The problem of estimating a proportion of objects with particular attribute in a finite population is considered. This paper shows an example of the application of estimation fraction using new proposed sample allocation in a population divided into two strata. Opis:
The aim of this paper is a systematic description and classification of the deliberative poll (DP) as a potentially innovative method of participation in health policy. The paper discusses the theory of deliberative democracy and a specific method of deliberative polling, as well as examples of its application, along with critical commentary. It summarises the characteristics of DP: advantages and disadvantages, as well as conditions for proper application. In this context an important distinc tion is made between two ideal types of participation: co-decision and consultation. A key feature of the latter is its advisory, and not decisive, character. DP is considered an example of such non-decisive, consultative participation.

Opis:
This article presents the perception of environmental issue by Polish society - attaching importance to these issues and the assessment of political activities in solving environmental problems. The first part of the article describes environmentalism and the green parties which gained relevant position in Western European party system in the 70s of the twentieth century. Then the activities of the Greens in Poland and other Central European countries are described that took place after the collapse of the communist system in 1989. The article also illustrates the results of research on social perception of the environmental issues. The vast majority of Poles consider these issues important and claim that politicians should increase their activities in this area. Nevertheless, this doesn’t affect the position of the Greens in the Polish party system. This is due to the history after World War II when Central Europe was in the Soviet sphere of influence and the weakness of the green parties that have never been able to present their offer efficiently to public opinion.

This article discusses a project known as Tomorrow’s Europe deliberative poll®, whose participants consisted of inhabitants of the 27 Member State countries of the European Union. The first section of the article presents the stages of that interesting study and briefly describes its most important results. The second section discusses essential issues to potential organizers of such polls, and more importantly to interpreters of the research data. It focuses on issues such as: problems related to conducting deliberations in a multilingual environment; the acculturation of the research method itself; the possibilities for researching Europea public opinion; and benefits resulting from this type of study
W artykule prezentuję sondaż deliberatywny® Tomorrow’s Europe, którego uczestnikami byli mieszkańcy 27 krajów-członków Unii Europejskiej. W pierwszej części artykułu przedstawiam etapy tego interesującego badania i pokrótce referuję jego najważniejsze rezultaty. Druga część poświęcona jest omówieniu kwestii istotnych dla potencjalnych organizatorów, a co ważniejsze interpretatorów otrzymanych rezultatów badań. Moja uwaga skupia się m.in. na: problemie związanym z prowadzeniem deliberacji w wielu językach, kwestii dotyczącej akulturacji samej metody badawczej, możliwościach zbadania europejskiej opinii publicznej oraz korzyściach wynikające z realizacji tego typu badań.

The inspiration to take up the issue of the poll tax resulted from the desire to verify the claims made by the supporters of the introduction of this tax in Poland in relation to its amount. For this purpose, the simulation of the quota rate of this tax, assuming compensation of the total income from the income tax on natural persons, has been carried out. In addition, potential effects of the introduction of this tax in the fiscal and social areas have been subjected to analysis. The analysis of the simulation of replacing the Personal Income Tax with a poll tax brings the conclusion that the poll tax would not gain acceptance in Poland nowadays. Potential consequences of this change must be considered not only in the fiscal, but above all – social context. The rates of the poll tax assessed on the basis of the concept of its followers are regressive. This is a disqualifying factor of this tribute, because it would bring a number of undesirable consequences to the economy and society.

Oceniono stanu i kierunki rozwoju wybranych elementów infrastruktury technicznej w gminie Biecz oraz porównano je z oczekiwaniami mieszkańców. Stwierdzono, iż większość sołectw nie jest objęta siecią wodociągową i kanalizacyjną. Rozwój infrastruktury technicznej powinien więc nastąpić głównie w tym kierunku. Przeprowadzone badania wykazały, iż dążenia władz gminnych są w zasadzie zgodne z oczekiwaniami jej mieszkańców.
Both status and growth trends of selected technical infrastructure components within Borough of Biecz were evaluated and compared with the expectations of inhabitants. It was confirmed that a majority of villages do not have water supply lines and sewage systems. Therefore the development of technical infrastructure should be going in this particular direction. Research has shown that the aspirations of the borough administration are basically consistent with the expectations of the residents.

