    Artykuł jest próbą odpowiedzi na pytanie, w jaki sposób i w jaki m zakresie zagadnienia związane z transportem kolejowym znajdą odzwierciedlenie w polityce wspólnotowej (JE: czy kolej jest elementem tej polityki, jeśli tak, to na ile jest on ważny? Wyodrębniono aspekty, z którymi transport kolejowy jest związany oraz opisano miejsce i znaczenie transportu kolejowego w polityce wspólnotowej.
    The paper makes an attempt to answer the question how and in what way the issues related to the rail transport would be reflected in the EU community policy: is the railway an element of this policy, and if so, how much important it is? Aspects linked with the rail transport were singled out, as well as position and importance of the rail transport for the community policy.

    Opis:
    Purpose: The main goal of the study is to document and attempt to assess the impact of the latest European Union development strategy, i.e. Europe 2020 Strategy. It is inextricably linked to smart specialization, development and competitive capabilities of regions of EU member states. The partial goals are: • presenting Europe 2020 Strategy in the context of setting goals and management areas for regional policy which is part of multi-level transnational structure management in EU the Europe 2020 Strategy setting goals and management for regional policy and region will be described; • presenting smart specialization as a result of the development of integration conditions and determining new opportunities, challenges, decision-management orders for EU regions. Design/methodology/approach: At work, the authors mainly use source materials of European Commission, as well as foreign language studies which are also based on source material from EU institutions. Sometimes the authors had to use archival materials to take into account the value and sense of the latest integration conditions. Findings: The work mainly shows the links between: Europe 2020 Strategy, regional policy, regions of member states, smart specialization, guidelines for multi-level management in an international structure, and practicalisation of a development strategy. Practical implications: A member country of an integration group (EU) should be viewed in the context of an international structure and multi-level governance (including decision-making). The consequences of that concern the impact on the member state, on the regions, on other entities in the regions. This is mainly about implementation of knowledge, environmental protection, quality of human capital. Changes (or actually adaptations) also apply to socio-economic development. Social implications: The analyzes, documentation and authors’ suggestions regarding mutual dependencies and connections carried out here, have an undoubted impact on society. Europe 2020 Strategy has a social dimension in all its assumptions. And they concern intelligent growth, sustainable growth, but also (above all) the growth of social integration. Originality/value: The study has values of originality because it goes beyond the collected materials and their presentation. The collected materials were used to capture relationships and interrelationships. A development strategy and smart specialization were used to present the latest integration conditions. Then, these conditions were presented as guidelines for multi-level governance and, consequently, for the competitiveness of European Union and its regions in the global economy.

    Opis:
    This paper concerns two agencies which directly or indirectly pursue the goals and perform the tasks set by the European Union in terms of protecting the marine environment. They are both part of the EU agency system established to decentralise measures, integrate various groups of interests, prepare development strategies and prevent bad practices. The Community Fisheries Control Agency (CFCA) harmonises legal regulations and the Common Fisheries Policy, which improves maritime safety. The European Maritime Safety Agency (EMSA) fosters this safety by promoting the implementation of ship safety standards, investigating shipping disasters, and preventing harmful waste discharges from ships including oil spills that would pollute inshore and sea waters, destroying marine flora and fauna.
    Opracowanie poświecone zostało dwóm agencjom, które bezpośrednio bądź pośrednio realizują cele i zadania UE na rzecz ochrony środowiska morskiego. Obydwie wpisują się w szeroko pojęty system agencyjny UE powołany do decentralizacji działań, integrowania różnych grup interesów, opracowywania strategii rozwojowych oraz zapobiegania różnego rodzaju działaniom niepożądanym. Jedna z nich, tj. Agencja Kontroli Rybołówstwa, harmonizując przepisy prawne i wspólnotową politykę rybacką pośrednio przyczynia się do bezpieczeństwa morskiego. Z kolei druga, tj. Europejska Agencja ds. Bezpieczeństwa na Morzu, zgodnie ze swoją nazwą broni tego bezpieczeństwa, zabiegając o wprowadzanie standardów, bezpieczeństwa statków i badając wypadki statków, zapobiegając odpadom ze statków i rozlewom olejowym, niszczącym wody przybrzeżne i morskie, a wraz z tym morski świat żyjący.

    Nowadays Poland is one of the biggest beneficiaries of EU Cohesion Policy. One of its aims is European Territorial Cooperation although the share of Polish beneficiaries in the European Territorial Cooperation Programmes is insufficient, especially in transnational and interregional projects. The goal of the article is the evaluation of the role of the European Territorial Cooperation Programmes in Poland in the light of financial perspectives 2007-2013 and the next programming period. The first part of this article is devoted to the framework of the European Territorial Cooperation Programmes. The second part deals with the research methodology. The research involved beneficiaries and the institutions of the European Territorial Cooperation Programmes. The third part presents research results. In the final part of this article the authors point at the main conclusions and recommendations following the research.

    Polityka spójności istotnie wpływa na kształt inwestycji w miastach. Dotyczy to w szczególności państw kohezyjnych i tych, które nie mają znaczącej, własnej polityki rozwoju. W tekście zaprezentowano wyniki analizy dotyczące możliwości wsparcia miast i ich obszarów funkcjonalnych w perspektywie 2021-2027 na tle dotychczasowego podejścia Unii Europejskiej do rozwoju i rozwiązywania problemów obszarów miejskich. Należy podkreślić, że Wspólnota w tym obszarze ma bogate doświadczenia sięgające inicjatywy Urban Pilot Projects i URBAN. Przeanalizowano również wpływ pandemii Covid-19 i wojny w Ukrainie na możliwe wsparcie miast w perspektywie 2021-2027. Zaproponowane warunki i instrumenty wsparcia odniesiono także do potrzeb miast i wyzwań, przed którymi one stoją. 
    Cohesion policy has a significant influence on the form of investments in cities. This re -fers, in particular, to states that participate in cohesion policy and those that do not have a significant own development policy. The paper presents the results of the analysis of the possibilities to support towns and cities and their functional areas in the 2021–2027 fi-nancial framework in the context of the previous approach of the European Union to the development of urban areas and solving their problems. It is worth noting that the European Union has wide experience in this area, dating back to the URBAN Pilot Projects and URBAN initiatives. The author also analyses the influence of the COVID-19 pandemic and the war in Ukraine on the potential support for cities in the 2021–2027 perspective. The proposed conditions and instruments were also referred to the needs of towns and cities and the challenges that they are currently facing.
