Opis:
This paper seeks to investigate empirically the relationship between the enrolment at public and private higher education institutions (HEIs) and regional growth in Poland. Based on the panel data of 16 voivodeships for the period of 2000-2011, it is established that an increase in the number of students at both types of HEIs has a positive effect on the regional growth. Regardless of the specifications of the regression model, our results demonstrate, supporting the Nelson–Phelps hypothesis, that accumulation of human capital is one of the factors behind economic growth, with no differences detected between public and private HEIs.

The author, who has been involved in higher education teaching for about 60 years (including about a decade abroad and another decade in the Polish private higher education schools), calls for an urgent reform of the majority of the existing private tertiary education establishments in Poland. Generally the quality of private higher education in Poland (re-established in 1991) is very low. This realisation seems to challenge the post-1991 domestic private higher education foundation premise which assumed that this sphere of human activity can be treated as a commercial good. Presently one third of the total number of the Polish students who have not been granted admission by foreign or Polish state universities are studying in numerous private higher learning institutions. It means that the preparation and predispositions of those students for higher level education are generally beneath the entry examination requirements of the above mentioned state universities. In consequence those students should require higher quality individual care (especially tutoring) than that at the disposal of the domestic private schools. However, in practice those schools are short of high quality academic personnel and the teaching is usually done by rather inexperienced people. In addition, those schools do not provide tutorials in small student groups (except for languages). A teacher of a core subject may have as many as 350-600 students at lectures. A closer look at the founders of the private higher learning schools makes one notice that they do not follow the noble rule of bringing up young people but are rather preoccupied with getting as much money out of this activity as possible. Some of them could possibly be good enough as managers in some other businesses, but generally not in such delicate activity dealing with the minds of the young people. In conclusion, the author suggests discontinuing at least half of the existing more than 300 of such private higher schools and taking under strict quality control the other half.

Rozwój szkolnictwa niepublicznego doprowadził do powstania nierównej konkurencji pomiędzy wyższymi szkołami publicznymi a wyższymi szkołami niepublicznymi, głównie w pozyskiwaniu kandydatów na studia. Podstawowym elementem przewagi szkół publicznych nad szkołami niepublicznymi stał się brak odpłatności za usługi edukacyjne na studiach dziennych, która to odpłatność była pobierana przez szkoły niepubliczne. Wyższe szkoły niepubliczne, aby przetrwać, musiały budować własną pozycję konkurencyjną. Wymagało to wykorzystania zasobów gwarantujących wysoką jakość oferty edukacyjnej, ale także stworzenia pozytywnego, wyróżniającego je spośród innych szkół wizerunku. Celem opracowania jest ocena czynników mających wpływ na budowanie pozycji rynkowej przez wyższe szkoły niepubliczne w Polsce. W badaniach wykorzystano metodę ankiety pocztowo-mailowej przeprowadzonej wśród przedstawicieli wyższych szkół niepublicznych w Polsce.
The development of non-public education has led to the creation of uneven competition between public and non-public colleges, mainly in obtaining candidates for studies. The basic element of the advantage of public schools over non-public schools was the lack of payment for educational services during full-time studies, which was charged by non-public schools. Non-public colleges had to build their own competitive position to survive. This required the use of resources guaranteeing the high quality of the educational offer, but also the creation of a positive image that made them stand out from other schools. In the study, based on direct research, an attempt was made to assess the conditions as well as factors affecting the building of market position by non-public higher schools.

Marketing operations of higher education institutions are based on serving the needs of their customer – a student and they use the Internet as it is an environment which appeals to youth most. Higher education institutions have understood that their existence and success in education market should be based on excellent communication with the environment and distribution of their services. Facebook has turned out to be a perfect place as in crowded marketplaces one has to be able to sell himself, convince, encourage to enroll, highlight the advantages, stand out, promote a positive image in media. Higher education institutions have realized that a young person, who is success and fast profit- oriented, when he decides to pursue higher education he will look for such elements that are attractive, innovative, open to him, which invite him to co-create community of students and scholars under new principles. In order to examine how do higher education institutions develop their brand and image, what kind of tools and content is implemented using Facebook, I am going to analyse the content placed on websites of five selected private higher education institutions in Poland. It helped to show not only how important in the Internet the existence of a higher education institution is, but also what are the expectations of future students concerning higher education institutions.

