Opis:
Privatisation of the Gdansk shipyard was to prevent its collapse. The act on privatisation of state-owned enterprises, adopted by the parliament in 1990, set the rules to govern the ownership transformation process. The article is to analyse the privatisation process of Stocznia Gdańska im. Lenina and the impact of state-owned institutions on the course of the privatisation in the period 1990-2007. A theses has been presented that Polish governments had no consistent concept for ownership transformation policy regarding the Gdansk shipyard. An attempt has been undertaken to answer the following research question: what factors affected the Gdansk shipyard privatisation process? The interdisciplinary approach to the analysed phenomenon enforced the application of research methods appropriate to political science, legal sciences, and sociology. The case of Gdansk shipyard testifies to absence of a privatisation policy on the part of the government, and wrong management by the shipyard authorities.

The objective of the paper is to investigate selected elements of the privtisation processes in Central and Eastern Europe. This vital part of economic policy played – in the transformation phase – a key role in shaping the new socio-economic order as well as it brought about a number of important implications (valid up to the present) in many spheres of life. Shifting from the centrally planned state economy to the free-market one based on the private property took place in CEE in the „heat” of neoliberal ideology. In this critical moment one could observe a redefinition of the relations between the market and the state, shifting the gravity point towards the more liberal solutions and the domination of market efficiency logic over the logic of the so called „public good”. Controversies over the methods, mechanisms and consequences (direct and indirect) of privatisation, especially the social ones, require advanced academic reflection.

Opis:
This article looks at the Balcerowicz Plan, which was undertaken in Poland between the years 1989 to 1995. It is entitled so because Leszek Balcerowicz was the man who was responsible for overseeing Polish transition from a state planned economy to free market one. The Plan was based on the Washington Consensus theory, put forth by Williamson with assistance from Sachs and Lipton. It was a rudimentary model of how transition should be followed. The article looks at different aspects of the plan, which are the following. First of all, price liberalisation and the freeing of domestic trade. Secondly, fiscal responsibility which means the balancing of the national budget. Then it covers restrictive monetary policy used to control inflation and improve Polish competitiveness. This is followed by income policy aimed at inflation, done through a weak indexation of nominal wage. The next section deals with foreign trade liberalisation and the impact of importation of western goods on the Polish market. Also the role of privatisation, done late in comparison to other transition economies. Furthemore, changes in banking, financial and tax reform are also analysed. Lastly, the changes of the social safety net system which were adopted, rather poorly and unfairly, is compared to western models. The work uses the view and theories of different authors both from Europe and abroad. Such economists as Boyko, S. Gomułka, Zukrowska and Balcerowicz himself from Poland. As well as foreigners such as Lipton, Sachs, Hunter, Lavigne, A. Smith Williamson and most importantly Kornai.

Since the beginning of economic transition responsibility of satisfying housing needs of local communities was transferred to municipalities. To fulfill their duties local governments maintain and manage housing stock which includes: dwellings for low income households, social dwellings, replacement dwellings and temporary living quarters. However a process of municipal withdrawing from housing sector can be observed. Extensive privatization of municipal housing stock raises a number of reservations. The pace of privatization and its scale threatens a balance between the public and private sector, enables entering the market of “owners without money” – people with low awareness of the costs of ownership. In long term it threatens the functioning of housing sector. The main aim of the article is to evaluate the form, scale and course of privatization of municipal housing stock. Local determinants and consequences of housing privatization in the City of Lodz were presented.

The main objective of this paper is to present the results of empirical studies on net profit distribution in companies using state–owned enterprises against payment. The main research hypothesis states that the majority of companies using state–owned enterprises against payment waive their right to the dividend and transfer a major part of retained earnings to supplementary capital. The empirical investigation of the main hypothesis has been conducted among 21 companies based in Mazowieckie Province, which concluded privatisation agreements with the State Treasury in years 2000–2005. The analysis of net profit distribution in companies using state–owned enterprises against payment is based on data collected and processed by the author of the article from the National Court Register, for the period from the privatisation date of the surveyed enterprises to 2010, using measures of descriptive statistics. The paper consists of the following parts: the introduction, the essence of giving state–owned enterprise for use against payment, the characteristics of companies qualified to the research sample, net profit distribution policy in companies using state–owned enterprises against payment. Finally, it is concluded that over the first three years of operation every second company using a state–owned enterprise against payment did not pay a dividend transferring all of retained earnings to supplementary capital.

Opis:
This paper deals with transformation of ownership relations in Poland after 1990. Privatization is described here as a complicated economic, political and social process and the basis of efficient markets. The author presents the theoretical justification for privatization. The issues of effective investor, exclusivity, voluntary transferability of property rights and conditions of the capital market functioning related to property relations are discussed here. Along with the analysis of the policy and the course of privatization in Poland, the author presents the effects, economic and social defects of these processes and recommends subordinating the elimination of the technological gap to the challenges of privatization.
Artykuł podejmuje zagadnienie transformacji stosunków własnościowych w Polsce po 1990 roku. Prywatyzacja jest tu opisywana jako skomplikowany proces ekonomiczny, polityczny i społeczny oraz podstawa sprawnych rynków. Autor przedstawia teoretyczne uzasadnienie prywatyzacji. Eksponowane są tu kwestie efektywnego inwestora, wyłączności, dobrowolnej transferowalności praw własności oraz uwarunkowania funkcjonowania rynku kapitałowego związane ze stosunkami własnościowymi. Na tle analizy polityki i przebiegu prywatyzacji w Polsce autor przedstawia efekty, defekty ekonomiczne i społeczne tych procesów oraz zaleca podporządkowanie jej wyzwaniu eliminacji luki technologicznej.
