W 2018 r. uchwalono ustawę o Centralnym Porcie Komunikacyjnym, znaną pod skróconą nazwą ustawa o CPK. Jest to kolejna w naszym systemie prawnym tzw. specustawa, na podstawie której lokalizuje się inwestycje celu publicznego z pominięciem przepisów ogólnie obowiązujących. Mianem Centralny Port Komunikacyjny ustawodawca określa szereg zadań, nazywanych Przedsięwzięciami, w szczególności budowę lotniska użytku publicznego oraz obsługujących je dróg i linii kolejowych. Celem artykułu jest uświadomienie czytelnikom, jak bardzo skomplikowana jest ustawa o CPK oraz że obowiązujące przed jej uchwaleniem przepisy prawa umożliwiały lokalizację Centralnego Portu Komunikacyjnego, a wkład pracy potrzebny do przygotowania potrzebnych do tego dokumentów nie byłby większy.
In 2018, the Act on the Solidarity Transport Hub, known as the CPK Act, was enacted. This is another so-called special act in our legal system, on the basis of which public purpose investments are located without regard to generally applicable regulations. By the term Solidarity Transport Hub, the legislator defines a number of tasks, called projects, in particular the construction of a public-use airport and the roads and railway lines serving it. The purpose of this article is to make readers aware of how complicated the CPK Act is and that the legislation in force prior to its enactment made it possible to locate the Solidarity Transport Hub, and that the effort needed to prepare the necessary documents required for this would not have been greater.

The year 2022 was marked by economic risks with potentially very sensitive impacts for countries in the Black Sea region. Given the limited capacity of Ukrainian ports, as well as the sanctions imposed on Russia, due to ongoing conflict, it was necessary to identify new destinations capable of taking over the flow of goods that normally went to the countries involved in this conflict. In addition to the risks specific to maritime transport, the risk of armed conflict comes with new challenges that can also materialize in the form of environmental impact. To analyze this potential impact, the study is being focused mainly on the analysis of the pollution risk generated by the emissions caused by the vessels calling the container terminal CSCT, located in Constanța harbor, and the emissions generated by the vehicles moving in the terminal. As estimated from the start all levels of pollution have increased, with the level of CO2 increasing from 11072.7 tons in 2021 to 11915.7 tons in 2022. The NOx emissions have a similar trend, as well as the other emission level measured and calculated.

This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

Opis:
Open-loop sulphur scrubbers must be switched off, and the fuel must be changed to low-sulphur fuel before entering German inland waters. Immediately after the scrubbers are turned off, warm exhaust gases cause the residue left in the scrubber to vaporise, leading to the increased sulphur content of the exhaust gas. The momentary increase in sulphur emissions immediately after the open-loop scrubbers are turned off has received little attention in research. This paper presents the onboard measurement results of exhaust gases and examines the effects of sulphur compounds released into the air. In this case, the observed sulphur emission peak is problematic due to the geographical location. The ship sails to the river port, passing the coastal town of Travemünde, where the exhaust gases are released. Due to this, the emissions are more harmful when compared to emissions generated in the open seas.

Decyzja o budowie Centralnego Portu Komunikacyjnego1 spotkała się ze skrajnie różnym przyjęciem. Jej zwolennicy wskazywali, że gospodarka Polski zyska nowy impuls rozwojowy. Przeciwnicy podnosili, że jest to niepotrzebny wydatek kilkudziesięciu miliardów złotych. Tymczasem przygotowania do budowy CPK ruszyły pełną parą, trwają prace nad zdefiniowaniem ostatecznych założeń oraz uporządkowaniem otoczenia inwestycji, aby budowa megalotniska mogła sprawnie przebiegać.
The decision to build the Central Transport Hub (CPK), also known as the Solidarity Transport Hub (STH), met with extremely different reactions. The supporters of the idea believe that the construction of a new airport will provide an impulse for the Polish economy to further develop. While the opponents argue that that is an unnecessary expense of several dozen billion of zloty. In the meanwhile, the preparations for the construction of the Solidarity Transport Hub have started, and the works are in progress to determine the final assumptions and to organise the environment for the investment. In her article, the author presents the findings of the audit of the progress of the preparations for the construction of the Central Transport Hub that the Supreme Audit Office started in 2020, on its own initiative, to evaluate the progress of the project at the pre-investment stage. NIK examined, among other, the completeness of the project assumptions, correctness of key documents, supervision and performance of the Government Plenipotentiary for the STH, as well as the performance of the company that implements the investment, including the expenditures in the years 2018–2020. The auditees were the Ministry of Infrastructure, the CPK company, and the State Company “Porty Lotnicze”.