A growing body of literature explores the underlying mechanisms and processes that enable servant leadership to impact organizational performance, engagement, and outcomes positively. This research assesses the mediation role of leader-member exchange between servant leadership and job satisfaction among employees in Kuwait's universities. The study utilized a closed-ended survey that was distributed to 240 workers, with 205 valid responses received from employees working in two private higher education sectors in Kuwait. using Partial Least Squares-Structural Equation Modeling (PLS-SEM) was used for data analysis. The outcomes of the study demonstrated strong backing for the beneficial influence of servant leadership on leader-member exchange and job satisfaction. Furthermore, a positive correlation was established between leader-member exchange and job satisfaction among employees employed in Kuwait's private higher education sector. Moreover, the results partially validated the mediating effect of leader-member exchange in the relationship between servant leadership and employee job satisfaction. These results underscore the significance of integrating servant leadership principles into leadership approaches within this sector to improve employee satisfaction and overall organizational achievement.

China has experienced the rapid emergence and development of private higher education in the recent decades. This article focuses on the current situation in several key areas, such as development of non-state education, globalization influence at chinse non-state education and social stratification in this sector. It shows regional diversity and random planning in private higher education and also stress situation low-income groups. Moreover it presents acquisition of labour market qualification by mentioned groups. This study concludes that proper financing and management in an urgent thing to do and in the future it will benefit from to Chinese society through multiple roles.

Multisectoral approach, so the diversity of actors, not just from the public sector, but also non-governmental and market, as well as the sources of funding, is today becoming the reality in many areas of social policy. In the countries of Central and Eastern Europe the process of pluralization of public services during transition is associated with breaking the previous state's monopoly in this area. The purpose of this paper is to analyze the phenomenon of multi - sector approach in higher education. In this sphere we see strong momentum for pluralization. The examples of Poland and Czech Republic are used to show the importance of market and non-governmental organizations in higher education, as well as show the similarities and differences between systems with similar baseline.

Regulations for carrying out the activities of e-learning in higher education introduced by the legislation indicate the growing role of this type courses in the teaching process. It seems, however, that private universities express a much more positive approach to the implementation of solutions for e-learning. The aim of this study is to compare the opinion of students of public and private universities on the advantages and disadvantages of e-learning and to determine the prevalence of the use of such solutions. This intention was carried out by a questionnaire survey conducted among students of economics at selected universities from the area of Upper Silesia. The achieved results of the study point to the fact that in the non-public universities surveyed students have much more frequent contact with the e-learning solutions in teaching than in public universities. The main advantages and disadvantages of e-learning are determined by the students of both groups in the same way, however, in the case of disadvantages further indications reveal differences between the two groups. On the basis of these responses it can be said that the students of private universities were guided by their practical experiences with participation in such activities. These indications reveal at the same time also the problem of the implementation of the legal provisions governing the institution to carry out e-learning courses. The study was exploratory, and indicated results can only be referred to the group of surveyed respondents. These results may, however, be a source of inspiration to undertake comparative studies on the determinants of the development, implementation and execution of e-learning at public and private universities.

The paper analyzes the changing public-private dynamics in higher education in Poland in 1990-2016 and beyond, focusing on the processes of internal and external de-privatization of the system. De-privatization of higher education – viewed also as its republicization – is caused by declining demographics and may lead to the demise of the largely demand-absorbing private higher education. Poland is shown as moving against the two powerful global trends related to privatization: private sector growth and increasing reliance on cost-sharing. Data related to funding and provision in 1990-2005 (expansion) and 2006 and beyond (contraction) are analyzed in detail, and policy implications of ongoing and expected changes are discussed.

