Opis:: Strong farmers’ individualism limits their competitiveness. Smaller commercial agricultural producers find themselves at particular disadvantage. The sustainable agricultural paradigm requires farmers to receive adequate and regular income (which is independent of the crisis factors), and to preserve an environment and a biodiversity. However, Lithuanian farmers rarely take common actions in the market. The aim of article is to create an organizational system that allows different sizes of sea buckthorn growers’ farms to work together merging into cooperatives and producers’ organizations. There is suggested a merging system for different size buckthorn growers’ farms which allows unionize local, zonal and country cooperatives

Opis:: Research background: EU National Rural Development Programs (RDPs) support food chain organization, including the establishment of agricultural producer organizations (APOs) to assist the cooperation among small- and medium-sized farms and improve their performance. Purpose of the article: We assessed how membership in an APO affects technical efficiency in a sample of Slovak farms. We break down our results by the type of membership (non-members, long-term members, and members of newly established APOs, benefitting from the RDP support) and production specialization of farms (crops, livestock, unspecialized). We expected a positive effect of membership on farm performance, although with differences by production specialization. Methods: We analyzed cross-sectional data of 645 farms in Slovakia in 2014, when the 2007?2013 RDP support was over. We applied a DEA-based two-stage metafrontier approach. During the first stage, we estimated group-specific efficiency and calculated adjusted (target) values of inputs, given the outputs. During the second stage, we estimated the meta-technical efficiency of farms relative to the metafrontier derived from pooled adjusted inputs and outputs of farm groups by their membership within production specialization. The meta-efficiency indicates farm efficiency associated with membership in a producer organization. We examined the differences between meta-efficiency by membership groups by the Kruskal-Wallis and post hoc Dunn?s tests. Findings & Value added: Members of APOs were mainly large farms. Membership in newly established APOs, benefitting from of the RDP support, contributed significantly to higher technical efficiency of livestock and crop farms. Their performance was, however, affected by managerial and scale inefficiencies. Well-performing farms with good farm management had joined APOs already before the year 2007. However, the long-term APO membership did not improve farm technical efficiency significantly. Public support of farm cooperation should be designed to improve the governance, sustainability of the APO activities, and performance of their members.

Opis:: In our paper we will focus on human factor in preserving economic sustainability in rural areas. When we talk about revitalization of rural areas, we must take into consideration that agricultural activities could be one factor of these processes. In the rural areas the role of agriculture, especially the role of horticulture is determinant taking its high labour demand into consideration. The vertical connections are motivated between the participants on a food chain by the intention of increasing efficiency, reaching market benefits, reducing uncertainty and risk, and costs of production. From that point of view cooperation among rural habitants could give a chance for them to become real economic partners. In the paper we examine the process of setting up producers’ organizations in Hungary, focusing on those factors that force their cooperation and integration. We emphasize why this process is so slow and why it is necessary to make the cooperation stronger among farmers. We will show how important is the willingness to cooperation of people living in rural areas to work together in order to gain economic personal and social aims at the same time.

