In accordance with the report from 2013 of the Cruise Lines International Association Europe “the Baltic Sea is the largest segment in the Northern Europe market, generating capacity of around 4.85 million passenger nights in 2012 and around 5.14 million in 2013”1. In the Baltic Sea region, carriage of passengers on cruise ships take 10,2% share of the EU market.2 For several years, it has begun to detect the role and importance of cruise ship tourism in the Baltic Sea Region, what is seen in a number of initiatives for international cooperation within the framework of the projects of the European Union, such as i.e.: Seaside Project or Enjoy South Baltic, and associations as: Baltic Sea Tourism Commission or Cruise Baltic Northern Europe. The European Commission also supports the activities for development of cruise ship industry, for example thanks to organization of annual celebrity of the European Maritime Day dedicated to maritime and coastal tourism development, or even for creation of the program entitled European Strategy for the Baltic Sea Region. However, in Poland, it has been registered a noticeable decline in the number of cruise ships calling at Polish seaports for several years3. There are lots of reasons of this phenomenon, but the lack of the infrastructure of dedicated terminals to handle cruise ships is one of the most essential. Moreover, a range of services delivered at these ports have also a huge influence upon the development of the cruise ship tourism market. The objective of this article is to evaluate the state of infrastructure of the seaports in Poland to handle of cruise ships and also presentation of investment objectives planned by seaports authorities. A little space was also dedicated to present the tourist offers prepared for cruise passengers visiting Polish seaports. The article also shows the results of surveys made in: Port of Gdansk Authority, Szczecin and Świnoujście Seaports Authority and also Port of Gdynia Authority. In addition, the ongoing and planned investments, having an impact on raising attractiveness and competitiveness of the seaports in Poland on the cruise ship tourist market of the Baltic Sea, have also been analyzed.

Celem artykułu jest próba odpowiedzi na pytanie o dopuszczalny zakres zaangażowania środków publicznych w rozwój małych portów morskich, która została dokonana na przykładzie portu w Darłowie. W artykule wykorzystano wtórne oraz pierwotne źródła informacji. W tym celu zapoznano się z literaturą przedmiotu, licznymi dokumentami oraz przeprowadzono badania w formie wywiadu pogłębionego. Porty morskie w ustawodawstwie krajowym uznawane są za obiekty użyteczności publicznej. Poddawane są silnej presji konkurencyjnej oraz są w znacznym stopniu niedoinwestowane. Powyższe okoliczności w połączeniu z perspektywą wzrostu przeładunków, niechęcią sektora prywatnego do angażowania się w proces inwestycyjny oraz ograniczeniami budżetowymi zarządów portów, uzasadniały potrzebę dofinansowania portów ze środków publicznych. Wspieranie rozwoju małych portów morskich nie powinno być uznane za pomoc publiczną. Choć w przypadku infrastruktury wykorzystywanej do celów gospodarczych, zachodzi taka możliwość. W przyszłości należy się spodziewać większego zaangażowania w proces inwestycyjny sektora prywatnego, a następnie zwiększenia atrakcyjności portów oraz ograniczenia publicznych źródeł finansowania infrastruktury.
The aim of the article is to answer the question about the acceptable scope of involvement public funds in the development of small seaports, which was made for example the Darłowo port. Both primary and secondary sources were used. The article is based on the analysis of subject literature and numerous documents, as well as research in the form of in-depth interview. Seaports in national legislation are regarded as public utilities. There are under strong competitive pressure and largely underinvested. These circumstances combined with the perspective of increased transshipments, the reluctance of the private sector to engage in the investment process, and the seaport management’s budget limitations, justified using public funding to support the seaport. The support of development of smalls seaports shouldn’t be considered as public aid. Even, in case of infrastructure used to economic purpose – possibility exists. In the future is expected an increased engagement of the private sector in the investment process, and consequently an increase in the attractiveness of the port and a limitation of the public sources of financing the infrastructure.