A global reconfiguring of roles in society is unfolding at a pace never experienced before, or even imagined. Higher education is leaving the traditional environments of university systems confined by national boundaries. Universities are facing the need to reinvent themselves in the globalization era. Colleges think in “degrees”, markets do not. Academics in general, will benefit from moving toward a more integrated relationship with vocational training, adopting a mission of filling the gap between training for work and educating for life. To navigate and communicate across different disciplines is a skill that should be acquired in university. “Experience education” should not be just a generic principle, but an actual and structured teaching philosophy. The world needs less national, and more international higher education. Powerful hyper-connection is a distinctive feature of higher education. Intercultural competence becomes fundamental, creating in fact a “global cultural competence.” Internationalization for higher education institutions is not merely expansion, in whatever form, across the world. It is also the internal general reinvention of its self. Adopting advanced technology, automation, advanced management, and the principles of liquidity and ubiquity, higher education will result in what we define as “Global Education.”

In this text, consists of three separate parts, thesis on the hybridization of the public and the private in the context of contemporary transformation of the higher education sector is presented and problematized. In the first part, the conceptual pair of the public and the private, drawn from the vocabulary of liberal political theory and classical political economy is analyzed in relation with the reality of higher education. In the second, largest section, along with the lines of glonacal method of analysis outlined by Marginsona and Rhoades (2002), the global, national and local processes that contribute to hybridization of the private and the public orders in today's higher education systems are outlined and analyzed in their interrlation. The last part, the summary of the analysis, develops a critique of the thesis on hybridization and points out its analytical and practical limitations.

Przemiany polityczne, społeczne i gospodarcze, które dokonują się w Polsce od 1989 roku, stały się podstawą zmian w systemie szkolnictwa wyższego. Szczególnie młodzi ludzie wykazywali zainteresowanie edukacją, ponieważ mieli ograniczone szanse na znalezienie atrakcyjnej i dobrze płatnej pracy. Dlatego ewolucja w zakresie szkolnictwa wyższego charakteryzowała się szybkim popytem na szkolnictwo wyższe. W efekcie tych wymagań społecznych nastąpił wzrost liczby szkół wyższych. W latach 1990-2007 powstały 42 szkoły publiczne i 322 szkoły niepubliczne. System finansowania szkolnictwa wyższego w Polsce dokonuje podziału na szkoły publiczne finansowane z budżetu państwa oraz szkoły niepubliczne, które sporadycznie pozyskują środki na działalność statutową. Rozwój kadry naukowej nie jest stabilny i wykazuje tendencję do starzenia się. Spadek przyrostu naturalnego nie sprzyja rozwojowi uczelni niepublicznych, których dochody pochodzą głównie z opłat pobieranych od studentów.
Political, social and economic transformation, which have been taking place in Poland from 1989, were the grounds for the changes in the higher education system. Especially young people showed an interest in education, because they had limited chances in finding an attractive and well-paid job. This is why an evolution in the range of higher education was marked by a rapid demand for higher education. As an effect of this social requirements there was an increase of the number of higher education institutions. In 1990-2007 came into being 42 public schools and 322 private schools. The higher education financing system in Poland performs the division into public schools financing from the state budget and private schools which procure funds sporadically for the statutory activities. The development of the personnel academic is not stable and shows a tendency towards getting older. The decrease in birth rate is not conductive to the development of the private universities, which incomes are mainly from the fees collecting from students.

In 2006, the European Commission presented the Modernization Agenda for Universities founded on three reforms: curricular, governance and funding. According to the agenda, funding should be based on output-oriented budgeting. What is more, investment in higher education should bring benefits to all stakeholders. The most commonly used tool for measuring the private rate of return to education is Mincer’s econometric model. The paper presents the results of research on the private rate of return to education, which was estimated by the classical Mincerian function where wages are modelled as a function of level of education and experience. Empirical research was conducted using individual data from the Social Diagnosis – research of selected Polish households. The study was conducted in two stages. First, the parameters of the Mincer’s model for respondents included in the diagnosis in 2011 were estimated. Secondly, the parameters of the model for respondents, who declared in 2011 having higher education degree and who took part in the diagnosis in previous years (since 2003) and then declared a lower (other than higher) level of education, were estimated. To determine the significance of differences in monthly net incomes before and after reaching the higher education degree, the Wilcoxon Matched-Pairs Signed-Rank Test was used.
