The text presents the issue of the Supreme Court’s functions from the perspective of civil law countries. The author argues that the division into cassation, revision and appeal is not an adequate point of reference enabling to define those functions. The author asserts that the most important criterion is whether the Supreme Court acts overwhelmingly in public or private interest. The assessment of that criterion should be made on the basis of the methods of selection of cases by the Supreme Court. What is essential is whether the selection is based on public aims or whether it simply aims at solving a given case accurately. It may be argued that as a result of reforms introduced in the last few years, the majorityof civil law countries have focusedon the implementation of the public rather than private functions. The author concludes that the public function of supreme courts is of a completely different significance than in the times of socialism. The public interest is combined with private interest as it refers to the situation of parties – not parties to the specific proceedings, but all parties which are going to engage in litigation in the future.

The adoption of the New Law for Local Government Financing is currently underway in a Serbian Parliament procedure. The goal of the new law is the creation of clear government regulations which will define the system of financing for local government entities. This will furthermore create an environment of stability and predictability with regard to revenue planning when preparing local government entities’ budgets, as well as achieving a vertical balance when distributing revenues amongst various state levels. Additionally, these goals are reflected in the establishment of a system to increase the share of public investment in the total expenses of counties and cities, as well as in the vertical balance with regard to the distribution of revenue and jurisdiction at various state levels. In that sense, it is preferable to understand financial models such as public-private partnerships, which have still not, to an adequate degree, been adopted in Serbia, but one which could potentially contribute to the introduction of additional sources of local government financing. In order to better perceive the current capacities of this model of financing local government in Serbia, a study was conducted during the spring and summer of 2016, taking into account a sample of 150 examinees. The results of the study indicate very low human resource and technical capacities in local government with regard to realizing and comprehending the concept of public-private partnership.

Opis:
The analysis presented herein is aimed at indicating disparities in accessibility to some selected travel destinations by means of private and public transport in the city of Szczecin. Accessibility is a simple measure of potential interactions between two points in space. For the purpose of the study, an original model of an individual transportation system has been developed using Google Maps API data. In order to do so, some GTFS and pedestrian-related data have been downloaded. To calculate source-destination travel times at certain times of the day for four different parameters of pedestrian motion speed, ArcGIS Network Analyst software has been used. Five research methods have been applied: the proximity measure, the population percentage measure, the cumulative accessibility measure, the potential accessibility index and the potential accessibility quotient. In order to develop an ultimate accessibility rating for housing estates in Szczecin, a synthetic accessibility measure has been developed. The synthetic accessibility measure consists of 9 standardised components/values for both public and private (car) transport. The potential accessibility to the population is part of the synthetic accessibility sub-measure. The isochrones have been drawn in order to analyse the workplaces and secondary schools. Moreover, data concerning accessibility to the nearest kindergarten, primary school, hospital, cinema, shopping centre and indoor swimming pool have also been taken into consideration when calculating the synthetic measure. In the case of potential accessibility measures, it is usually the highest in the city centre. Obviously, the nearer a particular facility, the higher its accessibility measure is. The only disparities between the measures for public and private transport are observed in areas which are not covered by the public transportation network.

Opis:
Public-Private Partnership (PPP) is a form of cooperation between the public sector and the private in order to carry out projects or services traditionally supplied by the public sector. This mode of investment is most commonly applied to the creation of technological infrastructure projects. According to the author PPP will allow coastal tourist communes (gminas) to speed up the implementation of the communication infrastructure, and the sport and recreational infrastructure which are presently major barriers to the development of the tourist economy. This is further confirmed by examples presented in this work.

This article present the origin of the word “administration” is also considered and values shaping and diversifying administration are analysed based on some examples. After this part is characterises forest administration which well illustrates organisation of administration. The concepts of property and management play an important role in distinguishing administration.

All education is spiritual and ergo homeschooling is resurging. Parent-directed, family- and home-based private education schooling – that is, homeschooling – is millennia old and has experienced a notable renascence around the world during the past 40 years. With respect to homeschooling, “Parent-directed means the parents have deliberately chosen to take responsibility for the education of their children, controlling both the education process and the curriculum (course of study). Family-based means the center of educational gravity is the home, with other resources being secondary” (homeschoolingbackgrounder.com, 2020). One of the key reasons that home education is growing is that more parents and more of the general public are recognizing that all education of children deals with values, beliefs, and, ultimately, an overall worldview (Weltanschauung). Because worldview is a comprehensive conception or apprehension of the world, especially from a specific standpoint, it is, de facto, spiritual. This paper shows that all education and schooling is the teaching, training, and indoctrination of children, that the worldwide rebirth of home education came with a focus on spirituality, that empirical evidence shows that all education is spiritual and spirituality is motivating many homeschoolers, and, finally, that scholarly theoretical arguments against homeschooling involve the spiritual.
Każda odmiana edukacji ma „duchowy” charakter, czego konsekwencją jest renesans edukacji domowej. Kierowana przez rodziców, oparta na rodzinie i domu prywatna edukacja – tj. edukacja domowa – ma tysiące lat, a od czterdziestu lat doświadcza zauważalnego renesansu na całym świecie. Oto jego definicja: „Kierowanie przez rodziców oznacza, że dobrowolnie przyjmują oni na siebie odpowiedzialność za edukację swoich dzieci, kontrolując zarówno jej proces, jak i program (treści). Oparcie na rodzinie to wskazanie, że środkiem ciężkości edukacji jest rodzinny dom, a jej środki mają drugorzędne znaczenie” (homeschoolingbackgrounder.com, 2020). Jednym z głównych powodów upowszechniania się edukacji domowej jest to, że coraz większa liczba rodziców i coraz większy segment opinii publicznej uznaje za istotne wartości, przekonania, a ostatecznie ogólny światopogląd (Weltanschauung). Jako że światopogląd jest ogólną koncepcją lub wizją świata, szczególnie z konkretnego punktu widzenia, to de facto ma charakter duchowy. Artykuł ten wykazuje, że cała edukacja i kształcenie są nauczaniem, wdrażaniem i indoktrynacją dzieci, że światowe odradzanie się edukacji domowej dokonuje się z orientacją na duchowość oraz że empiryczne dowody przesądzają o tym, iż całość edukacji jest duchowa, przy czym duchowość motywuje wielu edukatorów domowych, a wreszcie że akademickie, teoretyczne zaledwie argumenty przeciwko edukacji domowej same zdradzają swoiste uduchowienie.

