This article advances a hypothesis which differs from those usually formulated about “The Prince”. Here, Machiavelli is not simply a scholar versed in political philosophy. The theories that he expounds on in this particular piece of work would, in part, be the result of long-term efforts he undertook to gain power for himself and become a sovereign. In order to support this assertion, it is necessary to turn to his biography. His interventions as a high official (particularly during the latter years of the Florentine Republic) have been compared to the reflections he compiled in The Prince . This information points to the fact that Machiavelli followed a meticulous plan in order to carry out a coup d´état, taking shelter behind Soderini – agonfalonier for life – for whom he acted as main counsellor. Some of his contemporaries (and his political enemies in particular) already expressed their suspicions in that regard. The corresponding references have been included in the article.

Opis:
Soviet Communism or American Democracy will plunge people into darkness. Emperor Shōwa’s mother (Lady Sadako, Empress Teimei) recited the above waka poem in 1944. It was her belief that both American Democracy and Soviet Communism were in discord with the Japanese national character (kokutai). As the Allies offensive progressed, the Empress, who had been convinced that victory was immanent, gave in to doubt, and the fear of defeat began to creep into her heart. The Chronicle of Emperor Shōwa shows the Emperor as a devoted advocate of “American Democracy”. According to him, the Meiji Constitution did not require any essential changes. On the 7th of February, 1946, he asked Matsumoto Jōji, the head of the committee for the research on the Constitution, to consider a stylistic change that involved combining two Articles that contained overlapping elements. Article 1 (The Empire of Japan shall be reigned over and governed by a line of Emperors unbroken for ages eternal.) and Article 4 (The Emperor is the head of the Empire, combining in Himself the rights of sovereignty, and exercises them according to the provisions of the present Constitution.) were to be merged into one, retaining the statement that the line of Emperors is unbroken – therefore preserving the fundamental concept. Meanwhile in the Occupation’s General Headquarters a new constitution was being drafted. The Emperor complemented the efforts towards outlining the new constitution, but simultaneously, immediately following the promulgation, ordered a rite to be conducted at Ise Shrine in a plea on behalf of “the vast protection by the kami for eternal peace and the prosperity of the nation”. As far as the postwar Constitution is concerned, the kokutai – national identity, was preserved. In an interview in 1977, the Emperor stated that democracy did not come to Japan from America. It was already predicted in Emperor Meiji’s “Emperor’s oath in five articles” (Gokajō no goseimon) in which the Emperor announced the creation of the National Assembly. This statement reflects Emperor Shōwa’s attitude towards democracy. The Imperial family was even more significant in this regard. Prince Takamatsu claimed that the project of the new Constitution was hard to accept due to the stress it put on the sovereignty of the nation being too pronounced. Prince Chibu also criticized General Headquarters for, in their eagerness to protect the freedom of speech, they allowed the Communists to join the process. For Prince Chibu this rendered the new Constitution a “direct import from America”, unsuitable for Japanese circumstances. The Empress Mother became involved with promotion of the domestic silk industry. A decisive factor in her decision to enter the field was most likely in order to oppose American competition. The critical attitude towards American Democracy, characteristic of Hirohito’s possible successors, can be seen as one of the reasons why the Occupation forces abandoned the idea of urging Hirohito to abdicate.

My article discusses the latest Swahili translation of The Little Prince by Antoine de Saint-Exupéry. In addition to presenting the ways in which the translators have rendered selected cultural realities in the situation of a clash between two completely incompatible language systems (French – Swahili), I have focused on the elements of language etiquette used in interpersonal relations. The basic question I am asking is whether the translators have succeeded in adequately reproducing the social relationships described here and their dynamics, or whether they have merely restricted themselves to rendering the forms of messages from the original.

