Opis:
The analysis, which was carried out during the preparation of the article, shows that 88% of entities on the Industrial Monuments Route of the Silesian Voivodeship use the communication potential of social media to inform about their activities and to advertise the tourist offer. On the other hand, all facilities can be identified by users through web presentations (websites). Communication in cyberspace is accompanied by promotion in the mass media and by a wide range of attractive events. This proves that the managers of sites located on the tourist and cultural route of the industrial heritage of the Silesian Voivodeship use coherent promotional activities.

Przekształcenia terenów poprzemysłowych - efekty i perspektywy badań i działań. Przekształcenie terenów i obiektów poprzemysłowych stało się jednym z ważniejszych problemów jakie muszą rozwiązywać miasta na przełomie er: industrialnej i postindustrialnej. W ciągu ostatnich 20 lat wypracowano podstawy teoretyczne oraz narzędzia praktyczne prowadzenia przekształceń i obecnie obserwuje się w Polsce wiele ciekawych przedsięwzięć realizowanych w dużych miastach. Dalsze działania powinny objąć również mniejsze ośrodki a prowadzone badania dostarczać wiedzy na temat potencjalnych przekształceń obiektów dopiero dzisiaj powstających.
Transformation of post–industrial areas and objects - current results and future perspectives. Brownfields transformation and post–industrial objects conversion became one of important problems to be solved by towns in the time of both - industrial and post–industrial eras turnover. Within last 20 years there had been theoretical base of such activity worked out as well as instruments for practical acting. Nowadays we may observe numerous, interesting transformations of brownfields situated in bigger Polish cities. They should be followed by smaller towns. Scientific researches will be oriented to provide knowledge on potential transformation of these objects which are just built up.

Przedstawiono zarys problematyki terenów poprzemysłowych, ze zwróceniem uwagi na zagadnienia świadomości społecznej i partycypacji interesariuszy w procesie regeneracji tych terenów. Zagadnienia te wiążą się z istnieniem lub brakiem społeczeństwa obywatelskiego. Projekt Regentif, realizowany przez Politechnikę Krakowską jako partnera 6 innych jednostek badawczych i wdrożeniowych z Unii Europejskiej, wskazał istotną rolę czynników nietechnicznych, a wśród nich właśnie wymiaru obywatelskiego (Civicware) w prawidłowym przebiegu regeneracji. Zgodnie z doświadczeniami wdrożenia projektu, 2. Konferencji Regentif (Politechnika Krakowska, Kraków 31 maja - 1 czerwca 2007 r.) towarzyszyły warsztaty mające za zadanie wypracowanie wizji przyszłego użytkowania terenów poprzemysłowych w okolicach Olkusza. Artykuł jest zarazem wprowadzeniem do wyboru artykułów zamieszczonych w tym numerze "Problemów Ekologii", a stanowiących rozwinięcie referatów przedstawionych na konferencji. Zebrane artykuły poruszają niektóre problemy regeneracji terenów poprzemysłowych, a to: tworzenie koncepcji programów rozwoju, miejsce rewitalizacji terenów poprzemysłowych w urbanistyce strategicznej, wizja miasta a rewitalizacja terenów poprzemysłowych, inwentaryzacja i waloryzacja terenów zdegradowanych, adaptacja nieużytków poeksploatacyjnych, braki w prawodawstwie, skażenia gleby a możliwości rozwojowe miast i wsi, przekształcenia środowiska przyrodniczego w następstwie działalności przemysłowej, wartości przyrodnicze będące wynikiem sukcesji naturalnej.
An overview of issues related to post industrial issues was presented with focus on public awareness and participation of stakeholders in the regeneration of the facilities. These issues are related to the existence or non - existence of the civic society. The Regentif project in which the Cracow University of Technology takes part as a consortium partner among other organisations from the EU, proved an important role of the non - technical factors including civicware in a successful regeneration process. The 2.Regentif Conference was hold in Cracow in the days of 31 May - 1 June 2007, it was accompanied by a workshop aimed at developing the strategic vision for the future use of the post - industrial sites in the vicinity of Olkusz. The hereby article serves as an introduction to a selection of papers issued in this volume which are an extended version of the presentations delivered during the Regentif Conference. The articles discuss some of the problems related to the post - industrial facilities regeneration including: development concepts, role of the post - industrial facilities in strategic urban planning, vision of cities and revitalisation of post industrial sites, inventory and valorisation of degraded areas, adaptation of idle post - exploitation sites, gaps in legal system, soil contamination and development potential of urban and rural areas, transformations of the natural environment as a consequence of industrial activity, natural values resulting from natural succession.

The transformation of the Polish economy during the period of its transformation from a planned socialist economy into a market economy resulted, among others, in the emergence of a large number of post-industrial areas which are no longer used. Located often in developed urban areas, with many disadvantages such as contamination or unstable ownership status, they are not of interest to investors. Exploiting the potential they undoubtedly have would in many cases require the investment of considerable resources, but in order for these to be allocated to the investment, the investor expects to gain complete knowledge of the character and specificity of the place. The article is an example of a preliminary analysis of a selected post-industrial area, which helps to outline the direction of future area redevelopment.