Opis:: Poland occupies a high position in both global and European fruit and vegetable production. The large number of small-sized farms has been one of the problems of Polish agriculture for years. National and EU financial help has increased interest in associating producers into groups. The effective functioning of these groups is conditioned by many factors related to the specificity of horticultural production, legislation and the market situation. Organizations on the fruit and vegetable market show significant variation in functioning as well as in the production and economic results achieved. The aim of the article is to assess the financial and economic situation and provide strategic analysis of the conditions for the operation of fruit and vegetable producer groups in Poland. Research was conducted on the basis of data contained in the financial statements from 2016-2017 and the financial liquidity and profitability ratios calculated on their basis. A general assessment of the conditions needed for the functioning of producer groups is also presented in the paper. Low profitability and financial liquidity of producer groups were noted in the analyzed years. Key strategic factors for the functioning of producer groups included: the visible impact of financial assistance, the functioning of producer groups and economies of scale resulting from greater aggregation of competition, and the fact that farmers are still reluctant to associate and often have limited business competences to run producer groups.
Polska zajmuje wysokie miejsce w światowej i europejskiej produkcji owoców oraz warzyw. Jednym z problemów polskiego rolnictwa jest nadal, choć w nieco mniejszym stopniu rozdrobnienie. Pomoc krajowa i unijna sprawiła, że wśród producentów wzrosło zainteresowanie zrzeszaniem się w grupy producenckie. Ich funkcjonowanie uwarunkowane jest wieloma czynnikami związanymi ze specyfiką produkcji ogrodniczej, z obowiązującym prawodawstwem czy sytuacją rynkową. Organizacje na rynku owoców i warzyw wykazują znaczne zróżnicowanie w funkcjonowaniu jak również w osiąganych wynikach produkcyjno-ekonomicznych. Celem artykułu jest ocena sytuacji finansowo ekonomicznej oraz analiza strategiczna uwarunkowań działania grup producentów owoców i warzyw w Polsce. Dokonano jej na podstawie danych zawartych w sprawozdaniach finansowych wybranych grup z lat 2016-2017 oraz obliczonych na ich podstawie wskaźników finansowych płynności i rentowności. W opracowaniu przedstawiono także analizę strategiczną SWOT dla organizacji i grup producentów. W badanych latach odnotowano niską rentowność i płynność finansową badanych grup. Za kluczowe o znaczeniu strategicznym dla funkcjonowania omawianych podmiotów należy zaliczyć takie czynniki jak: widoczny wpływ pomocy finansowej na funkcjonowanie grup producenckich oraz korzyści skali wynikające z większej agregacji konkurencji z drugiej strony. Rolnicy nadal niechętnie się zrzeszają i często posiadają ograniczone kompetencje biznesowe do prowadzenia grup producenckich.

Opis:: The article discusses the issues connected with the organization and functioning of the selected agricultural markets with regard to the risk management in the agricultural production. It concerns those markets where the EU’ legislator foresees the implementation of some legal instruments. The author attempt to answer the question whether the current legal organization of those markets allows their development. In particular it aims to answer the question how the legislation support the farmers in selecting some countermeasures which protect them against the environmental risk. The reflection ends with the enunciation of the some de lege ferenda conclusions.
Przedmiotem artykułu są zagadnienia związane z organizacją i funkcjonowaniem wybranych rynków rolnych w aspekcie zarządzania ryzykiem w produkcji rolnej. Chodzi tu w szczególności o rynki, na których prawodawca unijny przewidział możliwość stosowania określonego instrumentarium prawnego. Autorka podjęła próbę ustalenia, czy obecna prawna organizacja poszczególnych rynków rolnych służy ich rozwojowi. W szczególności chodziło o udzielenie odpowiedzi na pytanie, w jakim stopniu regulacja prawna wspiera podejmowanie przez producentów rolnych działań zaradczych mających na celu ich ochronę przed możliwością wystąpienia potencjalnego ryzyka przyrodniczego. Rozważania kończą się sformułowaniem kilku wniosków de lege ferenda.

Opis:: The aim of the article is an attempt to answer the question whether the legal instruments ensure the stabilization of milk producers and the development of the milk market. It discusses the entities operating on the milk market, including milk producers, dairy cooperatives, groups and organizations of milk producers. Then, it presents the issue of penalties for the overproduction of milk. Next, the discussion focuses on helping milk producers who, in the quota year 2014/2015,marketed not less than 15 000 kg of milk; on financial resources for the reduction of milk production and those indicated in Regulation No 2016/1613. Additionally, it presents the issue of public intervention and aid for private storage of selected dairy products. In conclusion, the author stresses, inter alia, the activity of the EU legislator on the relevant market. The legislator is aware of the difficult situation of agricultural producers and introduces new forms of legal support for milk producers. There is no doubt that they contribute to greater stability and growth of that market. However, the financial situation of milk farmers, especially smaller ones is usually difficult. It is associated not only with the abolition of the milk production quota, but also with the export situation and, as a result, with lower milk prices.
