    Opis:
    The isolating system of social reintegration for perpetrators of sexual offenses on juvenile based on existing provisions of the law – Polish casus. The article is an attempt to show the possibilities of creating conditions that increase the sense of social security against the perpetrators of sexual offenses on juvenile who leave penitentiaries after serving a custodial sentence. As it is clear from the research conducted so far, none of the therapeutic and pharmacological methods can guarantee the changes in the offender’s mentality and, hence, their sexual motivations. Therefore, we should look for alternative methods of dealing with sexual offenders who return to life in society. There ought to be a coherent system of prevention combining the use of security measures, resulting from The Penal Code provisions, directing the offender to the ambulatory treatment in order to carry out pharmacological therapy and psychotherapy, and implementing the system of control based on electronic supervision. This form of supervision of sexual offenders would help to provide greater social security. The objective of this paper is attempt to show methods of dealing with offenders diagnosed with sexual dysfunctions who are about to leave penitentiaries. The introduction of certain solutions, based on existing law, can meet social expectations in this important area.

    Opis:
    Instytucja nadzoru prewencyjnego bazuje na znanych rozwiązaniach obecnych w obowiązującym prawie. W zamyśle jest to środek oddziaływania pozakarnego, który mógłby być stosowany przez sądy rodzinne w  sytuacji wystąpienia przemocy w  rodzinie. Nadzór ten nakładany byłby na osoby stosujące przemoc, wobec których działania podjęte przez grupy robocze Lokalnych Zespołów Interdyscyplinarnych byłyby nieskuteczne, a jej zachowania nie wypełniałyby znamion przestępstwa z użyciem przemocy popełnionego na szkodę najbliższych osób. Środek ten miałby na celu dodatkowo wzmocnienie oddziaływań podejmowanych przez członków wspomnianych grup roboczych. Wykonywany byłby przez kuratorów dla dorosłych, którzy są podmiotem wyspecjalizowanym w  pracy z  osobami dorosłymi występującymi przeciwko obowiązującemu porządkowi prawnemu. Instytucja ta poszerza katalog uprawnień kuratora sądowego dla dorosłych. Jednocześnie jest nowym rozwiązaniem, które daje nowe możliwości walki z przemocą w rodzinie.
    The institution of preventive supervision is based on familiar solutions, existing in the applicable law. It is intended as a non-legal measure that could be used by family courts in situations of domestic violence. This supervision would be imposed on individuals using violence, against whom actions taken by the working groups of Local Interdisciplinary Teams would be ineffective, and whose behavior would not meet the criteria for a  violent crime to the detriment of the relatives. This measure would additionally aim at strengthening the measures undertaken by the members of the said working groups. It would be executed by probation officers for adults, who are specialized in working with adults acting against the legal order in force.This institution broadens the catalog of powers of a probation officer for adults. At the same time, it is a new solution that offers new opportunities to confront domestic violence.

    Opis:
    This article deals with preventive archaeology issues in the Republic of Latvia. Legislative bacground provides presence of archaeologists in construction projects. During last decade in the Latvia the largest share of carried out archaeological fieldwork are archaeological supervisions. Despite of small scale rescue excavations and archaeological supervisions significant archaeological data has been collected on further investigations on historical development of ancient towns. As examples are presented the most interesting discoveries in the two towns located in the Western part of the Latvia – Kuldīga and Ventspils. Archaeological investigations of the town streets in Kuldīga, carried out by M. Lūsēns, supplemented the reconstruction and localization of old Kuldīga, mostly based on information found in written sources. Small-scale preventive archaeological projects that have taken place in the seaside town Ventspils has resulted in a study of A.Vijups on the impact of dune erosion processes on historical development of town.

    Opis:
    One of the most important legal aspects of counteracting domestic violence in ensuring protection and safety of victims is to isolate the perpetrator from them. Until recently, it was believed that the state should provide shelter for victims where they could find help and continue their lives  away  from  the  aggressor.  Currently,  it  is  increasingly  said  that  the  perpetrator  should leave the common home, and the state authorities should have tools to isolate the perpetrator from the victim. The current catalog of criminal process tools to counteract violence, as well as the civil order to leave the premises, can be successfully used to quickly and effectively separate perpetrators of domestic violence from those affected by their actions. In practice, they are used too rarely or inadequately to circumstances, which makes the aid ineffective. In addition, the approach of representatives of bodies implementing tasks in the field of counteracting the phenomenon of domestic violence is burdened with numerous stereotypes, the methods often used are used as templates and unsuitable for the needs of victims. The attitude of the authorities translates directly into actions taken by them in the area of abandoning certain procedural acts, delay implementation and the manner and scope of safeguarding the interests of victims of domestic violence. In conclusion, it is worth noting that the introduction of new legal regulations will not affect the improvement of the safety of victims of violence if the available instruments are not used in practice.
    Jednym z najważniejszych prawnych aspektów przeciwdziałania przemocy w rodzinie w zakresie zapewnienia ochrony i bezpieczeństwa ofarom jest odizolowanie od nich sprawcy. Do niedawna uważano, że państwo powinno zapewnić ofarom schroniska, do których mogłyby trafć w celu zapewnienia pomocy i kontynuowania życia z dala od agresora. Obecnie, coraz częściej mówi się o tym, że to sprawca powinien opuścić wspólny dom, a organy państwa powinny dysponować narzędziami służącymi do odizolowania sprawcy od ofary. Obecny katalog karnoprocesowych narzędzi przeciwdziałania przemocy, jak i cywilny nakaz opuszczenia lokalu z powodzeniem mogą być wykorzystane do szybkiego i skutecznego oddzielenia sprawców przemocy w rodzinie od osób dotkniętych skutkami ich działań. W praktyce są one stosowane zbyt rzadko bądź nieadekwatnie do okoliczności, co sprawia, że pomoc staje się nieskuteczna oraz nieefektywna. Poza tym podejście przedstawicieli organów realizujących zadania z zakresu przeciwdziałania zjawisku przemocy w rodzinie jest obarczone licznymi stereotypami, stosowane metody są szablonowe i niedostosowane do potrzeb ofar. Nastawienie organów przekłada się bezpośrednio na podejmowane przez nich działania w zakresie zaniechania dokonania określonych czynności procesowych, zwłokę w ich podejmowaniu czy też sposób i zakres zabezpieczenia interesów ofiar przemocy w rodzinie. Na zakończenie warto podkreślić, że wprowadzenie nowych uregulowań prawnych nie będzie miało wpływu na poprawę bezpieczeństwa ofiar przemocy, jeżeli dostępne instrumenty nie będą stosowane w praktyce.