Przedmiotem artykułu jest technika planowania „Planowanie Oparte na Produktach” – podstawowa w metodyce PRINCE2™. Artykuł rozpoczyna krótkie wprowadzenie oraz opis modelu PRINCE2™:2005, po czym charakterystyka procesu „Planowanie” (PL). Artykuł kończy opis czterech kroków składających się na technikę „Planowanie Oparte na Produktach”, wyróżniającą metodykę PRINCE2 spośród innych metodyk Zarządzania Projektami. Technika „Planowanie Oparte na Produktach” przedstawiona została na przykładzie pewnego przedsięwzięcia informatycznego.
The source of the article is a lecture conducted by the author in the Afternoon WWSI University, knowledge and experience of the author supported by certified PRINCE2™ Practitioner. The subject of the article is the technique of planning “Planning-based on Products” - the base for the methodology of PRINCE2™. The article begins with a brief introduction and description of the model PRINCE2™:2005, and then the characteristics of the process of “Planning” (PL). The article concludes with a description of the four-step technique consisting of the "Planning-based on Products", distinguished from other methodologies PRINCE2™ Project Management methodology. Technique “Planning-based on Products” is presented as an example of a IT project.

Opis:
As changes do occur during project implementation, and each change is accompanied by uncertainty and the risk factor associated with it, undertaking risks in projects is inevitable. The aim of the study is to identify and analyze risk management products according to PRINCE2® methodology, determining effective risk management in projects. In the research, the following hypothesis has been adopted: achievement of the set project objectives depends on the effectiveness of risk management in the project as a factor determining the success of the investment implementation. The main hypothesis is verified in accordance with the research procedure, including literature research and case study. The results of the conducted research show that a correctly conducted process of risk management based on risk management products, is the sole foundation of effective project management.

Wsparcie rządu Wielkiej Brytanii przyczynia się do wzrostu znaczenia i zastosowania PRINCE2 w sektorze państwowym i prywatnym zarówno w Zjednoczonym Królestwie, jak i na świecie. Pomimo że metodyka PRINCE2 została opracowana przez agencję rządową Wielkiej Brytanii, jest ogólnie dostępna i oferuje prawnie niezastrzeżony praktyczny przewodnik zarządzania projektami. Ponieważ metodyka PRINCE2 może być zastosowana w każdym projekcie, niezależnie od jego wielkości i branży, staje się interesującym narzędziem do kierowania inwestycjami budowlanymi.
PRINCE2 (an acronym for PRojects IN a Controlled Environment 2) is a process- based method for effective project management. Applied extensively by the UK Government, PRINCE2 is also widely recognized and used in the public and private sector, both in the UK and internationally. Although developed by UK government agency the PRINCE2 method is located in the public domain, and offers non-proprietorial practical guidebook for project management. As the PRINCE2 methodology can be used for different kinds of projects, irrespective of its size and industry, it becomes an interesting tool to manage building projects.

The intrigue ridden series, “House of Cards” presents the story of Frank Un-derwood, a “whip” responsible for discipline in the Democratic Party. To follow his ambitious, he appears as a great strategist and diplomat, and demonstrates some unique skills. Unfortunately his actions always get positive results, which has a nega-tive impact on the realism of the series. However all the manipulative techniques used by Underwood and references to “The Prince” by Machiavelli are very authen-tic. This paper discusses the above techniques and instruments implemented by Frank. The fact that the series is very popular and received a great response from the viewers is related to its theme and the way of presenting politics. Although there are mixed reviews when it comes to the realism shown in the “House of Cards”, the viewer seemed to be convinced of a great opportunity presented to look backstage of White House politics.

The article discusses the role of Alexander Nevsky – a Russian prince and a saint of Orthodox Church. Russian writing sources describe him primarily as a winner of the battles against the Swedes in 1240 (the battle of Neva) and the forces of the Livonian Order and Bishopric of Dorpat in 1242 (the Battle on the Ice) and prince who became a monk before his death in 1263. The cult of Alexander began shortly after his death however, its enormous development came only later. The popularity of saint prince increased during the times of Ivan Terrible – after the mid-16th century and in the age of Peter the Great – in the 18th century. The oldest preserved icons of Alexander come from the second half of 16th century and show him as a holy monk. In the 18th-20th centuries the art of official church is dominated by images of Alexander as a ruler and victorious warrior.