This article presents a wider perspective on possibilities of Motorways of the Sea development in the Adriatic Sea, with a special emphasis on the eastern coast of the Adriatic Sea. A complete overview of Motorways of the Sea development has been presented, and key elements influencing the development of Motorways of the Sea were analysed. It has been ascertained that there exist a lot of bottlenecks in the connection to the transport infrastructure in South East Europe. Superannuated port infrastructure, unsuitable inland connections, and nonexistent IT tools for electronic data exchange between all participators in the logistics chain hinder dynamic development of Motorways of the Sea. All these elements were thoroughly analysed, and a proposal for a macro transport strategy suitable for South East Europe has been exposed. It has been accentuated that there is a future for Motorways of the Sea introduction but all described bottlenecks have to be further analysed and removed in a short period of time, to stimulate private sector for financial investments.

This article addresses selected methodological aspects of a process based management system based on analysis of hazards and threats and risk evaluation for an oil port infrastructure in context of insurance. The oil port terminal is regarded as important system of the critical infrastructure that require careful system oriented approach to deal with integrated aspects of environmental, safety and security management to reduce risk of potential consequences of abnormalities and accidents, especially major accidents with catastrophic consequences. The risk of potential economic losses should be also minimised applying in practice an effective business continuity management system. Careful evaluations of relevant risks carried out for the oil port infrastructure are crucial also for the insurance company. Some requirements and activities of the risk engineer and the underwriter in the insurance process are outlined including important factors influencing risks. It is emphasised that determining and evaluating a set of key performance indicators based on data from site audits and analyses can be useful for the safety management of the oil port and its insurance.

Wolin in its early medieval history is inextricably linked to the using of water routes and shipbuilding tradition. Even as a town in the early stage of its development, has merged in itself influences of many cultural circles, which can be traced today by examining an archaeological artefacts. With a view to this phenomenon, the aim of this article is the presentation and analysing of construction of 10th century atypical hull fragments of the early medieval clinker-built boats from the archaeological site no. 3 in Wolin. Examined relics consists of four constructional groups – keel made of pine wood, upper strakes with oarports, planks of unusual cross-sectional shape and these with painted external side. They are a part of a set of 80 shipbuilding elements secondary used in the constructions of harbour quays, recorded during archaeological excavations conducted in 2012-2013. The whole observation is embedded on the wide comparative background enabling indication of similar objects – e.g. the finds discovered off the coast of the south Baltic zone and today’s Denmark, Norway and Sweden. Furthermore, the study aims to emphasize the high research value of the heterogeneous set of secondary used planks. On the basis of the observed technical aspects such as raw material, caulking, planks cross-sections, holes for the oars or treatment of the outer sides, there was noted many similarities to the wrecks characteristic for both the lands dominated by Slavs and Scandinavians. Thus, we are able to observe the specificity of the nautical craftsmanship created by two cultural elements. Visible technological diversity of relicts found in Wolin, undoubtedly legitimizes us to apply to this set the assertion about a ‘transregional’ idea existing in early medieval shipbuilding.

The investment policy applied by seaport authorities has a great impact on the state of the natural environment in coastal regions. Unfortunately, in many cases, their environmental efforts are limited to the issues which are defined by the applicable legal regulations determined by International Maritime Organization, the Organization of United Nations and the European Commission etc. However, in recent years we can observe significant improvement in this area, especially in the seaports of Northern Europe. They often decide on highly capital-intensive pro-ecological investments allowing to reduce the level of pollution emitted from cruise ships during their handling in ports, such as e. g. the opportunity of connecting vessels to the shore-side energy supply systems. Various solutions in this area are currently used in the world. The ports in Northern Europe are currently the leaders in this area. The use of such solutions is cost-intensive, but it significantly reduces the level of pollution emitted by ships into the environment, and the level of noise and vibration caused by engines. This paper aims to assess the seaports' involvement in Northern Europe in the preparation of seaport infrastructure enabling cruise ships to be connected to the onshore power supply systems. The article contains the results of surveys conducted with the use of two methods to adjust the research technique to the respondents’ needs, i.e. CASI (Computer-Assisted Self Interviewing) and EMS (Electronic Mail Survey). The empirical research was conducted among the seaports in Northern Europe. The results of the survey may be of interest to seaport authorities and cruise ship owners.

