The audit, which covered the years 2009 2011, was aimed at evaluating the organisation and results of educating and professional development of teachers, as well as at examining whether public funds assigned for this purpose were spent properly. The audit was conducted at the Ministry of National Education (MEN), at eight regional teacher development centres, at 23 local self-government units and at 23 public schools. In this audit, NIK has found several serious irregularities in the system for professional development for teachers, such as, in particular: the funds assigned for this purpose are not managed properly, qualifications gained by teachers tend not to be used after trainings, understated funds have been planned for teachers training in local self-government units budgets and in the budget of the Minister of National Education, and the promotion system for teachers is not connected with schools achievements.

The main condition for the successful implementation of educational changes and reforms is professional development of teachers. The idea of lifelong learning has a long tradition. This paper presents the main principles of the professional development of teachers of German in Po-land from the 1990s onwards within the framework of the project Del-fort and Polish Association of German Teachers (PSNJN). The author will specify changes in areas and needs in the professional development of foreign language teachers in recent years.

Dążąc do przygotowania oferty współpracy naukowej placówek przedszkolnych i szkolnych z Uczelnią (PWSTE w Jarosławiu), przeprowadzono badania sondażowe w środowisku lokalnym na temat aktualnych potrzeb w dziedzinie kształcenia ustawicznego nauczycieli. Zebrane od dyrektorów i nauczycieli opinie, oceny i postulaty, uporządkowano oraz opatrzono stosownym komentarzem. Sformułowano także wynikające z badań wnioski z myślą o wykorzystaniu ich przy opracowywaniu koncepcji dalszej owocnej współpracy praktyków z pracownikami naukowo‐dydaktycznymi szkoły wyższej.
In order to prepare an offer of scientific cooperation between preschool and school institutions and the University, a survey was carried out in the local community on the current needs in the field of continuing education of teachers. Opinions, assessments and postulates collected from principals and teachers were collected, arranged and provided with an appropriate comment. The conclusions resulting from the research were also formulated with a view to using them in the development of the concept of further fruitful cooperation between practitioners and academic staff of a university.

The professional development of teachers is associated with increased specialized competence and professional advancement, which usually correlate with a specific level of intrinsic and extrinsic motivation. The vagaries of Polish education and its contemporary image are not always conducive to such development and generate situations, or circumstances, which demotivate some teachers, despite the availability of many possibilities for development. This article aims to present a catalogue of options for teacher development. It discusses selected issues relating to the motivation and demotivation of foreign language teachers employed in the general public education system, in particular primary and lower secondary schools, with regard to engaging in professional development.

After brief remarks related to the current discourse present in the professional literature on the perspective of the development of competences and professional improvement, this text focuses on ideas which have important implications for their perspective of development and the assessment of the process of professional improvement of teachers, namely (a) building teachers’ professionalism, especially for those who are trapped in an increasingly formalized system, based on documents, content of teachers training courses and then in a rigid career path and (b) defining and assessing the standards of the professional development process. The text ends with the thesis that the most valuable resources available in each school are the teachers, that there is an urgent need to remodel the current system and to concentrate on strengthening the potential present in the idea of the professionalization of teachers (and their assessment) in terms of teaching standards (related to what they should know and be able to do).

The present paper concerns the topic of mentoring in the context of pre-service teacher education. Mentoring refers here to assistance or guidance provided by a school-based teacher who agrees to mentor a student teacher during her or his practicum. More specifically, the paper examines if mentoring can be recognized as a form of professional development for mentor teachers. While a great deal of literature has looked at the benefits student teachers gain from mentoring, an ongoing line of research has acknowledged that teachers in their roles as mentors also can benefit professionally from the experience of mentoring. However, the bulk of this research comes from the Anglo-Saxon context and it cannot be assumed that the experiences of British, American or Australian teachers are shared by teachers in Poland. The aim of the present study then was to identify the ways in which Polish teachers of English who have undertaken the role of a mentor develop professionally through mentoring. The instrument used was a web-based questionnaire. The main findings show that mentor teachers gain professionally primarily through the process of mentoring—being a mentor enhances their capacity for self-reflection and positively impacts their leadership skills, confidence as a teacher, willingness to self-develop, as well as their enthusiasm and commitment to teaching. On the other hand, mentors do not feel they learn directly from student teachers, although, in general, they recognize cooperation with student teachers as an inspirational and positive experience.

