We investigate the complex dynamics between social service entrepreneurs and social sector managers through the lens of network metaphor, utilizing our data on social service entrepreneurs’ experiences of cooperation with municipalities. We examine what kinds of dependencies exist in the entrepreneur–municipality relationships and what kind of consequences these dependencies have on social service businesses run by entrepreneurs. Basing on the social service entrepreneurs experience, our findings suggest that while the cooperation with the municipality represents a prerequisite for success, their business represent only one alternative for the renewal of social service structures from the point of view of municipalities. In addition, the existence of legally enforced supervisory duties incorporates a considerable amount of power that influences areas of the entrepreneur–municipality relationships and interaction other than just those defined by the supervisory and regulatory rights.

According to the law profits obtained by both sectors are mutual and what is more, they translate to broadly understood local development.

В статье рассматривается проблема государственной поддержки крупных общественно значимых инвестиционных проектов в контексте организации государственночастного партнерства для их реализации. Характеризуется система индивидуальной государственной поддержки, существующая в Республике Беларусь в настоящее время, обосновывается необходимость ее совершенствования, указываются перспективные направления ее развития. Излагается концепция государственной поддержки крупных общественно значимых инвестиционных проектов, предполагающая дифференцированный подход к ее оказанию, указывается методическая основа для проведения экономических обоснований.
The problem of state support for large investment projects of public interest is discussed in the article in the context of public-private partnerships arrangements for their implementation. The article deals with the system of individual state support that exists in the Republic of Belarus at the moment, the necessity to improve it, indicates forward-looking directions of its development. Introduces the concept of state support for large investment projects of public interest, which implies a differentiated approach to provide support, indicates a methodical basis for feasibility studies.

W artykule omówiono zdolność Partnerstwa Publiczno-Prywatnego (dalej PPP) do zapewnienia większych społecznych korzyści w stosunku do zysku wynikającego z tradycyjnych zamówień publicznych. Przedstawiono PPP jako ważne narzędzie ekonomiczne oraz wskazano możliwe korzyści tworzone przez partnerstwo.
Availability, quality and scope of public services represent one of the most important factors of life level shaping and growth, thus prosperity of the society. Importance of public services results from nature and vast range of public influence. They include the activity related to industry operating to a large scale, of corporate character as well as to services rendered at the local level by small economy entities and other organizations. Public services are related to power industry, telecommunication, postal services, waste management, water supplies, education, health care, sport and recreation, culture, social aid and assistance, as well as public safety. The paper presents ability of Public-Private Partnerships (PPP) to provide greater social benefits in relation to profit of traditional public procurements. The PPP was presented as an important economic tool and was indicated possible benefits created by the partnerships.

Modernizacja infrastruktury kolejowej w części dotyczących nawierzchni, urządzeń sterowania ruchem, budynków i budowli służących do obsługi pasażerów jak i prowadzenia ruchu na liniach kolejowych pochłania dość znaczne koszty finansowe, niejednokrotnie przekraczające możliwości sektora publicznego. Sektor prywatny może współpracować z sektorem publicznym na kanwie realizacji wspólnych celów poprawy bezpieczeństwa, efektywności jak i wizerunku kolei. Artykuł ten przedstawia propozycję autora dotyczącą możliwości współfinansowania przedsięwzięć modernizacji kolei.
Modernization of railway infrastructure in a part related to railway tracks, traffic control equipment, buildings for handling passengers and traffic management on railway lines absorbs quite substantial financial costs, often byond the capacity of the public sector. Private sector can cooperate with public sector not only while aiming a time proving railway safety and efficiency but railway image a well. The author’s proposal concerning the possibility to co-finance modernization of the railway enterprises has been presented in this article.

Regeneration is a complex process consisting of a series of integrated activities, among which, apart from investment in buildings and infrastructure, you can also indicate actions undertaken on economic and social areas. This process is aimed at permanent removal of economic, social and environmental problems in the presence of which the market mechanism fails. The main goal of this article is to present the role of private actors in the process of regeneration, identify the factors affecting their perception of the process and their involvement in it, as well as point out the solutions attracting private investment. Achieving the benefits of such a complex process, as regeneration, requires a commitment on the part of participants and strategic management of the local authorities, as a coordinator of the process. A key task facing local authorities is to attract private partners which deliver not only financial resources but also knowledge and other resources to regeneration process.

Public-Private Partnership is one of possibilities for supporting investment process. Public partner has limited funds and cooperation with private partner give possibilities for realization of social needs and planning investment process. Limited possibilities obtaining support from the government and lack of capital, forcing municipalities to seek alternative methods of financing municipal investments. The opportunity to acquire the ownership of community housing units, in the absence of co-necessity to incur high investment, giving local-government public-private partnership. The experience of different countries show that public tasks can be successfully carried out in partnership with the private sector and can provide a specific pattern of implementation of private capital in the conduct and financing of investments and the provision of public services. The main aim of this article is to analyze public-private partnership as a form of financing public investment in municipal real estate construction example.

