Opis:
The author assumes that historical towns and villages all oveir the [world suffer destruction as a result of economic development. This concerns especially the youngest nations where industrialization happens very rapidly. Factors that break balance between man and his life environment arose as early as in the 19th century. To these factors belongs an incipient idea of new aglomerations which have spread around cities. They lean to historical centres and thus gradually turn into obstacles on the roads that link old towns with the economic base. As early as in the 19th century old — town districts were abandoned and technological achievements bred, prejudice against monuments of the past. The present task of restorers is to reconcile nowaday necessities with the old ones and to evaluate old cities. There is a tendency to destroy these historical centres and the disinclination to lay out money for their restoration is prevalent. We must also pay attention to the fact that the new environment we create is a spiritless and unnatural machine in possession of forms which are strange to us and overpower us. This paradoxical situation is connected with the use of free time it becomes clear that it is insufficient to solve this problem by organizing recreation areas. As they want to overcome inflexibility of modern constructions, people aim at cooperation in creation of new environment in which they would draw a -clear border line between the residential area and the area under protection where there would be room for both nature and historical substance. The author calls for educational campaign which would inform society that monuments intuitively answer their specific needs. The efforts о-f conservators one centred upon revitalization of historical towns which, as it appears is possible. However, the criticism of initiatives in this field reduced to the problem of costs according to the -principle which says that construction is less expensive than reconstruction. But on the other hand, lif we take also into account the value of the regained -environment and qualities that enable to protect men effectively from the loss of spiritual values, work on that reconstruction is cheaper than construction. What is meant here is the reconstruction in which the original character of a -building remains in agreement with the necessities of modern life. Such a historical structure ought to be provided with the possibility to fulfill a fit function when the process of transmission of historical and aesthetic values to the building takes place. Thus reconstruction reguires an appropriate evaluation of the given structure. In the following part of the article the author accuses urbanists of elimination of those historical structures which -they consider unfit to the new -needs. It is a tendency which takes into consideration neither the picture of the whole human life environment nor humanistic culture. It is exactly this culture on which our civilization is based and that is why it is likely to become an essential progress factor. Humanism, however, cannot be understood as privilege of the same -group of people -— it is a -common phenomen which aims at increase of general living standard. Now it is the very moment ti introduce order in the magnificent scientific and technological progress. This progress should help us to overcome the present chaos and to achieve new reality — harmonious and humane.

Opis:
Regional Historic Preservation Officers are of the opinion that monument protection system in Poland needs to be modified. According to them, however, these changes need to be preceded by in-depth analysis of the existing situation, e.g. the condition in which historic monuments and sites are preserved in Poland, the sources of financing works carried out to monuments and sites, the role that historic preservation offices play in administration combined with regional governors, and the current financial and HR situation in specific government bodies. Changes made to the monument protection system should result in improving the conservational state of historic monuments and sites as well as improving functioning of historic preservation service in competence-, organisation-, and finance-related aspects. Furthermore, as a consequence, local government bodies and the society should become more aware of their responsibilities pertaining to historic monuments and sites. The role of local government historic preservation service should be also taken into consideration. According to Regional Historic Preservation Officers, the changes should be aimed at the following: strengthening the office of General Historic Preservation Officer who will shape historic preservation policy in Poland and coordinate actions taken by state and local historic preservation service; subordinating Regional Historic Preservation Officers directly to the General Historic Preservation Officer (within structures of the Ministry of Culture and National Heritage); improve the organisational and financial situation in Regional Historic Preservation Offices and adapt it to their needs; developing a model of local government historic preservation service in terms of their competences, organisational structure, and subordinance (control- and meritrelated) to Regional Historic Preservation Officers. It is necessary to make legislative changes to the monument protection law not only by issuing clear, uniform, and adoptable regulations but also by correlating regulations pertaining to protection of historic monuments and sites with other existing acts of law. It is also essential to perform comprehensive analysis of the list of Polish monuments and sites (register and record of historic monuments and sites) as well as develop and implement a financial support system for taking care of historic monuments and sites and include properties owned by the state treasury into this system. It must be also emphasised that there is a strong need for increasing social importance of guardianship of monuments and sites and making the society aware of limitations and benefits pertaining to monument protection.

The author starts by saying that some representatives of conservation in Poland have been able to notice changes in the nature of conservation work towards reconstruction, an operation which is very expensive but inconsistent with the rules of conservation art. One of the reasons for ill-success in conservation is the law (the 1962 Law on the Protection of Cultural Property and on Museums) which has been recognized as best, although non-respected and incomplete due to the lack of some executory regulations. The author puts forward the thesis that the policy and the law, next to conservation principles, decide of the ups and downs in this field. A present picture of the protection and conservation of monuments is the result of war destruction, territorial and national changes, political and social transformations. Unpublished circular letters of the Board of Museums and Monuments Protection of the Ministry of Culture and Arts could not be respected by field administration that was indifferent to them. They were respected by the conservation services who, however, were subjected to district authorities as a result of the administrative reform of the country (1975). Shortcomings of the Law were also the reason for the lack of respect for its regulations by other ministries and users of historic structures. The author presents fundamental tasks in the field of general state policy towards cultural property: recognition of the supreme principle that the cultural property is of utmost significance to the nation, introduction of necessary changes into the curriculum, restitution of the standing due to conservation services, better information in the means of mass communication and finally exaction of the duties of the users with regard to planning and repairing. It is also indispensable to update the Law. The organization of the protection of the cultural property calls for changes both at central and field administrative levels. With this in mind, the author suggests to establish the Council for the Protection of Cultural Property as a supervising, coordinating and opinion-giving body, to vest the Minister of Culture and Arts with the right to inspect qualifications of field conservation services, to provide financial means for the execution of the provisions of the Law No 179 of the Council of Ministers (financial aid given to future users who will undertake reconstruction and conservation work on monuments of architecture), to vest the Minister with the right to revise verdicts in actions closely associated with the protection of monuments, to restructure the field conservation bodies and to carefully select a candidate for the post of voivodship monuments conservator, and finally to statutorily separate the conservation office as department of the Voivodship Council.