The COVID-19 pandemic has affected all areas of our society. The effects of the pandemic on the economy have not only affected mainly the development of transport and tourism but most especially air transport. Many airports in Europe and around the world have experienced a drop in passengers and cargo due to the COVID-19 pandemic. For many airports, this period, which began in 2019, meant huge losses due to a drop in passengers, leading to the collapse of several airlines. Despite the gradually improving situation, the impact of the pandemic is still being felt, and the number of passengers at airports is growing rather slowly. Thus, airports had to deal with the current situation and adapt their future operation to the current conditions. Even the leading airport in Central Europe - the Schwechat Airport in Vienna - was not spared from the effects of the current pandemic. This article aims to evaluate the effects of the COVID-19 pandemic on Schwechat airport. It focuses on the analysis of the development of the airport before and during the pandemic up to the present. Further, this article describes the problems that Schwechat airport dealt with throughout the period, with the loss of passengers, delays and the collapse of carriers. Subsequently, this article is part of a study aimed at identifying the negative effects of the pandemic on air transport and related industries worldwide. Predicting the development of the airport is a very important aspect, especially for the company's management and should be part of the risk management of every company.

This paper seeks to highlight the impact of the increasing container throughput in northern Adriatic ports on air quality. A comparative analysis of air quality is given, which consist of certain environmental parameters at selected measuring stations near the container terminals of the northern Adriatic ports Rijeka, Trieste, Koper, and Venice. The parameters were analyzed based on a limited amount of air quality monitoring data for the port areas. As the port transport sector increases pollutant emissions, the results of these analyzes can also be used to take appropriate measures to reduce these particulate matter emissions. The aim of this paper is to determine the impact of increasing the container throughput within the ports of the northern Adriatic Sea on air quality, based on certain environmental parameters related to the shipping or delivery of containers by road. The results of the research, based on available data, have shown that the increase in container throughput of the northern Adriatic ports has not decreased the air quality of urban areas of the respective port cities. The air quality value of the northern Adriatic ports is substantially below the limits set by the EU Air Quality Directive (2008/50), thus it does not affect the health of the inhabitants of the analyzed cities.

Providing a robotic-assisted service in scenarios involving multiple Unmanned Vehicles (UVs) in possible beyond-visual-Line-Of-Sight (LoS) operations, safety and security are critical concerns. We develop a web-oriented, human-in-the-loop infrastructure to explore how the service provider can secure their system, enforce instant access control over dynamic operator-robot connections, and ensure the integrity, availability, and traceability of communicated data. Our proposed minimal viable solution requires an authentication server to verify user identity, a back server with a database to handle user requests and state-transition events, and a RabbitMQ (RMQ) server to trace the origin of data.

The efficiency of transport in the port hinterland is an important factor determining the competitive position of a seaport. The paper’s research hypothesis is: the level of equipment in the transport infrastructure of the region directly connected to the seaport in Gdańsk is significantly weaker than in other regions in Poland. The objectives of the paper are: to indicate the position of the voivodeships directly related to the seaport of Gdańsk in the ranking of voivodships in terms of their transport infrastructure, and to present the concept of the development of the Lower Vistula waterway. The research used the method of multivariate comparative analysis and the desk research method. Research shows that there are concerns that hinterland transport will limit the port’s development potential.

Maritime passenger transport entails significant risks and threats against the environment. The existing International rules – from the MARPOL 73/78 Convention to the European Regulations and Directives and ISO standards- aim to avoid pollution both in the high seas and in the ports. Concepts such as Green port or Smart port arise from an effort to make better use of the available resources, increasing efficiency, better energy use, use of the information and telecommunications technologies (ICT), and the lowest environmental impact. Furthermore, technics and programmes of energy management have been developed for the same purposes also. Academic research has indicated that port competitiveness is multidimensional. Although a wide range of drivers of port competitiveness has already been determined, particular ports seem to use different sets of them at different development stages. This paper argues that significant growth in transhipment in Polish ports results from infrastructural development and mainly from enhanced hinterland connectivity. Before Poland had joined the EU, the hinterland connectivity was so underdeveloped that it was more convenient for many companies to use services of the German North Sea ports. However, with EU funds, road investments, travel times between the ports and hinterland have shortened by at least one-quarter. Moreover, the development of railway lines as well as the increase in the number of intermodal container terminals in the hinterland have also improved accessibility to the ports. Rail transport is especially significant for maintaining the competitiveness of ports at times of cutting-edge industry change, increasing the role of economies of scale in shipping.

