W artykule podjęto problematykę rozwoju portów morskich determinowanego zmiennością otoczenia. Scharakteryzowano główne założenia strategii rozwoju portów morskich do 2015 roku. Omówiono zapisy Programu rozwoju polskich portów morskich do 2020 roku (z perspektywą do 2030 roku). Wskazano cele i priorytety programu. Przedstawiono zadania inwestycyjne podejmowane w polskich portach morskich oraz w dostępie do nich od strony wody. Rozważania mają charakter opisowy.
The aim of this article is to identify goals, priorities and tasks of the development of Polish seaports, which are function in a changing (turbulent) environment. For this purpose, Author analyzed the main documents established at the national level, i.e. Strategy for the Development of Polish sea ports 2015 and The development of Polish seaports by 2020 (with the perspective to 2030). In the case of the analyzed Polish seaports the use of long-term development plans/programs at the central level is related to another premise - the necessity to create a framework for the financing of port investments and investments improving access to ports with the support of funds of the EU structural policy.

Tekst ten został poświęcony europejskiej polityce regionalnej, nazywanej także polityką spójności, będącej drugą pozycją wydatków budżetowych Unii Europejskiej oraz najważniejszym źródłem transferów finansowych na rzecz Polski. Polityki i budżet Unii Europejskiej są programowane w wieloletnim horyzoncie czasowym, obecny dotyczy lat 2007-2013, a na temat rozwiązań kolejnego rozpoczynającego się po roku 2013 okresu prowadzony jest ożywiony międzynarodowy dialog profesjonalno-naukowy. W opracowaniu przedstawiono: dotychczasowy przebieg dyskusji nad polityką regionalną Unii Europejskiej po roku 2013, rosnące znaczenie wymiaru terytorialnego, który obok wymiaru gospodarczego i społecznego zyskuje rangę traktatową, najważniejsze tezy przedstawionej przez Komisję Europejską jesienią 2008 roku Zielonej Księgi w sprawie spójności terytorialnej, wpływ kryzysu społeczno-gospodarczego na reformę europejskiej polityki spójności, a także inne ważne tematy dotyczące reformy europejskiej polityki regionalnej, takie jak zmiany klimatyczne, przebieg procesów demograficznych czy konsekwencje globalizacji.
The paper concerns European regional policy, called also cohesion policy, which constitutes the second largest items of the EU budgetary spending and is the major source of financial transfers benefiting Poland. The Union’s policies as well as its budget are both long-term planned, with the current time span of 2007-2013. A heated debate is underway now, involving both scientists and professionals so as to develop solutions for the period of time after 2013. The research paper thus presents: the so-far course of discussion on the EU regional policy after 2013, growing importance of regional issue that along with economic and social ones are gaining importance to be covered by treaties, major theses in the Green Charter presented by the European Commission in autumn 2008 regarding regional cohesion, the impact of socio-economic crisis on reforming the European cohesion policy as well as other important matters concerning the European regional policy, such as: climate change, nature of demographic processes and consequences of globalisation.

Opis:
In this paper, we apply the fuzzy hierarchic process to evaluate the goals and strategic activities of the rural commune of Babiak. The procedure consists in building a hierarchic decision schema with a main goal, subordinate goals, and strategic activities, and using experts' (councillors') opinions on the state and the developmental possibilities of their commune. Our study indicates that the development of a commune depends mainly on communal roads and sewage system construction, the development of agro-tourism and tourism, and securing EU structural funds and non-budgetary funds for the commune's development.
W pracy zastosowano rozmyty proces hierarchiczny do oceny ważności celów i zadań strategicznych w gminie wiejskiej Babiak. Procedura polega na budowie hierarchicznego schematu decyzyjnego składającego się z celu głównego, celów podrzędnych i zadań strategicznych oraz wykorzystaniu opinii ekspertów (radnych) na temat stanu i możliwości rozwojowych gminy. W wyniku przeprowadzonych badań ustalono, że najważniejsze dla rozwoju gminy są zadania związane z rozbudową dróg gminnych, budową sieci kanalizacyjnej, także z rozwojem agroturystyki i turystyki oraz pozyskiwaniem funduszy strukturalnych Unii Europejskiej i środków pozabudżetowych na rozwój gminy.