Marine passenger ports and terminals are key transport facilities that influence the development and positioning of a region, city or country. The port infrastructure should provide the world requirements in service of cruise and ferry ships, and ensure the efficiency and convenience in service of passengers and associated cargo flow. This circumstance determines the necessity of infrastructure modernization, and hardware and software renewal. At the same time, the existing equipment in ports and terminals is gradually becoming outdated, hence the necessity of modernization on the basis of development of a decision-making system. This decision-making system should no longer be based on analytical models, but on new digital transport models of sea passenger ports and terminals. These digital models must take into account both passenger handling processes and external processes for handling cruise and ferry ships. The model should have high computational power and take into account the influence of the external environment. These models should answer development forecasting questions and provide an accurate decision-making system for the validity of infrastructure changes. The Passenger Port of Saint Petersburg "Marine Façade” (St. Petersburg) was chosen as the subject of research. To construct a numerical model, port operation intensity, passenger, cruise and ferry vessel handling processes were investigated; port and terminal development strategies and the mutual influence of the "city-port" systems on each other were studied. As a result of the analysis, a new digital transport model of the sea passenger port was built, which has a high level of detail and accuracy of process implementation, high productivity and efficiency of analysis of various infrastructure changes in the port, allowing the inclusion of dynamic changes from the external environment. The numerical model has been fully implemented for this port, and new conclusions have been derived from it. The use of these new models allows justification of infrastructure upgrades and to study the position of the port in the region in relation to competitors' ports. The developed tool allows solving the problem of research on port processes at any level of planning and enables integration into the information systems already existing in ports and terminals.

This report addresses selected methodological aspects of proactive reliability, functional safety and cyber security management in life cycle of industrial automation and control systems (IACS) in hazardous plants and oil port critical installations based on the analysis of relevant hazards / threats and evaluation of related risks. In addition the insurance company point of view has been also considered, because nowadays the insurer, interested in decreasing risks to be insured, offers the expertise how to limit effectively risks in life cycle from the design conceptual stage of hazardous plant, through its reliable and safe operation, until decommissioning. Therefore, the risk evaluation model for insurance related decision making for the period considered, e.g. one year, should be plant specific with some predictive properties due to changing environment and business conditions, and usually considerable uncertainty involved. The objective is to evaluate and mitigate risks, and control them proactively, through undertaking appropriate activities within a process based management system according to elaborated policy and strategy that includes organisational and technical aspects, including preventive maintenance activities of sensitive equipment and updating in time the training programmes. Careful evaluating and controlling risks is also crucial for the insurance company. Basic activities of the risk engineers and underwriters in the insurance process are outlined in the context of identified hazards/threats and defined factors that significantly influence risks to be considered in evaluating the insurance premium in the context of terms and conditions specified.

The issue of the impact of seaports on their direct vicinity has been repeatedly addressed in the academic literature. The developed merits of their impact is mainly related to employment in the port/port cluster, the seaport’s share of the municipality’s labour market, and the added value produced by the port/port cluster or the volume and structure of uncompensated flows into the municipality’s budget on account of the port’s operations. This article is aimed at providing an answer to the question of how to evaluate the impact of a new investment project in a seaport on its direct vicinity in a situation of low unemployment in the port’s municipality and the dominating tourism function in its economy. The research methodology was based on a single case study of the city of Świnoujście and the seaport in Świnoujście; the dominating economic function of this municipality is tourism. Moreover, it is the location of one of the four seaports with primary significance for the national economy. The development plans for the Szczecin & Świnoujście Seaports Authority include the construction of a deepwater container hub terminal. The investment will have an impact on the local social environment. The results of the conducted research studies are presented in the article both in a traditional approach enumerating the benefits of such an investment project for the local environment, as well as proposing a new approach to the evaluation of its benefits (inter alia, providing employment opportunities for people who so far have been forced to look for jobs outside the municipality and the long-term unemployed, preventing young and educated people from moving out of the municipality, attracting new inhabitants, improving the employment-to-population ratio, and stopping the city’s population ageing).