Marine passenger ports and terminals are key transport facilities that influence the development and positioning of a region, city or country. The port infrastructure should provide the world requirements in service of cruise and ferry ships, and ensure the efficiency and convenience in service of passengers and associated cargo flow. This circumstance determines the necessity of infrastructure modernization, and hardware and software renewal. At the same time, the existing equipment in ports and terminals is gradually becoming outdated, hence the necessity of modernization on the basis of development of a decision-making system. This decision-making system should no longer be based on analytical models, but on new digital transport models of sea passenger ports and terminals. These digital models must take into account both passenger handling processes and external processes for handling cruise and ferry ships. The model should have high computational power and take into account the influence of the external environment. These models should answer development forecasting questions and provide an accurate decision-making system for the validity of infrastructure changes. The Passenger Port of Saint Petersburg "Marine Façade” (St. Petersburg) was chosen as the subject of research. To construct a numerical model, port operation intensity, passenger, cruise and ferry vessel handling processes were investigated; port and terminal development strategies and the mutual influence of the "city-port" systems on each other were studied. As a result of the analysis, a new digital transport model of the sea passenger port was built, which has a high level of detail and accuracy of process implementation, high productivity and efficiency of analysis of various infrastructure changes in the port, allowing the inclusion of dynamic changes from the external environment. The numerical model has been fully implemented for this port, and new conclusions have been derived from it. The use of these new models allows justification of infrastructure upgrades and to study the position of the port in the region in relation to competitors' ports. The developed tool allows solving the problem of research on port processes at any level of planning and enables integration into the information systems already existing in ports and terminals.

The article (part 1) contains an analysis of Polish passenger transport in regular and charter traffic specifically relating to airports, cities and countries for the years 2011–2018. The aim of this article is to deepen the knowledge on this topic. The trend occurring in the examined period was analyzed and conclusions relating to the changing transport structure were made. The compilation of statistical data made it possible to carry out the analysis based on the available resources of the Central Statistical Office and the Civil Aviation Office. This enabled the current gap in literature to be filled, where previously information was compiled only for each year separately.
Niniejszy artykuł (część 1) zawiera analizę polskich przewozów pasażerskich w ruchu regularnym i czarterowym ze szczególnym uwzględnieniem: portów lotniczych, miast oraz przewoźników w latach 2011–2018. Celem artykułu jest pogłębienie wiedzy na ten temat. Zbadana została tendencja zachodząca w badanym okresie i wysunięto wnioski związane ze zmieniającą się strukturą przewozową. Zebranie danych statystycznych potwierdziło możliwość przeprowadzenia analizy opierając się na dostępnych zasobach Głównego Urzędu Statystycznego oraz Urzędu Lotnictwa Cywilnego. Dzięki temu została uzupełniona luka w literaturze, gdzie informacje zestawiono tylko dla każdego roku osobno.

Opis:
This article contains an analysis of Polish passenger transport in regular and charter traffic with the specification of carriers for the years 2011–2018. A forecast of traffic growth in the aviation market until 2035 is presented. Took into account situation of the pandemic in early March 2020 was addressed. The trend occurring in the examined period was analyzed and conclusions relating to the changing transport structure were made. The compilation of statistical data made it possible to carry out the analysis based on the available resources of the Central Statistical Office and the Civil Aviation Office. This allowed to fill the gap in the literature, where previously information was compiled only for each year separately.
Niniejszy artykuł (część 2) zawiera analizę polskich przewozów pasażerskich w ruchu regularnym i czarterowym z wyszczególnieniem państw w latach 2011–2018. Przedstawiono prognozę wzrostu ruchu na rynku lotniczym do 2035 r. Odniesiono się do sytuacji związanej z pandemią na początku marca 2020 r. Zbadana została tendencja zachodząca w badanym okresie i wysunięto wnioski związane ze zmieniającą się strukturą przewozową. Zebranie danych statystycznych potwierdziło możliwość przeprowadzenia analizy z wykorzystaniem dostępnych zasobów danych Głównego Urzędu Statystycznego oraz Urzędu Lotnictwa Cywilnego.
