Political scientists have noted a rising popular indifference to politics which is indicated with declining voter turnout in advanced democracies. Similar trends emerged in the radically changing “high choice” media environments. Studies in political communication (Blekesaune et al., 2012; Prior, 2005; Strömbäck et al., 2012) have shown that audiences are “tuning out” of the news and current affairs programs and that the gap between the politically active and inactive is widening. The aim of this paper is to analyze those who abstain from political participation in Croatia in terms of socio-demographic characteristics and media use. National media systems are important factors in explaining differences in news consumption and political knowledge. This analysis will serve as a case study of how a changing media environment interacts with political participation in a post-socialist political culture. In the analysis binary logistic regression will be used on the data from the online survey on media audiences.

During the last two decades, discourses over the transition process shifted toward a theoretical diversity and a deeper understanding of ‘how modernity was reworked in postsocialist context’. It was widely argued that changing social relations were shaped not only by norms and institutions of Neoliberal capitalism, but also by established networks, institutional and regulatory structures and actors that/who gave diverse responses to the profound and thorough transformation of the society. This paper aims at understanding how geopolitical discourses over the Balkan and its place in the ‘new Europe’ shaped social relations and produced daily practices nested into those webs, through the perception and interpretations of post-socialist transformation by Hungarian migrants who left the war-hit Yugoslavia.

Postkolonialność powinna być postrzegana jako ludzka kondycja, sytuacja egzystencjalna, podczas gdy dekolonialność jest opcją, świadomie wybraną jako pozycja polityczna, etyczna i epistemiczna. Takie niekonwencjonalne rozumienie terminów „postkolonialny” i „dekolonialny” pozwala przekroczyć długotrwałą rywalizację i geopolityczne podziały między studiami postkolonialnymi a opcją dekolonialną za pośrednictwem optyki i dyskursów postsocjalistycznych i postzależnościowych. Postsocjalistyczna interwencja wprowadza szereg pojęć niezbędnych do analizy relacji postsocjalistycznych i postkolonialnych. Wśród nich można wymienić imperialną różnicę, geopolitykę i korpopolitykę wiedzy, bycia, płci i odczuwania, dekolonialną estetykę oraz odwrócenie kierunków czasowych w kontekście postsowieckim. Dyskurs postkolonialny musi zostać skontekstualizowany i zradykalizowany. Oznacza to przejście od wyjaśniania „innego” w języku zrozumiałym dla niego samego do oderwania się od retoryki nowoczesności z jej ukrytą logiką kolonialną i prześledzenia innych genealogii wiedzy i aktywizmu oraz innych sposobów interpretowania nowoczesności / kolonialności.
Postcoloniality should be regarded as a human condition, an existential situation, whereas decoloniality is an option, consciously chosen as a political, ethical, and epistemic positionality. Such an unconventional understanding of the terms “postcolonial” and “decolonial” allows to transcend the long-going rivalry and geopolitical divisions between the postcolonial studies and the decolonial option through the medium of the post-socialist and post-dependence optics and discourses. The post-socialist intervention launches a number of concepts necessary for the analysis of the post-socialist / postcolonial intersections. Among them, the imperial difference; the geopolitics and corpopolitics of knowledge, being, gender, and sensing; decolonial aesthesis; and the reversal of temporal directions in the post-Soviet context. Postcolonial discourse needs to be contextualized and eventually radicalized. It means a shift from the explanation of the other in the language understandable by the same to delinking from the rhetoric of modernity with its hidden colonial logic and tracing other genealogies of knowledge and activism and other ways of interpreting modernity / coloniality.

The article explores the historical trends and patterns in the politics of space in toponymic landscapes of Soviet and postSoviet Belarus through the prism of critical toponymy and the post-colonial theoretical approach. This work aims to reveal the colonial essence of the toponymic politics and policies in Belarus during the Soviet era and explore the unique national (post) colonial context of the post-independent place names. Based on the idea of methodological convergence of post-colonial and post-socialist paradigms, this article analyzes the “top-down” hegemonic toponymic practices implemented by the Soviet regime in Belarus in comparison with the place name policies of the colonial regimes in other parts of the world. Using the comparative analysis of historical (re)naming cases from the regional toponymic system of Belarus, the work shows that the Soviet regime used similar goals, methods, and technologies as other colonial powers. Such examples include ignoring the national language, history, and cultural traditions reflected in place names, inadequate renaming criteria and arrogant methods of choosing the new names, banalization of toponymic landscape and inconsistency in renaming, removing the Belarusian vocabulary from the toponymic landscape and inserting the foreign words and terms into the toponymic system, phonetic and grammatical mutilations of national toponyms according to the norms of the foreign language, symbolic resistance of local population toward new place names. The post-independent period can be defined by the selective post-colonial toponymic practices, which include the co-existence of the Soviet and national toponyms, symbolic (re)naming processes typical for new independent post-colonial states, and the resurrection of the ideologically motivated “toponyms-zombies” from the previous period. Therefore, the modern toponymic landscapes in Belarus can be considered post-colonial, and methodological and theoretical post-colonial perspectives on toponymic research can be applied to post-socialist states.