Opis:
There is a number of ports where approach or inside navigation channels are located close to the quay walls. In difficult hydrometeorological conditions appropriate speed of ship is needed to keep proper ship’s steering while passing through channel. The ships that pass near the quay walls with high speed create high interaction forces on moored ships and negatively interact on their mooring equipment and quay walls. Ports should ensure relevant maintenance and reliability of quay walls and ships’ mooring equipment. That is why investigation of the ships interaction forces during ship passing near the ships moored to quay walls is very important to find limitations of the passing ship speed depending on passing ship’s parameters, distances and environmental conditions to provide reliable maintenance of navigation channel. In the article the conditions of dynamic forces caused by passing ships are investigated, including possible external forces influencing on moored ships, mooring equipment and quay walls. The methodology to assess the forces exerted on ship moored to quay wall by ship passing close to them is created. On the basis of the case study analysis results, the recommendations for the limitations to ships passing near the ships moored to quay walls were proposed that will allow providing relevant maintenance and reliability of navigation channel and its infrastructure.
Istnieje wiele portów, w których tory podejściowe lub wewnętrzne kanały nawigacyjne znajdują się obok ścian nabrzeży. W trudnych warunkach hydrometeorologicznych należy utrzymywać odpowiednią prędkość statku, aby zapewnić jego prawidłowe sterowanie podczas przemieszczania się przez kanał. Statki, które przepływają z dużą prędkością w pobliżu ścian nabrzeży, wywierają duże siły na zacumowane jednostki i negatywnie oddziałują na urządzenia cumownicze statków i ściany nabrzeży. Porty powinny zapewniać należyte utrzymanie oraz niezawodność ścian nabrzeży i urządzeń cumowniczych statków cumowanych przy nabrzeżach. W związku z tym ważne jest zbadanie sił interakcji podczas przemieszczania się statku w pobliżu jednostek przycumowanych przy nabrzeżu, aby znaleźć ograniczenia prędkości przepływającego statku w zależności od jego parametrów, odległości i warunków środowiskowych, co pozwoli zapewnić niezawodną eksploatację kanału nawigacyjnego. W artykule zbadane są uwarunkowania sił dynamicznych wywieranych przez przepływające statki, w tym możliwe siły zewnętrzne, które wpływają na zacumowane jednostki, urządzenia cumownicze i ściany nabrzeży. Opracowano metodologię oszacowania sił wywieranych na statek przycumowany przy nabrzeżu przez przepływającą obok jednostkę. Na podstawie wyników analizy studium przypadku zaproponowano zalecenia dotyczące ograniczeń w odniesieniu do statków przepływających w pobliżu statków przycumowanych przy nabrzeżu, które pozwolą zapewnić należytą eksploatację i niezawodność kanału nawigacyjnego i jego infrastruktury.

Opis:
High - quality transport infrastructure is one of the key elements of the modern economy. At present, in the context of growing transportations volume, the development of transport infrastructure is of particular importance for all countries. The role of dry ports in constructing cross-border logistics networks attracts more attention to the countries governments. This article discusses the concept of "dry port" as an element of transport and logistics infrastructure for the modern transport system, and the prospects for the development of such facilities in international significance. The paper focused on the modern transportation network, which connects the inland cross-border logistics network through dry ports through concept of smart logistics at the macro level on the scale of continental cooperation in Eurasia. The main goal of this article is to develop a methodology for the formation of integrated infrastructure management of international importance in the concept of "Dry port" and "Smart logistics", taking into account the peculiarities of the use of transport and cross-border infrastructure of countries for the formation of new transport solutions in the East-West-East corridors.