Public-private partnerships (PPP) as suppliers for public services have been increasingly used as an instrument for improving public policy, mostly when it comes to reducing costs and improving public transport. The purpose of this paper is to carry out a comparative analysis between two metropolitan areas in Mexico and to identify the main causes that explain the performance and difficulties of a hybrid supplying model. The transport sector was chosen not only for its great importance in urban areas but also due to its representativeness to highlight the specificities of PPPs. The Mexican experience has shown that infrastructure projects tend to underestimate their costs and to overestimate their demand, even with supposed formal validation processes. In this sense, even though PPPs have been generally promoted by international organizations, there is a prevailing need to explore the implications and challenges that emerge from this kind of governance tools. Process tracing was conducted as a methodological technique within a comparative approach using qualitative information.
Partnerstwa publiczno-prywatne (PPP) jako dostawcy usług publicznych są coraz częściej wykorzystywane jako instrument usprawniający politykę publiczną, głównie jeśli chodzi o redukcję kosztów i poprawę transportu publicznego. Celem tego artykułu jest przeprowadzenie analizy porównawczej między dwoma obszarami metropolitalnymi w Meksyku oraz identyfikacja głównych przyczyn wyjaśniających wydajność i trudności hybrydowego modelu zaopatrzenia. Sektor transportu został wybrany nie tylko ze względu na jego duże znaczenie na obszarach miejskich, ale również ze względu na jego reprezentatywność dla określania specyfiki PPP. Meksykańskie doświadczenia pokazały, że w projektach infrastrukturalnych zwykle nie docenia się kosztów i przecenia popyt, nawet przy rzekomych formalnych procesach walidacji. W tym sensie, mimo że PPP były ogólnie promowane przez organizacje międzynarodowe, istnieje istotna potrzeba badania implikacji i wyzwań wynikających ze stosowania tego rodzaju narzędzi współzarządzania. Śledzenie procesów jest stosowane jako technika badawcza w ramach podejścia porównawczego z wykorzystaniem informacji jakościowych.

W artykule poruszono temat partnerstwa publiczno-prywatnego i jego znaczenie w realizacji zadań publicznych. Współpraca dwóch sektorów w dobie narastających deficytów budżetowych będących wynikiem ostatniego kryzysu finansowego, wydaje się być optymalnym rozwiązaniem. Autorka przedstawiła genezę, istotę oraz cechy partnerstwa, dzięki którym możliwe jest osiągnię-cie obustronnych korzyści. To kompleksowość i długoterminowość umowy wyróżniają partnerstwo spośród pozostałych form realizacji przedsięwzięć publicznych, stanowiąc wyraz nowego zarzą-dzania publicznego, które podkreśla znaczenie efektywności w gospodarowaniu zasobami pu-blicznymi, w tym finansowymi. W celu pełnego ukazania problemu w dwóch pierwszych rozdzia-łach wykorzystano dorobek naukowy dotyczący zagadnień związanych z partnerstwem i znacze-niem efektywności przy podejmowaniu decyzji przez jednostki sektora publicznego, by w kolej-nym rozdziale przytoczyć dane z Raportu Centrum PPP i Instytutu PPP przedstawiające rozwój rynku partnerstwa w latach 2009–2013. Partnerstwo może stać się efektywnym narzędziem reali-zacji zadań publicznych i przynieść wymierne korzyści dla partnera publicznego wynikające z do-świadczeń sektora prywatnego w projektowaniu, budowaniu, dostarczaniu usług oraz zarządzaniu, zabezpieczając jednocześnie interes społeczny i interes partnerów prywatnych, pod warunkiem, że władze centralne stworzą prawno-instytucjonalne warunki dla jego rozwoju.
The article describes a problem of public-private partnership and its role in public tasks’ real-ization. The cooperation between private and public sector seems to be optimal solution, especially in the time of crisis. Author shows the genesis, essence and features of PPP, what makes mutual benefits. Complexity and long-term contracts mark PPP out another forms of public tasks realization. PPP is a method which underlines efficiency in public sources management, specially finance sources. To present the problem in two chapters literature about PPP and efficiency was used, that accompanies by making decisions in local self-government units. The third part of the article excerpts data from Raport Centrum PPP (report) and Institute PPP showing the development of Polish PPP in 2009–2013. Partnership may bring rational profits for public sector, which result from private partner experience in designing, building, operating and management, protected social and private matter, on condition that central government creates adequate condition for its development.