The article engages in a discussion with Martin Müller’s article In Search of a Global East through the categories of class and class distinction. While recognizing the potential political value of the “Global East” project, the author questions the ideological mechanisms which naturalize the stereotype of “Eastness as forsakenness.” As she points out, one of the effects of the “political and epistemological project” of the North–South divide (as well as stereotypical categorizations of the East) is obscuring the internal class dynamics of Northern, Southern and Eastern societies. In contrast, introducing class analysis – which includes examining such practices as producing and buying counterfeits of original, luxury-brand commodities – allows us to uncover similar patterns of class distinction and reproduction across global capitalist societies of the North, South and East, and perhaps also to forge solidarities amongst classes which are regularly oppressed by the dominant global capitalist order.

Only recently has the influence of culture on economic development been increasingly discussed among theoretical economists. Besides observing culture through cultural traditions inherited from ancestors, current social interactions are also considered as an influential factor. Over a long period of time, the research on East European transitional societies has been focused on formal institutions. Throughout that period, informal networks, many of which originated from the previous socio-political system, have mostly strengthened their position in the society and gained power in the formal structures. They helped in building the new capitalist states and therewith had positive effects by speeding up the transition process. Yet, in medium and long term, their activities typically resulted in state capture. This paper explores the persistence of tight informal and mostly inefficient formal business-government-society relations in Eastern Europe. It emphasises the influence of informal networks in the interaction of formal and informal institutions, and questions the possibility of new generations to make a turnaround in the functioning of the networks. Newly emerging social interactions are contextualised in the cultural dimensions: Power Distance and Collectivism versus Individualism. This paper argues that even when informal communities solely serve their own opportunistic purposes, the prevailing collectivist culture in the society provides tacit support to their existence and therewith delays the transformation from relation-based to rule-based governance. The empirical findings confirm the oversocialised view of the society and networks suggested by economic sociologists. Additionally, the changes in transitional institutional environment are deemed to be in line with the claims of institutional economists on durability and impact of informal institutions.

The concept of migration culture is sometimes used to suggest that migration became normalised in particular sending locations. It is helpful however to explore the cultural context of migration more thoroughly, investigating norms and beliefs about how to ‘do’ migration. I analyse why cultures change, and how this links to broader changes in society. In some respects post-2014 Ukrainian migration to Poland and, for example, Polish migration pre-2004 are strikingly similar, for example regarding informal networks, and migration to finance children’s higher education. To some extent Ukrainian migration can be labelled ‘post-socialist.’ I argue however that it is also shaped by the specific 21st century context, such as enhanced opportunities for communication between migrants and potential migrants on social media and in receiving countries, as well as Ukrainians’ encounters in Poland with Polish return migrants. Hence Ukrainian mobility discourses and practices have to be studied transnationally, not just locally.

This paper examines how certain contemporary audio-visual works from post-socialist countries in the Balkan region, employ archival footage from the communist period, to address and problematize the notion of remembering and suppressing national history through collective memory. I specifically focus on the work of the Albanian artist, Armando Lulaj and his videos Albanian Trilogy: A Series of Devious Stratagems (2011, 2012 and 2015) exhibited at the 56th Venice Biennale. By re-using images and narratives produced during Enver Hoxha’s regime, and still ingrained in Albanian visual memory, these films provide alternative readings of Albanian history from the Cold War to the present day. What is more, some of this archival material is made public for the first time, while the rest has been dormant and purposely forgotten in archival vaults. Lulaj’s playful excursions, create connections between a problematic and suppressed past and the difficult and selective present, by juxtaposing evocative and politically charged visual records and contemporary footage of artist’s commissioned performances.

The incidence of increasing aging populations and the popularity of online dating point to the importance of examining aging adults’ involvement in online dating. The study uses semi-structured in-depth interviews with 38 individuals from Slovenia aged 63 to 74. The analysis reveals than the majority of the participants claimed that they had access to a large market of potential partners by use of online dating. They used economic metaphors and related them with extremely positive expressions of recovery: we are alive again because we are back on the relationship market. Their decision to seek a partner through online dating meant that they were once again active in a socially important space, which stimulated a sense of revitalization. Even though the participants lived the majority of their lives under socialism, they have internalized the principles of the market economy and perceive their re-entry into the relationship market as their revival.