The aim of this article is to identify the main principles for how the public sector functions in a post-industrial society. The research method adopted was a meta-analysis of the results of research by various authors on the issues of managing the development of post-industrial society. The subject of the meta-analysis was primarily literature in the field of knowledge management, development economics and new growth theories. The post-industrial society presented in the article appears as a land of happiness, where everyone works together to multiply the common good, guided by the following principles: knowledge gives access to power because post-industrial society is a meritocracy; social standing depends on diligence and willingness to take advantage of the offers of the educational system; the role of the state is to provide and safeguard open access to the ruling elite for anyone who wishes to learn and improve their conduct by developing objectively formulated, fair and impartial procedures for filling public sector positions. Decision-makers, i.e. those who have power, are not only professionals but also people who put the common good before self-interest. Representatives of the science sector set the directions of state policy and prepare strategies for achieving them. The science sector is independent of government and business, which is manifested in the freedom of to teach and conduct research. Social inequalities are being tackled and citizens can monitor the spending of public funds, since we are dealing with a welfare state. The prevailing political system is participatory democracy. Citizens participate in the life of society on an equal footing, and decisions about the future of society are consulted with them. Political decentralization in the management of public administration is common.

The process of transformation in the Polish economy, transforming it from a planned economy into a market economy, has resulted, among others, in the liquidation of many heavy industry plants in the Upper Silesian Industrial Region (GOP). GOP cities, which grew up on the basis of heavy industry, were spatially planned according to the needs of mining and metallurgical plants. Liquidation of the plants resulted in the creation of degraded, unused post-industrial areas, scattered over various city districts. Their location is often very attractive, but with many drawbacks, such as degradation, contamination by harmful substances or unclear legal status, potential investors are reluctant to take interest in them. Detailed documentation of the land’s characteristics, the effects of the activity previously carried out here, the community’s expectations regarding the use and development of such land, will make it easier for the investor to take a decision on the redevelopment of the area. The article is an example of a preliminary analysis of a selected post-industrial area, which helps to outline the direction of its revitalization.

Degraded post-industrial areas have considerable potential for redevelopment. However, the unstabilized legal situation, lack of information on the area, its infrastructure and key features make investors prefer undeveloped land. The following paper is an attempt to perform a preliminary analysis of a selected post-industrial site, in order to facilitate the choice of how to re-use it.
Zdegradowane tereny poprzemysłowe posiadają spory potencjał do ponownego zagospodarowania. Jednak nieustabilizowana sytuacja prawna, brak informacji o terenie, jego infrastrukturze i kluczowych cechach powodują, iż inwestorzy preferują tereny niezagospodarowane. Poniższe opracowanie jest próbą dokonania wstępnej analizy wybranego terenu pogórniczego, w celu ułatwienia wyboru sposobu jego powtórnego zagospodarowania.

The article presents the contemporary cultural landscape of the historical workers’ settlements, located within the current administrative boundaries of the city of Katowice. Selected building complexes are standardized in terms of typology and building design, but differ in terms of the conservation status and forms of protection. The aim of the discussion is to show the relationship between the artistic and architectural aesthetics and public spaces related to the industry. The subject matter is an attempt to draw attention to the problem of the conservation status of most parts of the historical complexes of residential buildings in Upper Silesia, their untapped potential and declining values.

This research is dedicated to the characteristic of structural spatial shifts of the world manufacturing industry. These trends have conduced to the restructuring of the world economy and main shifts in the manufacturing locations both at regional and global levels. On the one hand, countries have got a great chance to develop and to become active players in the world economy. On the other hand, those that fell behind the scientific and technological revolution, which started in the second part of the 20th century, and did not do their best to create new high technologies (or just did not have such opportunities because of a low level of development, illiteracy or people poorness) turned out to be behind global leading economies. Structural shifts both in manufacturing location and in industrial composition occur very quickly in the recent decades. There have been shifts in the HT-industry composition. The shift to developing Asian countries is fixed and there are some reasons for that. That is why the theme chosen for this paper is not very researched and rather burning. Moreover, it has practical importance for Russia, which in the current financial crisis once again has faced a choice to define the strategy of its further development.

This paper attempts to analyze modern urban space in the context of intercepting the effects of biopolitical production by means of a conceptual apparatus taken from urban landscape studies. Among the discussed sections of urban space, which illustrate the issue undertaken in this text, there are first and foremost places that focalize and intertwine practices of urban design, landscape architecture, design and media initiated by local governments, institutions, and private investors. All of these practices strive to create a new type of urban landscapes, characterized by their simultaneous functioning as sights and as “urban stages.” Following from the above findings, this paper aims to describe the listed forms of land use in terms derived from cultural concepts of landscape, considering the latter to be a useful tool for explaining the relations between modern urban subjects and the environment they exist in.

The aim of the work is to review, taking into account the possibilities of touristic use, selected post-industrial objects in Szczecin. Residues successfully managed for tourist purposes were indicated. All of the non-hotel facilities selected were those that have tourism potential, indicating the possibilities of their development for tourism purposes and the features that would make them become a Post-Industrial Tourist Facility (PPOT). Conclusions from the conducted research indicate actions that should be taken to rescue postindustrial heritage, enabling the development of post-industrial tourism in Szczecin.
Celem pracy jest dokonanie przeglądu, uwzględniającego możliwości wykorzystania turystycznego, wybranych obiektów poprzemysłowych na terenie Szczecina. Wskazano zabytki z powodzeniem zagospodarowane dla celów turystycznych. Ze wszystkich niezagospodarowanych obiektów wybrano te, które posiadają potencjał turystyczny, wskazując możliwości ich zagospodarowania dla celów turystycznych oraz cechy predysponujące je do stania się Poprzemysłowym Obiektem Turystycznym (PPOT). Wnioski z przeprowadzonych badań wskazują działania, które należy podjąć celem ratowania dziedzictwa poprzemysłowego, umożliwiające rozwój turystyki poprzemysłowej Szczecina.
