaci progresywnej ma na celu zapewnienie efektywnego przesyłania i szybkiej prezentacji siatek na różnych poziomach wizualizacji szczegółów (levels of detals). Jednocześnie powinno ono umożliwiać szybkie odzyskanie oryginalnej siatki w razie potrzeby wykonania pomiarów. Skupiono się na poprawie szybkości działania algorytmu poprzez wprowadzenie struktur danych zapewniających ich odpowiednie indeksowanie, co znacząco poprawiło złożoność obliczeniową. W porównaniu do możliwości oferowanych przez oprogramowanie He Zhao została także dodana uproszczona obsługa progresywnego kodowania siatek z teksturami. Przeprowadzono i przedstawiono w artykule porównanie czasów działania oprogramowania w prezentowanej wersji oraz w implementacji He Zhao i wykazano, że wydajność czasowa uległa znaczącej poprawie.

Publikacja prezentuje syntetyczne ujęcie oraz rekomendacje dotyczące głównych etapów badań foresightowych jako jednych z najważniejszych podejść w procesie kreowania innowacyjnej wizji rozwojowej różnych obszarów (technologicznych, regionalnych, branżowych etc.). Wyniki zaprezentowane w publikacji oparte są na szczegółowej literaturze przedmiotu oraz doświadczeniu autora wynikającego z jego czynnego udziału w kilkunastu przedsięwzięciach foresightowych, również w charakterze współautora metodyki badawczej jednego z projektów.

The non-linear structural analysis is considered as a basic design procedure, which is used for checking of the structural robustness in accidental design situation. It is explained by following reason: a non-linear structural analysis based on realistic constitutive relations for basic variables (average values) makes possible a simulation of a real structural behavior. It should be pointed that, implementation of the non-linear structural analysis in design of concrete structures requires an alternate approach to safety verification. The paper presents a new approach to safety format for non-linear analysis of RC structures subjected to accidental loads.

Nowadays, when schools are closing and teachers are made redundant, a question arises whether the current educational system and the teaching methods or the knowledge and skills which people leave school with are adequate. Now, as never before, students and em-ployers realize how important practical skills are in the labor market. Where are schools and universities in meeting this need? Do schools answer the natural needs people have for self--development? Does the educational system stimulate development of individuals interests? Unfortunately, I think the answer to a lot of these questions would be negative. Yet, if so, it is time we fi nd a way to offer something more, not only to young people, but also to adults who want to explore the area of their interests by taking the trouble to obtain further degrees. One of the solutions to the urgent needs for the educational system is a pragmatic approach towards learning and teaching.