From the time of its introduction, the concept of ‘transition’ has effected a tectonic shift in our understanding of post-socialism. In the process which has taken place during the last couple of decades after the collapse of East European socialist regimes, it has become transformed from one of the signifiers of the political and social change which occurred into a cornerstone for thinking, analyzing and predicting the future of post-socialism. Furthermore, in this article it is posited that all the political and social processes occurring in the ex-socialist countries are defined in relation to transition as an all-encompassing form of post-socialist experience. Relying on the discursive theory of Ernesto Laclau, this article attempts to consider together the usually separated questions of epistemology and ontology, and to ask what is the connection between scientific origins of the concept of transition and its political legitimacy. We claim that transition is a “sutured“ structure composed of various social experiences and political strategies, which naturalizes and universalizes the contingent power struggles that are taking place and will take place in the future of post-socialist countries. Therefore, severing the existing bonds between transition and the actually existing post-socialism is a necessary precondition for creating a more complex and productive understanding of the societies of East and South East Europe.

This paper deals with internal household strategies for regaining control over quality, safety and the meaning of food, as applied by people in Poland. Using material gathered by interviewing representatives of twogenerations, the paper analyses the bottom-up, scattered and intra-family solutions woven into the structure of everyday life. Although alternative food networks and food activism are emerging nowadays as an important area of criticism towards contemporary food production and supply, the paper goes back to the choices made within the mainstream food system. Although the interviewees could be classified as middle-class and for this reason are expected to eagerly adapt to new lifestyle patterns, the research material allows one to focus not only on the novelty in people’s culinary choices, but above all – on the continuity. Forms of domestic cooking and buying provisions for the household – as embodied skills based on physical work and time available – are interpreted in the light of contemporary food distrust. The similarities between late modern and traditional mechanisms of maintaining trust are analysed, showing how different layers overlap, shaping a mix of traditional and modern forms.

Post-Foucauldian discourse and dispositif analysis, a methodological approach inspired by the work of Michel Foucault and developed in Western Europe, over the last decade has gained an increasing amount of attention from Eastern European researchers. Yet, this interest has not been accompanied by sufficient reflection on the post-Foucauldian perspective’s adequacy for studying power, governance, and subjectification in post-socialist societies. In particular, there is little criticism that would take into account the current discussion on Foucault’s ambivalent attitude towards neoliberalism. The goal of this article is to examine this line of criticism of Foucault’s late works and to point to its importance for dispositif analysis carried out in Eastern and Central European societies (e.g., Poland) in comparison to analyses carried out in Western Europe (e.g., Germany). I propose a number of methodological recommendations that aim at adapting post-Foucauldian research instruments to facilitate analyzing power relations in the post-socialist context; these include: an interdisciplinary combination of discourse analysis and an analysis of macroeconomic and macrosocial factors; an analysis of the practices of normalization in post-socialist societies with reference to the Center-Periphery relationship; introducing elements of semiology, anthropology of the contemporary and cultural identity analysis to dispositif analysis.

Na tle przemian Warszawy po 1989 r. autorka analizuje pojęcie chaosu, odtwarzając to, co Hegel nazywa „pracą pojęcia”, a zarazem wpisując to pojęcie w teoretyczne ramy odniesienia. Tekst proponuje swoistą typologię miejskiego chaosu, wskazując na konteksty, w jakich to określenie było używane w debacie publicznej dotyczącej miasta przez ostatnich dwadzieścia lat. W ramach tak wydzielonych obszarów autorka stara się ustalić, jakie zjawiska i zależności władzy skrywały się za tym, co nazywano „chaosem”. Stawia tezę, że z empirycznego punktu widzenia miejski chaos nigdy nie jest czystą przygodnością. Jest raczej konglomeratem wielu mniejszych porządków, pomiędzy którymi panują nieprzejrzyste i niestabilne zależności władzy, sprawiające wrażenie arbitralności. Analogicznie do heglowskiej „chytrości rozumu”, autorka proponuje poję-cie „chytrości chaosu”. Kluczem do jego zrozumienia jest różnica pomiędzy słowem „chaos”, tak jak jest ono używane w debacie publicznej, a samym chaosem jako sytuacją strukturalną, opartą na zależnościach siły pomiędzy wieloma mniejszymi porządkami.
The paper describes the “chaotic” transformation of Warsaw after 1989, and aims to analyze what Hegel calls “the work of the concept” of (urban) “chaos”, and to embed it in a theoretical framework. The author proposes a typology of urban chaos. The text analyzes the use of the term “chaos” in Poland and singles out particular contexts in Warsaw’s public discourse during the years of post-socialist transformation. Within these contexts, the author reconstructs the distinct social phenomena and power relations hidden beneath the superficial impression of chaos. Empirically, urban chaos is never mere randomness but rather a conglomerate of multiple pockets of order regulated by non-transparent power relations that only appear to be arbitrary. Using Hegelian language, one can argue that chaos is cunning. The key to understanding this cunning is the difference between “chaos” as a term used in public discourse and chaos as a structural condition of power relations between distinct pockets of order.