Opis:
The study refers to questionnaires in which on the basis of scoring of each question, it can be concluded about a formulated research hypothesis. The following paper examines ways of developing, instituting and analyzing surveys in order to accept or reject stated hypothesis. In particular the focus is on measuring credibility of answers provided by participants in the survey. Each answer is scored along two criteria: person's credibility and significance of the question. The final score is a weighted average of those two variables. This method is particularly useful in surveys when anonymity of participants is not sufficient to guarantee a credible response.
Opracowanie dotyczy ankiet, z których w oparciu o punktacje każdego z pytań można wnioskować o postawionej hipotezie badawczej. Artykuł opisuje sposoby rozwoju, wszczynania i analizy badań, w celu przyjęcia lub odrzucenia postawionej hipotezy. W szczególności koncentruje się na określeniu wiarygodności odpowiedzi udzielonych przez uczestników badania. Każda odpowiedź jest oceniana według dwóch kryteriów: wiarygodności osoby i znaczenia pytania. Wynik końcowy jest średnią ważoną tych dwóch zmiennych. Metoda ta jest szczególnie przydatna w badaniach, w których anonimowość uczestników nie jest wystarczająca, by zagwarantować wiarygodną odpowiedź.

The paper focuses both on results of own research (national poll conducted in Poland) and results of other polls concerning perception of the impact of the crisis in Poland. The results were analyzed in terms of correlation between political preferences (both partisan and ideological) and perceived severity of the crisis in Poland, as well as relationship between political preferences and seeing the EU as cause of the crisis in Poland, or at least reason behind growing seriousness of its signs in Poland. A vast array of other polls – both national and European (mainly eurobarometer, but not only), as well as global – were analyzed, to verify whethere opinions of the Poles changed over time, and how they place in comparison with views of other nations. Overall, the Poles seem less pessimistic regarding the crisis than other nations, mainly due to comparatively better economic outlook, and their opinion on Polish membership in the EU remains very strongly positive. A significant percentage of respondents blamed – at least in part – EU for the crisis, but it did not translate into negative view on EU accession overall.

The article presents a method for the support of the transfer of innovative technologies to industry in which ICT systems for the realisation of remote interviews CAWI are used. The author discusses the formal aspects of the functioning of the CAWI method and presents an original survey system, which constitutes a part of the IT Platform designed at the Institute for Sustainable Technologies - National Research Institute (ITeE - PIB) in Radom, whose aim is to facilitate the operations of intermediary organisations in the knowledge transformation and technology transfer process. The structure of the solution, together with its functional properties and areas of application are shown. The author also compares and contrasts selected questionnaire methods in terms of their advantages and drawbacks so as to indicate the solution that would most effectively support the process of practical innovation dissemination. Additionally, the research and application problems identified in the course of author's investigations are discussed and the cutting-edge properties of the solution designed are indicated.
W artykule przedstawiono metodykę wspomagania procesów transferu innowacyjnych technologii do praktyki gospodarczej z wykorzystaniem teleinformatycznych systemów dedykowanych do realizacji zdalnych badań ankietowych typu CAWI. Omówiono podstawy formalne funkcjonowania metody CAWI oraz zaprezentowano opracowany oryginalny system ankietowy, wchodzący w skład zaprojektowanej w Instytucie Technologii Eksploatacji - Państwowym Instytucie Badawczym (ITeE - PIB) Platformy Informatycznej wspierającej funkcjonowanie organizacji działających na rzecz skutecznej transformacji i transferu wyników badań naukowych do praktyki gospodarczej. Przedstawiono architekturę rozwiązania, jego cechy funkcjonalne oraz obszary zastosowań. Dokonano porównania wybranych metod ankietowych pod względem wad i zalet w celu wyłonienia rozwiązania skutecznie wspomagającego transfer innowacyjnych technologii do praktyki gospodarczej. Omówiono zidentyfikowane problemy badawcze i aplikacyjne, które należało rozwiązać podczas projektowania i implementacji systemu. Wskazano innowacyjne cechy opracowanego rozwiązania.

The article provides a scientific analysis of the financial independence of territorial communities, which is aimed at strengthening the implementation of decentralization measures in Ukraine. Indicated that problems of financial support of the local government powers are the focus of Ukrainian scientists, experts in local budget management and finance. Independence in the aspect of local self-government should be considered within the norms established by the Constitution of Ukraine, the European Charter of Local Self-Government, and other legislative acts. Performed theoretical and applied identification of the “financial independence of the territorial community”. Analyzed the key provisions of the Ukrainian legislation on financial support of territorial communities, which were transformed in the process of decentralization during 2014–2020. Highlighted the state policy components of ensuring the financial independence of territorial communities, based on the principles of the European Charter of Local Self-Government. Measures of state policy to ensure the financial independence of territorial communities can be systematized into two groups: 1) direct participation of the state in the formation of financial resources of communities and territories; 2) indirect participation of the state in the formation of financial resources of communities and territories and their disposal. Noted that consolidation of revenue sources in local budgets of Ukraine is characterized by instability. Summarized the results of the sociological study of the financial support of territorial communities in terms of their financial independence. Emphasized the lack of legal opportunity for local governments to independently keep records of personal income tax and other national taxes in terms of their payers. Proposed the measures to improve the administration of taxes, which are a source of revenue to local budgets: organization of a digital information network on the payment of taxes and other mandatory payments by individuals and ensuring access to it by local government officials; establishing interaction of territorial bodies of the State Tax Service of Ukraine with local self- -government bodies on issues of control over the correctness and timeliness of tax payments and other obligatory payments by individuals and legal entities, etc.