Ekstremalne zjawiska klimatyczne, takie jak: powodzie, deszcze nawalne, gradobicia, wichury, czy fale upałów to coraz częściej występujące objawy zmian klimatu. Nie wnikając w przyczynę tych zjawisk, należy zauważyć w ostatnich latach ich nasilenie, także w Polsce.
The extreme events, which are the effects of climate change, are a challenge for local development policy. Adaptation to climate change becomes a necessity, especially for cities. This article aims to answer the following questions: what does it mean to adapt the cities to climate change?; what role have the stakeholders in adaptation to climate change?; how adaptation to climate change can be included to the urban development programming process? Such questions determine the research methods used i.e.: desk and web research and participant observation. The analyzes indicate that adaptation activities can be programmed within mandatory local documents (e.g. in the environmental program). Another approach is to develop a separate programming document – Urban Plan/ Adaptation Strategy. From the point of view of city development policy, this is a more favorable way, based on governance.

The article examines the model and programs for the socioeconomic development of Wales. As a result of a devolution process, Wales gained the possibility of independently programming its developing policy in the 21st century. Wales is also a major beneficiary of European structural funds, as a result of which its national strategies must be in line with the priorities of European regional policy. The main value of the article is that it assesses, in a uniform analytical arrangement, the most important strategic long-term and medium-term documents of Wales, including a plan for the regional development of the country, a long-term concept for environmental policy, a medium-term strategy of socioeconomic development and a section of the National Strategic Reference Framework for 2007-2013 applying to Wales. All these documents represent an internally consistent arrangement, which also applies to studies prepared for the needs of the European Union. The analysis shows that Wales, taking advantage of the process of devolution, adopted a modern model of socioeconomic development oriented toward building a knowledge-based society. Logical and internally consistent development activities are especially important to an effective economic policy. An analysis of the Welsh socioeconomic policy and its EU context reveals that many of this country’s experiences may be applied in other EU countries and regions, in keeping with the principle of promoting best practices. Because Poland faces development challenges similar to those embraced by Wales over the past few years, the final part of the text presents the most important conclusions and recommendations for Poland.

Programmes supporting agricultural and rural development co–financed by the EU implemented in Poland in the programming periods 2004–2006 and 2007–2013 included a series of measures that have a direct or indirect impact on thecompetitiveness of the Polish agriculture. Analysis of the goals of these measures, nature of these instruments and categories of beneficiaries eligible for support enable naming several mechanisms of the programmes’ impact on the competitiveness of the agricultural sector. The aim of the article is to present the Rural Development Program 2014–2020 as a new fund to support rural development in Poland. The Rural Development Programme for the period of 2014 until 2020 constitutes yet another, following the Rural Development Plan for 2004–2006 and the Rural Development Programme 2007–2013, fund financed by the EU, which has been established after Polish accession to the European Union. According to the assumptions, the RDP 2014–2020 will constitute a continuation and development of such directions of support as have been followed since Poland’s accession to the European Union, and will be particularly focused on issues related to the advancement of the competitiveness of agriculture, which issues are of particular importance from the point of view of the development of rural areas; moreover, due to structural problems and development challenges, the very advancement requires substantial and well–targeted support. The purpose of the Rural Development Programme for 2014–2020 is to improve the competitiveness of agriculture, and also to facilitate sustainable management of natural resources and climate action and balanced territorial development of rural areas.

Background: Python is a popular and easy-to-use programming language. It is constantly expanding, with new features and libraries being introduced daily for a broad range of applications. This dynamic expansion needs a robust support structure for developers to effectively utilise the language. Aim: In this study we conduct an in-depth analysis focusing on several research topics to understand the theme of Python questions and identify the challenges that developers encounter, using the questions posted on Stack Overflow. Method:We perform a quantitative and qualitative analysis of Python questions in Stack Overflow. Topic Modelling is also used to determine the most popular and difficult topics among developers. Results: The findings of this study revealed a recent surge in questions about scientific computing libraries pandas and TensorFlow. Also, we observed that the discussion of Data Structures and Formats is more popular in the Python community, whereas areas such as Installation, Deployment, and IDE are still challenging. Conclusion: This study can direct the research and development community to put more emphasis on tackling the actual issues that Python programmers are facing.

The issue of financing regional growth is of paramount importance as it pertains to both a region as a whole and to business entities that make up this region. The currently commencing new perspective of EU programming draws up new goals, introduces new logic in terms of intervention objectives and the ways of their financing. The purpose of this paper is to present the guidelines of the new logic of financing in the programming period in the years 2014–2020 together with the significance of mezzanine financing in creating sustainable regional and corporate development. The article presents an approach to sustainable development in the new logic of funding and mezzanine capital in the financing of environmental protection. It also dicusses the idea of funding by Polish Investments for Development as a new partner in the financing of investment in regions.