This article explores the interactions of migrant Polish business owners with the new entrepreneurial culture in their host country (the UK). The research question of the article concerns how migrant business owners experience the entrepreneurial culture of their host society and how this process reflects noneconomic aspects of labor market adaptation. In the theoretical dimension, the aim is to develop a perspective of examining the labor market adaptation of migrants as a cultural process which reflects certain values and internalized or institutionalized patterns of thinking and acting (Hofstede 2005). The study examines cross-cultural encounters in three interconnected areas: entrepreneurs’ relations with the state, their interactions with other business people, and their interactions with their employees. International mobility provides individuals with the potential to modify their habits and beliefs in the new structural settings and socio-cultural environment of their activities. Socioeconomic crises are moments of trial for migrants, highlighting the challenges of adaptation but also clarifying differences in values and behaviors. The COVID-19 pandemic perpetuated the migrants’ view of the host country as an entrepreneurship-friendly state and enhanced their vision of the host’s entrepreneurial culture as one based on a high level of trust in regard to business owners. The analysis is based on the qualitative method (53 interviews with Polish migrant entrepreneurs).

Ogromne zmiany instytucjonalne, strukturalne i technologiczne, jakie zaszły w polskim przemyśle w okresie ostatnich 25 lat, zachęcają do refleksji nad tym, jaki wyraz znalazły one w przekształceniach przestrzennej organizacji tego sektora gospodarki. Autor podejmuje próbę wskazania podstawowych procesów przemian przestrzennych, jakie zaistniały w tym okresie w przemyśle kraju, przede wszystkim w skali regionalnej. Stanowi to punkt wyjścia do próby odpowiedzi na dwa zasadnicze pytania. Po pierwsze, jakie są główne czynniki i mechanizmy obserwowanych przemian przestrzennych przemysłu, a po drugie, w jakim stopniu zmiany zachodzące w przemyśle przyczyniają się do rozwoju regionalnego i lokalnego w różnych częściach kraju. Analiza trendów pojawiających się w okresie transformacji pokazuje, że zarówno czynniki endogeniczne, jak i egzogeniczne sprzyjały wzmocnieniu potencjału produkcyjnego obszarów metropolitalnych. Wpływały na to w szczególności zasoby wykwalifikowanej kadry, dostępność komunikacyjna i korzystne położenie względem rynków zbytu. Przyczyniło się to w istotny sposób do zwiększania znaczenia w polskim przemyśle rozwiniętych regionów zachodniej części kraju – Dolnego Śląska i Wielkopolski. Względnie udana restrukturyzacja cechowała Górnośląski Okręg Przemysłowy, a częściowo również Łódzki Okręg Przemysłowy, procesy deindustrializacji dotknęły przede wszystkim stare okręgi Sudecki i Staropolski. Interesujące jest to, że rola przemysłu w obszarach poza metropolitalnych nie uległa generalnemu zmniejszeniu, rozwój postępował tu w głównej mierze w oparciu o czynniki endogeniczne. Oddziaływanie polityki państwa na rozmieszczenie działalności przemysłowej miało miejsce głównie poprzez inwestycje drogowe, a nie specjalne strefy ekonomiczne.
Radical institutional, structural and technological changes which took place in Polish manufacturing and mining in the last 25 years are a good reason to discuss changes in spatial organization of this sector. The author aims at identifying the main processes of spatial change of industrial activity in the country at regional scale. This leads to two fundamental questions. First, what are the major factors and mechanisms of the identified spatial industrial change, and second, to what extent industrial changes find expression in regional and local development in various parts of the country. The analysis of trends in the transformation era show that both endogenous and exogenous factors contributed to the industrial growth of metropolitan areas. This was particularly stimulated by skilled labour, market and transport accessibility. The developed regions of Western Poland – Lower Silesia and Greater Poland (Wielkopolska) benefited most of all. A relatively successful restructuring took place in the Upper Silesian Industrial District and to some extent in the Łódż region too. Old industrial regions of the Sudety Mountains and Staropolski were significantly affected by deindustrialization processes at the same time. It is interesting, that the role of manufacturing in non-metropolitan areas has not decreased in general. Industrial development mainly rested on endogenous factors here. The impact of governmental policy on spatial changes in Polish manufacturing and mining took place primarily by means of road investment (new motorways) rather than special economic zones.
