Opis:: Paper is devoted to the system for remote monitoring of areas of the linear part of main gas pipelines in the presence of geodynamic effects. This concept provides: - Identify potential emergency and dangerous places on pipelines; - localize active geodynamic zones and tectonic violation; - identify hidden cracks and separation of soil ground plane slip masses on slopes of laying and operating pipelines; - find areas of corrosion processes. Technical implementation of the above described approach involves the development of methods and tools to identify areas on the route position main gas pipeline with a high degree of risk and geodynamic development of remote monitoring of posts to be installed in the identified potentially dangerous areas.
W artykule przedstawiono system do zdalnego monitorowania obszarów liniowej części gazociągu w warunkach zjawisk geodynamicznych. Koncepcja ta przewiduje: - określenie potencjalnego zagrożenia i niebezpiecznych miejsc na rurociągach; - lokalizację aktywnych stref geodynamicznych i zaburzeń tektonicznych; - identyfikację ukrytych pęknięć i wydzielenie płaszczyzn poślizgu gruntu w miejscach układania i działania istniejących rurociągów; - znalezienie obszarów, w których zachodzą procesy korozji. Techniczna realizacja powyżej opisanego podejścia wiąże się z opracowaniem metod i narzędzi do wyznaczania na długości rurociągu gazu miejsc o wysokim stopniu ryzyka i przygotowanie zdalnych punktów do monitorowania potencjalnie zagrożonych miejsc.

Opis:: The Potential Emergency Situations Simulator (PESS) for Constantza Maritime University (CMU) should provide training and practicing of the students or course attendants in choosing the best strategies in a given emergency situation, which is an informational high entropy, multi-tasking, fast changing environment. The simulator is used for the realistic modeling of a crisis situation and it is useful for both marine officers and emergency situation officials. The simulator will be used as an educational instrument enabling the interactive study of the different emergency situations. It has the aim of training students to efficiently react to emergency situations such as a leak from a ship/chemical plant, fire, poisonous gas emissions, or any other situations that could show a potential danger. The trainee must be provided with realistic information and the response of the model on the actions of the trainee must be in accordance with the real conditions and scientific based. It must be possible to accelerate the simulation speed without loss of information or functionalities. The input of the external weather conditions is a must, as well as the trainee-oriented graphic interface. It must be possible to change the chemical and physical properties and characteristics of the different polluting agents. The simulator is also used to evaluate the best strategies to be followed in an ongoing crisis. In order to fulfill this aim, the simulation must have the capability to receive data from various sensors, transducers and servers. The courses are designed to accommodate up to six course participants. Each course includes course material such as course manuals and other documents. The courses include hands-on experience with simulator operations and maintenance. To help the start up of the simulated emergency situations training at Constantza Maritime University, we have made a manual which includes some well-designed exercises with scenarios, initial conditions and relevant documentation. The exercise documentation includes the exercise objectives, exercise guidance, instructor guidance, expected results and all other information to make the exercise successful for an inexperienced instructor.

Opis:: Autor w pracy przedstawia potencjał głównych systemów ratowniczych odpowiedzialnych za ogólne bezpieczeństwo państwa. W dwóch rozdziałach opisał dwa współdziałające systemy: krajowy system ratowniczo-gaśniczy i Państwowe Ratownictwo Medyczne. Rozdział pierwszy zawiera opis krajowego systemu ratowniczo-gaśniczego, zasady jego organizacji i działania, pokazuje zadania systemu, definiuje kluczowe pojęcia, a przede wszystkim pokazuje jego potencjał z wyszczególnieniem sił i środków zawartych w systemie. Rozdział drugi charakteryzuje Państwowe Ratownictwo Medyczne, definiuje kluczowe pojęcia, określa specyfikę systemu. Określa również siły i środki wchodzące w skład systemu oraz najważniejsze zadania. Praca została oparta na aktach prawnych regulujących funkcjonowanie systemów i materiałach uzyskanych z Komendy Głównej Państwowej Straży Pożarnej oraz Ministerstwa Zdrowia.
The author presents in his work potential of the principal emergency systems, responsible for general security of the state. In the two sections two interacting systems are described: a national system of rescue-fire fighting and national medical emergency. The first chapter contains a description of the national rescue-fire fighting, established rules for its organization and operation, shows the tasks of the system, defines key concepts, and above all shows his potential, listing the number and strength of the measures included in the system. The second chapter is characterized by the State Emergency Medical Services System, defines key concepts, determine the specificity of the system and its rules. It also specifies the powers and resources included in the system, and the most important tasks. Work has been based on the legal acts regulating the functioning of the systems and the materials obtained from the Headquarters of the State Fire Service and the Ministry of Health.