Supporting SMEs development is becoming one of the most significant elements of the country’s policy at various levels: the country as a whole, provinces (regions) or at the very local level. This reflects the EU priorities, the EU policy in the previous decade and it is also becoming a priority in the new programming period for the years 2014–2020. The purpose of the article is to indicate the prerequisites of stimulating the development of SMEs by means of financial instruments (other than banking capital) in the new EU programming period. The article presents the role and importance of loan funds as a financial intermediary supporting the development of SMEs. The paper also presents the idea of a new logic of intervention in the use of funds and construction of financial instruments by loan funds.

Celem niniejszego opracowania jest przedstawienie i ocena zreformowanego modelu programowania polityki rozwoju w Polsce. W efekcie prowadzonych w latach 2006-2011 działań reformatorskich określono główne obszary programowania polityki rozwoju, typy podstawowych dokumentów strategicznych i ich wzajemne zależności, podmioty odpowiedzialne za opracowanie poszczególnych dokumentów i ich realizację, podstawowe zasady tworzenia, monitorowania i oceny realizacji dokumentów strategicznych oraz nowe zasady finansowania polityki rozwoju. Zweryfikowano i uporządkowano istniejące programowe dokumenty strategiczne oraz opracowano pakiet nowej generacji podstawowych dokumentów strategicznych, zgodnie z zaprojektowanym modelem. Efektem powyższych działań powinno być usprawnienie programowania i realizacji krajowej polityki rozwoju. Stworzenie własnego modelu programowania polityki rozwoju jest potrzebne także w perspektywie malejącego dopływu środków unijnych, których wykorzystaniu w dużym stopniu podporządkowana była dotychczasowa polityka. Głównym zagrożeniem dla powodzenia realizacji reformy mogą okazać się jednak malejące krajowe możliwości finansowania polityki rozwoju.
The purpose of the research paper is to present and assess the revised model of development policy programming in Poland. As a result of reform undertakings pursued within 2006-2011 major areas of development policy programming have been established and types of basic strategic documents and their interdependencies have been agreed upon. Moreover, rudiments of drafting strategic documents as well as monitoring and assessing their pursuit have been set together with new rules of financing the development policy. The existing strategic documents have been verified and categorised and a package of new generation of basic strategic documents has been worked out in line with the designed model. The above activities should result in enhancing both programming and pursuit of the country’s development policy. Creating of the model of development policy programming is also necessary from the perspective of shrinking amount of the Union’s financial means that so far have had a significant impact on the pursuit of the development policy. However, the major threat to the accomplishment of the reform might be declining possibilities of the country’s sources of development policy financing.

The paper presents possibilities of Intel Joule 570x development board in teaching programming in Python and becoming familiar with basics of electronics. The main emphasis was placed on the knowledge of using operation system Linux Ostro and also practical using sensors and components from dedicate DFRobot started kit Gravity Expansion Shield for Joule V1.0. The evaluation of the usefulness and possibilities of the Intel Joule 570x Developer Kit was carried out on the generally available materials and sample programs shared on producer web page. In order to experimentally evaluate the development board under consideration, an electronic system was developed as the control object for the Intel Joule 570x board.

The aim of the study was to present the possibility of applying the AHP-LP method to assess the significance of strategic factors (strategic goals and tasks) influencing the socioeconomic development of the commune. The study was based on the data from questionnaire surveys conducted among the councillors of the Commune of Chrzypsko Wielkie in 2012. The empirical studies proved the usefulness of the AHP-LP for assessment of the significance of strategic factors. The method enabled quantification of the significance of individual strategic factors. The most important aims in the Commune of Chrzypsko Wielkie include improvement of technical infrastructure, followed by development of the economy. The reduction of unemployment and modernisation of agriculture were the most important tasks. The suggested approach may be used in the process of making development strategies of administrative units.
Celem badań było przedstawienie możliwości zastosowania AHP-LP do oceny ważności czynników strategicznych (celów strategicznych i zadań) w gminie, na przykładzie gminy Chrzypsko Wielkie w województwie wielkopolskim. W badaniach wykorzystano dane z badań ankietowych przeprowadzonych wśród radnych tej gminy w 2013 roku. Przeprowadzone badania empiryczne potwierdziły przydatność AHP-LP do oceny ważności czynników strategicznych. Metoda ta pozwoliła na skwantyfikowanie ważności poszczególnych czynników strategicznych. Do najważniejszych celów w gminie Chrzypsko Wielkie zaliczyć należy poprawę infrastruktury technicznej i gospodarkę. Wśród zadań najważniejsze były: zmniejszenie bezrobocia i modernizacja rolnictwa. Metoda ta jest użyteczna w planowaniu rozwoju.