The distinctive public–private sector segmentation in China provides a unique opportunity to assess the impacts of environmental education. Considering that the ideological education of ecological civilization has long been mandatorily enforced in the public sector, including government agencies and state-owned enterprises (SOEs), ahead of the private sector, this research centers on the question of whether environmental behaviors are influenced by sector affiliation in China. We carried out an empirical comparison using data from the 2013 version of the Chinese General Social Survey. The results showed that public sector and state-owned enterprise affiliations were both positive predictors of environmental behaviors. However, private environmental behaviors were weak in SOEs and environmental knowledge had an insufficient impact on public environmental practices. These findings suggest that a more efficacious environmental education system is needed in public sectors as well as for the general public.
Charakterystyczna segmentacja sektora publiczno-prywatnego w Chinach stanowi wyjątkową okazję do oceny wpływu edukacji ekologicznej. Biorąc pod uwagę, że edukacja ekologiczna od dawna jest obowiązkowo wymagana w sektorze publicznym, w tym w agencjach rządowych i przedsiębiorstwach państwowych, przed sektorem prywatnym, badania koncentrują się na pytaniu, czy na zachowania środowiskowe wpływa przynależność do danego sektora. Przeprowadziliśmy porównanie empiryczne z wykorzystaniem danych z chińskiej wersji General Social Survey z 2013 roku. Wyniki pokazały, że powiązania sektora publicznego i przedsiębiorstwa państwowego (SOE) były w obu przypadkach pozytywnymi predyktorami zachowań środowiskowych. Jednak prywatne zachowania środowiskowe były słabe w przedsiębiorstwach publicznych, a wiedza o środowisku nie miała wystarczającego wpływu na publiczne praktyki środowiskowe. Wyniki te sugerują, że bardziej skuteczny system edukacji ekologicznej jest potrzebny zarówno w sektorach publicznych, jak i dla ogółu społeczeństwa.

Artykuł przedstawia wyniki badań punktualności kursowania przewoźników oraz preferencji i zadowolenia mieszkańców Gminy Alwernia w zakresie prywatnego transportu zbiorowego pomiędzy Alwernią a miastem Kraków. Przewozy te charakteryzują się niską punktualnością oraz niskim kosztem przejazdu. Na podstawie uzyskanych wyników sporządzono ranking ważności cech jakości dla pasażerów, określono lukę jakościową oraz wskazano przykładowe rozwiązania służące podniesieniu poziomu jakości.
The article presents results of studies on punctuality of carriers and the preferences and satisfaction of the inhabitants of the Alwernia Commune on the public transport operating between Alwernia and the city of Krakow. This passenger transport is characterized by low punctuality and low cost. Based on the results obtained, the passenger ranking of the importance marks of the quality symbol was compiled, qualitative gap was identified and examples of quality improvement methods were indicated.

The article presents characteristics of selected instruments and sources of financing that can be used in activities concerning revitalization of anthropogenically transformed areas in the mining communities. An analysis was focused on the assessment of their usefulness for local governments, as well as private owners and potential investors interested in revitalization of such areas.

The aim of the article is to analyze and evaluate operating of bus delivery lines in the areas of Wieliczka, Świątniki Górne and Gdów municipalities. The lines transport inhabitants of distant villages to the Wieliczka railway station. All delivery lines have been described. Presentation includes: passenger flows, punctuality of bus departures from the Wieliczka Rynek Kopalnia stop and accessibility zones for bus stops and the railway station.

W artykule przestawiono wyniki przeprowadzonego badania potencjalnych i pożądanych interakcji pomiędzy sektorem publicznym i doradcami zewnętrznym w zakresie wdrażania projektów publicznych w modelu koncesyjnym i w formie partnerstwa publiczno-prywatnego. Badanie objęło cztery projekty realizowane obecnie w Polsce i zostało przeprowadzone w formie analizy studium przypadku. Prezentowane w artykule wyniki przeprowadzonego badania mogą znaleźć zastosowanie w usprawnieniu procesu podejmowania decyzji odnośnie zasadności i właściwych form oraz obszarów problemowych wykorzystania doradców zewnętrznych przez władze publiczne we wdrażaniu projektów PPP i koncesyjnych.
The article presents the potential and the desired interaction between the public sector and external consultants in the process of implementation of public projects in the concession model and in the form of public-private partnerships. The study included four projects currently implemented in Poland and was conducted through case study analysis. The results presented in the paper can be used to streamline the process of deciding on using external consultants and to determine the appropriate forms and problem areas of using external consultants by the public authorities in the implementation of PPP and concession projects.
