    Opis:
    Navigation aids indications, measured distances and bearings are random values governed by various distributions, normal characteristic is widely assumed. Navigation handbooks read that mean error of bearing taken with radar is within a given range, distance error is within certain percentage of an obtained value. It is also known that measurements taken to different landmarks can be subjectively evaluated therefore diversified. All the mentioned factors are to be taken into account once vessel position is being fixed. In order to include them into a calculation scheme one has to engage new ideas and use different approaches. Mathematical Theory of Evidence extended for fuzzy environment proved to be universal platform for wide variety of new solutions in navigation.

    In most problems encountered in navigation, imprecision and uncertainty dominate. Methods of their processing rely on rather obsolete formalisms based on probability and statistics. Available solutions exploit a limited amount of available data, and knowledge is necessary to interpret the achieved results. Profound a posteriori analysis is rather limited; thus, the informative context of solutions is rather poor. Including knowledge in a nautical data processing scheme is impossible. Remaining stuck with the traditional formal apparatus, based on probability theory, one cannot improve the informative context of obtained results. Traditional approaches toward solving problems require assumptions imposed by the probabilistic model that exclude possibility of modelling uncertainty. It should be noticed that the flexibility of exploited formalism decide the quality of upgrading models and, subsequently, on the universality of the final results. Therefore, extension of the available formalisms is a challenge to be met. Many publications devoted to the mathematical theory of evidence (MTE) and its adaptation for nautical science in order to support decision making in navigational processes have enabled one to submit and defend the following proposition. Many practical problems related to navigational ship conducting and to feature uncertainty can be solved with MTE; the informative context of the obtained results is richer when compared to those acquired by traditional methods. Additionally, a posteriori analysis is an inherent feature of the new foundations. The brief characteristics of a series of publications devoted to the new methodology are the main topics of this paper.

    In traditional approach to position fixing navigator exploits mathematical apparatus based on probability theory. Series of assumptions are required in order to use the platform to draw final conclusions. Limited ability is available regarding fix accuracy a posteriori evaluation. In the paper Mathematical Theory of Evidence is exploited in order to introduce new foundations enabling modeling and solving problems with uncertainty. Modified scheme of approach towards making the fix delivers new standpoint for perceiving accuracy of the result.

    W artykule dokonano oceny porównawczej standardów opisujących charakterystyki pracy standardowego serwisu pozycyjnego systemu GPS (Standard Positioning Service — SPS) gwarantowane przez właściciela systemu. W pierwszej części przedstawiono miary służące do określenia dokładności SPS stosowane w kolejnych wersjach standardu. W drugiej części zaprezentowano wartości poszczególnych miar dokładności stosowanie w standardzie SPS oraz ich zestawienie porównawcze. Artykuł kończą ogólne wnioski dotyczące dokładności SPS.
    The article is focused on different approaches to the GPS Standard Positioning Service (SPS) accuracy guaranteed by the U.S.A. government. The article presents changing accuracy metrics used in subsequent editions of GPS SPS specifications. The article ends up with a comparison of accuracy standards and general conclusions on GPS SPS accuracy.

    Opis:
    The Paper presents the optical method of fixing the off-shore objects positions from the land. The method is based on application of two reference points, having the geographical coordinates defined. The first point was situated high on the sea shore, where also the camera was installed. The second point was intended for use to determine the topocentric horizon plane and it was situated at the water-level. The first section of the Paper contains the definition of space and disposed therein reference systems: connected with the Earth, water-level and the camera system. The second section of the Paper provides a description of the survey system model and the principles of the Charge Coupled Device – CCD array pixel’s coordinates (plate coordinates) transformation into the geographic coordinates located on the water-level. In the final section there are presented the general rules of using the worked out method in the optical system.
    W artykule przedstawiono optyczną metodę wyznaczania pozycji obiektów nawodnych z lądu. Oparto ją na dwóch punktach odniesienia o znanych współrzędnych geograficznych. Pierwszy umiejscowiono wysoko na brzegu morza i przeznaczono do zamontowania kamery. Drugi przeznaczono do określania płaszczyzny horyzontu topocentrycznego i umiejscowiono na poziomie lustra wody. W pierwszej części artykułu zdefi niowano przestrzeń i rozmieszczone w niej układy odniesienia: związany z Ziemią, poziomem lustra wody i kamerą. Drugą część artykułu stanowi opis modelu układu pomiarowego oraz zasad transformacji współrzędnych piksela (tłowych) z matrycy CCD na współrzędne geograficzne punktu umiejscowionego na poziomie lustra wody. W części końcowej zaprezentowano ogólne zasady wykorzystywania opracowanej metody w systemie optycznym.

    Statistics, based on grounding incident investigations, is not always sufficient for retrieving objective information and designing comprehensive solutions for improving the ECDIS training process for deck officers and development of methods aimed at reducing the grounding incident rate and improving the effectiveness of navigation. The research studies statistics on deck officers` errors made during training on bridge simulators equipped with ECDIS and provides an analysis of errors distribution among navigators of different ranks. The study shows that in event of the EPFS (Electronic Position Fixing System) failure the likelihood of grounding increases dramatically for all deck officers, irrespective of rank and experience, despite having fully functional radar and ECDIS in dead reckoning mode.

    The traditional approach relying on sight reduction tables, a non-programmatic location of the position fix and an inadequate allowance for observation errors is still widely pursued and advocated. In the late 1970s the programmatic Least Squares method (LSQ) was introduced which determines a random error fix (FixQ) for any multiple sights combination. B.D Yallop & C.Y Hohenkerk (1985) expanded LSQ to incorporate the computation of the random error margin of a fix. Several marketed PDA-based programs apply LSQ, but none have fully incorporated the random error margin as a guide for the navigator. All existing LSQ applications have two drawbacks. One is, all observation error is attributed to random sources, whereas the possibility of systematic error has in fact a long theoretical and practical background in celestial navigation. Systematic error represents a bias in statistical random error theory and can and should be allowed for. A major drawback is that existing LSQ program applications incorporate the running fix technique (RFT) traditionally applied in coastal navigation. It has no general validity in celestial navigation. The position circle of an earlier celestial sight can only be mathematically correctly transferred when its Geometric Position (GP) is transferred for the run data. A final aspect of reliability is the strategy adopted at the sight planning stage. At least during twilight observations, navigators should aim at getting three or four sights with a total azimuth angle >180o, with three successive subsights on each body. In such configurations FixQ and FixS will be relatively close together, generally obviating the need to process the sights for possible systematic error.