The subject of this article is the character and meaning of the head of state’s liability. The author notices that this institution is an important factor that determines the systemic and legal position of the supreme body in the country, and adopting different solutions in this matter may make the position of heads of state significantly different, even if they seem to have a similar character. This relation has been shown on the example of regulations of liability of the heads of state in Monaco and Liechtenstein. In both countries, there is an almost identical manner of appointing to the office of a head of state and the scope of their authorities. However, the matter of liability has been regulated in a completely different way in these two countries.
Przedmiotem niniejszego artykułu jest charakter i znaczenie odpowiedzialności konstytucyjnej głowy państwa. Autor zauważa, że instytucja ta jest ważnym czynnikiem, który determinuje systemową i prawną pozycję najwyższego organu w państwie, a przyjęcie różnych rozwiązań w tej kwestii może znacząco zmienić stanowisko głów państw, nawet jeśli wydają się one mieć podobny charakter. Zależność ta została wykazana na przykładzie regulacji odpowiedzialności głów państw w Monako i Liechtensteinie. W obu państwach istnieje zbliżony sposób wyboru głowy państwa i zakres ich władzy. Jednak kwestia odpowiedzialności została uregulowana w zupełnie inny sposób w tych dwóch państwach.

The life of the most depicted and written about monarch, Queen Victoria, was full of twists that set her life on a path that was never to be walked by herself. She was always accompanied by shadow figures such as her mother, Sir Conroy or even her own husband, in the game of power, dominance and even love. Her life could be divided into two parts that depict a disturbing portrayal of her as the most powerful woman of her times who was also controlled by the aforementioned figures, and as one finally liberated from all of the ties constraining her freedom. This article traces and analyses events in Victoria’s life that shaped her character and constituted the feeling of constraint, and those that inevitably led her to being liberated from them.

Opis:
Methods of management support are commonly used in many spheres of social life and economic activity. Th ese methods are used in process management, project management, etc. for decision-making. Knowledge of them is essential from the point of view of exchange of information, reasoning, problem analysis. A signifi cant part of the methods of management support is applied in Poland but only part of it is implemented. Th is article aims to provide an overview of the PRINCE2 method, its basic properties and its possible applications. Th ese capabilities will be shown in the context of two important processes concerning the area of human resource management – workforce planning and recruitment of staff in Polish enterprises. Prince2 method is treated as a security for the actions undertaken by companies in the area of workforce planning and recruitment. Th e article also presents the implementation of best practices for process management and selection of project teams in the planning of employment and recruitment of staff in Polish enterprises.
Metody wspomagające zarządzanie stosowane są powszechnie w wielu sferach życia społecznego oraz działalności gospodarczej. Są to metody wykorzystywane w zarządzaniu procesami, projektami, służące podejmowaniu decyzji itp. Znajomość ich jest niezbędna z punktu widzenia wymiany informacji, wnioskowania, analizy problemu. Znacząca część metod wspomagających zarządzanie jest stosowana w Polsce lecz tylko część zostaje zaimplementowana. Celem artykułu jest przedstawienie zarysu metody PRINCE2, jej podstawowych własności oraz możliwości zastosowania. Możliwości te zostaną ukazane w kontekście dwóch ważnych procesów dotyczących obszaru zarządzania zasobami ludzkimi – planowania zatrudnienia oraz rekrutacji pracowników w polskich przedsiębiorstwach. Metoda Prince2 potraktowana jest jako element bezpieczeństwa dla działań podejmowanych przez przedsiębiorstwa w obszarze planowania zatrudnienia i rekrutacji. Ponadto przedstawiono implementacja dobrych praktyk pod kątem zarządzania procesami oraz doboru zespołów projektowych w planowaniu zatrudnienia oraz rekrutacji pracowników w polskich przedsiębiorstwach.

This article examines Niccolò Machiavelli’s account of virtues in his famous work The Prince. The Italian philosopher uses three different stages or steps of argumentation. All these steps are analyzed in this paper. It is argued that in each step, Machiavelli makes partial conclusions which are neglected in the next step. In the last step, Machiavelli concludes that not only some virtues lead to failure, but all virtues are harmful to a successful leader. Instead of an honest and just way of acting, Machiavelli proposes the slyness of a fox – the most effective and successful way of acting. Cicero’s De Officiis effectively helps to understand the radicality of Machiavelli’s account of virtues. Cicero’s work enables one to explain all the central metaphors and analogies used in Machiavelli’s The Prince. Comparing Cicero’s and Machiavelli’s radically different accounts of the same virtues and vices shows that Machiavelli changed the traditional understanding of virtues, thus refuting traditional moral and political philosophy.