This article presents the relationship between the Finnish educational change in schools (the Finnish Reform Movement), selected aspects of teachers’ professional development and context of educational thinking influenced by John Dewey’s pedagogy. The successful change of schools “calls for a ‘new professionalism’ in which teachers’ work is based on research-based, outcomes-oriented, data-driven and team focused at the same time as it is globalised, localised and individualised, with lifelong professional learning the norm for the specialist in school education” (Caldwell, 2003, p. 8). In this light, the article presents an overview of in-service training of teachers, cooperative learning and teachers’ autonomy in schools in the context of teachers’ professional development.

Many authors have long been involved in research concerning the development of teachers’ personal and professional competences. According to them, teacher professional development is stadial and should lead to the critical use of knowledge, development of their own ways of working, revising the patterns of professional role and, consequently, to independence from external pressure and the creation of a teacher’s “autonomous identity”. The goal of this paper, based on several empirical studies, is the identification of some systemic and mental obstacles hindering the development of teachers’ competence and autonomy. The requirements related to the professional promotion system allow us to develop only some of the teachers’ competences that are the basis for building their autonomy, e.g. teaching and development of the teacher’s workshop. In the construction of the professional promotion system, communication skills, skills to motivate students, supporting them in solving problems, building their authority in relations with students were neglected. At the school level, a lack of trust among teachers, a lack of culture of cooperation and shared responsibility, a conflict between teacher generations, lack of respect and openness to others can hinder or even prevent the development of the autonomy of young teachers.

Setting up cooperation and teachers’ self-education networking  has been determined by a top-down regulation of the Minister of Education. It seems that in the course of implementation activities, legislative and administrative interventions related to this recommendation, one has lost the thinking of the nature and special characteristics of this type of learning and knowledge. The article analyses the special features of the collective learning process, and presents the fundamental theories constituting the interpretive and paradigmatic framework for the learning interpreted in such a way: Lev S.Vygotski’s cultural-historical theory, Jerome S. Bruner’s socio-cultural theory, Yrjö Engeström’s expansive learning theory and learning by expanding, Jack Mezirow’s  transformative learning, Etienne Wenger’s situated learning theory and Jean Lave and Etienne Wenger’s community of practice concept, a participant of “teaching conversation”, the specific tools and strategies necessary to equip the cognitive box with teachers’ tools, have been selected and characterised. An example of a network of learning professionals  is shown. In conclusion, one highlights the apparent activities of the created networks, projecting a certain understanding and instrumental understanding of the practice on practitioners, which hinders Bruner’’s challenge of transforming the school into a culture of learning communities.

W tekście przedstawiono kształtowanie się koncepcji płynnej funkcjonalności Susannah Temple (FF) oraz psychometryczne narzędzie pomiaru noszące nazwę Indeksu Płynności Funkcjonalnej Temple (TIFF). Podkreślono znaczenie tego ujęcia dla pracy nauczycieli i wychowawców oraz podnoszenia ich samoświadomości w zakresie rozwoju osobistego i zawodowego, a także perspektyw edukacyjnej analizy transakcyjnej.
The article discusses Servaas van Beekum’s attempts of developing graphic separation of structural and functional models and presents the development of Susannah Temple’s concept of Functional Fluency (FF) and a psychometric tool called Temple Index of Functional Fluency (TIFF). It also underlines the significance of this concept in teachers’ and educators’ personal and professional development and in the perspectives of educational transactional analysis.
