In order to be exercised meaningfully, political freedom requires the capacity to actually identify available policy options. To ensure this, society ought to engage in deliberation as a discussion oriented towards mutual learning. In order to highlight this issue, I define deliberation in terms of the participants’ openness to preference change, i.e. the deliberative stance. In the context of the systemic approach to deliberative theory, I find several factors causing the atrophy of such a deliberative stance. I note that this state can occur not only when debaters are representatives or are in the presence of an audience, but also when they face the prospect of a binding decision. It is the latter effect that is a serious challenge to the micro-deliberative strategy, one that strives towards decisional powers being granted to deliberative minipublics. Presenting my findings, I propose—as an alternative to the power-oriented ‘ladder of participation’—a distinction between traditional co-decision and deliberative consultation, the latter one being (in certain systemic contexts) an environment that is more conducive to deliberative stance. This new typology highlights factors that lead to preference petrification and allows for the appreciation of the non-decisional character of micro-deliberation. All of it leads to the conclusion that, in order to preserve their deliberative character in the systemic context, deliberative minipublics should not always be required to have decision-making powers

In Poland, Hedwigia ciliata (Hedw.) P. Beauv., an obligatory epilithic moss species, has in recent years also been observed on the bark of trees. In this paper, we describe 25 recently identified sites in which epiphytic H. ciliata has been observed, and provide a plausible explanation to account for this phenomenon.

Opis:
This paper presents results of abundance field research, distribution and habitat and phytocoenotic preferences of Trisetum sibiricum on the Gutowo Meadows (Urszulewo Plain, NE Poland), in a locality outside the continuous range of distribution. The species grown in wet, not used meadows, in places overflooded by beavers, partially afforested. The research was carried out in 2013 and the results were compared with analogical data from 2000–2002. Currently a higher abundance of species (circa 1600 tufts), a larger area of the locality (circa 2.5 ha), larger phytosociological spectrum and a larger share of hygrophilous species in species composition of the examined phytocoenoses was revealed. In 2013 a share of Trisetum sibiricum was noted in 12 plant communities from seven classes (Phragmitetea australis, Scheuchzerio-Caricetea nigrae, Bidentetea tripartiti, Molinio-Arrhenatheretea, Artemisietea vulgaris, Alnetea glutinosae and Querco-Fagetea), and in 2000–2002 – only in seven plant communities from three classes (Scheuchzerio-Caricetea nigrae, Molinio-Arrhenatheretea and Artemisietea vulgaris). Formerly the species was listed mainly in phytocoenoses of Angelico-Cirsietum oleracei and currently most often in phytocoenoses of Junco-Molinietum.

Endurance capability is a key indicator to evaluate the performance of electric vehicles. Improving the energy density of battery packs in a limited space while ensuring the safety of the vehicle is one of the currently used technological solutions. Accordingly, a small space and high energy density battery arrangement scheme is proposed in this paper. The comprehensive performance of two battery packs based on the same volume and different space arrangements is compared. Further, based on the same thermal management system (PCM-fin system), the thermal performance of staggered battery packs with high energy density is numerically simulated with different fin structures, and the optimal fin structure parameters for staggered battery packs at a 3C discharge rate are determined using the entropy weight-TOPSIS method. The result reveals that increasing the contact thickness between the fin and the battery (X) can reduce the maximum temperature, but weaken temperature homogeneity. Moreover, the change of fin width (A) has no significant effect on the heat dissipation performance of the battery pack. Entropy weight-TOPSIS method objectively assigns weights to both maximum temperature (Tmax) and temperature difference (DT) and determines the optimal solution for the cooling system fin parameters. It is found that when X = 0:67 mm, A = 0:6 mm, the staggered battery pack holds the best comprehensive performance.