Background. Both everyday training regime and participation in competitions itself are for athletes sources of multiple emotionally-difficult circumstances. A competitor who would like to succeed should know how to cope with such problems. For some competitors, stress itself can be a motivating stimulus, although, in practice, it depends on multiple factors. The aim of the study was presentation and description of the approaches used by Wroclaw judo competitors in order to minimize pre-start stress accumulation. Material and methods. 54 judo trainees from Wroclaw clubs participated in the experiment. Diagnostic opinion poll was used, based on questionnaires and surveys. The anonymous survey included questions concerning the presence of pre-start stress, approaches to stress minimization, the type of stress and the circumstances under which stress reaches its maximal levels. Results. In order to minimize the level of pre-start stress, the participants talk mainly with their friends, listen to music, watch TV, play computer games or exercise. Only a small part of competitors use relaxation techniques prior to competitions. Conclusions. It is necessary to introduce more diverse specialist strategies and stress coping techniques to judo training. Permanent coach education in this domain is essential since, based on the study results, their role in regulation of the competitor’s emotional states is essential.
Wstęp. Zarówno codzienny reżim treningowy, jak i sam udział w zawodach jest dla sportowca źródłem wielu trudnych emocjonalnie sytuacji. Zawodnik, który chce odnosić sukcesy powinien posiadać umiejętność radzenia sobie z tego rodzaju przeciwnościami. U niektórych zawodników stres sam w sobie może być bodźcem motywującym, choć w praktyce zależy to od wielu czynników. Celem badań było poznanie i scharakteryzowanie metod wykorzystywanych przez wrocławskich judoków w celu minimalizowania natężenia stresu przedstartowego. Materiał i metody. W eksperymencie uczestniczyły 54 osoby uprawiające judo w kilku wrocławskich klubach. Osoby badane były w wieku od 8 do 22 lat. W pracy wykorzystano metodę sondażu diagnostycznego opartą o techniki kwestionariuszowo-ankietowe. W anonimowej ankiecie zawarte były pytania o występowanie stresu przedstartowego, metody minimalizacji stresu, rodzaj odczuwanego stresu oraz okoliczności, w których występuje maksymalny jego poziom. Wyniki. Aby zminimalizować poziom stresu przedstartowego badani rozmawiają głównie ze znajomymi, słuchają muzyki, oglądają telewizję, grają w gry komputerowe lub wykonują ćwiczenia fizyczne. Tylko niewielka część zawodników stosuje techniki relaksacyjne przed startem w zawodach. Wnioski. Istnieje konieczność wprowadzenia do treningu zawodników judo bardziej zróżnicowanych, specjalistycznych strategii i technik radzenia sobie ze stresem. Permanentna edukacja trenera w tym zakresie jest niezwykle istotna, ponieważ pełni on, jak wskazują przeprowadzone badania, istotną rolę w regulacji stanów emocjonalnych zawodnika.

Soon after the referendum 2016 researchers tried to find the answer to the question: why British citizens choose to leave European Union? The above paper is a review of opinion polls and deeper research conducted by various universities and think tanks. Some of them just are dealing with a simple question whether the results of the repeated referendum would be the same? Other presents British attitude towards European Union and tries to establish how they see the future relationship between Great Britain and EU. Some are focused on demographical difference between brexiters and remainers. They also looked at the campaign before referendum. The paper starts and finish by citations from the speech made by prof. Alexander Betts who presents problems that British politicians have to dill with and brexit was not the answer.

Instytucja ciszy wyborczej i zakres jej obowiązywania budzi spory i kontrowersje od lat. Zwolennicy tego rozwiązania podkreślają jej uspokajający i antyperswazyjny charakter. Przeciwny wskazują na notoryczne łamanie jej zakazów, przede wszystkim w internecie. Tymczasem instytucja ciszy wyborczej ma swój polityczny i społeczny sens a niedoskonałość regulacji prawnej nie musi wcale podważać zasadności jej funkcjonowania. Celem artykułu jest analiza rozwiązań prawnych stosowanych na świecie i składających się na różne modele instytucji ciszy wyborczej. The institution of election silence as well as its scope has been a subject of debates and controversies for years. Supporters of election silence underline its moderating and anticoaxing character. The opponents point to inveterate breaching of its rules, particularly on the Internet. For all that, the institution of election silence serves some political and social purposes and imperfections of its execution do not have to perforce undermine its merits. The aim of the present paper is to analyse legal solutions concerning election silence that have been implemented around the world and that constitute sundry models of this institution. Comparing them allows for identifying universal solutions and areas worth reforming.
